Het doel van dit rapport is dan ook het verschaffen van duidelijkheid omtrent ontwikkelingen als digitale televisie en enkele aanverwante zaken. Het rapport is samengesteld d.m.v. bronnenonderzoek. Tijdens het doen van dit onderzoek bleek dat vele toelichtingen en begrippen op het internet lijnrecht tegenover elkaar stonden. Om dit rapport toch overzichtelijk en vooral ook duidelijk te kunnen houden, moest in enkele gevallen gekozen worden voor de bron die het meest betrouwbaar leek te zijn. Hoewel het rapport is samengesteld met de grootst mogelijke zorg, bestaat er dus toch een (zeer) kleine kans dat bepaalde omschrijvingen binnen dit rapport onjuist/incompleet zijn.
