Texas Register V.31 No.13 Volume 31 Number 13 March 31, 2006 Pages 2763-2936 School children's artwork is used to decorate the front cover and blank filler pages of the Texas Register. Teachers throughout the state submit the drawings for students in grades K-12. The drawings dress up the otherwise gray pages of the Texas Register and introduce students to this obscure but important facet of state government. The artwork featured on the front cover is chosen at random. Inside each issue, the artwork is published on what would otherwise be blank pages in the Texas Register. These blank pages are caused by the production process used to print the Texas Register.     Howe, Texas 75459 June 16, 2011 The Dallas Mavericks beat the Miami Heat 105-95 in the game 6 of the NBA games on Sunday, June 12. The Mavericks won four of the series last five games. This is the Dallas Mavericks’ first NBA championship. Five years after a loss in Dallas to the Miami Heat (2006) the Mavericks turned the tables on the Heat to win the championship in Miami. The City of Dallas held a parade for the team on Thursday, June 16. NOTE: The comic strip on this page was sent to us by David and Doreen Dotson of California. We met the Dotsons at a Texas Press Association Convention several years ago and have carried their Outzkirts comic strip since that time (even now in our online news). This was Kelly’s fourth visit to the library. Kelly entertained a crowd of all ages with his humorous jokes and tricks. He juggled balls and circus cups while filling the library with lots of laughter. For his grand finale, Kelly balanced a spinning plate on his head, Clown Kelly with Jackson Adkins stood on a tottering board, and juggled bowling pins! Kelly also encouraged the children to participate in the library’s summer reading program. By reading books during the summer break, participants can earn prizes and a free ticket to attend the circus.

Decision Dilemma Lieutenant General (LTG) Bob Johnson was perplexed. The critical effort to gain approval for an independent public university in the Central Texas area was at a crossroads. The Central Texas University Task Force, the coalition formed to spearhead the effort, was strong with all stakeholders represented, yet some were fully engaged and others were only on the margins. The year 2007 had been a tough year for the Task Force. They had two sound defeats from the Governor, and while the University was growing, it was very slow growth. LTG Johnson sat with his Executive Committee to brainstorm what constituents to involve in a new round of initiatives to keep momentum going.

We work to accomplish that mission through four programs: Child Protective Services, Adult Protective Services, Child Care Licensing, and Prevention and Early Intervention. The 2006 Annual Report is an overview of the department’s programs, services, performance, and accomplishments. This report covers the fiscal year beginning Sept. 1, 2005 through Aug. 31, 2006. The companion to this report, the 2006 DFPS Data Book, is a comprehensive statistical resource. The 2006 Annual Report, Data Book, and additional information can be found on the department’s web site at www.dfps.state.tx.us/statistics. Thanks to the guidance and additional resources provided by the Governor and the Texas Legislature, DFPS made major strides in improving services and making children and vulnerable adults safer through a department wide renewal effort. DFPS Renewal encompasses a wide spectrum of reforms and improvements required by Senate Bill 6, the protective services reform bill passed in the 2005 session. We have strengthened abuse/neglect investigations, put new technological tools in caseworkers hands, and strengthened licensing standards for foster care. While there is still much to be done, I am proud of what our staff has accomplished.
