    Political Risk Alert (30 Oct. 2019) Argentina: Election outcome means early start on debt challenge Event: Alberto Fernandez achieved a comfortable first-round victory over incumbent President Mauricio Macri on October 27. Significance: Avoiding the need for a second round should help to speed up efforts to tackle the economic crisis and bring forward the start of debt renegotiations with creditors. Fernandez’s economic transition team is closer to him than to his vice-president-elect, former President Cristina Fernandez de Kirchner (CFK). However, the extent to which the populist-leaning CFK will dominate the new administration is a major concern for investors, as is the outlook for talks with the IMF. Meanwhile, the political alliance that backed Macri’s pro-business stance looks close to disintegrating. Analysis: Fernandez won a clear margin of 48% to 40%, although this was smaller than suggested by recent polling. However, the fact that Macri improved his performance by some 8 percentage points is due to the votes he won from smaller parties' candidates, increasing polarisation between his allies and those of Fernandez. Generally regarded as far more moderate than CFK, Fernandez will find himself limited in his policy choices by both economic constraints and demands of more radical Kirchnerist groups such as the youth movement La Campora. Given his own lack of an independent support base, those groups will not hesitate to emphasise that his election victory was due to Kirchnerist backing. This shift in post-election emphasis towards CFK has already begun. After first ceding the presidential candidacy and then maintaining a low profile during the campaign in a bid to downplay the controversies that surround her, CFK was very much centre stage on election night, and the Frente de Todos celebrations were dominated by images of CFK and her late husband, former President Nestor Kirchner.

    Taiwan Journal of Democracy, Volume 8, No. 1: 1-25 Argentine Democratic Politics in an Era of Global Economic Crisis Alejandro Bonvecchi and Javier Zelaznik Abstract This essay investigates the political and economic conditions that shaped Argentina´s response to the international economic crisis of 2008-2009 and its effects on the democratic regime. Argentina managed not only to preserve its democracy but also to improve its citizens' level of support for it during the crisis. Three factors account for these outcomes. One is the government's ability to obtain funding for its counter-cyclical policies, which enabled it to redress some of the economic and social effects of the crisis. Another factor is the government's success in presenting its statist and redistributive policy responses as a break with the past, thus recreating expectations of change to the status quo and hope for a better future. Finally, the timing of the legislative election and the coalitional dynamics of the opposition allowed the government to perform a strategic shift, which effectively reshaped the political agenda and enabled the ruling coalition to recover from an important electoral defeat by reinventing its nature. These factors enabled the incumbent government to recast the continuity of its previous policies as a novel response to the crisis, and thus rekindle the basis for a positive assessment of the democratic regime among citizens. Key words: Argentina, democracy, economic crisis, elections. The political effects of the international economic crisis of 2008-2009 in Latin America were somewhat anomalous. Contrary to the expectations born out of the experience of the Great Depression, the crisis did not weaken but strengthened public support for democracy.

    “Bringing Militancy to Management”: An Approach to the Relationship between Activism 67 “Bringing Militancy to Management”: An Approach to the Relationship between Activism and Government Employment during the Cristina Fernández de Kirchner Administration in Argentina Melina Vázquez* Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET); Instituto de Investigaciones Gino Germani; Universidad de Buenos Aires, Argentina Abstract This article explores the relationship between employment in public administration and militant commitment, which is understood as that which the actors themselves define as “militant management.” To this end, an analysis is presented of three groups created within three Argentine ministries that adopted “Kirchnerist” ideology: La graN maKro (The Great Makro), the Juventud de Obras Públicas, and the Corriente de Libertación Nacional. The article explores the conditions of possibility and principal characteristics of this activism as well as the guidelines for admission, continuing membership, and promotion – both within the groups and within government entities – and the way that this type of militancy is articulated with expert, professional and academic capital as well as the capital constituted by the militants themselves. Global workers against authoritarianism, fascism, and dictatorships The Editor Dario Azzellini is Professor of Development Studies at the Universidad Autónoma de Zacatecas in Mexico, and visiting scholar at Cornell University in the USA. He has conducted research into social transformation processes for more than 25 years. His primary research interests are industrial sociol- ogy and the sociology of labour, local and workers’ self-management, and so- cial movements and protest, with a focus on South America and Europe. He has published more than 20 books, 11 films, and a multitude of academic ar- ticles, many of which have been translated into a variety of languages. María Victoria Murillo is professor of political science and interna- tional and public affairs and director of the Institute of Latin American Studies at Columbia University. Rodrigo Zarazaga, S.J., is director of the Center for Research and Social Action (CIAS) and researcher at the National Scientific and Technical Research Council (CONICET) in Buenos Aires. The headline news, the main takeaway, from Argentina’s 2019 gen- eral election is encouraging for democracy despite the dire economic situation. Mauricio Macri, a president not associated with the country’s powerful Peronist movement, became the first such chief executive to complete his mandate, whereas two non-Peronists before him had failed to do so.1 Macri would not repeat his term, however. He lost the 27 October 2019 election and then oversaw a peaceful handover of power to his Peronist rival, Alberto Fernández, who won by 48 to 40 percent and whose vice-president is former two-term president Cristina Fernán- dez de Kirchner (no relation). Strikingly, even the economic hard times gripping the country—they are the worst in two decades, and they sank Macri at the polls—could not ruffle the orderliness of the transition. Peaceful changes of administration tend to be taken for granted in democracies, but they are in fact major achievements anywhere.
