BILLS IN PARLIAMENT NEW ADMINISTRATIVE OFFENCES

The amendments to the Code of Administrative Offenses envisages new types of administrative offenses for violating the rules in force during the military situation, in particular, inter alia, • Violation of the special regime of restricting the right of free movement or entering or leaving the territory, • Violation of the special order of sale, purchase, circulation of food, medicine, essential goods, • Violation of the rules of publication or dissemination of information by a media operator during military situation, • Violation of the rules of publication or dissemination of information by persons who do not carry out media activities during military situation or violation of the rules of restriction of freedom of expression.

The bill has been adopted by the National Assembly of the Republic of in the second reading.

AMENDMENTS TO LABOR CODE

According to the new amendment to the Labor Code of RA while performing conscription military service or as a non-military person (volunteer) on a voluntary basis in the Republic of Armenia, as well as while participating in military operations in other countries on the basis of mutual military assistance agreements with the Republic of Armenia, one is relieved of his/her job responsibilities while retaining his/her job (position). The bill has been adopted by the National Assembly of the Republic of Armenia in the second reading.

FINANCIAL SPHERE

IMPOSING NEW TERM FOR CLASSIFICATION OF UNRELIABLE ASSETS

Henceforth, commercial banks and credit organizations will be entitled to write-off the accrued fines and penalties imposed on individuals in connection with loans classified as unreliable until August 31, 2020 (instead of May 31, 2018) without incurring additional tax obligations.

The law has been approved by the National Assembly of RA on October 07, 2020.

NEW DEDUCTIONS FROM GROSS INCOME

The penalties and (or) fines levied and relieved towards the individuals registered at the banks and credit organizations and included in the assets considered as non-performing for 91 or more days and which are not yet classified as unreliable shall be deducted from the gross income of the banks and credit organizations as of the date of August 31, 2020. The bill has been adopted by the National Assembly of RA on October 07, 2020.

Ghazanchetsots Cathedral

St. Ghazanchetsots Cathedral in Shushi was built during 1868-1887. It is likely that a 16th century church stood there before instead of it. According to some sources there was a sanctuary here since the 4th century. The cathedral also has a bell tower built in 1858 by a Shushi resident in memory of his relatives and all people living in Ghazanchi. The inscription says, “Glory to God, and may all the souls of dead and alive people be saved; summer 1858”. St Grigoris' relics were kept in St. Ghazanchetsots Cathedral. St. Ghazanchetsots Cathedral was built by who emigrated from Persian Ghazanchi village to Shushi. This is the reason why the cathedral was called Ghazanchetsots. According to historical sources people built the cathedral thanks to their craft only. They made cauldrons (or ghazan in Armenian) and used earned money to build the church.

Locals say that while building the new church they came across one obstacle. They had only one priest serving at the church and the issue was that during a liturgy priest had to receive an absolution from another priest. To solve this the architects found a trick. They built an underground room and designed it in such way that a person could hear his own voice very clearly. Thus, every time before conducting a liturgy priest could receive absolution, hearing his own voice saying, “Let my ears hear what my lips utter”. This unique absolution room has been preserved until today.

Holy Savior is surrounded by angels with horns in their hands that symbolize the last resurrection of Bible. When the judgment day comes angels will blow their trumpets and all dead people will resurrect, alive people will die and resurrect again in a minute. The angels are standing on the bell tower as it symbolizes the world's horn that calls all the people to a service. Angels that you see today are newly made since the older ones were destroyed during the Azerbaijani rule. These angles are considered to be the symbols of Shushi.

The church was closed after Shushi massacres in 1920. used it as a warehouse, and later on as a garage. Right during this period the angels next to the church were destroyed. During the Artsakh Liberation War Azerbaijanis turned the church into Grad complex warehouse and used it for bombing and surrounding area. People of Artsakh believe that the church was guarding them during the war. Here soldiers got their blessing before leaving to the front.

Azeri tried to bomb the church and to ruin columns pulling them with iron ropes, but the church was so strong that no machine could destroy it. Before Shushi's liberation the church was ruined, and the dome was destroyed. After Shushi was liberated Holy Savior was completely renovated and is fully operational since 1998. On October 8, 2020, the church was again shelled by the Azerbaijani army. There were women, children and old people in the church at that moment.
