Situation Report EEPA HORN No. 59 - 18 January 2021 Europe External Programme with Africa is a Belgium-based Centre of Expertise with in-depth knowledge, publications, and networks, specialised in issues of peace building, refugee protection and resilience in the Horn of Africa. EEPA has published extensively on issues related to movement and/or human trafficking of refugees in the Horn of Africa and on the Central Mediterranean Route. It cooperates with a wide network of Universities, research organisations, civil society and experts from Ethiopia, Eritrea, Kenya, Djibouti, Somalia, Sudan, South Sudan, Uganda and across Africa. Reported war situation (as confirmed per 17 January) - According to Sudan Tribune, the head of the Sudanese Sovereign Council, Abdel Fattah al-Burhan, disclosed that Sudanese troops were deployed on the border as per an agreement with the Ethiopian Prime Minister, Abiy Ahmed, arranged prior to the beginning of the war. - Al-Burhan told a gathering about the arrangements that were made in the planning of the military actions: “I visited Ethiopia shortly before the events, and we agreed with the Prime Minister of Ethiopia that the Sudanese armed forces would close the Sudanese borders to prevent border infiltration to and from Sudan by an armed party.” - Al-Burhan stated: "Actually, this is what the (Sudanese) armed forces have done to secure the international borders and have stopped there." His statement suggests that Abiy Ahmed spoke with him about the military plans before launching the military operation in Tigray. - Ethiopia has called the operation a “domestic law and order” action to respond to domestic provocations, but the planning with neighbours in the region on the actions paint a different picture. -

Governing the ungovernable: contesting and reworking REDD+ in Indonesia Abidah B. Setyowati1 Australian National University, Australia Abstract Reducing Emissions from Deforestation and Forest Degradation plus the role of conservation, sustainable forest management, and enhancement of forest carbon stocks in developing countries (REDD+) has rapidly become a dominant approach in mitigating climate change. Building on the Foucauldian governmentality literature and drawing on a case study of Ulu Masen Project in Aceh, Indonesia, this article examines the practices of subject making through which REDD+ seeks to enroll local actors, a research area that remains relatively underexplored. It interrogates the ways in which local actors react, resist or maneuver within these efforts, as they negotiate multiple subject positions. Interviews and focus group discussions combined with an analysis of documents show that the subject making processes proceed at a complex conjuncture constituted and shaped by political, economic and ecological conditions within the context of Aceh. The findings also suggest that the agency of communities in engaging, negotiating and even contesting the REDD+ initiative is closely linked to the history of their prior engagement in conservation and development initiatives. Communities are empowered by their participation in REDD+, although not always in the ways expected by project implementers and conservation and development actors. Furthermore, communities' political agency cannot be understood by simply examining their resistance toward the initiative; these communities have also been skillful in playing multiple roles and negotiating different subjectivities depending on the situations they encounter. Small and Medium Forest Enterprises in Ethiopia
The annual value of small and medium forest enterprises (SMFEs) in Ethiopia amounts to hundreds of millions of dollars – dominated in rough order of value by fuelwood, herbal remedies, wild coffee, honey and beeswax and timber furniture. The majority of these enterprises are informal and remain Small and medium forest largely unregulated and untaxed by any government authority. Nevertheless these enterprises appear to have significant social and economic benefits. The Government of Ethiopia has responded by providing support, particularly through enterprises in Ethiopia the framework of Micro and Small Enterprises. The recent establishment of the Oromia State Forest Enterprises Supervising Agency and new policy declarations about the community’s stated role in forest management are clear indications of the current interest in forest resources and the roles they play in rural livelihoods. Non-governmental organisations have also been experimenting with Participatory Forest Management and offered training to emerging enterprises, particularly those engaged in non-timber forest products. Yet few associations have yet been established to try and access the more lucrative markets beyond the local setting. SMFEs have great potential to reduce poverty in Ethiopia, but in their present unregulated state also represent a threat to the country’s declining forest resources. Dairy has been identified as a priority area for the Ethiopian government, which aims to increase Ethiopian milk production at an average annual growth rate of 15.5% during the GTP II period (2015-2020), from 5,304 million litters to 9,418 million litters. This study was carried out to assess determinants of dairy product market participation of the rural households in the case of Adaberga district in West Shewa zone of Oromia national regional state, Ethiopia. The study took a random sample of 120 dairy producer households by using multi-stage sampling procedure and employing a probability proportional to sample size sampling technique. For the individual producer, the decision to participate or not to participate in dairy production was formulated as binary choice probit model to identify factors that determine dairy product market participation.
