(Carried) FINANCIAL (TREASURER’S) REPORT: GVBD Secretary (Joy O’Donnell) tabled a brief report on behalf of GVBD Treasurer (Peter Naughton) on the current balances as follows: Financial Report as at 14TH December 2019 to 12th January 2020: • General Account - $20,097-73 • Term Deposit - $23,186-11 • Income: $2,643-00. • Expenditure: $14,092-80 Motion: On behalf of GVBD Treasurer (Peter Naughton) GVBD Secretary (Joy O’Donnell) moved the adoption of the brief financial report seconded Leanne Russell-Jones (Violet Town). (Carried) REPORTS: GVBD CHAIRMAN: James McLeod I hope everyone had a Merry Christmas and a great start to 2020. Congratulations to Josh Warren on winning the Men's State Singles Final. Congratulations to Daniel Nichols on winning his first GV Men's Champion of Champions for this season. Well done to Mark Ryan on getting through to the Final. A great game of bowls by both players and it was a pleasure to have marked this game. Also, Congratulations to Jean Sprague on 2 Page 2 winning the Women's GV Champion of Champions for this season. Well done to Olivia Cartwright on making the Final. Well done to both the Men's and Women's GV Sides in the Regional Challenge game. Some great Bowls played and good Sportsmanship by all. Congratulations to the GV Blue side on taking out the Regional Challenge game for the 2nd Year in a row. The GV has had a fantastic year with winning the Men's Ovens and Murray Challenge game for the 3rd year in a row. Was a great day having the Men and Women playing on the same day, with great Team spirit and encouragement was great to see. Thank you to All the GV Clubs who have hosted various events during this season, and to those Clubs who will host Finals in this seasons Pennant Finals. Your support is greatly appreciated. This Season is going so fast and this year is already going quickly, and I wish the Teams playing in the Finals for Pennant of the Midweek and Weekend all the very best and good Bowling. Huge Thank you to the members of the Board and Sub Committees for all their hard work and continual hard work this Season. I really do appreciate it. Some vacant positions will be available at the end of this season, and I encourage those who would like to put their hands up if you think you have something to offer to do so. All positions entail a great amount of hard work and we shouldn't be critical of those who are trying to do the best for the GV and Bowls in general. See you all around the Greens and the Finals. WELFARE, PROMOTION & SPONSORSHIP REPORT: Grace Kenworthy Since the last general meeting there haven’t been many requests from the clubs for Get Well or Sympathy cards to be sent to members or the families of deceased members. Those that were sent are as follows: Get Well cards to Bill Wood, Mal & Trish Delahey, Hilda Biach and Dennis Taylor. Sympathy cards to Roy Harrison, Bob Canute, Bob McLean and family, the family of Tom Brodie and Ivan Hall. I encourage all clubs to notify our secretary, Joy, of the passing of members or any family member of a club member, both past and present. Also please notify Joy of any illness or injury being suffered by a club member. GVBD LAWS & UMPIRES: Gordon Nash Selectors are asked to familiarise themselves with Page 97 of the Bowlers Handbook, “Selection of Sides” – Rule 20. I have been asked by several Umpires when will GVBD Umpires Co-Ordinator (Doug Maconachie) be having a reaccreditation exam. 3 Page 3 Umpires need to go to Bowls Victoria website, download the application form, have it signed by the Club Secretary. Bowls Victoria will then advise GVBD Umpires Co-Ordinator (Doug Maconachie), who will arrange exams. There have been instances of unacceptable behaviour on the green lately, the Law provides instantaneous penalties, the Umpire on appeal will regard the end as completed and the Opponent will be awarded as many shots as there are bowls in use. A second offence will see the Player excluded from the game and a sub is not allowed. GVBD (Weekend) MATCH & PENNANT COMMITTEE: Rob Sceney The Weekend Pennant Match Committee has continued to organise and run the Weekend Pennant and the Goulburn Valley section of the State Events successfully. There have been few teething problems along the way, but they have been able to cope with and solve those problems. Special thanks to Bill Chilcot for helping at short notice in running the Champion of Champions finals. The have been some changes of venues for GVBD Events due to clubs renovating greens, the unavailability of others with consideration given to clubs who have helped when needed and they have run successful events. State Events The GVBD Men’s Singles Champion for 2019-20 is Josh Warren from Shepparton Park. The GVBD Men’s Singles Champion of Champions for 2019-20 is Daniel Nichols from East Shepparton The GVBD Men’s Pairs Champions are David Daws and Brad Orr From Shepparton Golf The Champion of Champion Pairs, the Weekend Pennant 2-4 and 5-6 Pairs will be run concurrently in April at a venue yet to be decided. Pennant Our Weekend Pennant for Divisions 1 to 5 has run smoothly all season. Congratulations to all the clubs for their cooperation and diligence. Division 6 has given us some headaches this year with some clubs overestimating their ability to consistently put teams in the field. The GVBD Chairman James McLeod has supported the clubs with a player pool and having players from clubs having a bye or extra players have offered their services. The problem still arises. We as the GVBD board and WPMC will need to be extra careful about the 2020 season in making sure that clubs have ample players to cover the teams that they wish to enter in the GVBD weekend pennant. Night Games There has been an excellent response to the invitation for clubs to hold weekend pennant games at night under lights. There have been games in Divisions 1, 2 and 3 held at night during the season. It is very pleasing to see clubs working together for the betterment of bowls in general. Finals The WPMC has set the finals agenda as follows: The First, Second and Preliminary finals in all sections will be held on the Saturdays allocated at venues chosen by the WPMC. Single greens will be used where appropriate. These venues will happen be chosen after consulting with the greens committee’s inspections of the clubs’ greens and 4 facilities that applied for finals. Page 4 The Grand Finals will be held at clubs that have two greens and facilities suitable for the occasion. Divisions 3 to 6 will be held on the Saturday at two venues. The combination of which divisions will depend on which clubs make the grand finals. The Division 1 and 2 grand finals will be held at the one venue. Division 2 will start earlier at 10:00 with the Division 1 starting at 1:00. All clubs that have applied for finals have been allocated at least one final. The finals venues will be released to all the clubs of the GVBD ASAP when the makeup of the final fours of all Divisions are known.

The area has a population of approximately 1,171. There are 318 families and the gender split is 47% male and 53% female and the median age is 39. It is projected to grow by around 52% by 2036 and remain fairly stable from an age profile perspective and it is unlikely the demand for facilities at Shepparton East will decline based on demographics, but rather as a minimum remain stable, with potential for increased demand in the future should identified growth to the south east occur. The Recreation Reserve is owned by Greater Shepparton City Council, who in turn under the provisions of Section 86 of the Local Government Act have appointed a volunteer committee of management to oversee its day to day operations as well as support any future developments. The Recreation Reserve The Recreation Reserve facilities include a multi-purpose sports oval, tennis and netball courts, a community centre, scout hall and several other smaller buildings used as change-rooms, meeting rooms and for social purposes as well as a caretaker residence and playground.

    Draft Goulburn Broken Regional Floodplain Management Strategy The Goulburn Broken Catchment Management Authority has partnered with the community and all tiers of government to guide future floodplain management through the Goulburn Broken Regional Floodplain Management Strategy 2018–2028. The strategy focuses on improving community resilience and managing the environmental values of floodplains. It recognises the importance of Traditional Owners’ intrinsic connection with waterways and floodplains. This strategy has been largely guided by the 2016 Victorian Floodplain Management Strategy and incorporates requirements of the Climate Change Act 2017. Community access to shared flood information has been identified as major priority to help people prepare for living on a floodplain. The actions to do this will be delivered through four broad program themes: Flood Mitigation, Total Flood Warning Systems (TFWS), Land-use Planning and Municipal Flood Emergency Plans (MFEP). The objectives of the strategy seek to: Build community resilience by improving dissemination, communication, education and awareness through the sharing of flood information to encourage communities to act responsibly to manage their own flood risks (i.e. through the TFWS program). Reduce legacy flood risk by minimising exposure to flood hazard and their consequences through actions in all four programs – Flood Mitigation, TFWS, Land-use planning and MFEP. Avoid future flood risk by not making things worse (i.e. Land-use Planning program); and Manage residual flood risk with emergency services by sharing of flood intelligence and incident control (MFEPs program), and flood insurance (TFWS program). How the strategy was developed Assess Flood Action- Strategic Priority Risk & Service Investment Context Setting Levels Plan The early investigation phase of the strategy led to the priority setting, which informed the Action- Investment Plan.

    Greater Shepparton Townships Framework Plan Review, 2018 DRAFT GREATER SHEPPARTON TOWNSHIPS FRAMEWORK PLAN REVIEW, 2018 Introduction The Greater Shepparton Housing Strategy 2011 (the GSHS) was prepared by David Lock Associates Pty Ltd on behalf of Council to guide the future long term identification and provision of residential land within Greater Shepparton. The GSHS establishes a development framework in the Shepparton and Mooroopna urban areas, as well as the smaller townships within the municipality. The Greater Shepparton Townships Framework Plan Review (the Review) focuses on only the nine townships that the GSHS provided framework plans for, and excludes the Shepparton and Mooroopna urban areas. The purpose of this review is to complement and build upon the work undertaken through the GSHS to 2011, and to update the framework plans for each of the small townships within the municipality. The Review assesses each township against a number of criteria but, importantly, recognizes that each township is different and a “one size fits all approach” is not always appropriate. The townships have been assessed against the following criteria: . Current status and history; . Infrastructure and servicing availability; . Environmental influences; and . Population trends / supply and demand. The townships that are included in the Review are: . Congupna; . Dookie; . Katandra West; . Merrigum; . Murchison; . Tallygaroopna; . Tatura; . Toolamba and Old Toolamba; and . Undera.
