    TURKEY 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Turkey is a constitutional republic with an executive presidential system and a unicameral 600-seat parliament (the Grand National Assembly). In presidential and parliamentary elections in 2018, Organization for Security and Cooperation in Europe observers expressed concern regarding restrictions on media reporting and the campaign environment, including the jailing of a presidential candidate that restricted the ability of opposition candidates to compete on an equal basis and campaign freely. The National Police and Jandarma, under the control of the Ministry of Interior, are responsible for security in urban areas and rural and border areas, respectively. The military has overall responsibility for border control and external security. Civilian authorities maintained effective control over law enforcement officials, but mechanisms to investigate and punish abuse and corruption remained inadequate. Members of the security forces committed some abuses. Under broad antiterror legislation passed in 2018 the government continued to restrict fundamental freedoms and compromised the rule of law. Since the 2016 coup attempt, authorities have dismissed or suspended more than 60,000 police and military personnel and approximately 125,000 civil servants, dismissed one-third of the judiciary, arrested or imprisoned more than 90,000 citizens, and closed more than 1,500 nongovernmental organizations on terrorism-related grounds, primarily for alleged ties to the movement of cleric Fethullah Gulen, whom the government accused of masterminding the coup attempt and designated as the leader of the “Fethullah Terrorist Organization.” Significant human rights issues included: reports of arbitrary killings; suspicious deaths of persons in custody; forced disappearances; torture; arbitrary arrest and continued detention of tens of thousands of persons, including opposition politicians and former members of parliament, lawyers, journalists, human rights activists, and employees of the U.S.

While the population in 1980 was around 4.7 million, it exceeded to 15 million in 2015. The city has been affected from population growth and rapid urbanization, and the land cover/use characteristics of Istanbul changed very fast. In consequence of unplanned urbanization, rapid land use/cover changes caused heterogeneity in urban texture. Increasing urbanization and spatial expansion of the urbanized areas caused land changes from natural landscapes to impervious surfaces. This paper aims to determine the multi-temporal change of urban texture in Istanbul metropolitan area using Normalized Difference Vegetation Index (NDVI) and Normalized Difference Built-up Index (NDBI) focusing on district level. The study was conducted using Landsat TM images of Istanbul respectively acquired in 1984, 2002 and 2011. An automated water extraction index (AWEI) is used to extract water bodies from study area. To obtain district level index images, all derived index images are clipped using the district administrative borders. The results indicate that significant increase in impervious surfaces is identified along with a considerably decrease in vegetation in some districts of Istanbul between 1984 and 2011. 1. Deprem Tekirdağ ve İstanbul başta olmak üzere Yalova, Kocaeli, Bursa ve Kırklareli illerinde hissedilmiştir. 26 Eylül Silivri depremi, 1999 Kocaeli (Mw 7.6) ve 1999 Düzce (Mw 7.1) depremleri ve artçılarından sonra bölgeyi etkileyen en büyük deprem olması nedeni ile önemlidir. Bu çalışma kapsamında Mw 5.8 Silivri deprem yer hareketi kayıtları incelenmiştir. Yer hareketi parametresi Maksimum Yer İvmesi (PGA), 2014 Yeni Nesil Yer Hareketi Tahmin denklemleri (YHTD - Next Generation Attenuation -NGA- Relations) kullanılarak değerlendirilmiştir. Ayrıca yer hareketi parametreleri (MMI, PGA, Sa 0.2 s, Sa 1.0 s) dağılım haritaları oluşturularak, kaydedilmiş yer hareketleri ile karşılaştırılmıştır. Ayrıca öncü ve artçı depremler değerlendirilerek orta ölçekli Marmara Denizi depremlerinin karakteristiği ortaya konmuştur. There have been frequent severe earthquakes in the region and will continue to occur. There was no serious earthquake in the region after the 1999 Mw7.4 Kocaeli and Mw7.2 Düzce earthquakes. A Marmara Sea offshore earthquake Mw5.8 close to Silivri Town of Istanbul Metropolitan City has occurred on September 26, 2019 daytime at 13:59. The earthquake happened at the coordinate of 40.87N – 28.19E with a depth of 7.0km on the Kumburgaz segment of the North Anatolian Fault line. It was felt in almost all Marmara region. In some settlements in Istanbul City, slight to moderate damages were observed. A foreshock earthquake of Mw4.8 occurred on the same segment on 24 September, 2019. 150 aftershock events ranging from M1.0 to M4.1 have been recorded within the 24 hours after the mainshock. The ground motions have been recorded in the region by the several institutions including AFAD (Disaster and Emergency Management Presidency), KOERI (Kandilli Observatory and Earthquake Research Institute) and IGDAS (Istanbul Gas Distribution Industry and Trade Inc.).

Silivri’nin, gelişmiş bir ulaşım ağının ortasında yer alması, zamanla ekonomik fonksiyonlarının çeşitlenmesini sağlamıştır. Silivri’de 1970’lerde, sahile yakın mesafede bulunan D-100 (E-5) Karayolu ile 1980’li yılların sonunda, daha kuzeyde yer alan TEM (E-6) Otoyolu geçmeye başlamıştır. Bu yollar ilçede turizm, ticaret ve hizmet sektörlerinin gelişmesini sağlamıştır. 1990’lı yıllarda İstanbul sanayi bölgelerinin Silivri yönüne doğru kaymasıyla da burada sanayi fonksiyonu gelişmeye başlamıştır. Liman fonksiyonu, balıkçılık fonksiyonu ve cezaevi fonksiyonu ilçedeki diğer fonksiyonlar olarak sayılabilir. “Silivri ilçesinin fonksiyonları” konulu bu çalışmanın amacı; Silivri’nin gelişiminde etkili olan faktörleri incelemek, ilçenin temel fonksiyonlarını belirlemek ve bunları coğrafi bir bakış açısıyla ortaya koymaktır. Ayrıca bu araştırma, Silivri ilçesinin mevcut potansiyellerini nasıl değerlendirdiğini ortaya koyması itibariyle, ilerleyen yıllarda, konuyla alakalı bilimsel çalışmalara da kaynaklık teşkil edecektir. Silivri located into advanced transport network so that Silivri had been various economic functions at the time. At the 1970’s highway D-100 (E-5) which pass in the direction of the coast and at the ends of 1980’s highway named TEM (E-6) which located on the further north of Silivri, began to pass here. These roads caused the development of tourism, trade and service sectors in the district.

Introduction According to 2012 population census figures, Turkey has a population of 75.6 million, just over three-quarters of which lives in urban locations, i.e. province and district centers, while the rest resides in villages and rural municipalities. With an official population of 13.8 million, the Istanbul province is not only Turkey’s most populated province, but it also stands out from the rest of the provinces with an urbanization rate of 99 percent and a population density of 2,666 people per square kilometers. During the past six decades, Istanbul – like many western provinces of Turkey – has received millions of internal migrants from the rest of the country, especially from the north and east where employment opportunities have been more limited. Although up-to-date figures on the share of those born outside the province are unavailable, the share of those whose population registry is in another province gives a rough idea of the predominance of the migrant population. According to 2012 figures, only 16 percent of Istanbul residents are listed in the Istanbul population registry. Due to its unique characteristics, the Istanbul province promises to be an appropriate setting to observe whether political outcomes are dependent on quantifiable socio-demographic characteristics of the different areas that make up the province. Migration from rural to urban areas in Turkey, particularly to Istanbul, has been the subject of a large body of research in many areas of social sciences. While economists have focused on socio- economic implications from a macro perspective, sociologists have mainly examined the life styles of internal migrants, their patterns of integration, as well as their influence on the cultural structure of the recipient localities.

Drawing on an array of press sources, court cases, and correspondence from the expanding Sephardi world, this article argues that violence is a critical lens for understanding connections between gender and migration. For some male Sephardi migrants, gendered physical and verbal violence became a means of responding to the upheaval of migration, of reasserting control, and of reinscribing their masculinity. Meanwhile, some female migrants drew on transnational family networks and migration as a means of extricating themselves from abusive husbands.
