BACKWARD CLASSES, MOST BACKWARD CLASSES AND MINORITIES WELFARE DEPARTMENT

1. INTRODUCTION The details of schemes for upliftment of Backward Classes, Most Backward Classes, Denotified Communities and Minority people, criteria to avail the benefits, the officials to be contacted are given in this Citizen Charter for benefit of the public.

The total population of Tamil Nadu as per 2011 census is 7,21,38,958 in which 2/3rd of population belongs to Backward Classes, Most Backward Classes and Denotified Communities and nearly 95% of Muslim minorities are in the list of Backward Class Muslims and among Christian Minorities nearly 80% are in the list of Backward Classes and Most Backward Classes. The Government of Tamil Nadu is implementing several schemes for them so as to uplift them socially, economically and educationally on par with other developed categories. 2. RESERVATION Reservation plays a major role in bringing up Backward Classes, Most Backward Classes and Denotified communities economically and educationally to secure appointments in services under the State Government and to secure admission in educational institutions. The ratio of reservation is as follows:-

The respective Head Quarters Deputy Tahsildars are the competent authority to issue community certificates to Backward Classes, Backward Class Muslims, Most Backward Classes and Denotified Communities.

The list of Backward Classes, Backward Class Muslims, Most Backward Classes and Denotified Communities are furnished in the Appendix I. 3. KALLAR RECLAMATION SCHOOLS For the educational upliftment of the Piramalai Kallar Community, 295 Government Kallar Reclamation Schools are functioning under the control of this Department in , and Districts. The details of Kallar Reclamation Schools and strength of students as of 2018-2019, are as follows:

During the academic year 2011-12, LKG classes in English medium were started in 15 Government Kallar Reclamation Primary Schools i.e. 5 each in Madurai, Theni and Dindigul Districts. At present the English medium classes are extended upto 5th standard and 842 children are studying in the academic year.

4. HOSTELS Hostels are run by this department in and around the places where schools and colleges are located. Free Boarding and lodging are provided to the students staying in these hostels.

4.2 Eligibility criteria School Hostel 1. Student (Boys/Girls) should study from 4th Standard to 12th standard. 2. Parental annual income should not exceed Rs.1,00,000/-. 3. Students’ residence should be at a distance of more than 8 Kilometers from the educational institutions. (This condition is not applicable to Girl Students) College Hostel

4.5 Admission for children of Tamil Refugees who reside in camps

5 additional seats have been sanctioned in addition to the sanctioned strength in all the hostels to accommodate children of Tamil refugees who reside in camps. 4.6 Admission for Differently Abled Persons

4% of seats are allotted in each hostel to accommodate the differently abled students. 4.7 Admission for rescued child labour Rescued bonded labour children are admitted in the hostels at any time without any conditions till they complete their course. 4.8 Admission for children of labourers who are working in plantation in border and adjacent to

Poor children of labourers having birth place in Tamil Nadu and working in plantations in Kerala border and adjacent to Theni district, have been exempted from production of Community and Income certificates for hostel admission. They are admitted in BC/MBC/DNC hostels situated in Theni district based on the declaration of their parents.

4.9 Facilities available for hostel students 1. Career guidance programme are conducted to create awareness among the 10th std, 12th std and college hostel students about its various job opportunities available and make them employable. The programme is implemented through the Employment and Training Department. 2. One English and two Tamil dailies are subscribed for each hostel. 7

3. The boarders of hostels studying upto XII standard are supplied with all text books free of cost by the Department of School Education. 4. Special Guides are provided at free of cost to the boarders studying in 10th and 12th standard to improve their performance in public examinations. 5. Four sets of uniforms are given to the hostel boarders studying from IV to X standard, as per the colour and pattern adopted under Noon meal scheme from the year 2013-14. 6. Colour television, play materials, water purifier, book shelves, wet grinder, steam based cooking boilers, mixer, napkin incinerator, fire extinguishers, idly steamer, library books and electric insect destroyer are supplied to the hostels. In addition, inverter, reference books and two tier bunk cots are supplied to the college hostels. 7. Mats, bed sheets, jamukalam, stainless steel plates and tumblers are provided to all hostel boarders. Wollen sweaters are provided to the boarders of hostels located in hill stations.Provision of mats and bedsheets to the boarders has been regularized from the year 2013-14. 8. Three medical checkups are conducted for all hostel boarders and Kallar Reclamation School students every year. 9. Boiled eggs are provided at the rate of one per student per day for five days in a week. Bananas are given to the boarders who do not take eggs. 10. Mutton and chicken are respectively provided on the first and third Wednesday and second and fourth Wednesday every month. 11. Sundal and Coffee/Tea are provided to the boarders, daily in the evening.

4.10 Menu in hostels

Rs.900/- p.m. per head (for 10 months) is provided to the students who are staying in school hostels as increase in food charges with effect from 01.06.2017.

Rs.1000/- p.m. per head (for 10 months) is provided to the students who are staying in college hostels as increase in food charges with effect from 01.06.2017.

Five eggs are given in a week along with daily menu. Accordingly 20 Eggs are given for a boarder in a month. At the same time banana are supplied to those who do not take egg.

Sundal and Coffee / Tea are supplied in BC/MBC/DNC and MW Hostels during the evening hours. 5. SCHOLARSHIP SCHEMES FOR THE STUDENTS OF BACKWARD CLASSES, MOST BACKWARD CLASSES AND DENOTIFIED COMMUNITIES

5.1 Pre-Matric scholarship scheme No fee (tuition fee/ special fee/ examination fee) is collected from the students studying in Tamil Medium in Government and Government Aided Schools. English Medium students studying in Government and Government Aided Schools have to pay Tuition fee and Examination fee. Hence, Pre-Matric Scholarships are provided to Backward Classes, Most Backward Classes and Denotified Communities students studying in English Medium in Government and Government aided schools.

5.2 Post Matric scholarship scheme

Post matric Scholarship are sanctioned from 11th Standard to Research level as

5.3 Free Education scheme

1. Free education scholarship for three year U.G. degree Courses (B.A., B.Sc., and B.Com.,)

3. Free education scholarship for Professional Courses (Engineering, Medical, Agriculture, Veterinary and Law) Free Education Backward Classes, Most Special fee and other non- (Professional) Backward Classes and refundable compulsory fees are Denotified Communities paid as prescribed by students studying in Government, book money as Government and fixed in scholarship notification Government Aided and Examination fee in full. In Professional Colleges and in addition to the Scholarship Self Financing Professional amount, Boarding and Lodging Colleges under Government charges at the rate of Rs.350/- quota. per month for 10 months in a year is sanctioned to students who are staying hostels attached to Educational Institutions.

6. PRIZES AND AWARDS Based on the rank list furnished by School Education Department, this Department has implemented various prize schemes at State and District level to encourage the Backward Classes, Most Backward Classes, Denotified Communities and Minority students to get higher marks in 10th and 12th Standard public examinations. In order to reduce the psychological stress to the students and avoid unhealthy competition among the Educational Institutions, it was decided by School Eduction Department to do away with the ranking system from 2016-2017. In these circumstances, since the prize money is sanctioned to the students till the completion of their courses under the following prize schemes implemented by this Department, viz. Perarignar Anna Memorial Award and Chief Miniter’s Merit Award scheme the students who have got the prizes earlier i.e. during the academic year 2015- 2016 or before, will continuously be sanctioned the prize money till the completion of their courses. 7. 8. RURAL GIRLS’ INCENTIVE SCHEME

13. DENOTIFIED COMMUNITIES WELFARE BOARD The registered members of the Denotified Communities Welfare Board are provided with various welfare assistances as provided to the members of the Welfare Boards for un-organized labours functioning under the administrative control of Labour and Employment Department. For getting the assistance, filled in applications should be submitted with relevant evidences to the respective District Backward Classes and Minority Welfare Officers. 16

15. TAMIL NADU VANNIYAKULA KSHATRIYA PUBLIC CHARITABLE TRUSTS & ENDOWMENT BOARD

To identify and integrate various charitable trusts bequeathed by the philanthropists and to find ways and means to fulfill the objectives of the trusts the Government had formed the Vanniyar Public Property Welfare Board. People who wanted the preservation, protection and maintenance of these trusts and endowments have represented to the Government to enact a separate act for the preservation of such trusts and endowments. The Government after careful consideration have decided to constitute a Board to safeguard the properties of such trusts and endowments created by persons or organizations of Vanniyakula Kshatriya Community and to enact an separate law for the purpose and accordingly enacted a new act namely “The Tamil Nadu Vanniyakula Kshatriya Public Charitable Trusts and Endowments (Protection and Maintenance) Act 2018”. The Act came into force on 04.02.2019. As per the provisions of the Act, the Government have established Tamil Nadu Vanniyakula Kshatriya Public Charitable Trusts and Endowments Board with a Chairperson and three members. The Government have also appointed an officer in the cadre of District Revenue Officer as Member-Secretary for the newly constituted Board and sanctioned 22 new posts. One-time grant of Rs.1 crore and recurring grant of Rs.25 lakh has been sanctioned to the board for its effective functioning.

TAMIL NADU WAQF BOARD

The Waqf Act, 1954 came into force in the State of Tamil Nadu on 15.01.1955, and the first Board was constituted on 18.01.1958. The Waqf Act, 1995 (Central Act 43 of 1995) was amended in 2013 and is in force. The Board is constituted once in 5 years. The State Government has reconstituted the Tamil Nadu Waqf Board by appointing 11 members through G.O. (2D) No.23, BC, MBC & MW (T1) Department, dated 14.09.2017

and G.O. (2D) No.24, BC,MBC & MW (T1) Department, dated 10.10.2017. 1. ESTABLISHMENT The Chief Executive Officer is the Administrative head. For the efficient administration throughout the State of Tamil Nadu, the office is having 11 zonal offices at Chennai, , Vellore, Panrutti, Salem, Coimbatore, Thanjavur, Trichy, Madurai, Ramanathapuram and Tirunelveli. Each zone is headed by one Superintendent. There are also waqf Inspectors functioning in all the 32 Districts.

2. FUNCTIONS OF THE BOARD

The various functions of Waqf Board are listed below:-

(i) To maintain a record containing information relating to the origin, income object and beneficiaries of every Waqf. (ii) To ensure that the income and other property of auqafs are applied to the objects and for the purposes for which such auqafs were created or intended. (iii) To give directions for the administration of the auqafs. (iv) To settle schemes of management for auqafs. (v) To scrutinise and approve the Budgets submitted by Mutawallis and to arrange for the auditing of account of the auqafs. (vi) To appoint and remove Mutawallis in accordance with the provisions of the Waqf Act. (vii) To take measures for the recovery of the lost properties of auqafs. (viii) To institute and defend suits and proceedings in a court of law relating to auqafs and their properties. (ix) To sanction lease of waqf properties according to the provisions of the Waqf Act, 1995 as amended by Act 27/2013 and the Rules. (x) To administer the Waqf fund. 86

(xi) To call for such returns, statistics, accounts and other information from the Mutawallis with respect to the Waqf properties as the Board may require from time to time. (xii) To inspect or cause inspection of Waqf properties, accounts, records or deeds and documents relating thereto. (xiii) To investigate and determine the nature and extent of Waqf and Waqf properties and to cause, whenever necessary, survey of Waqf properties. (xiv) To do generally all such acts as may be necessary for the control, maintenance and administration of auqafs. Apart from the above, the Board is implementing certain schemes for the needy Waqf institutions such as: (i) Scheme for the repair and renovation of Waqf Properties. (ii) Sanctioning Ulema Pension. (iii) Payment of maintenance amount as per muslim Women (Protection of Rights on Divorce) Act, 1986. 3. TAMIL NADU WAQF TRIBUNAL

As per section 83 of the Waqf Act, 1995, the State Government constituted a Waqf Tribunal with a Chairman and two members at Chennai and Tamil Nadu Waqf Tribunal (Conditions of Service and Procedure) Rules, 2016 have been framed. The Government have accommodated the Tamil Nadu Waqf Tribunal in the Annexe Building (measuring 5000 sqft) of the Tamil Nadu Slum Clearance Board situated at No.5, Kamarajar Salai, Chennai -5. The Tamil Nadu Waqf Tribunal has commenced its judicial functions at Chennai on 06.08.2018.

4. SANCTION OF ADMINISTRATIVE GRANT BY THE GOVERNMENT

Since the contribution received from auqafs by the Tamil Nadu Waqf Board is not sufficient for the day to day administration of the Waqf Board, the Tamil Nadu Government was sanctioning Administrative Grant every year. The Administrative Grant has been enhanced from Rs.1 Crore to Rs.2 Crores from the year 2017-2018. 87

5. IMPLEMENTATION OF “THE MUSLIM WOMEN (PROTECTION OF RIGHTS ON DIVORCE) ACT, 1986

As per section 77 of the Waqf Act, 1995 as amended, the Waqf board shall pay Maintenance to Muslim Women as ordered by a court of competent jurisdiction under the provisions of Muslim Women (Protection of Rights on Divorce) Act, 1986 from the waqf fund.

6. HONORARIUM TO KAZIS

The Government is sanctioning a sum of Rs.20,000/- per month as honorarium to the District Kazis in Tamil Nadu. 7. SCHEMES EXECUTED BY THE BOARD WITH THE ASSISTANCE OF THE GOVERNMENT

(i) ULEMA PENSION (TAMIL NADU) SCHEME 1981

In order to carry out repairs and renovation work in Waqf Institutions like Mosques and Darghas a corpus fund of Rs.3 crore has been created. This amount is deposited into a separate bank account of Tamil Nadu Waqf Board on 09.01.2018. After completion of one year with the accumulated interest on the above corpus fund, repairs and renovation works will be taken up in necessary Waqf Institutions.

TAMIL NADU BACKWARD CLASSES ECONOMIC DEVELOPMENT CORPORATION (TABCEDCO)

Tamil Nadu Backward Classes Economic Development Corporation is providing loan assistance under various loan schemes for the Socio – Economic Development of Backward Classes / Most Backward Classes / De-notified Communities.

 As per the terms and conditions of the General Term Loan, loan assistance is sanctioned to the members of the Tamil Nadu Milk Producers Union for the purchase of two milch animals per beneficiary @ Rs.30,000/- per milch animal. 8) New Loan schemes:- The Tamil Nadu Backward Classes Economic Development Corporation has introduced the following new loan schemes of National Backward Classes Finance and Development Corporation (NBCFDC), New Delhi for implementation from 2012-2013 onwards. (i) Saksham:-  Term Loan for young Professionals to set up their self-employment ventures.

9) Loan cum Subsidy Scheme for Small and Marginal Farmers:

The loan cum subsidy scheme for small and marginal farmers belonging to the Backward Classes / Most Backward Classes / De-notified Communities, for the creation of new irrigation facility is being implemented through this Corporation from 2007-2008 onwards. Under this scheme, bank loan with 50% Government subsidy subject to a loan assistance upto a maximum of Rs.1.00 Lakh with Government subsidy of Rs.50,000/- of the loan amount is provided to each eligible beneficiary, for the creation of irrigation facility by erecting a new bore-well.

10) Repayment of loan:

The repayment of the loan amount will commence after 2 months moratorium period under all schemes. The loan amount should be repaid in monthly / quarterly basis depending on the scheme, as mentioned in the sanction order.

11) Levy of Penal Interest:

Penal interest is charged @ 5% per annum from the defaulters for the period in default.

12) Loan sanction card maintenance

After sanction of loan, the beneficiaries will be issued ‘loan sanction card’ which should be produced at the Bank for making necessary entries, while repaying the dues in installments.

TAMIL NADU STATE HAJ COMMITTEE

Tamil Nadu State Haj Committee was constituted by the State Government in accordance with the Haj Committee Act, 2002, for making arrangements for performing Haj by the pilgrims. The Committee has been providing yeoman service to thousands of pilgrims every year. The Committee undertakes the following activities subject to the guidelines issued by Haj Committee of and the Government of Tamil Nadu:-

1. Procedure for Application for Haj: Before the commencement of the Haj season, various issues relating to the forthcoming Haj are discussed and guidelines finalised by the Haj Committee of India, . Based on the decision of the Haj Committee of India, Mumbai, press release is issued by the State Haj Committee calling for applications for Haj pilgrimage from the intending pilgrims every year. For Haj 2019, the quota fixed for Tamil Nadu is 3534.

Eligibility for Making Applications for Haj Pilgrimage: An individual can perform Haj through Haj Committee of India only “once in a life time”. However, Haj Repeater is eligible as a mehram of a female pilgrim or companion of age 70+ pilgrims, if no other Mehram/companion (who has not performed Haj through Haj Committee of India) is available and if he/she pays actual airfare as decided by Ministry of Civil Aviation and Repeater Visa fees (SR.2000/-) applied in Saudi Arabia. Haj Repeater is a person who has already visited Kingdom of Saudi Arabia for the purpose of performing Haj. In case, the lady pilgrims or age 70+ pilgrims cancelled their pilgrimage, then the seat of such repeater shall also stands cancelled automatically. Such repeater pilgrims have to submit a declaration in the format prescribed by Haj Committee of India. (a) Reserved Category. (i) As per the Guidelines of Haj Committee of India, applicants of over 70 years of age along with a co-pilgrim as companion could apply under Reserved category and they are selected directly without including them in the qurrah i.e. draw of lots subject to the condition that the number of applications received under this category shall be lesser than the quota allotted for Tamil Nadu. (ii) Haj Committee of India has decided that ladies not accompanied by Sharai Mehram except Ladies above 45 years of age, who wish to go for Haj but do not have a 95

male Mehram and their school of thought (Maslak) permits are allowed to travel in group of four or five and they are selected directly without qurrah. (iii) 211 pilgrims (174 + 37) were selected in the above categories for Haj 2019.

(b) Quota for each State. The Government of India fixes the quota for each State based on the total quota allotted for India by Saudi Arabia and the Muslim population in a State. The quota for the State is in turn distributed districtwise based on Muslim population. The details of applicants are fed into computer and pay-in-slips, copy of passports and residential proof are scanned and uploaded in the server of Haj Committee of India, Mumbai. The qurrah (draw of lots) for selection of pilgrims is conducted using computer software and list of selected candidates is released then and there as it is held in the presence of the applicants after giving suitable publicity. After deducting seats under Reserved categories 3323 pilgrims have been selected by holding draw for Haj 2019. The remaining applicants are included in a common waiting list based on the list drawn by Computer by Haj Committee of India. (C) International Passports: The pilgrims are permitted to proceed for Haj pilgrimage with machine readable International passports. (D) Financial Assistance for Haj Pilgrims:

The Government of Tamil Nadu has introduced scheme of providing financial assistance to haj pilgrims from the year 2018 -2019. Under the scheme Rs.6 crore is sanctioned to Tamil Nadu State Haj Committee every year as grant for providing financial assistance to haj pilgrims. During the year 2018 – 2019, financial assistance has been provided to 3789 Haj pilgrims. A sum of Rs. 6 crore has been provided for this scheme for the year 2019 - 2020

2. Building Selection Team: The selection of accommodation is done by representatives deputed by State Haj Committees. The Tamil Nadu State Haj Committee deputes an official as member in Building Selection Team to assist the Consulate General of India in Saudi Arabia, to select Buildings for the stay of Haj pilgrims. The entire expenditure in connection with the deputation is sanctioned by the State Government. 96

3. Training of Trainers Programme: Haj Committee of India, Mumbai has been holding Training for Trainers programme for persons deputed from State Haj Committee at Mumbai. State Haj Committee in turn utilizes them to conduct orientation training programme for Hajis. The Trainers were selected from government servants and a few of them from voluntary organizations at the rate of one trainer for 250 pilgrims.

4. Orientation Training Camps: A comprehensive orientation/training programme is conducted for the pilgrims at District level to educate the intending pilgrims on the various travel formalities and rituals to be observed while performing Haj/Umrah and about the likely difficulties they would face during the pilgrimage and services offered by various departments like Consulate General of India, Jeddah, Moallims, etc.

5. Inoculation Camps: (a) Vaccination against Meningitis. Tamil Nadu State Haj Committee conducts inoculation programme against meningitis and seasonal influenza in various districts based on the number of pilgrims. The above vaccines are administered to the pilgrims before every Haj and National Institute of Communicable Diseases, New Delhi supplies the vaccines to all State Haj Committees free of cost. The required doses of the Tetra vaccine and seasonal Influenza are distributed to the Deputy Directors of Health Services in various districts through King Institute, Chennai. Vaccination is administered free of cost. (b) Oral Polio vaccination. It is mandatory to give Oral Polio vaccine to all the pilgrims six weeks before start of their Haj journey. Accordingly, this Committee arranges for administering of Polio drops to the pilgrims through Public Health authorities and Corporation of Chennai. Certificates in this regard will also be issued to the pilgrims.

6. Haj Volunteers: The Committee deputes one volunteer for every 200 pilgrims or part thereof to Saudi Arabia to look after the welfare of pilgrims from Tamil Nadu. 50% of expenditure are being borne by Haj Committee of India, Mumbai and the balance 50% of the expenditure is met from out of the grant to be sanctioned by the State Government. The Haj volunteers 97 are in regular contact with the pilgrims in Saudi Arabia and look after their welfare during the Haj pilgrimage.

7. Accommodation at Makkah: As per Saudi Regulations, accommodation has to be arranged for the pilgrims at Makkah in advance through the Consulate General of India, Jeddah. The space entitlement in those buildings per pilgrim is 4 sq.mtrs. Following categories have been prescribed for Haj 2019:- (i) NCNTZ (Non Cooking Non Transport Zone) : These buildings are located away from Haram Sharief at a distance of 1.5 km to 2 kms. (1 km. away from the outermost periphery of Haram Sharief ). In Haj 2018, the rental charges for each pilgrim is 4500 Saudi Riyal, which are revised every year. No kitchen facility will be provided in this category.

(ii) Azizia category : These buildings are located about 7-8 kms. from the outermost periphery of Haram Sharief and the rent collected for each pilgrim is @ 2580 Saudi Riyal in Haj 2018. Transportation facility and kitchen facility will be provided in this category. Accommodation at Madinah. (a) Within Markaziya Area: Hotel type accommodation units are available inside the first Ring Road surrounded to Haram Sharief (Masjid-e-Nabavi) within the distance not more than 500 meters. (b) Outside Markaziya Area: Outside first Ring Road but within 1 km. from outermost periphery of Haram Sharief (Masjid-e-Nabavi). Accommodation rentals from all pilgrims shall be collected as per Markaziya Area. 8. Duties and Responsibilities of Government Agencies During Haj Pilgrims’ Movement from Chennai to Jeddah and Back for HAJ Pilgrimage:

(a) Airports Authority of India:

(i) Providing various support/facilities at airport such as shamiana, water supply, P.A. system, prayer mats, etc. (ii) Providing parking facilities at airport, free of cost for the buses carrying the pilgrims. (iii) Providing emergency medical help to the pilgrims at airport during outward and inward flights. 98

(b) Air India: (i) Coordinates the arrangements at Airport and at Head Office to avoid/ reduce delays in the operation of flights. (ii) Supply of snacks/refreshments prior to boarding/departure for the Hajis. (iii) Providing information regarding delays in arrival of aircrafts from Jeddah.

(c) Customs and Immigration: (i) Operating dedicated counters and making special arrangements for clearing the pilgrims. (ii) Quick clearance of baggages by customs during return flights.

(d) Bureau of Civil Aviation Security and Central Industrial Security Force:

(i) Issue of passes to the volunteers, members of the Committee and other officials. (ii) Making adequate security arrangements for pilgrims at Airport. (iii) Assisting the pilgrims on departure/arrival and at the immigration counters with the help of volunteers/staff of Hajj Committee.

(e) Greater Chennai City Police and Sub-Urban Police: 1. Providing bandobust at Haj House, Demellows Road, Chennai. 2. Providing bandobust and traffic regulation at Airport.

9. Services of Voluntary Agencies and Other Activities:

(i) Tamil Nadu Haj Service Society: Transit accommodation is provided to the out-station pilgrims through this voluntary agency at Chennai both during onward and return flights free of cost. For this purpose, Tamil Nadu Haj Service Society has put up a multi-storeyed building called Tamil Nadu Baithul Hujjaj and also an Annexe building in the heart of Chennai city which can accommodate about 750 pilgrims at a time. (ii) Transportation of pilgrims: Transportation is arranged to take the pilgrims from the accommodation centre to the Airport and back, by M/s. Parveen Travels, Chennai, on payment of nominal charges towards fuel cost only.

10. Booklet on Hajj and Umrah rituals which are very useful to pilgrims are printed in Tamil, and distributed to pilgrims free of cost.

The office of the Committee sets up a separate Reception counter, where two of its staff are deployed to furnish forms, guidelines and information to applicants and provide all required assistance. The Tamil Nadu Backward Classes Commission, constituted as a permanent body under Article 16(4) read with Article 340 of the Constitution of India, functions from 15.03.1993 onwards, under the Chairmanship of a retired Judge of High Court. Functions of the Commission

The functions of the Tamil Nadu Backward Classes Commission are:-

(1) To entertain, examine and recommend upon requests for inclusion and complaints of over-inclusion and under-inclusion in the lists of Backward Classes/Most Backward Classes;

(2) To revise periodically the list of Backward Classes and Most Backward Classes in this State, as and when decided;

(3) To examine and make recommendations on any other matter relating to Backward Classes that may be referred to it by Government from time to time. MINORITIES WELFARE

In order to uplift the Social, Educational and economic status of the Minorities, to monitor the implementation of the Prime Minister’s New 15 Point Programme and also to implement various welfare schemes for the improvement of the people of these societies, the Government of Tamilnadu have created a separate Directorate of Minorities Welfare with Indian Administrative Officer as Head of Department in the year 2007. The District Backward Classes and Minorities Welfare Offices are functioning in all the District Collectorates to implement the schemes intended for minorities.

2. RESERVATION A separate reservation of 3.5 percent has been provided to Backward Classes Muslims from the existing 30 % reservation for Backward Classes in Tamil Nadu for admission in Educational Institutions and for appointments in services of the Government and Government Undertakings. The Government have ordered to follow the carry forward procedure in respect of Backward Classes (Muslim) in direct recruitment.

3. SCHOLARSHIPS The details of Scholarship schemes implemented to the Minority students belonging to Christian, Muslim, Sikh, Buddhist, Parsi and Jain Communities studying in Government / Government Aided and in all Recognized Institutions with the 100% financial assistance from Central Government are as follows:-.

c) Students should have secured not less than 50% of marks in the previous year final examination for submission of application under the respective scholarship scheme. d) Out of the total target, 30% of scholarship will be earmarked to the girl students under each scheme. e) Two children will only be awarded for scholarship in a family. f) No Scholarship is awarded to the student who is pursuing studies through correspondence course. g) Students getting Scholarship under the scheme of Government of India and have also even applied for scholarship in Backward Classes, Adi Dravidar Welfare, any other Department or Welfare Boards, they are entitled for scholarship only under any one of the schemes in anyone of the Department / Boards. h) No student is eligible for Merit Cum Means Based Scholarship if they have availed First Generation Concession (Exempted for Tuition fee) in Professional/Technical courses.

Students should submit their application through online in the website www.scholarships.gov.in only. Also to ensure the UDISE / AISHE code of the respective Educational Institutions.

Filled-in application must be downloaded and attached with requisite following documents and submitted to the Educational Institutions within the prescribed time.

MUSLIM WOMEN AID SOCIETY District Muslim Women Aid Society was formed in all the Districts under the Chairmanship of District Collector for the welfare of Destitute, Abandoned and Old Age Women belonging to Muslim religion in Tamil Nadu.  Matching Grant to a maximum of Rs.20 Lakh per year at the ratio of 1:2 Viz., twice the amount of donation collected by the Muslim Women Aid Societies to each society with effect from 01.04.2012 sanctioned by the Government.

 Need Based trainings like Tailoring Embroidery, Foot wear manufacturing, Handicrafts are provided to uplift the live-lihood from the resource of financial assistance.

 To help very poor Muslim Women to avail grants /concessions which are available in other State / Central Government schemes and thereby improve their livelihood.

 To form Self help Groups, impart them training and extend Micro Finance loan to needy women beneficiaries for starting petty trades through Tamil Nadu Minorities Economic Development Corporation (TAMCO) schemes.

6. CHRISTIAN WOMEN AID SOCIETY In order to provide assistance to the poor destitute and aged Christian Women, District Christian Women Aid Societies have been formed in the year 2018-19 in all the District Head Quarters headed by the District Collector as Ex-officio Chairman. These societies are being registered under Societies Registration Act. The Government will sanction matching grant equivalent to twice the amount of donation collected by the Christian Women Aid Societies subject to a maximum of Rs. 20 lakh per society. The Main Objectives of the Society

REHABILITATION ASSISTANCE Financial assistance are provided to the victims of minority people who have been affected due to communal riots and discharged prisoners for petty offence for their rehabilitation.  The victims should have been affected by means of economically or physically and unable to do any work physically or who have not involved in any major offences under IPC or should be the discharged prisoner for petty offence as first instance. A certificate to this effect is obtained from the respective Probationary Officer  If the applicant is physically affected he / she should produce a Medical Certificate from the District Medical Officer of District General Hospital.  If the applicant is economically affected he / she should produce a proof of certificate from the Tahsildar (Revenue Department) for loss of his property.  Petty Offences/punishment should be taken into account as defined under various sections of the IPC

Income Ceiling: The applicant’s annual income should not exceed Rs.40,000/- for Rural areas and Rs.60,000/- for Urban areas.

8. FINANCIAL ASSISTANCE FOR JERUSALEM PILGRIMAGE The Government is implementing a scheme of providing financial assistance to undertake Pilgrimage for Jerusalem for all denomination of Christians from the year 2011-2012 onwards. There is a provision for 500 Christians to undertake trip every year.From the year 2018-19, the beneficiaries who are undertaking this Pilgrimage has been enhanced from 500 to 600, including 50 Nuns/Sisters are permitted to undertake the Trip. The Tour Itenary covers Bethelhem, Jerusalem, Nazareth Jordon River, Sea of Galilee & other Biblical places. The Government provides financial assistance of Rs.20,000/- to each beneficiary. 117

9. FINANCIAL ASSISTANCE FOR REPAIRS AND RENOVATION OF CHURCHES

The Government have introduced a scheme of providing financial assistance for Repairs and Renovation of Churches in Tamil Nadu during the year 2016-17.  Church should be registered and functioning in own building with minimum period of 10 years.  Financial assistance will be sanctioned considering the damages and ages of the churches. The Government provides financial assistance to a maximum of Rs.3.00 lakh.  No financial support is obtained from the Foreign Countries to this effect.  The damages will be assessed by the committee constituted by the District Collector and shall recommend to the HOD for seeking financial assistance after scrutinizing the Plan Estimates, Approved Plan and Age of the church building etc.  The funds will be released in two instalments in the ratio of (75:25) to the bank account of the church on the basis of the recommendation of the District Collector.

10. ULEMA AND OTHER PERSONNEL WELFARE BOARD

Ulema and Other Personnel Welfare Board was formed and functioning for the Social, Economical and Educational advancement to Ulemas in Tamil Nadu.  The employees working in Mosque, Madharasas, Teachers in Arabic School, Mothinars, Bilals, Durgahs, Asharkhana Thaikkahs, Khabarasthan etc. are eligible for members for availing financial assistance.  If the Member demise after that i) his- wife or her husband, ii) children, iii) Widow daughter and his/her children become as legal heirs and are covered  Family means, if the member is male, his wife, married or unmarried children, dependent parents, daughter-in-law (widow) with her son/daughter are covered. If the member is female, her husband & children are covered under the criteria of the family.  Age between 18 years completed and within 60 years  Identity Card will be given to the Members of the Board at free of cost.  Member should renew their ID card once in three years 118

11. PRADHAN MANTRI JAN VIKAS KARYAKRAM (PMJVK)

In order to redress the deficits of various infrastructures in the minority concentrated areas through the existing schemes of State and Central Government and also through innovative project. “Prathan Mantri Jan Vikas Karyakram”, a restructured scheme of erstwhile called as Multi Sectoral Developement Programme has been launched by the Government of India. In Tamil Nadu, this unique scheme would be implemented for the current year in the following minority concentrated areas which have been identified by the Ministry of Minority Affairs on the basis of Census 2011.

Tamil Nadu Minorities Economic Development Corporation (TAMCO)

The Tamil Nadu Minorities Economic Development Corporation(TAMCO) was incorporated on 31.8.1999 as a Company under Section of 25 of the Company’s Act 1956 for the benefit of Minorities viz.Muslims, Christians, , Buddhists, Parsis and Jains in Tamil Nadu. The prime mandate of TAMCO is to provide concessional finance to Minorities for Self Employment and income generation activities.

Tamil Nadu Minorities Economic Development Corporation is acting as State Channelising Agency of National Minorities Development and Finance Corporation (NMDFC), New Delhi. TAMCO is lending Term Loan, Micro Credit Loan& Education Loan for economic advancement of Minorities as detailed below:-
