Did Muldoon Really 'Go Too Slowly' with CER?
New Zealand Journal of History, 41, 2 (2007) Did Muldoon really ‘go too slowly’ with CER?1 CONVENTIONAL WISDOM HAS IT that the Australia New Zealand Closer Economic Relations Trade Agreement 1983 (CER) came into existence ‘despite’ rather than ‘because of’ Robert Muldoon, New Zealand’s Prime Minister and Minister of Finance from 1975 to 1984, who was not much interested in the arrangement.2 The perception is that Muldoon stalled the process, confounding the efforts of policy innovators who were keen for New Zealand to deregulate. Commonly, the subsequent neoliberal experiment of Rogernomics is justified in terms of Muldoon’s failure to adjust to transformed global realities. Implicit in this view is the assumption that Muldoon, the arch- regulator, could not be responsible for what is widely praised as the world’s most successful and ‘most comprehensive free trade agreement’.3 This article tests the conventional wisdom against archival sources about the negotiation of CER. It has two launching points: my previous work that argues that CER confounds any analysis of the Muldoon era as solely associated with controls and big government; and second the idea that CER is consistent with a historical pattern of long-term aspirations for trans-Tasman economic arrangements.4 The critical archival sources surrounding CER were published in a volume compiled jointly by the Australian Department of Foreign Affairs and Trade and the New Zealand Ministry of Foreign Affairs and Trade to commemorate the twentieth anniversary of CER.5 In this first historical analysis of these trans- Tasman documents, I argue that the primary evidence reveals Muldoon to have been a consistent supporter of CER negotiations and a critical participant in decision-making. -

Deputy Prime Ministers of Australia The official title of Deputy Prime Minister of Australia was created in 1968 and is given to the second-highest ranked member of the government. The Deputy Prime Minister is always a senior member of the Cabinet with a ministerial portfolio of their own. The Deputy Prime Minister is usually responsible for serving as Acting Prime Minister in the absence of the Prime Minister. However, this is Hon. Sir John McEwen merely convention. Originally the position was an unofficial or honorary position. John Gorton was the first to formally establish the position, appointing Sir John McEwen as Deputy Prime Minister on 10 January 1968. While previous governments had had an obvious ‘second-in-command’, they were not known as Deputy Prime Minister. BARNETT (Cottesloe — Premier) [2.01 pm]: Malcolm Fraser was born on 21 May 1930 in Melbourne, the son of a pastoralist and grandson of Sir Simon Fraser, a protectionist and Liberal senator for Victoria from 1901 until 1913. Malcolm Fraser was educated at Melbourne Grammar School and Oxford University, returning in 1952 to the family property of Nareen, near Hamilton in western Victoria. The Liberal Party selected the 23-year-old Malcolm Fraser to contest the seat of Wannon at the 1954 federal election. Despite an overall swing against the Menzies government, Malcolm Fraser came within 17 votes of unseating the sitting Labor member. At the subsequent election in 1955 he won Wannon with a majority of 7 600 votes and for the next 28 years held this previously marginal seat with comfortable and sometimes very large majorities. It was a considerable achievement to have entered Parliament as its youngest member aged 25. He served on the backbench for a decade and even at this stage of his career he made clear his condemnation of the apartheid regime in South Africa, when in the early 1960s many conservatives were equivocal on this issue. From 1964 he was to be a strong and principled advocate of Australia’s military commitment to South Vietnam. In 1966, Malcolm Fraser became Minister for the Army, and in 1968 he was appointed as Minister for Education and Science and Minister for Defence in John Gorton’s coalition government. -

The Australian Journal of Journal of the Australian Agricultural and Resource Economics Society Australian Journal of Agricultural and Resource Economics, 57, pp. 461–463 Obituary Douglas Henry McKAY, CBE, 1923–2012 Douglas Henry McKay was born in North Sydney on 5 September 1923 and grew up around Tumbarumba then Narrandera in southern NSW. This idyllic childhood ended abruptly in 1934 when his father, Oswald McKay, a postmaster, suffered a disabling stroke. A meagre pension, plus the Depression, left his mother unable to feed and clothe, let alone educate, six children, so Doug and three of his siblings were sent to board at the William Thompson Masonic School in Baulkham Hills. There, McKay secured both sustenance and education: he attended Parram- atta Intermediate and Parramatta High schools. After taking his Leaving Certificate at 15 and working for a brief time at Austral Bronze, McKay moved to work at the Taxation Office. The NSW Masonic organisation paid his fees to the University of Sydney, where he studied economics part-time. In 1942, McKay enlisted in the AIF. He became a sapper in the Engineering Corps and was quickly deployed to the 2/4th Field Company, 18th Brigade, 7th Division, at Milne Bay in New Guinea. Billy our silliest PM, says Doug Laura Tingle, Political Correspondent Sydney Morning Herald 1 January 2002 Sir William McMahon was at "the bottom of the ladder" of Australian prime ministers, according to his deputy, Doug Anthony, who says Sir William used to make him cringe when he appeared on television. Mr Anthony, then leader of the Country Party, also revealed that he had been forced to ring the New Zealand prime minister to find out the date of the 1972 Australian election because Sir William refused to tell him. His brutal assessment of Sir William was made at a briefing to mark the release of the 30-year-old records of the McMahon Government. Sir William was widely ridiculed by the media and the public during his time in office, and the release of the cabinet documents will do little to improve his image or that of his government. They reveal an administration that dithered on crucial policy issues in 1971 such as recognition of China, how to respond to the break from the Bretton Woods exchange rate system, and Aboriginal affairs. They also reflect the venomous atmosphere within the Coalition after Sir William's toppling of his predecessor, Sir John Gorton, in March 1971. But Mr Anthony's remarks represent the most scathing public assessment by one of Sir William's senior colleagues. He recalled that he and the then Treasurer, Bill Snedden, were worried about the looming 1972 election, which looked set to be dominated by Gough Whitlam setting the agenda and "taking the headlines". They concluded that the only way the Coalition could win was if the campaign was fought on issues rather than personalities since "McMahon would never stand up to Gough by comparison".
