This report is the first in the series of CODEO’s pre-election environment observations for the 2016 presidential and parliamentary elections, and captures bi-weekly reports filed by CODEO’s Long Term Observers (LTOs) deployed across the country. The findings in this report are based on bi-weekly field reports submitted in the month of July and August from 134 out of the 138 constituencies randomly selected from the 10 regions of Ghana. Guided by a checklist, CODEO’s LTOs observe the general political environment, including election-related preparatory activities by state and non-state actors, civic/voter education programs as well as political party campaign activities. The LTOs also observe the conduct of the security agencies, electoral irregularities and pre-election disputes adjudication. Summary of Findings: The National Commission on Civic Education (NCCE) and the Electoral Commission (EC) have stepped-up civic/voter education across the country using radio as the main medium for educating the public. There is low visibility of Civil Society Organizations (CSOs) working in the areas of election violence monitoring, and peace promotion activities. -

Small and Medium Forest Enterprises in Ghana
Small and Medium Forest Enterprises in Ghana Small and medium forest enterprises (SMFEs) serve as the main or additional source of income for more than three million Ghanaians and can be broadly categorised into wood forest products, non-wood forest products and forest services. Many of these SMFEs are informal, untaxed and largely invisible within state forest planning and management. Pressure on the forest resource within Ghana is growing, due to both domestic and international demand for forest products and services. The need to improve the sustainability and livelihood contribution of SMFEs has become a policy priority, both in the search for a legal timber export trade within the Voluntary Small and Medium Partnership Agreement (VPA) linked to the European Union Forest Law Enforcement, Governance and Trade (EU FLEGT) Action Plan, and in the quest to develop a national Forest Enterprises strategy for Reducing Emissions from Deforestation and Forest Degradation (REDD). This sourcebook aims to shed new light on the multiple SMFE sub-sectors that in Ghana operate within Ghana and the challenges they face. Chapter one presents some characteristics of SMFEs in Ghana. Chapter two presents information on what goes into establishing a small business and the obligations for small businesses and Ghana Government’s initiatives on small enterprises. Chapter three presents profiles of the key SMFE subsectors in Ghana including: akpeteshie (local gin), bamboo and rattan household goods, black pepper, bushmeat, chainsaw lumber, charcoal, chewsticks, cola, community-based ecotourism, essential oils, ginger, honey, medicinal products, mortar and pestles, mushrooms, shea butter, snails, tertiary wood processing and wood carving. -

A simple random sampling technique was used to select 123 small scale gold miners in the municipality. The study also ascertained why people engage in SSM and determined the effect of SSM on the environment. The study identified poverty and unemployment as the main reasons why people engaged in small scale mining. Also the study revealed that, small scale miners suffered from respiratory and skin diseases as a result of their mining activities. Majority of the respondents also accepted the fact that their activities had an adverse effect on the environment, however very few of these miners took steps to reduce the negative impact of their activities on the environment. The study concluded that small scale mining leads to environmental degradation and very little effort is made by miners to reduce the effect of their activities on the environment. The study therefore recommends that small scale miners should be given some education on how to reduce the effects of their activities on the environment. -

PRESTEA/HUNI VALLEY DISTRICT Copyright © 2014 Ghana Statistical Service ii PREFACE AND ACKNOWLEDGEMENT No meaningful developmental activity can be undertaken without taking into account the characteristics of the population for whom the activity is targeted. The size of the population and its spatial distribution, growth and change over time, in addition to its socio-economic characteristics are all important in development planning. A population census is the most important source of data on the size, composition, growth and distribution of a country’s population at the national and sub-national levels. Data from the 2010 Population and Housing Census (PHC) will serve as reference for equitable distribution of national resources and government services, including the allocation of government funds among various regions, districts and other sub-national populations to education, health and other social services. The Ghana Statistical Service (GSS) is delighted to provide data users, especially the Metropolitan, Municipal and District Assemblies, with district-level analytical reports based on the 2010 PHC data to facilitate their planning and decision-making. The District Analytical Report for the Prestea/Huni Valley District is one of the 216 district census reports aimed at making data available to planners and decision makers at the district level. In addition to presenting the district profile, the report discusses the social and economic dimensions of demographic variables and their implications for policy formulation, planning and interventions. The conclusions and recommendations drawn from the district report are expected to serve as a basis for improving the quality of life of Ghanaians through evidence-based decision-making, monitoring and evaluation of developmental goals and intervention programmes. -

Environmental Shocks in Ghana: An Improved Detection of their Impact on Child Health Vidisha Vachharajani∗ University of Illinois, Urbana-Champaign Job Market Paper Draft: Do not cite without permission. Abstract This paper uses Ghanaian household survey data to examine the link between en- vironmental factors and the long-term health status of children in Western Ghana by exploiting the variation induced by a mining-based cyanide spill into a major water body. Information in the survey about the region and cohort of birth gives the primary source of identification. However, to get an improved spatial identification of exposed children, I link GPS data to the survey data. A rich set of controls are included to allow for a better resolution of omitted variable bias, by accounting for variables that can potentially confound the impact estimate if left unidentified. I also examine quantile treatment effects using a flexible specification, which allows for uniquely incorporating the GPS information. Findings reveal that after controlling for birth region and co- hort, household, maternal and environmental factors, children born during the shock in the WR are negatively affected with reduced height, and that this negative effect persists through all the above (baseline and alternative) specifications. This effect initially reduces in magnitude, as we begin adding controls, but stabilizes across speci- fications once we include a larger set of control variables. A discussion motivated by the appropriate clustering of standard errors of the shock impact coefficient is presented. LAND USE/LAND COVER MAPPING USING REMOTE SENSING FOR URBAN DEVELOPMENT-A CASE STUDY OF TARKWA AND ITS ENVIRONS Bernard Kumi-Boateng1, C. B. The study was carried out to detect land use/land cover change from 1990 to 2007 in the Tarkwa Municipality. Remote sensing technique was used for this change detection and to assess its implications for the management of future urban development. The data used for the assessment included temporal Landsat satellite images of a 20 km radius of Tarkwa for the years 1990, 2000 and 2007 as well as 162 ground reference points. The results revealed four dominant land use/land cover types with an accuracy of 86.67% and kappa statistic of 0.87. Over the period of study, vegetated areas (VA) lost 46 000 ha whereas non- vegetated areas (NVA) gained over 60 000 ha of land. If this situation is left unchecked, VA in the Tarkwa municipality will reduced by 455 768 ha whereas NVA will increase by 779 163 ha by 2030. INTRODUCTION Reliable information on land use/land cover changes is useful for monitoring progress towards sustainable urban management. The land use/land cover pattern of a region is an outcome of both natural and socio-economic factors, and their utilization by man in time and space. -

Baseline Information for the National Action Plan on Artisanal and Small - Scale Gold Mining: Ghana How is ASGM organized in Ghana? Legal and regulatory status ASGM is legal and recognised in Ghana through the Minerals and Mining Act, 2006, Act 703 and the National Mining Policy, 2014. The Policy, Act and subsidiary legislations provides for the regulation, licensing, fiscal regime and designation of mining areas. Only Ghanaians of age18 years and above can be granted Small scale mining license. ASGM is regulated by the Ministry of Lands and Natural Resources through the Minerals Commission. The Commission’s mandate is to regulate and manage mineral resources, and to coordinate and implement policies relating to mining. Other institutions such as the Environmental Protection Agency and Geological Survey Department play key roles in issuing environmental permits and providing geological data for miners respectively. The Precious Minerals Marketing Corporation (PMMC) is responsible for the purchase of gold produced by small-scale miners and performs other functions such as to grade, assay, value and process precious minerals and appoint licensed buyers for the purchase of precious minerals produced by small- scale miners. To enhance the regulation and management of the ASGM sector, the Minerals Commission has established nine mining district This document was produced in the framework of the project entitled: “Contributing to the centres in designated mining areas.
