Menteri Kewangan Kedua (Y.B. Dato Sri Wong Soon Koh): Tuan Speaker, before I begin with my winding up speech, first and foremost, I would like to thank our Chief Minister, Yang Amat Berhormat Datuk Patinggi Tan Sri (Dr) Haji Adenan Haji Satem for tabling and presenting the proposed State Budget 2017. The proposed budget continues to be Development-Biased and Rural-Focused, which is pivotal in supporting the Transformation Agenda of the State towards achieving a developed State status by 2030.

Tuan Speaker, I would like to record my sincere appreciation to Ahli-Ahli Yang Berhormat who had participated in the debate on the Supply (2017) Bill, 2016 and for their constructive comments and invaluable suggestions. Honourable Members spoke not only on matters concerning their constituencies, but deliberated at length on the economy of the State, distribution of financial allocation, challenges and issues facing the country and the

I am glad to note that Ahli-Ahli Yang Berhormat have shown good understanding of the prevailing economic scenario and the need for the State to continue to be disciplined in its financial management while at the same time moving towards with its development agenda.

Ahli-Ahli Yang Berhormat also noted that there is a need for us to continue to be prudent in our spending in order to consolidate the State’s financial position in meeting the economic challenges ahead.

Tuan Speaker, issues and matters raised relating to the relevant Ministries and agencies during the debate have been and will be dealt with by the Ministers concerned in their Winding Up address. I will, therefore, confine myself to matters relating to my Ministry particularly on the more pertinent issues brought up by Ahli-Ahli Yang Berhormat relating to the proposed State Budget 2017.

Tuan Speaker, the stable political and harmonious social environment of the State is the culminating efforts of years of careful planning and nurturing under the capable leadership of the Government. In fact, the prevailing political stability and social harmony has been the most valuable and admired asset of the State which we take pride of. The ability to appreciate and preserve the value of this intangible asset is in my view, a great collective wisdom of our people. We should not destabilize this delicate fabric of our society for short term political mileage, instead to harness it for the greater prosperity of our future generations.

State Budget 2017

Tuan Speaker, I would now like to briefly dwell on the salient points of the 2017 proposed State Budget tabled by the Yang Amat Berhormat Ketua Menteri. The Budget continues to emphasize on the need to accelerate the development agenda of the State, albeit economic difficulties. The 2017 proposed Budget allocation reflects our seriousness in speeding up rural development aim at improving the quality of life of our rural community and at the same time narrowing the development gap between urban and rural areas. The budget also stressed on the importance to continue adopting and exercising sound and responsible financial management to enable the State to withstand the increasingly challenging economic environment. In addition, it calls for the need to continuously enhance the effectiveness and efficiency of the delivery system at all levels to ensure quality service to our rakyat.

Tuan Speaker, in summary, the main thrusts of the State Budget 2017 are:

(a) The Budget continues to be development-biased to provide adequate funding to ensure the smooth implementation of the State development transformation agenda and at the same time to stimulate the domestic economic activities;

(b) The Budget continues to be rural-focused, in tandem with our continuous effort to narrow the development gap between the rural and urban areas;

(c) The Budget, among others, gives special attention to the three State Transformation Initiatives which are Socio Economic Transformation, Rural Transformation and Performance and Service Delivery Transformation;

(d) The Budget continues to support productive economic activities to sustain economic growth;

(e) The Budget gives emphasis on growth to be driven by greater efficiency and higher productivity; and

(f) The Budget also continues to give particular emphasis on the need to continue on collective effort in enhancing the State Government’s financial management, and the effectiveness and efficiency of its delivery system. We ought to manage and monitor our operating expenditure prudently and to ensure optimization on the utilization of resources and at the same time minimize wastage.

Tuan Speaker, the proposed Budget for next year provides a bigger development allocation as compared to the previous years even in the face of an anticipated declining State revenue. The lower State revenue is attributed to the continued weaker global commodities prices particularly crude oil and gas. The proposed 2017 Budget would therefore be in a deficit of RM385 million.

Tuan Speaker, it is becoming crucial that the State continues to sustain a desired level of economic growth and to support its development momentum in the current time of global economic uncertainties through an expansionary Budget. This strategy is also to further stimulate domestic economic activities as the external sector is expected to remain weak next year.

Overview of Global Economy

Tuan Speaker, allow me to touch briefly on the current economic environment and its prospects. Yang Amat Berhormat Ketua Menteri in his Budget Speech had cautioned us on the challenges ahead and the increasingly global uncertainties as we journey on with our development efforts. Growth for 2017 in advanced economy is expected to be influenced by Brexit, the recent result of the United States Presidential election and Japan policy support, while growth in emerging market economies is anticipated to be affected by the expected slowdown in China. Financial market conditions although continue to improve, will remain volatile. The pace of recovery is likely to be sluggish unless more policy support is put in place to restore confidence in the world financial systems.

In the third quarter of 2016, global economy continued to experience moderate growth. The latest data pointed to modest economic activity in the advanced economies. In Asia, domestic demand remains an important source of growth amid persistent weakness in external demand. While pressures in the international financial markets resided following major central banks easing actions, a number of important policy issues in the major economies continued to pose uncertainties to global growth prospects. Amid subdued growth outlook and low inflation, several major and regional central banks increased the degree of monetary accommodation.

Tuan Speaker, the Bank Negara Third Quarter Report indicated that our National economy expanded by 4.3% in the third quarter of 2016 as compared to 4.0% in the second quarter. The growth was underpinned mainly by continued expansion in public and private sector spending. On the supply side, growth continued to be driven by the major economic sectors. Overall, GDP for the year is projected to grow in a range of 4.0% to 4.5% and is expected to be around 4.0% to 5.0% for 2017.

As highlighted in the Budget speech, out State economy is estimated to grow around 3.5% to 4% this year. With the extra-deliberated effort by the State Government to support domestic economy through the proposed expansionary Budget, I am confident that the GDP growth between 4.0% to 5.0% forecasted for the State next year is attainable.

The Eleventh Malaysia Plan: Planning and Implementation

Tuan Speaker, we are now embarking on the implementation of the Socio- Economic Transformation Plan covering a period of 2016 until 2030. The main objectives of this Plan are to accelerate economic growth and to reduce income disparity in the State.

The long term Sarawak Socio-Economic Transformation Plan would be undertaken in phases through the Five Year Development Plan. Indeed, the Plan execution has started in 2016 with the implementation of various programmes and projects approved under the Eleventh Malaysia Plan. This phased implementation approach is adopted to ensure that the Plan is manageable in terms of planning, funding and execution by the various Ministries, Departments and Agencies.

Public Investment in the State

Tuan Speaker, undoubtedly, public investment plays a very significant role in stimulating the desired growth and development of an economy. From the demand side, the allocation approved for Development Expenditure (CAPEX) by the Government under the Eleventh Malaysia Plan is a public investment injected into the State economy. More public investment is required to create multiplier effects benefiting the economy as a whole especially when the global economy is experiencing slower growth.

Tuan Speaker, from the supply side, public investment is critical to provide the necessary impetus in all key sectors of the economy namely, agriculture, mining and quarrying, construction, manufacturing and services. Public investment, particularly in the provision of infrastructure and utilities is essential to facilitate private investment in the State. This is also in tandem with our efforts to enhance the competitiveness of Sarawak as an attractive investment destination in the country. Besides, the provision of infrastructures, utilities, facilities and amenities in the rural area would reduce rural urban development gap and at the same time, attracting investments to the area.

Performance of State Funded Projects, Eleventh Malaysia Plan

Tuan Speaker, now I would like to report on both the physical and financial performance of the State funded projects under the Eleventh Malaysia Plan.

A total of 909 programmes and projects with a ceiling of RM20.0 billion had been approved for implementation under the Eleventh Malaysia Plan (2016-2020). Of these 909 projects, 441 are being implemented by Government departments while the rest are in the form of programmes as well as grants to Statutory Bodies and Local Authorities.

To-date, out of 441 physical projects, 67 projects had been completed while the remaining 374 projects are still at various stages of implementation.

The cumulative expenditure was RM3.163 billion or 15.8% against the total ceiling of the Eleventh Malaysia Plan over the same period.

Performance of Federal Funded Projects, First Rolling Plan of Eleventh Malaysia Plan

Tuan Speaker, a total of 527 Federal funded projects had been approved for implementation in Sarawak under the First Rolling Plan (RP1) of the Eleventh Malaysia Plan. As at 31st October 2016, 48 projects or 9.1% of the total projects have been completed. The remaining 479 projects or 90.9% are still at various stages of implementation.

The cumulative expenditure for Federal funded projects was RM2.108 billion or 50.9% of the total allocation of RM4.144 billion approved under the First Rolling Plan.

Timely Delivery of Programmes and Projects under the Eleventh Malaysia Plan Through State Transformation Initiatives

Tuan Speaker, currently, there are 1,436 State and Federal funded projects being implemented in Sarawak by the various Ministries, Departments and Agencies. These programmes and projects must be implemented and delivered on a timely manner to further stimulate the economy and to benefit our rakyat. At the same time, we should not compromise on quality and safety and any cost over-run.

Delivery excellence of the Government programmes and projects hinges on the effectiveness and efficiency on project planning, execution, monitoring and coordination by all stakeholders. In this connection, I would like to call upon the implementing agencies to continue to step up effort to ensure project execution and delivery excellence.

With the dedication, commitment and enhanced capacity of our civil service together with the transformation initiatives that have been put in place, I am confident that the programmes and projects would be implemented and completed successfully as planned.

Contributing to the Wellbeing and Quality of Life of Our People

Tuan Speaker, a number of our Ahli Yang Berhormat has also raised the issue on the well-being and quality of the people. We would continue to implement programmes and projects to enhance the well-being of our rakyat so that they could enjoy the benefits of development agenda. There will be on-going programmes and projects to provide water and electricity, upgrade infrastructure and improve accessibility to the rural and remote areas of our State.

Towards this, we will continue to seek for more financial allocations from the Federal Government, especially for programmes and projects, such as rural water and electricity supplies, rural roads networks, health, education and housing to benefit the people and to catch up with the development in Semananjung Malaysia. Both the State and Federal Governments will intensify programmes to transform the rural areas and to uplift the quality of life of our people therein. In this regards, the State government has therefore given greater priority rural development in the proposed budget for next year.

Financial Management and Good Governance

Tuan Speaker, the State’s open economy will continue to be susceptible to the global and regional economic volatilities. Therefore, it is imperative that the State continues to adopt sound economic and financial policies and to maintain a healthy level of reserves.

The State must continue to maintain a sound financial position to allow the State to exercise fiscal and budgetary flexibility by managing its financial affair and to ensure its financial capacity as to push its development momentum even in time of economic difficulty. Hence, continuing with the development agenda without being significantly hindered by any adverse external economic conditions.

Tuan Speaker, our budgetary flexibility is reflective in our proposed 2017 Budget where the State is still able to continue in providing more than 60% of the allocation for development amidst declining revenue arising from unfavourable economic condition. The commendable level of State reserves which is an accumulation of budget surplus for fourteen (14) years, coupled with our continuous efforts in steadfastly upholding prudent financial

5 BELUM DISUNTING 29 NOVEMBER 2016 management has availed us to utilize part of the reserves to meet any shortfall due to lower revenue.

Tuan Speaker, we have been year-in, year-out repeatedly advocating on upholding of good governance in our fiscal and financial management. This is important for the State to sustain its financial autonomy and a sound financial position which is even more crucial now in view of the uncertainties in the economic environment.

To ensure the sustainability of the State’s healthy financial position, the State government would:

(a) Continue to maintain the budgetary policy guidelines of development-biased and to attain a budget surplus where feasible;

(b) Continue to inculcate a culture of prudent financial management and financial discipline in managing our expenditure particularly for operating purposes;

(c) Continue to strengthen the financial system and processes including leveraging on ICT and innovation for greater effectiveness and efficiency;

(d) Continue to strengthen the capacity of our financial workforce through knowledge enhancement and continuous training; and

(e) When really necessary, tap funds from capital market for development and productive purposes.

We will continue to manage our resources and financial affairs in a prudent and responsible manner through instilling transparency, accountability and integrity in our workforce.

Tuan Speaker, I am pleased to report that the State once again has been accorded in a “Clean Certificate” for its Financial Account for 2015. This is our 14th consecutive years of clean record, which is a testimony of its good governance practices reflecting that the conducts of its financial affairs are done in a transparent and accountable manner. In addition, international rating houses, Moody’s and Standard & Poor’s have maintained the State commendable Investment-grade credit ratings of A3 and A-, respectively. These assigned ratings reflect a sustained record of the State’s sound financial performance, underpinned by strong reserves and prudent budgetary practices.

Tuan Speaker, our financial sound credential does not happen overnight. It is in fact a result of continuous good governance practices in managing the State’s financial affairs and is a culture inculcated in the State financial management over the years.

Nevertheless, in moving forward, we must continue to put in place strategic measures aimed at strengthening the financial discipline and management at all levels if we were to keep up with our good track records and to maintain a financially healthy State.

Tuan Speaker, I would like to emphasize that the roles and responsibilities in sustaining our financial credibility rest with all parties in the government agencies and its machineries. The Permanent Secretaries of Ministries, the Heads of Departments, the Board, CEOs and CFOs of all Statutory Bodies including government-linked companies must continue to practise sound and prudent financial management.

Good governance, transparency, accountability and integrity are vital attributes that must be consistently inculcated and nurtured in the public service work force so that at the

6 BELUM DISUNTING 29 NOVEMBER 2016 end of the day we can meet the expectations of the public towards the delivery system of our government. We shall continue with our concerted efforts to sustain the State financial autonomy, preserve its prosperity and political stability.

Tuan Speaker, I would now move on to clarify some of the allegations made by Ahli- Ahli Yang Berhormat from the opposition from the DAP. First, on the baseless allegation made by Ahli Yang Berhormat for that a huge sum of RM250 million approved by this august House for Minor Rural Project in 2015 has obviously, I quote, “gone missing and not accounted for”.

I wish to inform this august House that for 2015, the revised budget of RM905.9 million inclusive of the approved supplementary of RM250 million was meant for the implementation of both Minor Rural Project and Rural Transformation Projects. For the information of Ahli-Ahli Yang Berhormat, annual budget is just a provision and an allocation to enable us to implement approved programmes and projects.

Pursuant to Section 8 and Section 9 of the Development Fund Act 1966, before any expenditure can be committed, a warrant shall be issued to authorize allocation for expenditure form Development Fund Account.

Pursuant to Section 7 of the same Act, every appropriation for development purposes shall laps and cease to have any effect at the close of one calendar month following the financial year and no payment shall be made of the appropriation during that month except in respect of work performed, goods delivered, services rendered or any other contractual arrangement made prior to the end of that year and properly chargeable to the accounts of that year.

According to Treasury Instruction 6(ii) which stipulates “that any money appropriated for a particular purpose in the warrant shall be surrendered to the Consolidated Fund if not spent on that purpose during the period for which it was granted”.

Upon the closing of 2015 accounts, an amount of RM572.8 million was spent while the unutilized allocation of RM333.1 million has, in fact, remained intact in the Consolidation Fund.

The provision or allocation for a particular programme or project may be partially spent or remain unspent due to the followings:-

(a) Saving arising from actual project cost is lower that the estimated cost;

(b) Late commencement of project due to various issues such as planning or land or site issues;

(c) Project was cancelled or postponed due to various factors such as change in plan or change in scope or cost factor.

I wish to highlight that the State Public Accounts for 2015 has been duly audited and accorded with a Clean Bill of Health by the Auditor General Malaysia. In summary, we have complied fully with the relevant financial rules and regulations. The allegations made by Ahli Yang Berhormat for Kota Sentosa, that RM250 million has obviously gone missing and not accounted for was totally baseless. This again shows the ignorance of financial procedure and regulation. All I can say is that this is his habitual attempt to tarnish the image of our Yang Amat Berhormat Chief Minister and to discredit the State Financial Management in order to promote his political agenda. His action must be seen to have abused the privilege accorded to him as a Member of the Dewan. His action constituted contempt of the Dewan

7 BELUM DISUNTING 29 NOVEMBER 2016 under Section 24(2)(0) of the Dewan Undangan Negeri (Privileges and Powers) Ordinance 2007 and had to be dealt with severely. A motion was therefore moved to suspend him immediately on the day and he be suspended for the rest of the session. We have no choice but to do so in order to uphold the decorum and good parliamentary practices and tradition of this august House.

Tuan Speaker, Ahli Yang Berhormat for Kota Sentosa has also brought up the subject matter on SACOFA in the press. I had in fact, on 29 April 2015 in my Winding Up Speech, explained at great length on the rationale for the said divestment as well as on the basis of a arriving at the disposal price.

Tuan Speaker, SACOFA was set up by the State Government to spearhead the building, provision and expansion of the much needed telecommunication network infrastructure in the State covering both the urban and rural areas as well as building the telecommunication connectivity between Sarawak and Peninsular Malaysia through submarine cable network.

It is the long term strategic objective of the State to build SACOFA into a flagship company for both the wholesale and retail telecommunication services to benefit the business community, the investors and our rakyat. After many years of successful operation in managing the proliferation of telecommunicate tower in the State and facilitating the growth in telecommunication in bridging the digital divide between the rural and urban areas as well as the State and its region, it has become eminent that SACOFA must reposition itself in order to operate as a competitive global or regional industry player in the field. Having assessed and considered the global digital business and its increasing intense competition, SACOFA chose to leverage on a strategic collaboration with an established local company to bring SACOFA to a new level that is in enhancing its value chain, strengthening its global and regional competitiveness, widening market accessibility, enlarging its opportunities in tapping funding and expertise as well as leveraging n the latest available technology.

Based on these consideration, the State invited Sarawak listed company or listed conglomerate namely, CMS Group to take up the challenges and task to leapfrog SACOFA to the next level to meet the challenges in the fast moving global digital era. CMS Group has the necessary capacity and capability to transform these strategic roles. It is a win-win formula for this business sector, for the people of Sarawak, the State and the nation in the long run.

The pricing for the disposal was based on the Net Asset Value for the financial year ended 31st December 2013 and represented a price-to-earnings multiple (PE) of 7.23 times and price-to-book multiple (PB Multiple) of about 1.1 times. The disposal price was reasonable and in line with the market comparable for divestment of unlisted entities.

Menteri Kewangan Kedua (Y.B Dato Sri Wong Soon Koh): Sit down, sit down. Ahli Yang Berhormat for Kota Sentosa raised that in the papers, in the various papers and therefore he wanted me to clarify and I had to clarify here. Thank you. Sit down.

Menteri Kewangan Kedua (Y.B Dato Sri Wong Soon Koh): Next I would like to refer to the statement on page 60 of the handsard made by Ahli Yang Berhormat for Pujut in his debate on the State budget 2017 on 24th November 2016 and to quote “I like to refer to Budget 2017. Tuan Speaker, the budget headline news was Sarawak will have the first ever Budget deficit in 14 years with the reported deficit of RM385million. I put the budget to my prospective: Revenue for 2017 totaling RM5.321 billion. Minus operating expenditure of RM2.206 billion. Minus development expenditure of RM5.928 billion. That gave us a negative balance of RM2.813 billion and not the reported deficit of RM385 million. In another word, the Sarawak Barisan Nasional Government will spend RM1.53 for every ringgit we generate. His statement also appeared on page eight of 28th November 2016, Sin Chew Daily News.

Tuan Speaker, all I can say is that Ahli Yang Berhormat for Pujut is trying to be perhaps the new hero of DAP and attempting to show us his ‘new skill or his own skill in interpreting’ the State Public Accounts. Little does he know that his Statement that he made on State budget deficit is really nothing new. In fact, I believe that it is generated from the recycle bin.

As you may well recall, Tuan Speaker, the same misleading and ignorant statement was uttered by Ahli Yang Berhormat for Kota Sentosa in November 2009 in respect of the State budget of 2010. I had responded and clarified at length through my press statement which I do not wish to repeat. It is really sometimes a waste of time to clarify or respond to these kinds of false or misleading statement or disparaged comments made by the Ahli-ahli Yang Berhormat who neither do their homework thoroughly nor have they a good grasp of the prevailing public sector accounting standard, financial procedures and guidelines and regulations pertaining to the presentation of the public accounts. Hear me out, hear me out. I will give you a lesson. You sit down, you sit down.

I, therefore would like to remind Ahli-Ahli Yang Berhormat from in fact I would say from DAP to make effort to understand fully the applicable rules and regulations including the Public Sector Accounting Standards before making erroneous and totally irresponsible statements. Sit down, sit down. Let me explain, let me explain. You hear me out, you hear me out.

Tuan Speaker: Honourable Member for Pujut, Honourable Member for Pujut, you made the statement here which appeared in the Hansard. The Honourable Minister is responding. If you don’t want to hear him respond why raise in the first place? He is responding, so proceed. If you don’t want to hear him respond, don’t make the statement. Proceed. I would like the Honourable Member for Pujut to sit down and listen quietly to my explanation, alright, okay. Such a statement uttered by Ahli Yang Berhormat for Pujut will mislead our people and discredit the State Financial Management and hence, damaging the State reputations which has been known to be one of the best financially managed States in the country. His statement also showed how incompetent and ignorant he is in trying to read and interpret the State Public Accounts.

Tuan Speaker, we always welcome constructive comments and suggestions that could contribute to the prosperity of the State and to the well being of our people but not these kinds of wild allegations. I must emphasize that this Dewan is not a political forum but an institution whose decisions have profound effect on the destiny of our State. This is the weight of responsibilities resting on our shoulders, on the shoulders of all Honourable Members. Politicking should be best done outside this honourable Chamber. We must act and deliberate in the overall interest of the State. Ahli-Ahli Yang Berhormat from DAP need to reflect their behaviour and should not repeatedly resort to shouting and singing to the gallery in order to gain cheap publicity and to advance their political career at the expense of great disservice to the State and to its people.

I am just perplexed as to what kind of prospective that Ahli Yang Berhormat for Pujut view in arriving at a deficit budget of RM2,813 million for the 2017 State Budget.

Today, okay, I will spend a little bit of time putting on record or putting the record in the right prospective. The State annual surplus or deficit is derived from the State Consolidated Revenue Account. It is the net amount taking into consideration of the total revenue for the year less the total Ordinary Expenditure comprising Operating Expenditure and an appropriation to the Development Fund Account for development purposes.

The State consolidated Revenue Account can be equated to the statement of profit and loss or income statement or statement of operation or statement of financial results. The State Consolidated Revenue Account is a statement which captures or summarizes revenue, operating cost and expenses during a financial year without having to less or minus the amount proposed for development expenditure for the same financial year. Similar treatment also applies to the standard Profit and lost statement of a company where capital expenditure for the year, likewise, will not be taken up in the profit and loss account to derive the net profit of loss. On other words, the same principle applies.

Annual Proposed Development Budget Estimates

Tuan Speaker, the annual proposed Development Expenditure is charged against the Development Fund Account. The development Fund Account is an account that is maintained to capture all fund inflows and fund outflows for the development purposes in accordance with the Development Fund Act 1966. The annual appropriation from the Consolidated Revenue Account forms part of the fund inflows to replenish the Development Fund account whereby utilization for development purposes is governed by the said Act.

The development Funds Act 1966 is an Act governing financial procedures and provisions in relation to the development fund of the Federal as well as the State. Hence, Development Fund Account is a separate budget and statement of account by itself. It cannot be construes to form part of the consolidated Revenue Account where surplus or deficit is derive at. The presentation of 2017 Budget is in full compliance to the applicable legal and financial framework which is also applicable to all the other States in Semenanjung Malaysia including the Federal Government.

Tuan Speaker, on another issue brought up by Ahli Yang Berhormat for Pujut on the development fund from Federal Government, I would like to clarify that Federal funded

10 BELUM DISUNTING 29 NOVEMBER 2016 projects for the State are in the Federal budget and it is not included in the State budget. Management and control of Federal fund and State fund is in accordance with the provisions under Section 6, of the Financial Procedure Act 1957.

Programmes and projects under the Federal budget are being implemented directly by the Federal agencies. As I have mentioned earlier, the Federal Funded projects for the State under the First Rolling Plan amounted to RM4.144 billion. This provision is over and above the State funded projects in the State Annual Budget.

The Federal loans and grants amounting to RM282 million to the State in the proposed 2017 budget, is in fact one of the sources of funding to fund State projects. These loans are in the form of soft loans with easy repayment terms and low interest rates and are for productive purpose such as water supply projects.

Conclusion

Tuan Speaker, the progress and development of our State will depend significantly on our competitiveness, our ability to be agile and the extent to which we are able to effectively and efficiently manage our resources. It would also leverage on the strength and structure of our economy, the quality of our human capital and most importantly, our political stability and the unity of our people. I am optimistic that with the able leadership of our Yang Amat Berhormat Ketua Menteri and the strong foundation laid down by the Barisan Nasional Government, the State will continue to sustain its growth and push forward its development agenda for 2017 and beyond.

The State of Sarawak is always known for its “Unity in Diversity”, harmony and hospitality. Mutual understanding, respect and tolerance among various races and the practice of religious freedom have always prevailed and steadfastly upheld. We must continue to value and preserve this legacy and shall not let it be eroded by any external force or influence. The social harmony and political stability that we have been enjoying augurs well for our State. We will continue to leverage on this strength to attract many more investors, tourists and friends to Sarawak.

Tuan Speaker, before I conclude, I would like to congratulate your good self for conducting the Budget Session so competently, professionally and steering the affairs of this august House in a smooth and harmonious manner. I also wish to express my appreciation to the staff of the Dewan and all Government officers for their hard work and dedication.

Tuan Speaker, first of all, I would like to reiterate the fact that the 2017 State Budget as revealed by the Right Honourable Chief Minister will continue to focus on the promotion of economic growth and balanced development. It is indeed a forward-looking and people- centric budget, that not only address the current major challenges facing the State, but also laying out clear direction and strategies towards the socio-economic transformation of Sarawak.

Thus, a significant portion of the budget will continue to be allocated towards transforming the rural areas, while at the same time the other key sectors of the economy will also be given equal emphasis including urban renewal and affordable housing provision. This reflects the State Government unwavering effort and commitment to enhance the wellbeing of the rakyat as we strive to achieve a high income economy by the year 2030.

2016 Property Market

Tuan Speaker, the property market for the first half of 2016 was observed to be subdued and cautious, a reflection of the poor sentiments felt on the economic front. Compared to the same period last year, the property market this year was rather flat with fewer launches. Construction activities have also generally slowed down as the market adjusts to weak economic conditions. The first half of the year has seen a significant drop in oil prices and weakening growth in the region especially affected by slower growth in China, Asia’s giant market. According to CH Williams, Talhar and Wong (WTW, 2016), emerging economies, of which Malaysia is one, are facing challenging times with falling commodity prices, exports and currencies. The falling prices of crude and palm oil, decreased exports amid weak external demands and depreciation of the Ringgit against other major currencies have affected Malaysia considerably.

Thus, the property market sector in the country was seen to be a bit slow in the first half of the year, due to uncertainties arising from the current economic outlook. GDP growth rate is forecast to drop to 4.2% from 5% a year ago, and will continue to be primarily driven by domestic growth, especially private investments.

Most businesses are bracing for challenging times. The general consensus regarding the Malaysian property sector in 2016 is that it has been a sluggish year with most preferring not to make long-term financial commitments such as property purchases. However, properties in attractive locations are still in demand and despite the lower demand, prices have generally not gone down, albeit even gone up marginally for those in good localities. The property prices which have surged to new highs in recent years have pushed up house prices beyond the affordability of the general population, not only among the lower income group but also affecting the middle income bracket as well.

For Sarawak, this has resulted in many new residential areas opening up, mostly in secondary locations, offering cheaper housing alternatives. According to the Valuation and Property Services Department (NAPiC), 2015 continued to record a drop in property volume transacted for the State compared with the previous year but at the same time, noted an increase in value due to higher prices of property in general. This shows that the average property price per transaction continued to increase for Sarawak whilst nation-wide, the volumes and values of property transacted have both dropped.

Overall, 2016 has reflected similar scenario to previous year with a slowdown in new sales but good transaction activities in the affordable housing sector. Prices are still expected to go up, albeit at a slower rate between 5% and 10%. The demand for reasonably priced housing below RM500,000 remained strong. Housing areas recorded high occupancy rates at around 90% and rentals were maintained as previous year.

Housing Demand and Supply

Tuan Speaker, Sarawak population is projected to increase from 2.63 million in 2015 to reach 3.36 million in 2035. On annual average, the Sarawak housing needs is approximately 14,000 units. On five years interval, the projected housing need is 58,057 units by 2020.

It is expected that approximately 20% of Sarawak population will be those of 25 to 35 years old in the year 2020. This group makes up the potential new household formation and thus, would become first-time house buyers. Many of these young people will have difficulties in purchasing a house if they do not have enough savings of their own. This is reflected in our 2014 Survey which showed that 75% of the household have less than 11% of their income being put into personal saving.

With this situation is certainly a cause for concern, we also continue to be saddled with housing affordability issue, which is quite acute especially in major urban areas. For example, the maximum price of double storey terraced houses in Kuching is RM550,000.00 per unit whereas in , it is already fetching RM655,000.00 per unit.

In Sarawak, 64.2% of the population, can only afford to own houses priced below RM340,000.00. What this essentially means is that we would need to address the affordability housing issue for both the low and middle income households, now commonly referred to as B40 and M40 group respectively.

This notwithstanding, the private housing sector will continue to be the main source housing supply in the State. Between 2005 and 2014 that is the 10 years period, a total of 62,116 units or 40.5% new supply was added to the housing stock, which accumulated to 217,615 units in 2014. On average, this increase works out to be approximately 6,200 units per annum.

New Housing Policy for the Low and Middle Income Group

Therefore, to address this housing affordability issue and exert some form of control over the price of houses, the State Government through the State Planning Authority (SPA) has recently introduced the new housing policy and guidelines this year and this become the platform of our new housing policy for the low and middle income group. The main objectives of this new Policy are to:

(a) Increase the supply of affordable housing towards bridging the demand and supply gap through mandatory private sector participation;

(b) To cater for the housing need of not only the lower income group but also the middle income segment as well; and

(c) To improve the minimum specifications of the previous low-cost housing units towards meeting higher expectations and requirements of house buyers.

Under the Policy, private housing developers are required to build affordable houses up to 30% of their total developments, preferably terraced houses if the land being developed is 10 acres and above. Affordable houses are divided into two categories, that is SPEKTRA Lite and SPEKTRA Medium. “SPEKTRA” is an acronym for Skim Perumahan Khas Rakyat.

This new Policy is to replace the previous low-cost housing policy which no longer serves its purpose and hence, need to be revamped and improvised to suit the current State policy requirements and the evolving need of contemporary house buyers. The new Policy

13 BELUM DISUNTING 29 NOVEMBER 2016 has also done away with the term “low-cost house” as this has inadvertently created negative stigma among some members of the public.

The salient features of the Policy are as follows:

(a) Affordable “SPEKTRA Lite” terrace house must be priced not exceeding RM100,000 for intermediate lots and not exceeding RM120,000 for corner lots.

Affordable “SPEKTRA Medium” terrace house must be priced not exceeding RM135,000 for intermediate lots and not exceeding RM168,000 for corner lots. These housing units are to be sold to a person as approved by the Ministry of Housing and Urbanization. This is to ensure that the sale of such houses is properly regulated and enforced to prevent abuse and misallocation.

In this respect, housing is considered to be affordable when it is appropriate to the needs of low and medium income households in terms of design, location, and access to services and facilities; monthly loan repayment by household does not exceed 30% of gross household income after any applicable rent assistance or housing loan is deducted; and selling price of the houses does not exceed 3 times of the household's gross annual income. These criteria have been used to determine the ceiling price of the SPEKTRA houses;

(b) The size of housing unit has also been enlarged from the original minimum of 444 square feet under the old low-cost housing policy to a minimum of 700 square feet. This new dwelling unit is more spacious, comfortable, and conducive. It comprises of three (3) bedrooms instead of two (2) previously;

(c) Private developers who proposed to develop their land for Flats/Apartments/Condominium or Townhouses are required to build a certain percentage of their development for affordable houses if the land under development is four (4) acres and above.

(d) Affordable Flats must be priced not exceeding RM120,000 per unit with a minimum floor area of 700 square feet.

The State Government has also revised the density for residential development of the four (4) major towns that is, Kuching, Sibu, Miri and Bintulu. This is to ensure more optimum usage of land and mitigate its scarcity in urban centres, which has led to escalation of land prices. The new density for normal housing is ten (10) units per acre compared to eight (8) units per acre previously whereas for high-rise flats, apartment, condominium and townhouses, it is 30 units per acre compared to 24 units per acre under the old policy. The increase in density would allow more affordable housing units to be built while at the same time, help to partially mitigate an unwarranted hike in house buyers.

Spektra Eligibility Criteria

Subsequently, the State Government has also formulated the eligibility criteria for the ownership of SPEKTRA houses. This is to ensure that those who can apply are the deserving and qualified house buyers among both the low and middle income groups, while also help to prevent property speculation.

For SPEKTRA Lite with a maximum price of between RM100,000 to RM120,000 per unit, those eligible to apply are whose gross monthly household income is RM4,000 and

14 BELUM DISUNTING 29 NOVEMBER 2016 below. For those who are interested to purchase SPEKTRA Medium with a price range of RM135,000 to RM168,000 per unit, they should have a monthly gross household income of RM5,000 and below.

The existing low-cost house owners are also allowed to purchase SPEKTRA Medium if they intend to own a better and larger unit provided they meet the SPEKTRA eligibility criteria. This is taking into consideration of the eventual extension of existing family unit which would require a larger house to accommodate the enlarged family members.

My Ministry will also be introducing the minimum housing specifications for both SPEKTRA Lite and SPEKTRA Medium. These design specifications would ensure that the SPEKTRA houses are value for money product, with conducive living space and quality design that meet house buyer’s expectations.

The Government is also taking pro-active measures to ensure that private housing developers would comply to this new Policy. In this regard, a Joint- Enforcement Committee will be established to monitor and enforce the implementation of the Policy.

End-Financing through Mutiara Mortgage & Credit Sdn. Bhd.

Tuan Speaker, while the Government continue to boost the supply of affordable housing, it is also crucial that those eligible would be able to secure end-financing to purchase the house. This is even more critical as many of those in the low-income group are not able to obtain housing loan from banks. Therefore, my Ministry will be requesting to the State Government to provide an increase in seed capital to Mutiara Mortgage & Credit Sdn. Bhd. to the tune of RM50 million. The proposal will be submitted to the State Development Executive Committee for consideration in due course. This company is a wholly-owned subsidiary of HDC, but is being run by a professional team with banking experience.

New Urban Renewal Policy And Guidelines

Tuan Speaker, my Ministry in close collaboration with LCDA and HDC are currently undertaking a number of urban renewal development projects under the newly expanded portfolio. Urban renewal involves the redevelopment or rejuvenation of congested and unplanned settlements or dilapidated infill or brown field areas into a liveable, vibrant, sustainable and orderly neighbourhood and new urban centres. The primary objectives of urban renewal project are:

(a) To uplift the livelihood and wellbeing of the urban/kampung residents;

(b) To provide conducive, safe, and healthy living environment;

(c) To enhance the income of the residents through the creation of new employment and business opportunities;

(d) To generate wealth for the participants and their future generation; and

(e) To provide affordable and quality housing for both the existing residents and their extended families.

To achieve these objectives, my Ministry has formulated a State Urban Renewal Implementation Guidelines. These Guidelines encompass an overall policy framework that are to be adopted and used by the implementing agencies for planning, implementing, and assessing urban renewal projects in a holistic and integrated manner. These Guidelines contain the vision, mission, guiding principles, goals and best practices in urban renewal

15 BELUM DISUNTING 29 NOVEMBER 2016 projects development. Our approach is based on people-centred development, where the overarching goal is to enhance the wellbeing of the affected residents and create a sustainable and liveable communities.

These Guidelines shall not only focus on the need to improve or rejuvenate the physical conditions of existing settlements and dilapidated areas, but more than that, it articulates a qualitative vision of urban renewal for the future so that the growth of cities and towns also bring about the highest benefits for the society.

The five underlying guiding principles under the new urban renewal policy framework are as follows:

(a) Sustainability: The strategies outlined seek to promote environment, social and economic sustainability of urban renewal. This means that urban renewal initiatives should be environmentally sustainable, and therefore, ought not to have negative externalities. Social sustainability refers to the nurturing and development of social capital which minimizes alienation and contributes to vibrant social life in the area being redeveloped. On the other hand, economic sustainability refers to the promotion of economic activities that can be sustained in urban settlements with minimal support from outside.

(b) Inclusivity: Urban settlements have to be socially inclusive especially in terms of economic class. Inclusion shall be reflected in the space the area provides for the nurturing of social and cultural diversity especially to the disadvantaged and marginalized groups, the poor and the youth in general. Inclusivity promotes social justice and contributes to equity and balanced development. The increasing poverty level in urban areas means that cities also need to be pro-poor in terms of attending to the needs of the poor and addressing their basic concerns for better education, health, housing and transportation.

(c) Resilience: Resilience refers to both physical and social resilience so that cities and urban settlements are safer and adaptable to changes, both environmental and economic. Our planning in urban renewal should thus, help to enhance our capacity to cope with different types of physical hazards and absorb socio-economic shocks and risks.

(d) Green: Strategies for urban renewal shall be guided by saving, protecting, and promoting greenery – green parks, green open spaces, urban agriculture, and so forth. In the long term, the Government shall promote land use, technology and materials that would contribute to low carbon emission and increase the use of alternative energy. Similarly, cities should promote and protect clean water bodies – ponds, wells, rivers and streams that contribute to diverse urban biodiversity.

(e) Efficient: A sustainable, inclusive, resilient and green urban settlement can only be one that is efficient, well governed, and effectively managed with swift mobility, communication, and service delivery system. Urban renewal strategy shall therefore be guided by three basic concerns of governance: enhanced capability and technical competence of local agencies, institutionalization of a system of transparency and accountability in the urban planning and development processes, and a citizen-oriented delivery of services and development outcomes.

There are five key approaches outlined in this Urban Renewal Implementation Guidelines, namely:

(a) Integrate the villages/urban settlements to negate fragmentation and disorderly expansion. The focus is on upgrading informal settlements, improving infrastructure and connectivity, and providing public and business facilities;

(b) Improve housing condition by providing financial allocation, increasing access to finance/subsidy, as well as maintaining safety and security for the new neighbourhood;

(c) Promote urban economy towards enhancing the economic potentials of urban areas, alleviate poverty, increase economic and employment opportunities, and maximize the multiple effects from implementing renewal programmes;

(d) Create effective institutions and framework for services and project delivery where the respectives roles and responsibilities of the different Government agencies are clearly defined; and

(e) Preserve heritage and culture where a concerted effort will be made to ensure urban renewal shall not be detrimental to the people’s own roots and traditions.

In this context, my Ministry has established a State Urban Renewal Project Committee or in short “SURPC” with the following key functions:

(a) To coordinate the implementation of various urban renewal initiatives and projects in the State;

(b) To deliberate on matters/issues on urban renewal and provide policy guidance and strategic direction henceforth; and

(c) To ensure the provision of public amenities and infrastructure in urban renewal areas are well planned and properly coordinated. The formation of this Committee is crucial as it would allow the State Government to systematically address urban renewal issues and coordinate the efforts of various agencies in an integrated manner.

Moving forward, my Ministry will be undertaking a number of key initiatives in urban renewal which include among others, the following:

(a) Formulate an Urban Renewal Action Plan to guide all the major agencies in the implementation of the various projects and programs;

(b) Formulate a specific mechanism for the creation and sharing of urban indicators which would be used for planning, decision-making and monitoring purposes. Currently, such data is not readily available and scattered among the various agencies; and

(c) Undertake a State Urban Renewal Master Plan Study that would help to chart the long-term direction and strategies of urban renewal for the next 30 years.

Projek-Projek Pembangunan Semula Bandar

Maka dalam hal ini, Kementerian saya melalui Lembaga Pembangunan dan Lindungan Tanah (PELITA), sebagai agensi pelaksana utama bagi projek pembangunan semula kampung dan bandar, akan terus memastikan perancangan dan pelaksanaan projek- projek dibuat dengan berkesan dan teratur.

Pada masa kini, projek-projek pembangunan semula kampung serta bandar merangkumi 7 kawasan iaitu Darul Hana, Kampung Sungai Bedaun, Kampung Sejingkat, Kampung Tabuan Melayu di Kuching, Kampung Datu Baru dan Kemuyang di Sibu, dan Kampung Selirik di Kapit. Status ringkas kemajuan projek-projek ini adalah seperti berikut:

(a) Darul Hana, Kuching

Projek Pembangunan Darul Hana sedang rancak dalam pelaksanaan. Pembinaan masjid telahpun siap dilaksanakan dan telah diguna oleh penduduk setempat. Pihak PELITA sedang dalam peringkat perancangan kerja untuk Blok 1 dan Blok 2A yang akan dijalankan pada hujung tahun ini. Pembinaan unit-unit rumah dalam Fasa I oleh Perbadanan Pembangunan Perumahan pula akan dimulakan pada awal tahun depan.

(b) Kampung Sungai Bedaun, Kuching

Untuk pembangunan Kampung Sungai Bedaun di Santubong yang melibatkan penyediaan unit rumah, pihak PELITA sedang melaksanakan kerja-kerja penyediaan tapak serta penembokan tanah.

(c) Kampung Sejingkat, Kuching

Pelan Induk untuk Pembangunan Semula Kpg. Sejingkat telah dikemukakan kepada Majlis Perancangan Negeri (SPA) untuk kelulusan.

(d) Kampung Tabuan Melayu, Kuching

Pelan Induk untuk Pembangunan Semula Kpg. Tabuan Melayu juga telah dikemukakan kepada Majlis Perancangan Negeri (SPA) untuk kelulusan.

(e) Kampung Datu Baru, Sibu

Bagi Projek Kampung Datu Baru, Sibu, kerja-kerja menaiktaraf infrastruktur seperti jalan raya dan sistem perparitan telah siap sepenuhnya pada tahun 2014. Pembinaan 33 unit rumah pula dijangka siap pada hujung tahun ini.

Untuk Projek Pembangunan Kampung Datu Waterfront, pihak PELITA telah mengemukakan Pelan Induk Pembangunan kepada Majlis Perancangan Negeri (SPA) untuk kelulusan.

(f) Kemuyang, Sibu

Bagi Projek Pembangunan Kemuyang pula, Pelan Induk Pembangunan telah diluluskan oleh Majlis Perancangan Negeri (SPA). Kerja- kerja penyediaan tapak serta penembokan tanah oleh pihak PELITA untuk Blok 1 telah siap dilaksanakan. Pemilihan peserta untuk pemilikan lot-lot rumah akan dibuat dalam masa yang terdekat. (g) Kampung Selirik, Kapit

Untuk Pembangunan Kampung Selirik di Kapit, pihak PELITA telah mengemukakan Pelan Induk Pembangunan untuk kelulusan Majlis Perancangan Negeri (SPA). Selain itu, kerja survei topografi untuk kawasan ini juga telah siap dilaksanakan.

Projects by Borneo Development Corporation (Sarawak) Sdn. Bhd.

Affordable Housing

Tuan Speaker, in the last Cabinet reshuffle, BDC has been placed under the purview of my Ministry to strengthen public housing delivery mechanism. BDC which is a wholly- owned Government Link Company (GLC) under State Financial Secretary Incorporated has also played a vital role in developing affordable housing throughout the State since its inception. For year 2016 – 2017, BDC has a total of 172 units of approved affordable housing projects to be implemented in Limbang Division, which consists of 58 units in Lawas and 114 units in Limbang. Another 135 units of affordable housing components in the same Division is in the planning stage.

Urban Development Projects

In complementing the Government’s urban renewal agenda, BDC is also undertaking a number of initiatives in realising the new portfolio under my Ministry, especially in infrastructure works. One of these projects is the Proposed Lawas Commercial Complex. Closer to Kuching, BDC is currently developing Serian New Township which will take about 10 years to be completed. These projects would enhance the scope of urbanization effort in terms of providing more conducive and well-planned living environment in the designated urban areas, especially Serian, which is now a Division.

Digital Housing

Tuan Speaker, as part of the Ministry’s continuous effort to provide business-friendly and quality service to its customers, while also ensuring greater accountability and transparency in its dealings with the public, my Ministry has implemented the Housing Development and Management System or known as HomeApps since February 2016. This internet-enabled computerised system allows housing developers to submit their applications for license, permit, low-cost and affordable housing via on-line system. This system also enables the Ministry’s officers to monitor private housing development more effectively as the submission of project Progress Report is being done on-line. Lodgement of housing claims by house buyers at the Housing Purchaser Claims Tribunal can also now be done speedily at any time and from any part of Sarawak.

With the implementation of HomeApps, developers are assured that their complete applications for licence and permit will be decided within five working days, compared to 15 working days previously under the manual system. With the use of HomeApps, to date, my Ministry has achieved a 100% success rate in compliance to our Client's Charter.

Housing Purchasers Claim Tribunal

Tuan Speaker, since the establishment of the Housing Purchaser’s Claim Tribunal in 2010, it has effectively resolved 89 cases involving disputes between house buyers and private developers. The amount of settlements paid by the developers concerned totalled RM595,770.00 as at October 2016. Most of these disputes involved late delivery of houses and building defects.

While the Tribunal has continued to play a meaningful role in mediating housing disputes, there is a need to further educate house buyers on its existence and how the Tribunal can assist them in resolving their complaints or dissatisfactions against errant developers. With this in mind, my Ministry have organised four series of Awareness Seminars on the functions of Housing Tribunal and Housing Laws early this year in Kuching, Sibu, Bintulu and Miri. In view of the encouraging responses from the public, we will continue to organize several more Housing Awareness Seminars next year in other towns throughout the State.

Improvements to the Long House Loan Scheme

Tuan Speaker, I am also glad to inform this august House that under the new Longhouse Loan Scheme, the amount of loan that can be given out has been increased up to RM50,000.00 per door. The new Loan Scheme is interest free compared to the rate of 3% under the existing Scheme. HDC is also working with EPF to enable borrowers to make withdrawal from their EPF Account 2 to pay for their outstanding debts. In addition, for the long term security of long house dwellers, HDC has also introduced Fire Insurance for the participants concerned.

Under the new Scheme, a total of 25 longhouses with 1,000 doors have been approved in 2016, involving a total loan of RM34.61 million.

Penyelesaian Setinggan

Tuan Speaker, semenjak Pelan Tindakan Pengurusan dan Penyelesaian Setinggan Negeri dilaksanakan, jumlah setinggan yang telah berjaya diselesaikan oleh Kerajaan Negeri adalah sebanyak 3,830 Ketua Isi Rumah (KIR). Ini adalah bersamaan 39.24% daripada jumlah yang direkodkan pada tahun 2010 iaitu sebanyak 9,760 KIR melalui kaedah-kaedah penyelesaian seperti berikut:

(a) Projek In-Situ – 1,667 KIR;

(b) Skim Penempatan Semula/Skim Pembesaran Kampung (SPS/SPK) – 231 KIR;

(c) Pemilikan unit di bawah Program Perumahan Rakyat (PPR) – 923 KIR; dan

(d) Lain-lain bentuk penyelesaian seperti penyelesaian swasta, pindah sendiri, dan operasi penguatkuasaan – 1,009 KIR.

Buat masa kini, pihak Jabatan Tanah dan Survei juga sedang dalam usaha untuk menyelesaikan sebanyak 1,137 KIR setinggan lagi melalui kaedah penyelesaian In-Situ dan pemindahan setinggan ke Skim Penempatan Semula atau Skim Pembesaran Kampung yang sedia ada.

Pelaksanaan Program Perumahan Penjawat Awam 1Malaysia

Sebagai Kerajaan yang prihatin, kita juga menyedari bahawa ramai penjawat awam turut menghadapi kesukaran untuk membeli rumah memandang harga yang mahal. Oleh itu, Kerajaan Negeri dan Pesekutuan telah bekerjasama untuk menyediakan rumah mampu milik untuk para penjawat awam di Negeri Sarawak melalui pelaksanaan Program Perumahan Penjawat Awam 1Malaysia (PPA1M). Program ini adalah khusus untuk para penjawat awam yang mempunyai pendapatan kasar isi rumah bulanan di bawah RM10,000. Harga rumah yang ditawarkan pula ialah antara RM90,000 hingga RM300,000 sebuah bergantung kepada jenis rumah dan lokasi projek.

Setakat ini, sebanyak sembilan (9) buah projek PPA1M telah diluluskan untuk pelaksanaan oleh Unit PPA1M di Negeri Sarawak. Ianya melibatkan sejumlah 5,406 unit rumah dan terletak di bandar Kuching, Kota Samarahan, dan Miri.

My Deposit Scheme

Tuan Speaker, to help the middle-class group to secure home ownership, the Federal Government has introduced MyDeposit Scheme since April 2016. Under the Scheme, the Government would allocate discounts up to RM 30,000 per unit for house buyers, who must be first-time house buyers to be eligible. This is to assist the M40 group or those with monthly household income of between RM 3,000 and RM 10,000. Applications for the Scheme can be made on-line at the National Housing Department (JPN) website.

As at October 2016, the number of applicants that have been approved under this scheme for new projects are 150 from Sarawak out of the total 1,579 applications throughout Malaysia, whereas for subsale or secondary market, 24 applications out of 543 have been approved for Sarawak. As the number of applications from Sarawak is relatively small, I urge our local developers to help promote this Scheme more intensively among their potential buyers so that more Sarawakians will apply and benefit from it.

Maklum Balas Terhadap Isu-Isu Yang Dibangkitkan Semasa Perbahasan

Tuan Speaker, untuk makluman Ahli Yang Berhormat dari Balingian, sebanyak 20 lot di Skim Pembesaran Kampung Balingian telah siap dibuat kerja-kerja penimbusan tapak. Sejumlah 20 orang peserta telah diluluskan lot untuk mendirikan Rumah Mesra Rakyat di tapak tersebut. Pembinaannya dijangka akan dilaksanakan pada tahun hadapan.

Untuk makluman Ahli Yang Berhormat dari , Daya Builders Sdn Bhd, anak Syarikat milik penuh HDC, telah dipertanggungjawabkan untuk membuat Pelan Perancangan Semula Projek Perumahan Pusa. Pelan baru tersebut telah pun dikemukakan kepada Majlis Perancangan Negeri (SPA) untuk kelulusan. Perancangan semula ini merangkumi rumah mampu milik, rumah kedai dan kemudahan awam. Pembangunan akan bermula setelah mendapat kelulusan SPA dan agensi-agensi berkaitan dan tertakluk kepada peruntukan yang diluluskan oleh Kerajaan.

Untuk makluman Ahli Yang Berhormat dari Tupong, pihak HDC juga turut membantu para penyewa pangsapuri PPR yang sedia ada untuk mengurus tempat kediaman mereka dengan menempatkan Pengurus Kediaman atau Resident Manager sepenuh masa di beberapa Projek PPR. Ini adalah untuk memastikan tempat kediaman tersebut diurus dengan lebih baik dan professional.

Mengenai isu yang dibangkitkan oleh Ahli Yang Berhormat dari Pending, Kerajaan Negeri akan terus giat merancang dan melaksanakan projek-projek rumah mampu milik untuk rakyat khususnya melalui Perbadanan Pembangunan Perumahan (HDC). Malah, Kerajaan Negeri sememangnya memberi keutamaan kepada HDC untuk mendapat tapak- tapak tanah di kawasan bandar dan pekan-pekan untuk membina rumah mampu milik, khususnya untuk rumah atas tanah seperti yang dinyatakan oleh Ahli Yang Berhormat tersebut. Dalam hal ini, HDC akan terus mengemukakan permohonan untuk pemilikan tanah-tanah Kerajaan di seluruh Sarawak bagi tujuan ini. Strategi utama Kementerian ialah untuk memastikan HDC mempunyai bank tanahnya sendiri bagi menampung keperluan perumahan dalam tempoh jangka panjang. Dalam hal ini, pihak HDC telahpun mempunyai perancangan untuk membina sebanyak 2,876 unit rumah mampu milik di atas tapak-tapak tanahnya dalam tempoh lima tahun yang akan datang.

Mengenai kenyataan Ahli Yang Berhormat dari Pending bahawa kewujudan PR1MA akan menjejaskan peranan HDC, ini adalah tidak tepat sama sekali. Sebaliknya kita mengalu-alukan penglibatan PR1MA untuk menyediakan rumah mampu milik di Sarawak bagi menampung keperluan golongan berpendapatan sederhana memandangkan permintaan yang tidak dapat dipenuhi oleh HDC dan juga para pemaju swasta. Actually, PRIMA is helping us to provide houses in the market.

PR1MA berperanan untuk menyokong atau compliment usaha Kerajaan Negeri yang sedia ada supaya lebih banyak lagi rumah mampu milik dapat disediakan di Negeri ini. Malah PR1MA juga turut membantu untuk sedikit- sebanyak menstabilkan harga rumah di sekitar kawasan di mana projek PR1MA tersebut dibangunkan. Sebanyak 17,660 unit rumah yang melibatkan 14 buah projek PR1MA telah diluluskan untuk pelaksanaan di seluruh Sarawak dalam tempoh tiga tahun yang akan datang, satu jumlah yang cukup besar sejak PR1MA menjejak kaki di Sarawak tiga tahun yang lepas.

Untuk makluman Ahli Yang Berhormat dari , tanggungjawab pihak HDC dan SPNB untuk membuat penimbusan tanah dan pembinaan Rumah Mesra Rakyat di tapak Skim Pembesaran Kampung Kabong telah pun selesai. Rumah-rumah berkenaan telah diserahkan kepada para peserta program tersebut. Bagaimanapun, para peserta program tidak dapat menghuni rumah mereka disebabkan masalah bekalan air yang diakibatkan kebocoran paip di kawasan tersebut. Maka pihak HDC sedang dalam proses menangani isu ini dengan agensi-agensi yang berkaitan, khasnya JKR.

Untuk makluman Ahli Yang Berhormat dari Layar pula, semua rumah di RPR Betong telah habis dijual samada menggunakan pinjaman dari Institusi Kewangan Swasta atau pinjaman HDC. Bagaimanapun, ramai daripada para pemilik rumah tersebut gagal menjelaskan hutang mereka. Setakat ini, 39 peminjam sedang diambil tindakan undang- undang. Sekiranya hutang tertunggak ini masih tidak dijelaskan, pihak HDC akan menarik balik rumah tersebut dan menawarkan kepada pemohon lain yang layak. Selagi tindakan undang-undang belum selesai, pihak HDC tidak boleh menarik balik rumah berkenaan walaupun rumah tersebut telah dikosongkan. Sekiranya mereka yang terlibat ini menggunakan pinjaman dari Institusi Kewangan dan bank, pihak Institusi Kewangan tersebut akan mengambil tindakan tarik balik dan lelong.

Dalam masa yang sama, pihak HDC juga sedang membina 103 unit rumah mampu milik di Betong. Projek ini dijangka siap pada pertengahan tahun 2018. Maka, kita berharap usaha Kerajaan ini akan dapat membantu para penduduk di Betong memiliki rumah.

Untuk makluman Ahli Yang Berhormat dari , Pelan Pembangunan Perumahan HDC di Song telah mendapat kelulusan SPA. Ianya merangkumi perancangan bercampur termasuk rumah mampu milik, pembangunan komersil dan kemudahan awam seperti tadika, dewan, perpustakaan desa dan tempat beribadat. Sebanyak 28 unit rumah kos rendah pula telah dibina dan ditawarkan kepada mereka yang layak. Peruntukan untuk baki rumah di bawah Program Perumahan Rakyat (PPR) akan dipohon untuk dilaksanakan pada tahun 2018. Ini termasuk untuk memulakan pembinaan rumah kos sederhana dan pusat komersil sekiranya terdapat permintaan di kawasan Song.

Saya ingin mengucapkan terima kasih kepada Ahli Yang Berhormat dari yang telah mencadangkan pelaksanaan skim rumah inti untuk para penduduk di luar bandar termasuk di kawasan Jemoreng. Saya menyambut baik saranan ini dan seperti yang telah saya maklumkan sebentar tadi, bahawa Kementerian saya dan HDC sedang merangka konsep perumahan rumah inti tersebut. Sebagai permulaan, ianya akan dilaksanakan di tapak Skim Pembesaran Kampung Igan. Projek ini dirancang untuk dilaksanakan pada tahun depan setelah mendapat kelulusan dan peruntukan dari Kerajaan.

Mengenai Program Perumahan Rakyat 1Malaysia atau PR1MA pula, ianya merupakan usaha Kerajaan untuk membantu golongan berpendapatan sederhana yang mempunyai pendapatan kasar bulanan antara RM2,500 sehingga RM10,000 sebulan untuk memiliki rumah. Oleh itu, buat masa kini, fokus Perbadanan PR1MA ialah untuk membina rumah PR1MA di kawasan-kawasan bandar di mana sebahagian besar golongan berpendapatan sederhana menetap. Untuk di luar bandar pula, pihak Kerajaan telah pun melaksanakan pelbagai Skim dan Program lain seperti:

(a) Program RMR1M;

(b) Projek PPR; dan

(c) Program Bantuan Rumah (PBR).

Tourism

Global Tourism Scenario

Tuan Speaker, The Global Tourism sector continues to show positive growth. Global international tourist arrivals grew by 4% from January to September 2016, receiving some 956 million international tourists worldwide, 34 million more than in the same period of 2015.

According to the latest issue (November, 2016) of United Nations World Tourism Organization (UNWTO), World Tourism Barometer, Asia and the Pacific led growth across world regions, with international arrivals up 9% through September driven by robust intra- regional demand. This is followed by Africa (+8%), Americas (+4%) and Europe (+2%).

By sub-region in Asia and the Pacific, many destinations reported double-digit growth, with the Republic of Korea (+34%), Vietnam (+36%), Japan (+24%) and Sri Lanka (+15%) in the lead.

In Africa (+8%), sub-Saharan destinations rebounded strongly throughout the year, while North Africa picked up in the third quarter. However, Middle East decreased by an estimated 6%.

International tourist arrivals in the Americas increased by 4% through September. By its sub-region, South America (+7%) and Central America (+6%), followed closely by the Caribbean and North America (both +4%).

In Europe, international arrivals grew by 2% between January and September 2016, with solid growth in most destinations. Double-digit increases in major Europe sub-region destinations such as Spain, Hungary, Portugal and Ireland were offset by feeble results in France, Belgium and Turkey. As a consequence, Northern Europe grew by 6% and Central and Eastern Europe by 5% while results were weaker in Western Europe (-1%) and Southern Mediterranean Europe (0%).

Prospects remain positive for the remaining quarter of 2016. Confidence remained high in Africa, the Americas, Asia and the Pacific, while the UNWTO Panel of Experts are somewhat more cautious as regard to Europe and the Middle East.

Malaysia’s Performance 2016 & 2017 Forecast

Tuan Speaker, Malaysia is experiencing its first recovery in tourist arrivals from January to September 2016. Malaysia received 17,611,563 tourists from January to September 2016, an increase of 3.8% as compared to the same period of 2015 (16,965,885). Tourism receipt increased by 10.7% in the first half of this year, contributing RM37.4 billion to the country’s revenue against RM33.8 billion in 2015.

For the year 2016, Malaysia is expecting to receive 30.5 million tourists, bringing in RM103 billion in tourism receipts. Tourism Malaysia is targeting 31.8 million tourist arrivals and RM118 billion in tourism receipts in 2017.

Sarawak’s Performance 2016 & 2017 Forecast

Tuan Speaker, Sarawak received 3,785,175 visitors from January to October this year, an increase of 1.02% as compared to the same period of 2015 (3,746,933). It has generated an estimated tourism receipt of RM 7.5 billion. Based on past trend of average arrivals for the month of November to December, because we have another two months to end up to 2016, my Ministry is anticipating 4.7 million visitor arrivals into Sarawak in 2016, an increase of 4.4% as compared with 4.5 million in 2015.

Sarawak Tourism sector is expected to generate tourism receipt of RM10.18 billion or a 3.1% increase, contributing about 10% towards the State GDP in 2016. For 2017, my Ministry is targeting 5 million visitor arrivals and RM10.68 billion in tourism receipt. The ASEAN Countries still top the number of arrival to Sarawak followed by Europe and North Asia.

Tourism as the Drive and Catalyst to Accelerate Growth for the Service Sector

Tuan Speaker, under the State Transformation Plan, the State Government has set up three Cabinet Committees to undertake intervention action plans in areas of the State Socio-Economic Development, Rural Growth and Service Delivery. The three Committees are Socio-Economic Transformation, Rural Transformation and Performance and Service Delivery Transformation.

Acknowledging the significant and important contribution of tourism to the local economy as an impetus to create new growth in the service sector, the State Government has place tourism as one of the Key Result Areas (KRAs) under the Socio-Economic Transformation Programme (SETP).

Yang Amat Berhormat Chief Minister in the Supply Bill (2017) Speech on 21st November 2016 in this august House has announced an allocation of RM48 million for the tourism sector. This is the first time in so many years that Tourism has ever got such a significant budget allocation. The allocation in itself is a manifestation of the State government seriousness to further develop and position Sarawak as THE tourism destination in this region. The economic spin off to the local economy and the multiplier effect will definitely be multi-faceted and multi- sectorial. Therefore, all those involved in the service sector value chain right from Travel agent, transportation, accommodation, eateries, souvenir shops, entertainment outlets and tourism product owners stand to benefit.

In line with the State Transformation Plan and in our effort to transform the tourism landscape of Sarawak, my Ministry will undertake the following immediate initiatives and strategies:

Branding for Sarawak

From the feedback we received from foreigners during our numerous trades and travel shows abroad, Sarawak is not well known overseas as compared to other States like Kuala Lumpur, Sabah, Penang or Malacca. We need to shape and create the brand identity for Sarawak not only as a tourist destination but also as a business event, trade and investment destination. The approach and strategy need to be holistic and to cover as many sectors as possible.

In as far as tourism is concerned, my Ministry will continue to position Sarawak as a Culture, Adventure and Nature (C.A.N) destination. Hence, the intervention action plans and budget allocation for 2017 will be more focused on C.A.N related infrastructures, facilities, events and festival and products development and enhancement.

As regard to the request from Ahli Yang Berhormat for to equally distribute the branding allocation to tourism zone in Demak Laut such as Bako National Park, Pulau Lakei, Bako-Buntal Bay, Kampung Bako, Sungai Bako, Muara Tebas and Tanjung Embang, my Ministry will definitely include this in the study. However, for the information of this August House and Ahli Yang Berhormat from Demak Laut this branding exercise is for the whole of the State.

Product Development and Enhancement

National Parks & Nature Reserve

The National Parks continued to be the most preferred destinations for Nature and Adventure both among local and international visitors. From January to September 2016, the total visitor arrivals to our National Park were 423,333, an increase of 9.27% with total revenues generated amounting to RM4.53 million, a 13% increase. 80% were Domestic while 20% were International visitors. Mulu National Park, Semenggoh Wildlife Centre, Bako National Park, Kuching Wetland, and Matang Wildlife Centre are the most visited by tourists because of its unique geo-system and wildlife conservation.

Our Orang Utan conservation effort at Semenggoh Wildlife centre has also produce positive result with the birth of two baby Orang Utans this year hence increasing the Orang

Utan population which will be an added attraction to visitors. Actually they have 28 Orang Utans in total; 14 male and 15 female in Semengok.

For a start, facilities in the following national park and nature reserve namely Bako, Semenggok, Kuching Wetland (RAMSAR site), Wind Cave and Fairy Cave and Niah Cave will be given a facelift incorporating various tourist friendly elements next year. Upgrading works include repair and replacement of jetties, plank walks and trails, signages, parking spaces, toilets, information centre and souvenir shops. The privatization of several tourist services will also be carried out in our effort to improve its quality and standard.

To enhance tourist experience and create activities in our National Parks, numerous nature-based events such as the annual International Frog Race and the Sarawak International Bird Race were organised. These are niche and specialised interest events which attracted nature enthusiast, conservationists and photographers from all over the world. The event attracted 103 participant and student from 12 countries that is Malaysia, India, New Zealand, Sweden, United States of America, China, Germany, Pakistan, Japan, France, Holland and Curacao. There are 18 foreigners and 85 Malaysians are participating in the race.

The Kuching Waterfront area will be transformed into a vibrant weekend pedestrian zone where youth, sports, musical and dance activities alongside food and handicraft sales and hawkers will be allowed to operate. With the completion of the walkway from Kpg Boyan to Fort Magherita which housed the Brooke gallery and the Pedestrian Bridge by end of 2017 that is S-Bridge in front of this Dewan, the Kuching Waterfront landscape on both sides will be more attractive and pedestrian friendly.

As regard to the specific request from Ahli-Ahli Yang Berhormat from Lingga, , Layar, , Kabong, Simunjan, Lambir, , and Muara Tuang to develop, improve and upgrade tourism facilities in their respective constituency, my Ministry will take it up with the respective departments and agencies namely; the Sarawak Forestry Corporation where national parks are concern. Resident Office and local councils for events organising and Sarawak Tourism Board to assist in the marketing and packaging.

Culture, Events and Festivals

Tuan Speaker, Sarawak is rich in its history, heritage and culture. It is one of the full factors that brings tourist to this region.

The construction of the new Sarawak Museum Campus will once again put Sarawak back on the world map as among the best museum in the region in term of collection such as ethnographic, archaeological, zoological and historical specimens. The construction of the new museum building is expected to be completed in 2018 and will be opened to visitors by 2020 once its displays and exhibits are put in place.

Conservation and upgrading works on old Forts throughout Sarawak be carried out under 11th Malaysia Plan. Five forts will be conserved and upgraded into regional museum. Work on three of the forts will start in early 2017 and the remaining two will commence in 2018.

The construction of the Santubong Archaeological Park, we call it Geo Park which will incorporate the Wallace Centre will start in 2017. This new product development will enhance the tourism attraction in and around Santubong Peninsular.

To uplift the cultural aura of Kuching as the City of Unity and to provide a permanent venue incorporating the latest State of the arts facilities, and technology, the old Dewan

Undangan Negeri building will be converted into a performing arts centre. This will act as a centre for arts, music and dance enthusiasts to congregate and showcase their skills and talents. Consultancy work to upgrade the old DUN building will commence in 2017.

As regard to the concern raised by Ahli Yang Berhormat for on the needs to have a Performing Arts Centre to motivate younger generations to be involved in performing arts, the conversion of the old DUN building into the performing arts centre will address this.

Moving out from the city area, the homestay program which is becoming more popular will be further enhance in term of capacity building and product diversification in line with the Community Based Eco Tourism strategy or CBET. The number of homestay operators has increased from year to year. 35 homestays and 515 operators have so far registered under this program and a few more have undergone training and awareness programs. As of September 2016, a total of 23,292 tourists visited the homestays bringing in an estimated revenue of RM3 million to the local community.

Events and festivals continued to lure both domestic and foreign tourists and at the same time providing business opportunities to the locals.

The 19th edition of the Rainforest World Music Festival was held at the Sarawak Cultural Village, Damai from 5th to 7th August 2016. A ratio of 63% Malaysians to 37% non- Malaysians attended the festival with the highest percentage from United Kingdom, United States, Australia, and Singapore as well as part of Europe. The spin-off to the economy was estimated at RM35 million.

200 foreign media personnel covered the event. They comprised of bloggers as well as the print and electronic media with an estimated media value of RM50 million. For the first time this year, Sarawak Tourism Board collaborated with Malaysia Association of Hotels and Malaysia Shopping Malls Association to create activities for two months prior to the festival. This ensured that festivities were not centred around the Damai area only.

For the 20th edition in 2017, my Ministry will take a new approach in expanding and promoting the festival. More side and fringe events incorporating eco-friendly and greening initiatives within Kuching City will be organised in order to create a mood and atmosphere of musical festivities. Our ultimate aim is to engage and bring Kuchingites to have a feel and be part of the whole festival.

The 3rd series of the Sarawak International Dragon Boat Race was held concurrently with the Annual Sarawak Regatta recently. The International Dragon Boat Race attracted 32 teams consisting of 946 paddlers from 11 countries. They are Brunei Darussalam, China, Chinese Taipei, Hong Kong, Indonesia, Ireland, Netherland, Philippines, Singapore, United Kingdom, Peninsular Malaysia and of course our State, Sarawak.

Kuching Waterfront was transformed into a carnival centre. Numerous side events such as the Sarawak and International Kitchen, Handicrafts Sales and Exhibitions, Hawker Stalls, water sports activities, Musical and Cultural performances, were also organised in conjunction with the International Dragon Boat Race and Sarawak Regatta.

The economic spin-off and income generated from the sales of foods, handicrafts and hawkers, accommodations and other services was estimated at RM1.4 million. Other iconic events that are also attracting tourist are the ASEAN International Film Festival and Awards (AIFFA), Borneo International Kite Festival, Pesta Irau Aco, Pesta Babulang, Borneo Cultural Festival and Pesta Benak to name a few.

Business Events

Sarawak Convention Bureau has been able to position Sarawak as a 2nd tier leading Business Events destination in the Asia Pacific regions and has assisted associations in the quests to win conventions for Sarawak. From January to September this year, a total of 45 bids were won bringing in 19,374 delegates as compared to 48 bids won and 12,670 delegates in 2015. Direct Delegates Expenditure was estimated at RM36.5 million as compared to RM23.4 million in 2015. As of November 2016, the following major conferences have taken place:

(a) The 33rd Pan-Pacific Business Conference in Miri saw scholars, executives and Government officials from 24 Pacific-Rim countries discussing on effective utilisation of human resources, technological development and multilateral economic activities across borders;

(b) The 15th International Peat Congress in November in Kuching gathered approximately 1000 delegates from 30 countries conferring on the responsible use of peat lands and the preservation of their unique dynamics and natural biodiversity; and

(c) The 55th International Congress and Convention Association (ICCA) from 13th – 16th November. Sarawak is one of the few second tier destinations in the world to host the most important congress in the realm of business events. The event has attracted 863 delegates from 59 countries and generated RM2.5 million in Direct Delegates Expenditure.

The Ministry of Tourism and Culture Malaysia (MOTAC) has been a strong supporter in funding the above events and festivals.

These business events have brought in foreign delegate spending and opportunities for corporate social responsibility initiatives and legacy building, education, research as well as technology exchange.

Promotional and Marketing Activities

Tuan Speaker, the strong branding identity that will be developed for Sarawak under the Social Economic Transformation Key Result Area (KRA) initiatives will make our presence in targeted market more impactful and visible. We need to develop a world class tourism technological infrastructure injecting elements of innovation and creativity if we want to compete at the global level.

The Sarawak Tourism Board which has been tasked to spearhead the promotion and marketing of Sarawak as a tourism destination has been asked to leverage on technology and the social media to promote Sarawak to the world. A very comprehensive digital tool known as the “Sarawak Apps” is now being developed.

Digital promotion

In as far as digital initiatives are concerned, effort to leverage on digital technology was realised with the setting up of the digital photo library accessible to users 24/7 and from all over the world. The virtual photo library with a total of 800 Sarawak photos, highlighting destination uniqueness has capability of storage and retrieval by users. This enables Sarawak Tourism Board (STB) to monitor, track and analyse destinations’ photos which are most downloaded.

Our digital promotional effort leveraging on the Trip Advisor portal started in December 2015 focusing on Singapore market. The campaign allows STB to “park” its website in Trip Advisor portal allowing STB to integrate and engage with interested travellers. To date it records a total of 8,223 views from potential travellers.

Our E-learning module introduced in Germany early this year was well received among our German speaking agents making it as a training platform for the front liner staff for virtual learning of the destination to facilitate better information sharing with their customers. To date 300 German speaking agents have benefited from this training. This module will be expanded to China market.

Familiarisation trips

Tuan Speaker, STB has increased this initiative as it is seen to be one of the most powerful and effective ways to increase awareness on the destination. This year, STB has conducted more than 10 groups of familiarisation trips from all major markets and this are done in strong partnership with airlines and Tourism Malaysia.

A group of 18 top agents from The Netherlands and Belgium had just concluded their 5 days familiarisation trip in collaboration with Singapore Airlines. This year STB organised 3 series of travel agents familiarisation from Hong Kong and China in collaboration with Hong Kong Airlines.

STB in collaboration with Tourism Malaysia has also organised a familiarisation trip for agents from Hungary together with Qatar Airways.

As regard to the request from Ahli Yang Berhormat for , on the need to develop tour packages selling Miri and Mulu as a joint destination and providing alternative mode of accessibility by road and long boat, my Ministry together with Sarawak Tourism Board, Miri Resident Office and the industry players will explore all possibilities and accessibilities on how best to promote our UNESCO heritage site of Mulu and its surrounding areas.

Air Connectivity

Tuan Speaker, Sarawak as an island state possesses both advantage and disadvantage when it comes to the issue of connectivity and accessibility. In as far as tourism is concerned connectivity to the State has always been a challenge.

To address this issue, my Ministry, under the State Transformation Plan has decided to pursue the charter flights approach from selected destinations. This initiative started as early as May this year with the signing of an agreement with Hong Kong Airlines which flies direct Hong Kong/Kuching/Hong Kong. The inaugural flight took off on 28th May. The twice weekly flights until August has ferried 2,899 foreign passport holders into Sarawak. The average seat capacity carried by the airline into Sarawak for the period stood at 73%.

A Memorandum of Understanding (MOU) has also been signed with a Taiwan based See Mark Travel Services, an air charter company to mount flights in February (1 charter flight) and the summer period June-August (19 charter flights) next year. It is expected that the 20 chartered flights will bring in 3,200 tourists with estimated tourism receipt of RM10.4 million.

In October this year a similar MOU was also signed with a travel agent in Hebei, China to expand joint collaboration to ensure movement of tourists and tourism related business between Hebei Province and Sarawak.

Currently STB is in negotiation with several more China based charter companies and airlines to mount charter flights to Sarawak.

In our effort to position Miri as the entry hub for the Northern Region of Sarawak and to provide ease of travel for tourist, the State Government has exercised its autonomy on Immigration by issuing special passes for visitors coming in via Miri Airport or Sungai Tujuh CIQS. This is because Sungai Tujuh and Miri Airport are not gazetted as Visa on Arrival (VOA) entry point.

As regard for the request from Ahli Yang Berhormat from Ba’Kelalan, on the reopening of the airstrip at Long Semadoh, this matter has been forwarded to Malaysia Airport Holdings Berhad and is also being reviewed under the Second Rural Air Services Rationalisation which is currently undertaken by State Government and Ministry of Transport Malaysia.

Tuan Speaker, that is the end of my observation and trend on Ministry of Tourism Arts and Culture. Now I seek your indulgence for me to touch on transforming our service delivery.

Transforming Our Service Delivery

Yang Berhormat Tuan Speaker, first of all, I wish to extend my appreciation to Ahli- Ahli Yang Berhormat for Daro, Tellian, , Demak Laut and for acknowledging the effectiveness and efficiency of the Sarawak State Civil Service in this august House.

The Sarawak Civil Service which serves as a backbone of the Sarawak Government machinery will continuously and constantly search for innovative solutions and embraced change to ensure it remains relevant and responsive to the demand of our Rakyat, and to propel the transformation agenda of the Sarawak Government. As such the services rendered and delivery system of the Government are now designed to be Rakyat-Centric and capable of supporting the various transformation programmes and initiatives.

Performance and Service Delivery Transformation

To ensure the State adopt a balanced development approach that gives equal emphasis to both economic growth and well-being of the rakyat. The Cabinet Committee on Performance and Service Delivery Transformation (PSDT) which is under my purview will look into six (6) Key Results Areas as follows:

(a) Devolution of Power;

(b) Service Delivery;

(c) State Public Relation Strategy;

(d) Quality of Education and Human Capital;

(e) Societal Well-Being;

(f) Sarawak as a Sport Powerhouse

However, I will only touch on two of the KRAs which are Service Delivery and State Public Relations Strategy. As for the rest of the KRAs, it has been deliberated by my colleagues.

Tuan Speaker, strengthening and enhancing public service efficiency and effectiveness is vital to support and complement various State transformation initiatives. For 2017, we will be focusing on Five (5) areas of concerns as follows:

(a) First is on Project Delivery Excellence. This initiative is to enhance the Pre- Contract Phase of Project Management so that, projects can be implemented more efficiently and cost effective manner that would reduce probability of delayed and sick projects in the future with the emphasis on deliverables of infrastructure projects and Rural Transformation Projects (RTP).

(b) Second is, Providing One Stop Services to the Public. We are committed to improve and enhance our services to the public through enhancing our One Stop Services amongst others is through the approach of Integrated Multi Services Counter (iMSC) at all Urban Transformation Centres (UTC) in the State. This concept of iMSC aims to enhance customers’ experience and maximizing the range of services at one location which transcends the old ways of counter services to a more integrated approach where services offered by the counters are not limited to their own agencies.

Currently, there are 26 types of Government–to citizen (G2C) and 15 types of Government-to-business (G2B) online services. All these online services can be accessed via the Sarawak Electronic Government Official portal www.sarawak.gov.my.

The State Government will be offering more online services that are beneficial to the Rakyat and we will promote these new online services in our future DUN siting similar to what we are doing in this DUN siting where we promoted 10 of the online services. This exhibition is designed specifically for all our Ahli Yang Berhormat with the hope that all our Ahli Yang Berhormat will share these online services to the rakyat within your respective constituencies.

I do hope that all our Ahli Yang Berhormat have visited the Government online services exhibition at the lobby. I would like to take this opportunity to thanks Ahli Yang Berhormat Dato’ Sebastian Ting Chiew Yew from Piasau and Yang Berhormat Encik Sapiee from Daro for acknowledging this exhibition in their speeches. We are looking forward to work with all our Ahli Yang Berhormat who are interested to promote these Government online services to the people.

(c) Third is, Ease of Doing Business. This initiative focuses on … (Interruption) …

I would like to congratulate the State Government and also the Civil Servant for the online services that was provided through e-Government. I’ve visited together with my colleagues from DAP. We have visited the booth yesterday and I was impressed and I still remember in my debate speech few years ago, I do suggest that some of the services can be provided online and the reply was that it was on the planning and today we see the result. Ya, before I would like to formally register my acknowledgement through the State Government and I would like to suggest one thing that is can be developed into a mobile application so that it can be accessed through android and iOS. Y.B. Datuk Amar Abang Haji Abdul RahmanZohari Bin TunAbang Haji Openg: Thank you. Actually Yang Berhormat, members of BN is very innovative and they are also technology savvy. Third is, Ease of Doing Business. This initiative focuses on attracting investors to invest and to do business in Sarawak. In line with this, the State is currently looking into the development of good regulatory practices through the setting up of State Policy and Framework on the Development and Implementation of Regulation (SPDIR). This framework will cover the improvement of new and existing business processes and systems in the State.

(a) The next area of concern is to provide emergency services outside office hours which will be spearheaded by the Local Authorities. The State has identified five (5) local Councils to embark on this as pilot projects in 2017. This initiative will be known as the Local Authority 24/7 Response Team (LA24/7 Squad). Meaning 24 hours, 7 days, meaning 12 months squad which consist of Padawan Municipal Council, Samarahan Municipal Council, Sri Aman District Council, Sibu Municipal Council and Miri City Council. This is a pilot project.

LA 24/7 Squad is an inter-agency collaboration with other agencies which includes Federal departments such as the Malaysian Royal Police (PDRM), Angkatan Pertahanan Awam Malaysia (APM) dan Jabatan Bomba dan Penyelamat Malaysia.

(b) Tuan Speaker, the State Civil Service has been truly focused in ensuring the capacity and capability of the institution is at the highest level of performance. The quality of our public policy, the efficiency and effectiveness of the service delivery depends under quality and competencies of civil servant as a whole. In view of that, there is a need to review the capacity and competency of Sarawak Civil Service through comprehensive and structured human resource planning, nurturing and development of talents.

To ensure all these transformation aspects can be felt right down to the grass root level, the capacity of the Divisional and District level machinery throughout the State are being strengthened in phases. This includes upgrading of the existing posts and rightsizing the number of manpower.

At the same time, all the new administrative division and district office are now being operationalized in accordance to the delineation of administrative boundaries which has been informed to this august house in previous sitting. This includes the establishment of Serian Division, creation of two new districts namely Bukit Mabong and TelangUsan, the upgrading of Tebedu, Pusa, Kabong, TanjungManis, Sebauh, Subis and Beluru from sub-district to district status and also the creation of four (4) new sub-districts namely Mulu, Long Bedian, Lapok and Bario.

Changes have also been made on the number and portfolios of ministries. From 13 ministries, we have merged, streamlined and realigned the administrations and functions to 11 ministries. This is to ensure that the ministries are able to function more effectively and efficiently in line with the new direction of the State Government.

State Public Relations Strategy

Tuan Speaker, the State Government is currently embarking on a comprehensive Public Relations Strategy which taking into account all the important components of public relations. It is the belief of the State Government that the people’s well-being must come first as such, the establishment of the State Public Relations strategy is about serving the people with clear purpose.

The State PR strategy is an integrated approach to serve the people of Sarawak better. Everything we planned is designed with the purpose to be people centric. Among others it will involve an integrated communication action plan with the relevant departments and agencies, both from the State and Federal departments and also Government linked agencies and bodies to extensively promote and publicise what the State Government is doing for the rakyat.

It also includes issues management. People’s concern and feedback are addressed effectively through on line services platform that has been in place such as Talikhidmat and SCS complaint management, where we see speedy and fast action been taken.

Another important aspect is strategic engagement of SCS, YB ‘s with the targeted groups such as community leaders, media, NGO’s, youth etc to proactively gain feedback and address issues before they escalate Community centric engagement is a way of hearing their voices, facilitate meaningful participation and foster social change.

As a responsible Government, especially under Yang Amat Berhormat Ketua Menteri it is very essential that we establish a platform to ensure that maximum information must reach the rakyat to make them better understand the Government’s function, policies and programmes and projects meant to benefit them.

To summarize, Tuan Speaker, the State Public Relation Strategy is people centric. As it design with the purpose to serve the people of Sarawak better thus making it as strategic agent of change in assisting the transformation of Sarawak or the transformation initiative will be measured through State Scorecard, agencies Scorecard and Barisan Nasional ADUN Scorecard and KPI.

Tuan Speaker, I am pleased to inform this august House that the Civil Service continues to received recognition and a call it as its effort to improve and enhance our service delivery to various transformation initiative. This is evidenced by the success of the Sarawak Civil Service which have been awarded with Anugerah Pengurusan Aduan Cemerlang for the fifth consecutive years in May 2016 for it excellent and managing complaints. Other achievement such as the participation of our ICC Team, the KAUL Team from Dalat and Mukah District Council has won the Gold Award in the International ICC Convention held in Bangkok, Thailand with their E.Z Bucket Project. This project has been able to simplify the maintenance the pruning of trees within the council jurisdiction.

CAPAM, Tuan Speaker, is the platform for Commonwealth countries to exchange knowledge, innovation and practise in citizens centred service delivery. Leadership development and growth, and public service management. It has the participation of 56 members countries. There were 90 contestants from the Commonwealth countries for the award but only 12 were shortlisted as finalist in four categories. Indeed, Sarawak Civil Service was proud to be listed as a finalist representing Malaysia in two categories; Innovation in Public Service Management and Innovation DNA through its Sarawak Civil Service Transformation initiative (SCS) 10 to 20 action plan. SCS was proclaimed, joint winner in the category of Innovation DNA together with India. This is the first Malaysian initiative that has received the highest level of recognition in the CAPAM Award. Base on the

33 BELUM DISUNTING 29 NOVEMBER 2016 jurist observation and submission, our initiative has won for our profound understanding of building a culture innovation and our success in changing mindset.

Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Balingian, cadangan bagi membina Pejabat Daerah Balingian baharu telah dimasukkan dalam senarai projek untuk dipertimbangkan di bawah kajian Separuh Penggal Rancangan Malaysia Ke-11. Nilai skim adalah RM5 juta dimana keperluan peruntukan untuk tahun pertama adalah RM100 ribu manakala tiada cadangan pembinaan rumah rehat di bawah RMK-11 buat sama ini. Namun begitu, sekiranya ada keperluan pembinaan rumah rehat ini boleh dipertimbangkan.

Untuk makluman Ahli Yang Berhormat bagi Engkelili, Kerajaan Negeri akan mengkaji cadangan untuk menaiktaraf daerah kecil Engkelili kepada daerah penuh dan kawasan Skrang kepada daerah kecil. Asas-asas pertimbangan untuk mewujudkan bahagian daerah dan daerah kecil adalah seperti berikut:-

(a) Bilangan penduduk bagi pengwujudan sebuah daerah adalah melebihi 20 ribu orang manakala bagi daerah kecil adalah diantara 7 ribu hingga 10 ribu orang;

(b) Kawasan yang cukup luas dan mempunyai potensi aktiviti ekonomi yang tinggi 1000km/persegi bagi sebuah daerah;

(c) Aktiviti urusan rasmi yang tinggi seperti kutipan hasil yang memuaskan dan lokasi agak jauh dan cara pengangkutan yang sukar dari pusat pentadbiran yang berhampiran.

Untuk makluman Ahli Yang Berhormat bagi Pelagus, pihak residen dan daerah Kapit telah mengenalpasti tapak untuk tujuan pembinaan Pejabat Daerah Bukit Mabong. Permohonan tapak telah dikemukakan kepada Jabatan Tanah dan Survei untuk kelulusan pihak State Planning Authority.

Untuk makluman Ahli Yang Berhormat bagi Katibas cadangan pindaan kadar dan kriteria baharu bagi bayaran insentif pendalaman ataupun elaun hidup susah kepada kakitangan kerajaan negeri yang layak telahpun dikaji semula dan cadangan akan diputuskan dalam masa terdekat setelah mengambil kira amalan yang dibuat oleh agensi persekutuan bagi memastikan keseimbangan dan kesaksamaan.

Untuk Ahli Yang Berhormat bagi Jemoreng, kesemua jawatan di pejabat-pejabat daerah kecil Igan telahpun diisi. On illegal immigrant issue in Miri as raised by Ahli Yang Berhormat for Piasau, immigration department in collaboration with other enforcement agencies have conducted 59 operations in Miri district from 1st January 2016 – 25th November 2016. This operations have resulted in 169 arrest consisting of six employers and 163 parties. All the 163 parties were subsequently repatriated to their country of origin. Break down figures by country of region are as follows:-

(a) Philippines – 96;

(b) Indonesia – 54;

(c) Pakistan – 5 ;

(d) People Republic of China – 4; and

(e) India – 4

During the same period 22 cases related to hovering of party by the employers, over staying and other offences under Immigration Act, 1959/63 or regulation and order 1963 were recorded. The Immigration Department is monitoring this situation closely and will intensify the intelligence collection and enforcement effort to address the issue. More integrated operations are in the pipeline to curve this influx.

Timbalan Ketua Menteri, Menteri Pembangunan Infrastruktur dan Pengangkutan (Y.B. Tan Sri Datuk Amar Dr James Jemut Anak Masing): Terima kasih, Tuan Speaker. Before I proceed to my reply, I wish to thank The Right Honourable Chief Minister of Sarawak, for his budget address during the Mesyuarat Kedua bagi Penggal Pertama Dewan Undangan Negeri Kelapan belas. The Chief Minister has tabled a rakyat-centric budget which focuses on the rural area.

Tuan Speaker, out of the amount of RM8.1 billion budgeted for 2017, 73% or RM5.9 billion has been allocated for development and RM2.2 billion or 27% is for operating expenditure.

Out of the budget, more than 50% or RM2.9 billion has been allocated for rural areas. This amount is higher than the allocations for the previous two years, that is, 2015 and 2016.

Tuan Speaker, today marks my two hundred day as the Minister of Infrastructure Development and Transportation (MIDT) a job which does not only build but plan for infrastructures that can contribute to the social and economic growth of this country.

As we all know, the geographical landscape of Sarawak is challenging. The remoteness of some areas makes maintenance and building quite difficult. Although the job is a challenging one, I assure Sarawak that my Ministry and I will do our utmost best within our means, in delivering what is required of us to the people of this country. Because we are committed, we accept no excuses, we just want results.

Tuan Speaker, infrastructure development has always been very close to our hearts. With good infrastructure network comes economic growth and other significant positive spill- overs. As a result, infrastructure in most part of Sarawak should not be regarded as just infrastructure, but economic infrastructure. While other parts of Malaysia are looking at high-

35 BELUM DISUNTING 29 NOVEMBER 2016 speed trains and working towards to be developed and high-income economy, Sarawak does not want to be left behind in this aspect.

The State Government has therefore, proactively formulated the Sarawak Socio- Economic Transformation Plan (SETP) covering a period of fifteen years from 2016 to 2030. The plan includes all aspects of economy from roads, airports, ports, water, electricity, telecommunications, ICT, healthcare to educational infrastructure. These are crucial to attract investments and to facilitate business activities within the State.

Tuan Speaker, the eleventh Malaysia Plan aims to provide seamless and systematic infrastructure and services. Based on the objective, the focus will be on enhancing and integrating various modes of transportation into what is known as ‘multi-modal transportation’ all with the aim to strengthen economic growth and help Sarawak to expand its businesses within and beyond the State.

Cabinet Committee on Rural Transformation (RT)

The Barisan Nasional Government has secured a strong mandate in the eleventh State General Election. With a strong Government, the State will continue to device policies and implement developments as we have pledged.

A comprehensive long-term development plan, known as the Socio-Economic Transformation (SETP) for 2016 till 2030, to accelerate economic growth and reduce income disparities not only between regions, but also among various strata within our society. One of the objectives of SETP is transformation of our rural areas.

To achieve our rural goal of becoming a developed State by 2030, our State Government has established the State Transformation Committee headed by the Right Honourable Chief Minister of Sarawak, and supported by three (3) Cabinet Committees, one of which is the Cabinet Committee on Rural Transformation (RT), which is chaired by me.

To ensure smooth functioning of RT, I am assisted by a working Committee consisting of the Deputy State Secretary (Rural Transformation) and the State Implementation Monitoring Unit (SIMU) as the Secretariat.

The cabinet Committee on Rural Transformation has been assigned to transform the rural landscape by accelerating the provision of basic economic and social infrastructure to our scattered rural population within the shortest time possible. This is indeed one challenging task – but not one that is impossible. I am only as good as the team I surround myself. Every one of us has been picked by Rakyat to be in this august House. The onus is therefore on every one of us here to do what we can, and when we can, to bring improvements to the lives of those who have given us their trusts. Based on this, let’s all be committed to the tasks ahead and work as a team regardless of political affiliations.

Multimodal Transport

Tuan Speaker, infrastructures must be developed in tandem to cater to the requirements of our economic activities. In the era of economic globalisation, to be globally competitive, we must be able to cater, match, anticipate, expand and plan for cost effective and efficient transportation system be it for humans use or for goods. The planning of transport musk tackle more complex question than they did in the past.

Based on our observation during our recent China trip, our team has learnt a lot. Being a huge country, China faces very high demand in its requirement to cater for not only

36 BELUM DISUNTING 29 NOVEMBER 2016 its population, mobility but also trade and cargo. They solve this problem by adopting what is known as ‘multimodal transportation’ system.

‘Multimodal transportation’ system, is basically transportation chains where deliveries of people or goods are made possible by connecting different modes of transport (for example, by bus then to a train, followed by river transport and then airplane) all in a practical, scheduled and harmonised manner from point A to its final destination.

With various modes of transport put together based on our geographical terrain, budget constraints, trade requirements amongst others, it is possible for Sarawak to emulate the ‘multimodal’ system and formulate one that will suit our State.

Problems in Transportation Planning

Tuan Speaker, transportation’s basic purpose is more than moving goods and people from one place to another. In our efforts to plan and develop for an efficient and holistic transportation network, the State Government does face geographical challenges, budget constraints, sparse population distributions and other hindrances along the way.

However, Tuan Speaker as the saying goes, “If there is a will, there is a way”. But we need to put our heads together and think out of the box in bringing new ideas on how best to deliver our jobs in our hand. My Ministry does welcome constructive suggestions from all the Ahli-Ahli Yang Berhormat in this august House.

Tuan Speaker, in 1963, there was only about 600 kilometres of roads in and around major towns in Sarawak with rivers as main mode of transportation.

Currently, Sarawak has around 30,000 kilometres of roads including Pan Borneo Highway. Although major towns and cities in Sarawak are connected by roads, much of the rural areas have been left devoid of any connectivity. As a result, much focus is required to plan for, and to connect these areas to allow our State to turn these under-utilised lands into productive assets.

The Pan Borneo Highway Development

Tuan Speaker, the 1,073 kilometres Pan Borneo Highway when fully completed will provide road users with R5 JKR standard road, and toll free journey from Telok Melano to Merapok where it will connect to the Pan Borneo Sabah Highway.

I am pleased to announce that the Nyabau-Bakun Junction has commenced while all packages under the Pan Borneo Highway Phase 1 Development project have been awarded, with some under mobilisation and others under construction.

Tuan Speaker with the Pan Borneo highway in full swing, I wish to inform Ahli-Ahli Yang Berhormat and the public in general, that extensive traffic diversions might be required at certain areas during the construction period. However, respective Work Packages Contractors (WPC) will provide necessary detours and diversions while maintaining a bi- directional traffic flow at all times. Monitoring of overall traffic management will also be conducted. In this aspect, I seek for your kind understanding, patience and cooperation while travelling along the Pan Borneo Highway.

Tuan Speaker, the Government has mandated a policy for 30% Bumiputera participation in all Pan-Borneo Highway Work Packages with the ultimate objective to raise the standards of Sarawak’s Bumiputera contractors’ exposure to diverse range of roads and civil works. While I suggest that the Work Package Contractor (WPC) who have appointed

37 BELUM DISUNTING 29 NOVEMBER 2016 these Bumiputera contractors to honour any Letter of Intent (LOI) that may have been issued, I would also advise that the Bumiputera contractors to deliver their end of the bargain.

Railway Transportation

Tuan Speaker, in every developed country, railway has always been a major part of its multimodal transportation system serving as a mode of mass transportation for goods. I agree that railway transportation would be a cheaper alternative compared with the present mode of using cargo truck, provided that there is economy of scale and railway is used in full capacity. As much as we would like to see railway being developed for logistic growth especially in the SCORE corridor, at the present moment, it is pre-mature because we neither have the passengers nor the volume of cargo to substantiate such investments.

Traffic Congestion

Tuan Speaker, Government is committed in solving traffic congestions in the urban areas, namely Kuching, Sibu, Bintulu and Miri. Several flyovers were built over the years where traffic congestion frequently occurs. Construction of an underpass project at Kipali Roundabout and widening of several roads are also part of our solutions to improve the situation. As a long term solution to our traffic woes, we are working together with the Federal Government to implement the pilot project of ‘Stage Bus Service Transformation (SBST)’ programme in Kuching. Making public transport more efficient so public will be less dependent on private transport. This was deliberated in the previous sitting in this august House.

Tuan Speaker, all the groundwork for The Stage Bus Service Transformation (SBST) had been done with network operator identified, bus routes verified, bus schedule and frequency determined, and contract agreement negotiated. In other words, the SBST Kuching is ready to take off.

For information, the Government is now working on an alternative arrangement for the SBST contract agreement to be implemented soonest possible to ease traffic congestion in Kuching.

Formation of a Traffic Management Unit

Tuan Speaker, traffic congestion is a problem and will continue to get worse if it is not ‘nipped in the bud’. As now, there is neither unit nor department that looks into this area specifically. As a result, my ministry is contemplating at creating a Traffic Management Unit (TMU) to carry out studies to examine the causes of traffic congestions and possible solutions in Sarawak. TMU is still at its early formation stage. Time will be required to allow us to employ the suitable personnel and experts to head and run this unit.

Y.B. Encik Wong King Wei: Thank you, Tuan Speaker. Thank you, Honourable Minister. On traffic congestion particularly in Kuching and also in Miri, I think would be lesser in line Sibu and Bintulu the major town in Sarawak. We have heard a lot of studies, planning in

38 BELUM DISUNTING 29 NOVEMBER 2016 order but there is no time frame fixed. For example SBST and there is also no complete plan on the setting out of the Public Transport Authority (PTU) and now the Minister is talking about another planning unit for the traffic congestion dealing of traffic congestion. So can we have a complete plan. What is the initial plan and when would it be implemented? Because the situation is, I mean more serious than the past previously. The seriousness is growing faster than previously. And another thing, the traffic police in controlling or managing the traffic flow during peak hours has not been truly dedicated to their duties. We noticed that, I have got the answer from the Minister that they have a schedule planned but they are not doing their jobs according to the schedule and more often they not, the traffic congestion is serious but the police is not there.

There are two aspects of your question. One is traffic congestion. We are very much aware that traffic congestion is a problem and it will be a problem. For that reason my Ministry is creating, trying to establish a Traffic Management Unit (TMU) for that reason. We just started as I said and my answer is that it is at formation stage and would take quite a while to make the arrangement and find the correct personnel to handle it. Now in term of stage by, sorry you asking just now, the stage ... (Interruption)

Alright, okay thanks, I got it. Time. Ya. The stage bus service has been under the authority SPAD. SPAD is Suruhanjaya Pengangkutan Awam Darat or Road Transportation Commision. SPAD has no authority over to control Sarawak. Because of that we need the funds and the funds cannot be transferred through SPAD. Because SPAD has no authority in Sarawak. So we are now asking the PM Department to give us the authority so that the money can be transferred here so that we can work out the system on how best to stop the traffic congestion. When does it start? As soon as PM Department give us authority we will start. When it happen? I do not know. ... (Interruption)

There is no time preference unless one of us become PM from this side. But as far as I concern we will wait. So we will have to be patient with that and wait when the time comes. No. ... (Interruption)

I know it is serious, I agree with you but we have to wait for the time to come. Until w have the necessary authority to start it. Tuan Speaker, can I carry on? ... (Interruption)

Street Lightings & Road Safety of Road

Tuan Speaker, As financial resources are not infinite, construction of street lightings at every road is not possible. Therefore, priority has to be given in indentifying critical areas needing these street lightings.

Tuan Speaker, road safety is an issue that my Ministry looks at seriously. When life is at stake, “no detail is too small” and “no effort too big” to be considered and implemented. As all of us are aware of, my ministry together with JKJR have conducted many safety awareness programmes and campaigns over the years, especially during festive seasons. The effectiveness of these programmes seems to have faltered. Motorists seems to have gone ‘immune’ to these safety messages which sound the same to them, year after year. Messages that work on older generations might not work on younger generations, for example Gen X or Y. Because of this, there is a need to look at a fresh approach and methods that could ‘tickle the imagination’ of motorists to ensure that the safety messages get through to them.

Ports Infrastructure

Tuan Speaker, I do not have to emphasise the importance of the port infrastructures to our economy.

Most of our ports are riverine ports which encounters shallow draughts with siltation as one of the major culprits. A shallow draught had restricted bigger vessels from accessing our ports and hindered the growth and competitiveness of these ports.

With great pleasure, I would like to take this opportunity to announce to the august House that the Federal Government has approved the dredging of Sungai Sarawak, which will commence in 2017. Once completed, bigger vessels including cruise ships will be able to berth at Senari and Pending Terminal. We have different ports serving different areas due to logistic reasons, there is a need for all the port authorities to work together in identifying each other's strengths and work together to complement each another as one.

For this purpose, a higher level working platform will be required consisting of members from all port authorities, related business stakeholders and maritime industries with the objective to collaborate, coordinate, promote and conduct appropriate observations to further improve the performance of the port industry.

Apart from this, the platform will be able to give feedback on existing ordinances, by laws and make suggestions on out-dated regulations, standardization of Port’s work processes, rate and charges, if any.

One of the areas that the platform could look at is on collaborated marketing strategies in attracting more shipping lines to the shores of Sarawak to ensure that all port facilities usage is maximised. I am confident that the platform will be a dawn of a new era for our ports and bring much improvement to this industry.

River Transport

Tuan Speaker, based on statistics from the Sarawak Rivers Board, the number of passengers travelling on registered boats recorded an increase at 7.5% from 2,663,483 in 2014 to 2,865,314 in 2016. Serious attention is being accorded to this safety issue, due to high volume of users.

Cargo handled at Sarawak Rivers Board’s wharves was recorded at 500,319 tons in 2016. These figures indicate that the river transport in Sarawak is very much relevant to the economic development of the State, especially in the rural areas. Contrary to popular belief, it is not a sunset industry facing its twilight days.

Safety measures taken by Board such as the “No Ticket No Entry Policy”, “One Life Jacket One Person”, “Departure Passes” have been elaborated in my previous DUN sitting. I shall not waste the Assembly’s time by repeating them here today.

However, Tuan Speaker, it is worth mentioning that there is no fatal accident involving passenger boats since 2015. While that is good news, I urge all Ahli-Ahli Yang Berhormat and public in general to continuously be mindful of safety issues.

Air Transportation

Tuan Speaker, with respect to air transport, my Ministry is the principle policy maker for the State working together with the Ministry of Transportation (MOT), Malaysian Aviation Commission (MAVCOM) and Department of Civil Aviation (DCA) By monitoring the demands and the needs of the rural air services routes, we will be able to ensure efficient travelling time for passengers and cost effective manner of doing it.

Recently, Malaysian Aviation Commission has carried out the study of Rural Air Services with the stakeholders in the State of Sarawak, to ascertain the needs of the people of the State for rural air services. Up to date, we have yet to receive their findings or proposal.

Overplanning

Tuan Speaker, a well-planned development with an efficiently implemented transportation infrastructure would provide good base for economic growth, social inclusion and environmental sustainability.

In all, we do understand that no resources are infinite. Because of this, we strive to plan and implement in accordance with priority and availability of resources. Over-planning is a waste, Tuan Speaker, and will not be entertained by my Ministry.

Entrusted with millions of fund allocated for infrastructure development, it is important that we as the planner and implementer ensure that every cent should be churned into productivity and bringing benefits to the people of Sarawak.

While most people look at roads and highway as means of transportations, little do we realise that developed countries are looking at smaller streets that cater to bicycles and pedestrians. This has been shown in China where pedestrian friendly infrastructure has been largely ignored.

As a result, there is a need to balance in everything that we do.in our effort create better accessibility in this country.

Proposed Sarawak Second Trunk Road

Tuan Speaker, now, before I deliberate further on the various issues raised by the Ahli-Ahli Yang Berhormat pertaining to my Ministry, please allow me to touch on my Ministry’s objectives and mission. In creating road networks for Sarawak, we need to focus on both the short term and long terms strategies.

My Ministry of Infrastructure Development and Transportation (MIDT)’s objective is based on the principle that infrastructures are built on what we need and not what we want. Our designs and objectives are based on the understanding that we have limited funds and resources. Consequently, therefore, we build our roads, ports and airports based on what we need and not what we want.

On the land corridor between the Pan Borneo Highway and the coastal area of Sarawak resides 63% of Sarawak’s 2.6 million populations. These lands, where 2/3 of our Rakyat live, are devoid of good access road and hence, Tuan Speaker, lack of development.

Therefore, Tuan Speaker, my Ministry is proposing a Sarawak 2nd Trunk Road which runs from Sibu to Kuching. The 1st trunk road is Pan Borneo Highway. The 2nd Sarawak trunk road will run between the current Coastal Road which hugs the coast and the Pan Borneo Highway near to Kalimantan Border.

The 2nd Trunk Road, or Sarawak Express Way, whatever we shall call it, will run between the current coastal area and the Pan Borneo Highway. This 2nd trunk road will reduce the travelling distance from Sibu to Kuching by 200 km. It means that you and I can save our travelling from Kuching to Sibu or vice-versa by 2 to 2½ hours.

For information of Ahli-Ahli Yang Berhormat, the distance from Sibu to Kuching via Pan Borneo Highway is about 400km.

Together with this 2nd trunk road which runs from Sibu to Kuching, my Ministry is also proposing another main highway which runs from Sebuyau at the mount of Batang Lupar to Sri Aman and joining Pan Borneo Highway at Betong. The distance is about 85km. This however, is not the end of MIDT’s vision. That is my Ministry vision of creating major road networks in Sarawak.

We are now planning for another highway which will run towards North East from Betong along the border with Kalimantan, Indonesia. This interior highway with a distance of about 300km will end at Ulu Sungai Baleh where Baleh Hydro Dam is located.

Apart from opening the land in the interior of Sarawak, Ulu Sungai Layar, Pakan, Julau, Kanowit, Song and Kapit, this will also allow for quick accessibility to the border regions with Indonesia.In short, Tuan Speaker, this interior highway will allow:

(a) Economic development in the areas which will not be developed due to distance and inaccessibility;

(b) Ensuring the security of our assets, like our dams and other sensitive installations that we have along the border.

Tuan Speaker, I have presented to this august House MIDT’s objectives, trusts and visions for the future of Sarawak.

Ahli-Ahli Yang Berhormat, if Peninsula Malaysia has North South Highway, East West Highway and East West Speed Train, why cannot we dream and build extensive road networks for us in Sarawak?

This, however, Ahli-Ahli Yang Berhormat, will NOT happen overnight. As I said before ‘Rome is not built on one day’. So, members of the opposition, please be patient and support us on this proposal. Only on being together, we can dream!.As one Chinese proverb says ‘a journey of a thousand miles start from a small step”.

Issues Raised by Ahli-Ahli Yang Berhormat

Tuan Speaker, I would like to respond to the various issues raised by the Ahli-Ahli Yang Berhormat while debating in this house.

BetingMaro, Lingga, Daro, Telian, Saribas, Kalaka, Simunjan, , and Jemoreng.

I wish to thank Ahli-Ahi Yang Berhormat which I have just mentioned for their views and comments on the development of the Coastal Road Network.

We are pleased to note that the Batang Sadong Bridge has been fully completed and open for public use last month. The construction of the Kuala Balingian/Kuala Tatau Bridge has achieved 47.81% completion rate and expected to be concluded by 2017. Meanwhile, Batang Samarahan Bridge has attained a rate 46.77% and expected to be completed in early 2018.

It is my pleasure to announce that the proposed Batang Igan Bridge, Sungai Rambungan Bridge and Batang Lupar Bridge, have all been approved under Rolling Plan 1 of the 11th Malaysia Plan and are now in planning stage. While Batang Lupar Bridge will be jointly funded by the Federal and State Government on a 50% basis, the other two bridges will be fully paid for by Federal Government.

Beting Maro

I wish to inform Ahli Yang Berhormat from Beting Maro that pending the construction of the “missing” bridges; my Ministry is preparing a proposal to the Government to upgrade the size of the ferries at Batang Saribas from 24 cars to 32 cars and to provide additional ferry for the Batang Lupar crossings.

Lingga

I also wish to inform Ahli Yang Berhormat for Lingga that JKR Betong is seeking the fund to repair and improve about 7km of JalanTriso/Maludam which has deteriorated and is undulating. In the meantime, road directional sign will be put up along the road to alert road users.

Bukit Goram, Katibas

I wish to inform Ahli Yang Berhormat for Bukit Goram and Katibas that currently, there is no plan to build a road on the other side of the to connect Tada to Kapit but the Federal Government has approved the proposed Jalan Nanga Kabah/SK Beguang/Sungai Song, linking Nanga Tada resettlement to Sungai Song opposite Song Town under the Rolling Plan 1 of the 11MP. The road will be implemented by DID.

With regards to a request from Ahli Yang Berhormat for Katibas to tar-seal portion of Song/Takan Road from Sungai Takan Bridge to Ng. Telesai, JKR has tar-sealed 4.2km of the Takan/Tekalit/Song at a cost of RM1.5 million.

On the proposal to upgrade and widen JalanSelirik and Selirik By-Pass in anticipation of a surge in traffic volume upon the completion of the Kapit/Kanowit road in about less than three years’ time, I have directed JKR to undertake the study.

JKR will also study the proposal for an exit road at Kapit hospital to ensure freer and smoother traffic flow to and from the hospital area.

Tupong

For the information of Ahli Yang Berhormat for Tupong, the proposed widening of road from Matang Jaya to Matang Baru, Matang/Batu Kawa Link Junction into dual

43 BELUM DISUNTING 29 NOVEMBER 2016 carriageway under the 11MP with an estimated cost of RM55 million and an initial ceiling of RM20 million is in the pipeline.

The design for the project has now been completed and my Ministry will seek for an increase in the project ceiling under the Mid-Term Review to commence physical construction.

For further information of Ahli Yang Berhormat for Tupong, the Traffic Police, Jabatan Pengangkutan Jalan (JPJ) and LPKP (Lembaga Perlesenan Kenderaan Perdagangan) have been directed to enhance their enforcement activities along Jalan Matang to ensure that heavy vehicles plying the road traffic rules and regulations as stipulated in the Road Transport Act 1987 and the Weight Restriction (Amendment) Order, 2003.

The Land and Survey Department and the Local Authorities will also from time to time conduct checks on construction sites to ensure that lorries do not dirty the roads. With regards to the proposal for the Padawan Municipal Council to engage traffic wardens, the Council has informed that it has written to the Ministry of Transport Malaysia for approval. Currently, the Road Transport Act 1987 only provides for City Councils to engage traffic wardens, not the Municipal Council.

Padungan

For the information of Ahli Yang Berhormat for Padungan, SBST (State Bus Service Transport) Kuching has been deliberated in my speech in the previous sitting. As SPAD has no authority in Sarawak, a State Public Transport Authority (RPTA) will be formed to take over the role of similar to SPAD in Sarawak. The study or urban traffic in Kuching was carried out in 2012 and several key improvements to be implemented up to the period of 2030. One of the key developments is bus rapid transit (RBRT) with a total approved project cost of RM380 million. The RBRT will cover major roads and road work in Kuching and will at least have nine stations. The project is currently in its detailed stage of design. Another outcome of the study is the recommendation on establishing inner ring road to alleviate the inner city of central business district from congestion. To complement this, an outer ring road is proposed, which will encourage urban and economic growth expansion at work from CBD area in the next ten to fifteen years.

For the information of Ahli Yang Berhormat … (Interruption) … you are ...

Y.B. Encik Wong King Wei: Tuan Speaker, thank you. On RBRT, this has not been raised in any of the Ministerial reply in the pass few sitting. And it is a new idea in Sarawak although it is not a new idea in world wide. But can I have a time frame for the implementation of the BRT?

Timbalan Ketua Menteri, Menteri Pembangunan Infrastruktur dan Pengangkutan (Y.B. Tan Sri Datuk Amar Dr James Jemut Anak Masing): The time, in my mention ... can I repeat what I have said? The BRT will cover major road and work in Kuching and will have total nine stations. The projects currently in detail design stage. So when it will be completed, I do not know. But I will try my best to ensure that it comes on time so that you will not ask me again in the next sitting on the Council Negeri. Murum. Thank you, Ahli Yang Berhormat for Padungan that both of us have the same interest. We don’t want to have congestion in Kuching. We will try our best. And you will learn to be patient if you can sit down, I will carry on.

Murum

For the information of Ahli Yang Berhormat for Murum, a proposal to upgrade ex- logging road at SK Lusong Laku, Klinik Lusong Laku will be submitted under 11MP Mid-Term Review. Upgrading of ex-logging road in SK Long Urun 30 kilometre, SK Kebelulu Ulu Sungai Jelalong 65 kilometre, Rumah Panjang Long Bala 10 kilometre and Rumah Panjang Long Koyan 15 kilometre will be considered under the upgrading of ex-logging of Road Program Phase 5. For all the dilapidating timber bridges along ex-logging road they will be gradually replaced with bailey bridges and steel bridges as we upgrade the ex-logging road in phases under the upgrading ex-logging road programme that the State Government is having.

Balingian

I wish to inform Ahli Yang Berhormat for Balingian that the proposal to build a bridge linking Kampung Teh with Kampung Teh Labak was not approved under the Eleventh Malaysia Plan (11MP) and it will be resubmitted under the Mid-Term Review.

Saribas

There was also no approval to upgrade the DID Bund road from Kg Tanjung Assam to Kg Buda as requested by Ahli Yang Berhormat for Saribas and the project will be resubmitted under Rancangan Malaysia Ke-11 Rolling Plan 3.

Tasik Biru dan Serembu

With regards to the upgrading of the Bau/ road as requested by Ahli Yang Berhormat for Tasik Biru dan Serembu, Jabatan Kerja Raya (JKR) will study the proposal for submission under the Mid-Term Review to upgrade the road.

Meluan

For the information of Ahli Yang Berhormat for Meluan, Jabatan Kerja Raya (JKR) will study the proposed 18th km Jalan SK Nanga Entaih/Rumah Sang Rantau Chire, Ulu Entabai and Jalan ke Rumah Gerasi Nanga of 20km for submission under Rolling Plan 3.

Simunjan

For the information of Ahli Yang Berhormat for Simunjan, Jabatan Kerja Raya (JKR) will study the proposal to build a 5km road from Jalan Nanas, Simunjan towards Jambatan Batang Sadong.

Tanjong Batu

For the information of Ahli Yang Berhormat for Tanjong Batu, a proposal for a second bridge crossing Kemena River will be put up under the Eleventh Malaysia Plan Mid-Term Review. Jabatan Kerja Raya (JKR) will also look into the proposed overhead bridge across Tun Hussein Onn road near SMK Bandar for the safety of students there and road users. The new road from Taman Matahari to Kidurong Industrial Estate and the junction going into Taman Matahari near the Bintulu Port special road belongs to BDA (Bintulu Development Authority) therefore BDA will be informed accordingly to take necessary measures.

Tellian

For the information of Ahli Yang Berhormat for Tellian, the Government has approved the construction of a flyover at Mile 6 of the Kuching/Serian Road. I can understand why Tellian is interested in Kuching/Serian Road, whatever he wants. The project site has been handed over to the contractor and the project is expected to be completed at the end of 2020. Is that your question Yang Berhormat? Are you moving from Tellian to Kuchingkah? But whatever it is, it has been approved.

Dudong

For the information of Ahli Yang Berhormat for Dudong, a proposal to upgrade Jalan Salim/Kong Yit Khim from a single carriageway to a dual carriageway will be submitted under the Mid-Term Review of the Eleventh Malaysia Plan (11MP).

Ba’Kelalan

For the information of Ahli Yang Berhormat for Be’Kelalan, the proposed Jalan Long Sukang/Long Semadoh/Ba’Kelalan is divided into different phases.

The design for Phase 1 from Long Sebangang to Long Sukang of 25km has been completed and the 2.8km currently under implementation is funded by the RM1.0 billion special allocations.

The remaining 22km shall be submitted to the Federal Government under Rolling Plan 3. There is no immediate plan at the moment for the construction of a road between Long Sukang and Long Luping.

Repok

For the information of Ahli Yang Berhormat for , the Government is considering various alignment options to link Sarikei to Tg. Manis.

One of the options considered is to align the road following the existing alignment used by the 18km water pipe track. Another option is to link Sarikei to Tg. Manis via the proposed Jalan Kampung Selamas to Sibu/Tg Manis Road which has been submitted under Rolling Plan 2 of the Eleventh Malaysia Plan (11MP).

Telang Usan

For the information of Ahli Yang Berhormat for Telang Usan, the proposed upgrading of the road from Long Lama to Sub-District Long Beduan and to Long Iman and from to Lapok town to Long Puah, Ulu Sungai Tingjar will be submitted under Phase 5 of the Upgrading of Ex-Logging Road Program.

Batu Danau

I wish to inform Ahli Yang Berhormat for that Jalan Bawang Ubor/Kampung Kelati has been upgraded under Rural Transformation Programme (RTP) 2016 whilst Jalan Simpang Tanjong, Jalan Kampung Pengkalan Jawa, Jalan Simpang Sagan/Ulu Lubai and Jalan Bawang Ubor Iduk Sangkar will be improved in 2017 under MARRIS funding. I hope I said the correct jalan name just now for this Batu Danau’s one.

Engkilili

For the information of Ahli Yang Berhormat for Engkilili, the proposed upgrading of a 50km Ulu Skrang Road has been put up under the Rancangan Malaysia Ke-11.

The proposal for the Jalan Stuga/Basi to Brayun, Sri Aman and the proposed access road from Lidong to across Batang Lupar were submitted but not approved. These roads will be resubmitted under the Mid-Term Review.

Layar

For the information of Ahli Yang Berhormat for Layar, Jalan Ijok/Teguyo/Lempaong/Batu Pesok/Rantau Layang, Betong has been approved under the Eleventh Malaysia Plan (11MP). The consultant for the road has been appointed to carry out the road design.

Jabatan Kerja Raya (JKR) has submitted quite a long list of road projects under State and Federal funding in the Rancangan Malaysia ke-11 (RMK11). Amongst some of the projects are :

(a) The proposed 20km road linking Kampung Beradek, Semilang, Tiang Api and Kampung Beliung (RM45 million) as requested by Ahli Yang Berhormat for Demak Laut;

(b) The upgrading of Jalan Pantu/Munggu Sawa as proposed by Ahli Yang Berhormat for Balai Ringin;

(c) The proposed Jalan Balau - Banting at RM56 million as raised by Ahli Yang Berhormat for ;

(d) The proposed Jambatan Selampit across Sungai Kayan at an estimated cost of RM10 million and Jalan Biawak to Kampung Pasir Hilir and Kampung Kendaie requested by Ahli Yang Berhormat for Opar;

(e) The proposed upgrading of Jalan Ulu Phase 2, Jalan Ulu Awik, Jalan Ulu Paku/Nanga Alum/Pakan and Jalan Kabo as raised by Ahli Yang Berhormat for Krian; and

(f) The proposed roads from Nanga Merit to Nanga Baleh and from Rumah Juntan to Nangga Sungai Sut as requested by Ahli Yang Berhormat for Pelagus.

All these have been put into our data and it will be considered once the fund are available.

Lingga, Kabong and Engkilili

For the information of the Ahli-Ahli Yang Berhormat for Lingga, Kabong and Engkilili, street lighting does not come cheap. For your information, the construction cost per street light pole is RM6,000.000 or approximately RM150,000.00 per km. A proposal of RM30 million to install street lightings at various road locations was submitted under the State 47 BELUM DISUNTING 29 NOVEMBER 2016

Eleventh Malaysia Plan (11MP) but was not approved. We will resubmit the same for consideration under the Eleventh Malaysia Plan (11MP) Mid Term Review.

Pujut

For the information of Ahli Yang Berhormat for Pujut, the State Government is pursuing seriously with the Federal Government on the deepening of Kuala Baram access channel. The proposed Kuala Baram deepening estimated to cost RM511 million and has been submitted to the Federal Government under Rolling Plan 1 and the Rolling Plan 2 of the Eleventh Malaysia Plan (11MP). Both submissions were not approved. The proposal will be resubmitted under Rolling Plan 3 of the Eleventh Malaysia Plan (11MP). We will try our best to pursue them in order for the channel access to be deepened and bigger ships can come in. Nevertheless, we will continue to pursue in the future to bid for Federal funding and at the same time will look into other alternative ways to solve this problem.

On the proposal of deep water ports servicing the Northern, Central and Southern Sarawak, I wish to inform Ahli-Ahli Yang Berhormat that the loading factor or cargo volume and construction cost are the main considerations in determining the feasibility of the development. Proposal has yet being approved, therefore, it will be submitted in the Mid Term Review.

Tuan Speaker and Ahli-Ahli Yang Berhormat, it is not possible to submit all the requests and proposals to the Government for consideration in one single plan and one single submission. The amount of fund required is huge. They are bound to be suggestion and comments that had not been addressed specifically in this speech of mine. Nevertheless, my Ministry has take note on the comment and suggestion. Projects that are not approved in Eleventh Malaysia Plan (11MP) and new requests from the Ahli-Ahli Yang Berhormat will be recorded and included in my Ministry’s roads connectivity database which will allow them to be taken into consideration accordingly and when the fund are available.

In the last count, we have about 4,000km road which are in a database that need to be done.

Tuan Speaker, to conclude, I wish to thank your goodself for your patience and well managed proceedings of this august House. I would also wish to extend my greatest gratitude to the State Civil Servants who have worked tirelessly to ensure the smooth conduct of this august House.

I am looking forward to Members of the Opposition to work together with us for better infrastructure development in Sarawak.

Last but not the least, to our Muslim Ahli-Ahli Yang Berhormat, Selamat Menyambut Maulidur Rasul, and to our Christian Ahli-Ahli Yang Berhormat, I wish you all a Merry Christmas, and A Happy New Year 2017 to all Ahli-Ahli Yang Berhormat in this august House.
