IMPORTANT INFORMATION From the total number of MBBS/BDS seats available in the Government Medical/ Dental Colleges, 15 % of the seats are surrendered to All India Quota and the remaining 85% of seats are allotted to State Quota for academic year of 2017-2018 session. Till 2016-2017 admissions to MBBS and BDS Courses were done through Tamil Nadu Admission in Professional Educational Institutions Act 2006 (T.N. Act 3 of 2007) which was enacted after obtaining the assent of His Excellency The President of India under Article 254(2) of the Constitution of India. As per Section 7 of the said Act “Notwithstanding anything contained in any other law in force, any admission made in violation of the provisions of this Act or the rules made thereunder shall be invalid”. Now due to the amendment made to Medical Council of India Act, 2016 and Dentist Act, 2016 by Government of India, the common eligibility test has been introduced by the Government of India viz. National Eligibility cum Entrance Test (NEET-UG). To protect the policy decision of Tamil Nadu for admission of students based on +2 examination marks in relevant subjects, “Tamil Nadu Admission to MBBS and BDS - 3 - Courses Bill, 20 17” (T.N.L.A., Bill No.7 of 2017 ) was introduced and unanimously passed in the Tamil Nadu Legislative Assembly on 01.02.2017. Hon’ble Governor of Tamil Nadu has reserved the Bill for the Assent of His Excellency The President of India under Article 254(2) of the Constitution of India on 18.02.2017. The Assent of His Excellency The President of India is awaited. If the Assent for the said Bill is received from His Excellency The President of India, before the date of declaration of merit list then the admission for the MBBS/BDS courses for the year 2017-2018 shall be made on basis of +2/Equivalent Board of Examination marks for the 85% of State Quota seats in Government Medical Colleges and Government Quota seats in Self Financing Private Medical Colleges including the seats surrendered to Government by Rajah Muthiah Medical and Dental College, Annamalai University, Chidambaram. The Management Quota seats in Self Financing Private Medical/ Dental Colleges including NRI Quota shall be filled up on the basis NEET score only. In case the Assent for the said Bill by His Excellency The President of India is not received before the date of declaration of rank list then the admission shall be made on the basis NEET score for the MBBS/BDS courses for the year 2017-2018 for the State Quota seats in Government Medical Colleges and Government Quota seats in Self Financing Private Medical Colleges including the seats surrendered to Government by Rajah Muthiah Medical and Dental College, Annamalai University, Chidambaram and also for the Management Quota seats in Self Financing Private Medical/Dental Colleges including NRI Quota. As per the NEET Information Bulletin issued by the CBSE, the reservation of the seats in Medical/Dental Colleges for respective categories shall be as per applicable laws prevailing in States/Union Territories. All admissions to MBBS/BDS Courses within the respective categories shall be based solely on marks obtained in the NEET-UG. In Tamil Nadu from the State Board in 2016-2017, 4.2 lakh students studied in science with Biology in 6,877 Higher Secondary Schools, while only 4,675 students studied in CBSE stream from 268 schools in Tamil Nadu. More importantly, the CBSE schools are mostly found in urban areas. Whereas majority of the Government schools are also situated in the rural area. Within the State of Tamil Nadu 88,431 students appeared for the NEET. Out of 88,431 students not more than 4,675 students from CBSE could have appeared i.e. 96% or more have written the 12 th standard examination through State Board whose syllabus, methodology and pattern of examination are entirely different - 4 - from the Central Board of Secondary Education (CBSE). To ensure equal opportunity to the students of varying boards, normalization was followed till now under the Tamil Nadu Admission in Professional Educational Institutions Act 2006. Since NEET is the basis of admission, to ensure that fair opportunity is given to the candidates from different boards, out of the State Quota seats in Government Medical Colleges and Government Quota seats in Self Financing Private Medical Colleges including the seats surrendered to Government by Rajah Muthiah Medical and Dental College, Annamalai University, Chidambaram, 85% of the seats shall be earmarked to the students who have studied in the Tamil Nadu State Board only with the rest available for the other boards even though on a pro-rata basis 95% or more students appeared in the State Board and only 5% or less appeared in the remaining Boards. This policy of the Government is to facilitate the students from all the parts of the State to get an opportunity to study medicine. Within the State two allocations of admission would be based on the Rule of Reservations as applicable with NEET ranking. Any change or modification and relevant information pertaining to this admission process will be made available immediately on the websites www.tnhealth.org / www.tnmedicalselection.org . The candidates are instructed to visit the websites at least two times a day for updates from the date of application till the end of admission process without fail. • ABSTRACT Title of Document: PLACE and CASTE IDENTIFICATION
ABSTRACT Title of Document: PLACE AND CASTE IDENTIFICATION: DISTANCIATION AND SPATIAL IMAGINARIES ON A CASTE-BASED SOCIAL NETWORK. Jillet Sarah Sam, Doctor of Philosophy, 2014 Directed By: Professor George Ritzer, Sociology This thesis studies the potency of place in mobilizing social categories, and its implications for both social categories and places. I use the theory of distanciation to study associations between caste identity and place. I conducted an ethnographic study of a caste-based digital group, the Cyber Thiyyars of Malabar, to understand the connections and disconnections between the Thiyya caste and Malabar from the perspectives of different sets of actors involved in the identification of caste, namely the nation-state and members of this caste-based network. The nation-state knows the Thiyya caste in a manner that is disconnected from Malabar, while the Cyber Thiyyars of Malabar seek to re-emphasize the identification of this caste through the region. Participant observation and in-depth interviews indicate that through references to Malabar, the group seeks to establish a Thiyya caste identity that is distinct from the Ezhavas, a caste group within which the nation-state subsumes them. I demonstrate that references to Malabar serve to counter the stigma that the Cyber Thiyyars of Malabar experience when the spatially abstract categorization of the Thiyyas interacts with notions of caste inferiority/superiority. Further, it serves as a mobilizational tool through which they hope to negotiate with the nation-state for greater access to affirmative action. I also demonstrate that caste identification continues to be relevant to the production of place. Place-based identification of the Thiyyas influences the manner in which the group envisions the physical boundaries of Malabar and how other social groups can belong to this region.
