DIRECTORATE GENERAL FOR INTERNAL POLICIES POLICY DEPARTMENT C: CITIZENS’ RIGHTS AND CONSTITUTIONAL AFFAIRS CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS EU and Member States’ policies and laws on persons suspected of terrorism- related crimes STUDY Abstract This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the European Parliament Committee on Civil Liberties, Justice and Home Affairs (LIBE Committee), presents an overview of the legal and policy framework in the EU and 10 select EU Member States on persons suspected of terrorism-related crimes. The study analyses how Member States define suspects of terrorism- related crimes, what measures are available to state authorities to prevent and investigate such crimes and how information on suspects of terrorism-related crimes is exchanged between Member States. The comparative analysis between the 10 Member States subject to this study, in combination with the examination of relevant EU policy and legislation, leads to the development of key conclusions and recommendations. ISLAMIC RADICALIZATION IN THE UK: INDEX OF RADICALIZATION Anna Wojtowicz, (Research Assistant, ICT) Sumer 2012 ABSTRACT The purpose of this paper is to analyze the process of radicalization amongst British Muslims in the United Kingdom. It begins with a review of the Muslim population, demographics and community structure. Further presenting several internal and external indicators that influenced and led to radicalization of Muslim youth in Britain. The paper concludes that there is no one certainty for what causes radicalization amongst Muslims in United Kingdom. However, it is certain that Islamic radicalization and the emergence of a homegrown threat is a growing trend that jeopardizes the countries security, peace and stability. Radicalization in the United Kingdom is an existing concern that needs to be addressed and acted upon immediately. Alarmingly, the frequency of terror attacks appears to be increasing. The most recent Global Peace Index Report notes that their terrorism impact indicator recorded the greatest deterioration over the period from 2008 to 2017, with 60 per cent of countries having higher levels of terrorism than a decade ago (Institute for Economics and Peace, 2017). -

We are Eduardo Tisnes Zapata, law student at EAFIT University and Federico Freydell Mesa, law student at El Rosario University, and we will be chairing EAFITMUN’s House of Commons. The last few years, have put this House under pressure for reasons involving the exit of the United Kingdom from the European Union, overseas and domestic terrorism and security crises; the flow of migrants from the Middle East and Africa and the lack of political consensus between the Government and the Opposition. The challenges you will face in the committee will not only require from you background academic knowledge, but they will demand your best abilities to negotiate between parties and to propose solutions that work best for the British people, meeting halfway and reaching across the House. As it is obvious we cannot have 650 MPs, therefore we will try to reproduce the Commons’ majorities and parties representation in the House. Nevertheless, no party will hold an overall majority, making solution and policymaking more challenging. -

Committee(s): Date: Police Authority Board 11th July 2019 Subject: Public Special Interest Area Scheme 2019-20 Report of: For Decision Town Clerk Report author: Alex Orme Summary This report sets out arrangements for the Police Committee Special Interest Area (SIA) Scheme for 2019/20 and requests Members to confirm appointments to each of the areas. The Scheme (attached at Appendix A) informs of key developments in each of the areas over the past year, highlighting where Member involvement has made a difference. It also gives an overview of the priorities for each special interest area over the next twelve months to assist the individual Lead Members to better scrutinise progress and measure success. Recommendations It is recommended that- (a) the Special Interest Area Scheme 2019/20 (attached at Appendix A) be agreed, noting in particular: (i) the achievements in the year 2018/19; and (ii) the key priorities identified for the year 2019/20. (b) Lead Members be appointed for each area in the Scheme. Main Report Background 1. The Police Committee has operated a Specialist Interest Area (SIA) Scheme since 2007 in accordance with the terms set out in Appendix A (page 1). The purpose of the Scheme is for Members of the Committee to have oversight of specific areas of City of London Police work and gain expert knowledge and expertise, thus enhancing the Committee’s scrutiny and performance management role. 2. The Scheme operates through a direct liaison between lead officers at Force and Members. A contact in the relevant area of business is tasked to make regular contact with their respective SIA Lead Members, keeping them informed of developments or issues which may arise throughout the year.
