It also seeks Committee approval for a list of works funded from the Cycling, Walking and Safer Streets Grant 2015/16 of £223,000 from the Scottish Government. 1. BACKGROUND 1.1 In 2014/15, the Scottish Ministers, in exercise of their powers under Section 70 of the Transport (Scotland) Act 2001, offered Perth and Kinross a capital grant of £232,000 for Cycling, Walking and Safer Street projects. 1.2 In 2015/16, the Scottish Ministers, in exercise of the same powers, have offered Perth and Kinross Council a capital grant for CWSS projects of up to £223,000. Transport Scotland expect the CWSS Grant to be used for the purpose of undertaking a programme of works for local cycling, walking and safer streets projects. 1.3 Included in the terms and conditions of the Grant is that local authorities shall consider a minimum spend of 36% (and preferably above 50%) on works and promotion relating to cycling. This approach was agreed by the COSLA Regeneration and Sustainable Development Executive Group on 5 February 2010. Cycling, Walking and Safer Streets 2014/15 1.4 At its meeting on 4 June 2014 (Report No. 14/238 refers), the Committee approved a list of works to be funded from the Council’s Capital Grant of £232,000 for CWSS projects.

WILLIAM MARSHALL, D.D, COUPAR-ANGUS, AUTHOR OF "MEN OF MARK IN BRITISH CHURCH HISTORY," " THE WESTMINSTER STANDARDS PERSECUTING," &C. EDINBURGH: WILLIAM OLIPHANT & CO. 1875. PRINTED BY CHARLES ALEXANDER, AT THE OFFICE OF THE 'DUNDEE CODBIER AND ARGUS" AND "WEEKLY KEWS. PREFACE. This volume is a reprint, with corrections and additions, of a series of papers which originally appeared in the Weekly News of Dundee. We began the papers by suggesting some considerations meant to commend what we were to write about to public attention. These considerations we have not reprinted : we felt that it was superfluous to do so. The acceptance which the papers met with as from week to week the desire to they appeared ; expressed in a form and the number have them permanent ; very large of Subscribers for this volume, to whom we offer cordial thanks, shew that the siibject is an interesting one to a wide circle of readers. Our title describes our subject. It is not the antiquities of Forfarshire, or its architecture, or its topography, or its land- scapes, or its agriculture, or its trade and commerce. With these our subject, in so far as it has been treated, has hitherto been in works but it is mixed up, generally large and expensive ; quite distinct from them. It is the Historic Scenes of the to which was relevant which did not shire ; nothing contribute, more or less, to the making of such Scenes. We have written for the information and entertainment of the general reader.

JAMES Y. GEDDES. POET AND PUBLIC MAN. XL. JAMES Y. QEDDES, POET AND PUBLIC MAN. The man who can write a book which tempts a critic of high standing to devote a series of four long and appreciative articles to its elucida- tion is likely to have some good stuff in him, and such a man is he whose name heads this article. " I like that," said our critic regarding one of the poems in " The New Jerusalem;" "I like that; I feel it is written by a man who would be worth knowing." From which dictum the present writer would be the last individual in the world to dissent, and so should the reader also before all is said. Mr Geddes was born in Dundee in 1850, but some of his earliest and most pleasant recollections are connected with Strathmore, and at one time he was as inti- mate with the Barlatch in Coupar Angus, Cause- wayend, Campmuir, Kettins, Lintrose, and Bur- relton as he was with the streets and alleys of Dundee. It is evident, however, that both in thought and action our friend is a son of the city —a product of its stirring life and ceaseless activities; and the majority of his pieces bear the impress of a mind concerned with its SOCIAL AND RELIGIOUS PROBLEMS, its labour conditions, and class antagonisms. This is felt in his first volume—the " New Jerusalem"—and even more so in his latest, " In the Valhalla." But whatever he has written 343 ; Blairgowrie and Strathmore Worthies: is stamped with the hall-mark of sincerity ; the matter is always his chief concern, the form secondary; the matter itself, chiefly men and women.
