The interconnection of Native history with that of Black Americans is interrogated, paying critical attention to the ways in which both communities continue to suffer overrepresentation in prisons, jails, juvenile detention centers, reproductive control programs, and child welfare systems (foster and adoptive care). In contrast to the work on Native transracial adoption (TRA) that has focused almost exclusively on outcome, the dissertation argues that Native TRA constitutes a group-based harm and situates it within the active process of settler colonialism and genocide. Specific attention is paid to slavery, land dispossession, boarding schools, adoption programs (such as the Indian Adoption Project and the Mormon Placement Program), and the creation of “unfit” women and “unwanted” children. Drawing on the Association on American Indian Affairs archives, Indigenous Genocidal Tracings v argues that the ways in which putatively “unfit” Native women fought back were the impetus for one of the most important federal Indian laws ever passed by Congress, The Indian Child Welfare Act (ICWA). The dissertation’s chapters investigate the history of ICWA and the ways that state courts continue to violate ICWA’s intentions by circumventing it through judicially created exceptions such as the Existing Indian Family. Through personal interviews with members of the Christian Alliance for Indian Child Welfare (CAICW), an organization that works to defeat ICWA, the author highlights the way CAICW’s work can be seen as an example of the current landscape of ownership over Native people. Indigenous Genocidal Tracings ends with the work of the First Nations Repatriation Institute and its Director and co-founder Sandy White Hawk to illustrate not only the amazing survivance of Native people, but also the fact that Native people continue to find Native-centered ways of ameliorating the harmful effects of transracial adoption and colonization. vi Dedication To my brother David de Bourbon, whose love continues to guide me 1964-1979 vii Acknowledgements I am indebted to my children: Kaya, Fiona and David for being in my life and for always believing in the strength of their mother.     Transmotion Vol 1, No 2 (2015) “Carried in the Arms of Standing Waves:” The Transmotional Aesthetics of Nora Marks Dauenhauer1 BILLY J. STRATTON In October 2012 Nora Marks Dauenhauer was selected for a two-year term as Alaska State Writer Laureate in recognition of her tireless efforts in preserving Tlingit language and culture, as well as her creative contributions to the state’s literary heritage. A widely anthologized author of stories, plays and poetry, Dauenhauer has published two books, The Droning Shaman (1988) and Life Woven With Song (2000). Despite these contributions to the ever-growing body of native American literary discourse her work has been overlooked by scholars of indigenous/native literature.2 The purpose of the present study is to bring attention to Dauenhauer’s significant efforts in promoting Tlingit peoplehood and cultural survivance through her writing, which also offers a unique example of transpacific discourse through its emphasis on sites of dynamic symmetry between Tlingit and Japanese Zen aesthetics. While Dauenhauer’s poesis is firmly grounded in Tlingit knowledge and experience, her creative work is also notable for the way it negotiates Tlingit cultural adaptation in response to colonial oppression and societal disruption through the inclusion of references to modern practices and technologies framed within an adaptive socio-historical context. Through literary interventions on topics such as land loss, environmental issues, and the social and political status of Tlingit people within the dominant Euro-American culture, as well as poems about specific family members, Dauenhauer merges the individual and the communal to highlight what the White Earth Nation of Anishinaabeg novelist, poet and philosopher, Gerald Vizenor, conceives as native cultural survivance.3 She demonstrates her commitment to “documenting Tlingit language and oral tradition” in her role as co-editor, along with her husband, Richard, of the acclaimed series: Classics of Tlingit Oral Literature (47).

    The Making and Unmaking of Ethnic Boundaries: A Multilevel Process Theory1 Andreas Wimmer University of California, Los Angeles Primordialist and constructivist authors have debated the nature of ethnicity “as such” and therefore failed to explain why its charac- teristics vary so dramatically across cases, displaying different de- grees of social closure, political salience, cultural distinctiveness, and historical stability. The author introduces a multilevel process theory to understand how these characteristics are generated and trans- formed over time. The theory assumes that ethnic boundaries are the outcome of the classificatory struggles and negotiations between actors situated in a social field. Three characteristics of a field—the institutional order, distribution of power, and political networks— determine which actors will adopt which strategy of ethnic boundary making. The author then discusses the conditions under which these negotiations will lead to a shared understanding of the location and meaning of boundaries. The nature of this consensus explains the particular characteristics of an ethnic boundary. A final section iden- tifies endogenous and exogenous mechanisms of change. SCHLESINGER Rutgers University WYNETrA DEVORE Syracuse University The social work literature of the past ten years has paid increasing attention to the ideological, theoretical and practice issues related to eth- nic sensitive practice. Major focus has been on the life styles, needs and oppression of people of color, with minimal attention paid to other ethnic groups. A literature focused on adapting prevailing practice modalities to work with diverse groups is beginning to emerge. In the preface to the first edition of Ethnic Sensitive Social Work Practice (1981) we suggested that the time had arrived when social work could comfortably integrate the profession's long standing commitment to the uniqueness of individuals with knowledge about ethnic and class related response. We also suggested then that as a result of the ferment of the 60's social work was finally paying more attention to poverty, to the liberation struggles of various groups and to how minority status, ethnic group membership, and social class status affect problem generation and resolution.

    Teaching American Literature: A Journal of Theory and Practice Winter 2016 (8:2) Native American Identity and Cultural Appropriation in Post-Ethnic Reality Adam Mackiewicz, University of Łódź, Poland Abstract: Not only is the concept of identity a relatively new invention but also it has become an umbrella term including a large set of components that are mistakenly taken for granted. Cultural studies has developed the idea that identities are contradictory and cross-cut. It is believed that identities change according to how subjects are addressed and/or represented. Such an assumption allows for the re-articulation of various and definite components under changeable historical and cultural circumstances. Thus, it may be assumed that identity is something that is created rather than given. Yet in Native American communities identity construction is likely to become more complicated for American Indian identities include not only cultural statuses but also legal ones. Elizabeth Cook-Lynn states that Native American identity quest, as part of tribal nationalism, involves the interest in establishing the myths and metaphors of sovereign nationalism – the places, the mythological beings and the oral tradition. Even though ethnic pluralism and cultural expression help keep various worldviews alive, one should not overlook the issue of various acts of appropriation that result in cultural harm or in a weakened or distorted/misrepresented cultural identity.     Discouraging Racial Preferences in Adoptions Solangel Maldonado* More than 20,000 white Americans go abroad each year to adopt children from other countries, the majority of whom are not white. At the same time, there are more African American children available for adoption than there are African American families seeking to adopt them. While Americans claim there are few healthy infants available for adoption in the United States, hundreds of African American newborns each year are placed with white families in Canada and other countries. Tracing the history of transracial adoption in the United States, this Article argues that one reason why Americans go abroad to adopt is race. The racial hierarchy in the adoption market places white children at the top, African American children at the bottom, and children of other races in between, thereby rendering Asian or Latin American children more desirable to adoptive parents than African American children. Drawing on the rich literature on cognitive bias, this Article debunks the myths about domestic and international adoptions and shows that racial preferences, even if unconscious, play a role in many Americans’ decisions to adopt internationally. This Article proposes that the law discourage adoptions based on racial preferences by requiring that Americans seeking to adopt internationally, while there are available children in the United States who meet their non-race-based criteria, show non-race-based reasons for going abroad. * Associate Professor, Seton Hall University School of Law. Today, American culture THE is the most diverse ever on the face of this earth. Recognizing literary excel- lence demands a panoramic perspective. A narrow view strictly to the mainstream ignores all the tributaries that feed it. American literature is AMERICAN not one tradition but all traditions. From those who have been here for thousands of years to the most recent immigrants, we are all contributing to American culture. We are all being translated into a new language. BOOK Everyone should know by now that Columbus did not “discover” America. Rather, we are all still discovering America—and we must continue to do AWARDS so. The Before Columbus Foundation was founded in 1976 as a nonprofit educational and service organization dedicated to the promotion and dissemination of contemporary American multicultural literature. The goals of BCF are to provide recognition and a wider audience for the wealth of cultural and ethnic diversity that constitutes American writing. BCF has always employed the term “multicultural” not as a description of an aspect of American literature, but as a definition of all American litera- ture. BCF believes that the ingredients of America’s so-called “melting pot” are not only distinct, but integral to the unique constitution of American Culture—the whole comprises the parts. In 1978, the Board of Directors of BCF (authors, editors, and publishers representing the multicultural diversity of American Literature) decided that one of its programs should be a book award that would, for the first time, respect and honor excellence in American literature without restric- tion or bias with regard to race, sex, creed, cultural origin, size of press or ad budget, or even genre.

Transnational adoption and interracial marriage in Sweden have previously never been compared in research, even though they both are about transracial family formation. By bringing these two topics together in a critical race theory framework we got a deeper understanding of how transracial families are perceived and affected by societal beliefs and norms. The analysis revealed a somewhat contradictory and complex picture on the norms of family formation. The color-blind ideology that characterizes the Swedes’ self-understanding, together with the privileged position of whiteness in relation to Swedishness, makes the attitude towards different forms of transracial families ambivalent and contradictory. Transracial children and their parents are perceived differently depending on their origin and degree of visible differences and non-whiteness, but also based on the historical and social context.

We'll do some group work--seminar and regular critique group meetings, but we'll emphasize individual efforts in reading and writing. Based upon our discussions, the following agreements seem most reasonable. Group Readings Everyone will read the following: Shadow Dancing in the U.S.A., Michael Ventura Beloved, Toni Morrison Paco's Story, Larry Heinemann The Entire Short Story Sections of Two Literary Journals (to be selected by the faculty member) These texts will comprise the subject matter for five (S) bi- weekly seminar sessions. They will be the only materials that we'll all read together. Individual Readings Everyone should read a variety and significant quantity of additional texts--short stories, novels, craft books, etc. I require only that each person read the entire short story sections of five (S) literary journals to be chosen by the individual reader. All other readings are matters of individual choice, though the quantity should equal at least that of a book per week of work. Writing Reading Journals Everyone should keep a journal on all readings completed, whether for seminar discussions or not. Make entries in whatever notebook you prefer, but I will not read sloppy, illegible pages (and I'd prefer not to read looseleaf pages).
