Governed by a 7-Member Board of Directors, RVTD was incorporated as a special transportation district by the Oregon legislature in 1975. The management team consists of the General Manager, Operations Manager, Senior Planner, Finance Manager and Accessible Transportation Manager. Managers and support staff attend professional training regularly. RVTD has prepared for additional service by continuing to hire drivers, expand its support staff roles and purchase . Additional technical capacity has been achieved with local plans, including the 2040 Transit Master Plan, Coordinated Human Services Plan and local city plans such as the Ashland Transit Feasibility Study.

15. Describe the project to be funded. See application instructions for required content. RVTD in partnership with the City of Ashland are proposing to implement a demand response MicroTransit demonstration project. The project would provide a flexible curb to curb demand response service that would connect riders to regional routes and provide access to various residential neighborhoods and activity centers that are not currently able to be served by RVTD’s fixed route system. The project would utilize on demand scheduling that would be similar to taxi and ride-hailing services and allows riders to request trips up to 30 minutes before. Sophisticated software creates a user friendly trip reservation system that would be available to riders by telephone, website, or smartphone app. Passengers will share rides to reduce the trip cost and improve efficiency. Fleet vehicles used for the project would be wheelchair equipped Ford Transit Hybrid Vans which utilize hybrid technology to reduce emissions and increase overall fuel efficiency. The ridesharing software provided through DoubleMap utilizes ruggedized tablets as hardware and software for 2 vehicles has a startup cost of $2500-3000 and $4000 per vehicle annually. The vehicles are compliant with FTA and ODOT vehicle requirements and are readily available through regional vendors.

The service would be available for residents to schedule rides Monday through Saturday between 6:00am and 8:00pm. The service would increase transit connectivity as well as connecting riders to many key destinations such as downtown Ashland, Ashland Hospital, Science Works, Ashland Senior Center, Mountain Meadows Retirement Facility, and several previously inaccessible neighborhoods. During the Ashland Public Transit Expansion Study stakeholder noted throughout interviews and surveys that they needed to get to and from places beyond the Route 10 corridor. However steep hills and narrow streets prevent RVTD from accessing much of the city. With the use of smaller Ford Transit vans, RVTD will provide additional coverage to never before served areas and track origin, destination and ridership patterns. The project seeks to demonstrate that in a smaller city of 20,000 people MicroTransit can be an attractive mode of . The project also seeks to understand the feasibility of using smaller vehicle types to access challenging areas.

Equity and Public Transportation Service to Low Income Households (Score weights: Discretionary = 20%, STN = 10%)

19. Describe how the project supports and improves access for vulnerable populations. The demand response pilot’s flexible design and accessible vehicles will provide mobility and convenience to Ashland’s vulnerable populations. Low income residents (in households earning less than 200% of the federal poverty guidelines) make up 37% of the city’s population. Residential neighborhoods in Ashland such as the Transit Triangle overlay, reach nearly 50%. Ashland’s University student population has typically low income populations, as they may have fixed incomes during the school year. Of Jackson County’s population 40% fall below 200% poverty.

Ashland has a growing older adult population, which increased 27% from 2010 to 2016, making up 21% of the city residential population. Stakeholders participating in the Ashland Transit Expansion Study noted that residents in Mountain Meadows, a community for older adults, had been asking for shared ride services for many years, as the homes are outside the RVTD boundary and inaccessible by larger buses. Likewise, people asked for shared ride transit service to the Ashland Senior Center, which is just over ¼ mile from the nearest Route 10 .

Ashland has a busy service industry, catering to regional visitors and far-flung tourists throughout the year. Many of these jobs – such as food services, hospitality and retail – provide work for low to moderate- income people, many of whom commute to Ashland from Medford, Phoenix, and other neighboring communities. This pilot service will provide local mobility for people working in Ashland, allowing them to commute by bus, bike, walk or car, and then reach their final destination on the demand response shuttle.

Resident demographics (ACS 5-Year Estimate data): 32% are over the age of 60 (OR:23%) 13% identify themselves as having a disability (OR:14.7%), of those 5.17% identify their disability as an ambulatory type (OR:7.6%). 10.68% of residents are enrolled in college 7.2% speak a language other than English 37.32% of residents are below the 200% poverty threshold (OR: 35.2%) which is 3,594 households. Jackson County is 40.4% residents are below the 200% poverty threshold. The city of Ashland has an estimated population of 20,222 according to 2016 ACS 5-Year estimates.

Coordination of Public Transportation Services (Score weights: Discretionary = 10%, STN = 30%)

20. Describe how the project is a collaboration of multiple agencies or involves consolidation, coordination, or resource sharing between agencies. The City of Ashland has historically been RVTD's greatest supporter of public transportation. The community embraces the benefits transit brings and has higher 'rider by choice' than other communities. Ashland has explored starting a transit system independent from RVTD twice in the past 15 years and it is stated in the TSP that a contractor or Ashland funded service may be the best option if RVTD is not able to provide the level of service they hope for. RVTD would prefer to maintain the relationship of being the public transportation provider as it brings greater efficiencies and consistency to the regional system. Out of the 7 communities RVTD serves, Ashland proves to be an astute partner looking to improve transit. To serve this city, RVTD needs a different vehicle type that is smaller for reaching difficult steep and narrow street networks and that has low emissions, a cornerstone to Ashland's transportation vision. This project seeks to maintain the consolidation of transit service, to mitigate splintering of service and respond to the eagerness of this community to have a thriving, modern transit system. This project will assist with keeping service simple and more efficient by adding it to the options RVTD provides. A MicroTransit system is the future for serving many parts of the transportation network and Ashland is embracing this opportunity to partner with RVTD on this demonstration project. A Federal Congestion Mitigation Air Quality grant funded through the RVMPO to provide a Valley Feeder demonstration project will be the primary match that is leveraged with this project.

Statewide Transit Network (Score weights: Discretionary = 10%, STN = 30%)

21. Describe how the project supports and improves the utility of the statewide transit network, improves the passenger experience, benefits multiple transit providers, and/or creates a foundation for future statewide transit network improvements. The demand response pilot project will improve the statewide transit network by creating local mobility solutions linking first-last mile locations to the regional Route 10 bus route. Future developments in the statewide transit network will succeed when as many people as possible have ways to get from small-scale neighborhoods to regional service corridors that maximize transit service efficiency. Stakeholders in the RVTD and City of Ashland transit plans noted that the transit network would be most effective with access beyond the main commercial corridor, where many people live, work, shop, and socialize. The convenience and effectiveness of the ride-hailing technology is one RVTD initiative to improve the passenger experience and support a public mindset that public transportation presents a modern, reliable, and user-friendly way to travel. RVTD will also work to improve the statewide transit network and passenger experience by pursuing configuration and publication of GTFS-Flex data. Performance and use of the MicroTransit demonstration will be studied through an onboard survey in the second year of the service, coinciding with an onboard survey on the fixed route service to understand first/last mile connection from the demand response service. Ridership in new areas will be tracked more effectively by providing curb to curb service. And the on board data terminal units will provide data on trips by time of day and ridership patterns when groups are transported or when single passengers are transported. Lastly cost per trip will be analyzed as part of this demonstration.

Funding and Strategic Investment (Score weights: Discretionary = 20%, STN = 10%)

22. Describe how project match requirements will be met or exceeded. If this project will last beyond the 19-21 biennium, describe the plan for ongoing funding including match. Describe why investment in this project makes sense both from the perspective of current need and long term Oregon transit needs. The project will be matched by a federal CMAQ grant awarded to RVTD by the RVMPO in 2017. Funds available are $100,000 through this grant source and RVTD is providing the local match through property tax of $10,270 toward the CMAQ grant in . The CMAQ grant is for a Valley Feeder project that RVTD has been wanting to use in a pilot project area of regional significance. Ashland's recent work with the Transit Feasibility Study identified demand response general public transportation as a key strategy for serving hard to reach areas. The Oregon Public Transportation Plan identifies right-sizing service such as demand response for general public first/last mile as one of the key future transit models. This project will be demonstrated in a smaller community that supports transit and will document performance, lessons learned and use new technology. RVTD is identifying STIF Formula funds projects for the May 1 application and enhancing Ashland service may not be a priority in the 100% project list compared to the other 6 communities RVTD serves. RVTD is concerned that Ashland will embark on their own transit service model that will compete and dissolve coordination of service if the STIF funds are not allocated toward improving service in Ashland. Instead, through this grant and with a small amount of STIF Formula funds Ashland will maintain coordiantion and see transit improved in its community, while providing useful data and lessons on this new transit model.

Ashland is partnering with RVTD to leverage statewide funds and will commit staff time toward the outreach and performance of the MicroTransit service. Additionally, Ashland has the only City-funded transit program for their citizens. All low-income, older adult and youth citizens are eligible for a free monthly pass. In combination with the 20 minute service on the fixed route, the MicroTransit first/last mile service and free fare for eligible citizens, this demonstration project has a tremendous amount of strategic investment.

Environmental and Public Health (Score weights: Discretionary = 15%, STN = 10%)

24. Describe how the project reduces greenhouse gas emissions, reduces pollution, and/or supports positive health outcomes. The proposed demonstration project will utilize Ford Transit Hybrid vans which increase fuel efficiency and produce less emissions than similar vehicles. The Ford E350 vans which are not hybrid vehicles will produce 224k pounds of CO2 over their lifetime, whereas the Ford Transit Hybrid vehicles will only produce 140k pound of CO2. Over the course of its lifetime, a Ford Transit Hybrid vehicle will produce 84k less pounds of CO2 than their non-hybrid counterparts.

The vehicles utilized in the project will also be equipped with on demand scheduling software that optimizes a route based on a passenger volume and destination. Software that self optimizes based on dynamic factors reduces CO2 emissions by finding the best and most efficient route. The project would include key destinations such as downtown Ashland, Ashland Hospital, and several neighborhoods throughout the city. Providing rides that are shared with other passengers to those frequently visited locations will reduce the amount of drive-alone trips.

Ashland has a large population of aging adults, according to ACS 2017 data 32% of Ashland’s total population is over the age of 60. Given the physical geography of the city, standard buses are not able to access many locations including the Ashland Community Hospital. The smaller Ford Transit Hybrid vehicles used in this project will be able to access the hospital and improve health outcomes by allowing the aging population of Ashland to easily access health services. A long-term health outcome is the ability for older adults to 'age in place'. By making options for public transportation available for residents who are not Paratransit eligible, the general public demand response service can help residents stay in their homes as they age. Additionally, one of the main community destination currenlty unreachable by transit is the Ashland Community Hospital. The steep hils surrounding the campus have made it impossible for RVTD to use a standard bus but this service will have the ability to reach the hospital.

Safety, Security, and Community Livability (Score weights: Discretionary = 25%, STN = 10%)

25. Describe how the project increases use and participation in active transportation, including public transportation. Currently there is only one transit route that serves the city of Ashland which along the main corridor of the city using Highway 99, Highway 66 and two other arterials. Ashland lacks connectivity to many residential neighborhoods beyond the corridor. The unique geography and street network of the city severely limits the ability of a large transit vehicle to navigate these areas. Implementing smaller vehicles in a demand response fashion would encourage mode shift by connecting these previously inaccessible neighborhoods to the main transit system. During the Ashland Transit Expansion Study stakeholders noted a need for transportation options that are convenient while still serving areas beyond the established Route 10 path. The project would encourage mode shift by allowing residents to easily schedule a ride and the freedom to choose their destination. Specific demand response software creates an easy to use product that promotes the use of public transit while the optimized ride-sharing system keeps the MicroTransit efficient and affordable. Longer trips will be transferred at key locations to the Route 10. The survey will track whether users of the MicroTransit service begin using the fixed route service already in place for the first time due to the first/last mile connection. Vans will be equipped with bicycle racks to carry bicycles. A portion of the pilot project funding will be dedicated to local outreach and education about the new service enhancements in the area. RVTD and local partners will create and deliver a robust Marketing and Public Information Plan. The purpose of the plan will be to create effective and targeted approach to informing the community about when the service will be available, what it is for, how to use it, and how the project will provide feedback to RVTD and the city of Ashland.

26. Describe how the project supports and improves safety of passengers in transit vehicles and safety of other roadway users. Demand Response provides a convenient connection to destinations and improves pedestrian safety for vulnerable populations who otherwise walk. The pilot project will also offer mobility options to people traveling to or from areas with insufficient or unsafe bicycle and pedestrian infrastructure, such as not having crossing signals on busy streets. According to ODOT’s crash data, between 2012 and 2016 there have been 26 pedestrian involved accidents and 39 cyclist involved accidents in Ashland. This pilot project will enable people to use modes that match their abilities and comfort levels.

The demand response pilot project will improve safety by reducing personal vehicle trips, especially near busy and congested areas of the City. RVTD drivers are highly trained and held to very high safety standards. The pilot project drivers will deliver service following RVTD safety and customer service protocols, and observe all local traffic, parking, and loading/unloading laws and rules. Drivers will routinely undergo continued safety training according to established policy. Vehicles will be maintained to top performance, per the RVTD Transit Asset Management program.

If no capital assets are included in your application, write N/A. RVTD will purchase two (2) Ford Transit Vans with Hybrid Technology. This vehicle type is currently in use in the Valley Lift paratransit service and are comfortable, ADA compliant and have capacity seating for wheelchair and non-wheelchair passengers. RVTD will purchase two new vans and will brand the service and wrap the vehicles to look distinct from the paratransit vans. The vehicles will have on board technology added including: Mobile Data Terminal Unit, TouchPass e-fare readers and Motorola radios. Additionally ruggedized IPads will be purchased and ride hailing software subscriptions will be added such as the Tap Ride by Double Map.
