The meeting was called to order at 9:30 a.m.

The city secretary announced that a quorum of the city council was present.

The invocation was given by Councilmember Hill.

Mayor Leppert led the pledge of allegiance.

The meeting agenda, which was posted in accordance with Chapter 551, "OPEN MEETINGS," of the Government Code, was presented.

After all business properly brought before the city council had been considered, the city council adjourned at 9:33 a.m.

Item 1: Receive the report of the Ad Hoc City Council Canvassing Committee and adopt a resolution and order accepting the canvassing committee's report declaring the results of the June 13, 2009 runoff election for members of the City Council Place 1 and Place 7 - Financing: No cost consideration to the City

Councilmember Rasansky moved to approve the item.

Motion seconded by Councilmember Hill and unanimously adopted. (Davis absent)

Item 1: Election of Officers of the City Council

• Deputy Mayor Pro Tem

Closed Session, if necessary Personnel (Sec. 551.074 T.O.M.A.)

In accordance with Chapter III, Section 11 of the City Charter, Mayor Leppert called for nominations for the office of Mayor Pro Tem and Deputy Mayor Pro Tem of the City Council.

Councilmember Linda Koop nominated Councilmember Pauline Medrano as Deputy Mayor Pro Tem of the City Council.

Motion seconded by Councilmember Kadane and unanimously adopted.

Councilmember Dave Neumann nominated Councilmember Dwaine Caraway as Mayor Pro Tem of the City Council.

Motion seconded by Councilmember Allen.

Councilmember Tennell Atkins nominated Councilmember Vonciel Jones Hill as Mayor Pro Tem of the City Council.

Motion seconded by Councilmember Hunt.

Mayor Leppert announced that ballots will be used to vote for Dwaine Caraway or Vonciel Jones Hill for Mayor Pro Tem.

The City Secretary distributed ballots to the City Councilmembers to vote for Dwaine Caraway or Vonciel Jones Hill for Mayor Pro Tem.

CITY COUNCIL INAUGURAL CEREMONY

In accordance with Chapter III, Section 6 of the City Charter of the City of Dallas, the members-elect of the city council convened at 10:00 a.m. Monday, June 22, 2009 at the Morton H. Meyerson Symphony Center for the swearing in of the members of the city council for the 2009-2011 term.

The pre-ceremony entertainment was provided by Edward Gonzales, Pianist, City of Dallas, Office of Cultural Affairs.

The Mistress of Ceremonies, Gloria Campos, Anchor, WFAA – Channel 8 News, welcomed the citizens present for the inauguration and introduced Bishop TD Jakes, Senior Pastor of The Potter’s House of Dallas, who gave the invocation.

Following the posting of the colors by the Dallas Police Department, the assembled citizens were led by the Dallas Police Department in the Pledge of Allegiance.

The Children’s Chorus of Greater Dallas and Cynthia Nott, Artist Director, led in singing the National Anthem.

The outgoing city council members were recognized by Mayor Thomas Leppert and Mary K. Suhm, City Manager.

A Dance Performance by Night Run (Excerpt), Dallas Black Dance Theatre and Christopher Huggins, (Choreographer) were presented.

The incoming city council members were recognized by Mayor Thomas Leppert and City Secretary Deborah Watkins.

The Musical Selection was performed by the Institute for Strings, Jordan Lee, Sarah Jiang, Jeanne Yu, Richmond Greene Dvorak, “The American,” Fourth Movement in F Major.

The Honorable C. Victor Lander, Administrative Judge, administered the ceremonial oath of office for the members of the 2009-2011 city council.

Mayor Leppert delivered his Inaugural address.

Barbara Herteg, sang God Bless America.

Rabbi David E. Stern, Temple Emanu-El, gave the benediction.

A reception for members of the city council followed the ceremony.

Entertainment during the reception was provided by Edward Gonzales, Pianist, City of Dallas, Office of Cultural Affairs.
