11 CSR 50-2.140 Sale of Vehicles for Junk, Salvage or Rebuilding

PURPOSE: This rule prescribes the form which shall be used when a vehicle is sold for junk, salvage or for rebuilding and not inspected under the motor vehicle inspection regulations. This is a requirement of section 307.380, RSMo.

(1) When a vehicle is sold for junk, salvage or for rebuilding, the purchaser must give to the seller an affidavit signed before a notary public stating that the vehicle is being pur- chased for that purpose. A copy of the affi- davit will be given to the buyer. The affidavit shall be written in the prescribed manner and shall contain the following information:

(4) Inspection Procedure. Inspect motor vehi- cle bumpers for proper bumper height, mounting, construction and presence of bumpers. (Pickup trucks and other commer- cial vehicles not equipped by the manufactur- er with a rear bumper as standard equipment are not required to be equipped with a rear bumper.) Vehicle design will determine how a vehicle is classified. Passenger and sta- tion wagons which are designed and manu- factured solely as passenger vehicles will be classified as motor vehicles, except commer- cial motor vehicles, and must comply with the twenty-two inch (22") maximum bumper height. Motor vehicles designed as multi-pur- pose or utility vehicles, including Broncos, Blazers, Suburbans, Jeeps, vans, mini-vans, pickups and mini-pickups, will be considered as commercial motor vehicles. The Gross Vehicle Weight Rating (GVWR) of these vehi- cles will determine the maximum bumper height as specified in the statute.
