Introduction

This Transport Statement (TS) has been undertaken to identify and analyse the potential transport impacts of a proposed Crematorium and Memorial Gardens at , Bude.

At present the existing crematoriums in and Devon are all in excess of a thirty minute travel time from the Bude area. The nearest crematoriums are located in Barnstaple and , which are 37 miles and 27 miles away, respectively. This can often result in funeral journey times of up to an hour or more for people travelling to funeral services.

The map below shows the approximate distance that can travelled by car in thirty minutes from each existing crematorium. These areas are shaded in grey. This leaves a significant gap in the Bude area. The proposed Atlantic View crematorium would fill this gap and provide coverage in the area shaded in green.

The proposed site is 4 miles south of Bude on land at Poundstock adjacent to the A39. It has been chosen as it is in an accessible and convenient location and would help to provide a more local service for the community.

Importantly, a crematorium in North Cornwall would significantly reduce funeral journeys and prevent people from having to travel long distances. This would result in the generation of significantly less levels of carbon dioxide into the atmosphere which would accord and contribute to the Council’s Climate Change emergency agenda.

A Transport Statement was requested to be submitted with a planning application following detailed pre- application advice and discussion with the Local Planning Authority and Local Highway Authority. The Highway Officer stated in their pre-application comments:

“should any subsequent application demonstrate safe and suitable access, in line with the access arrangement and infrastructure improvements agreed in recent pre-application discussions with the Transport Consultant, it is unlikely an objection would be raised on highway safety grounds. This comment is offered without prejudice to the assessment of, and subsequent conclusions made in the event an application is submitted.”

This report will outline and assess any transport issues in relation to the site and will consider the proposed access arrangements and sustainability of the development with regard to current local and national planning policy.

Overview of Guidance and Standards

A Transport Statement sets out the transport issues relating to a proposed development site (existing conditions) and details of the development proposals (proposed development).

This Transport Statement is produced in accordance with, and in recognition of, local and central government guidance and follows our understanding of the requirements set out in the National Planning Practice Guidance (2014) and the National Planning Policy Framework (February 2019).

Existing Transport Conditions

This section provides a review of the existing highway conditions at the site in relation to transport. It includes analysis of the site location, a study of the existing local highway network and traffic conditions and includes a road safety review.

Site Location and Description

The proposed development site is located to the north of Poundstock in North Cornwall. It is bounded on its eastern side by the A39 and on its southern side by the C029.

The A39 is a primary route. This section of the A39 is known as the Atlantic Highway which runs from Barnstaple in north Devon to Fraddon and the A30 Trunk Road in Cornwall. The C029 forms a priority junction with the A39 and travels west and then north to connect with Widemouth Bay.

The A39/C029 junction has an existing right turn lane and is demonstrated below:

The existing A39/C029 junction has excellent emerging visibility in both directions taken from 2.4m back from the edge of the carriageway and is in accordance with the Design Manual for Roads and Bridges (DMRB). The emerging visibility is demonstrated in the photographs below:

The C029 is single carriageway with white centre line markings. Pre-application advice from the Planning Authority was that access to the crematorium should be provided from the C029. The Highway Authority requested that visibility splays for the new access were based on the speed of traffic and in accordance with DMRB.

Speed readings were taken for 7 days from the week beginning the 21st March 2019 (Appendix A). These were taken from 2 points to obtain the 85th percentile speed for both eastbound and westbound traffic as demonstrated below:

The speed survey found that the 85th percentile speed of traffic for westbound traffic (approaching a new access) was 25mph and for the eastbound traffic (approaching a new access) was 44mph.

The survey also counted the traffic flow over the 7 day period. This found that there are around 700 vehicles travelling eastbound and westbound each day on average (total 1400). In terms of volume from a highway perspective, these are not particularly high traffic flows for a classified road.

In terms of highest traffic flows, the survey identified that Sunday experienced the greatest volume of traffic with over 900 vehicles travelling in both an eastbound and westbound direction (total over 1800).

Road Safety

Three-year personal injury collision statistics were analysed for the A39 and C029 in the vicinity of the development site and including the existing A39/C029 junction. The data shows that there were no recorded collisions for the C029 and only 1 slight injury collisions at the A39/C029 junction for this period which is very low considering the number of vehicles which are travelling along the A39 each day. The analysis demonstrates that there are no collision trends or clusters, and it can therefore be concluded that there are no existing road safety concerns along the highway or at the A39/C029 junction.

Public Transport

There is a regular bus service operated in the area by Transport for Cornwall. This provides the 95 bus service between Bude, and .

At Bude there are further opportunities for travel using other bus services and at Truro destinations by bus and rail for wider journeys.

Policy and Guidance

National Planning Policy Framework (NPPF)

Relevant current government guidance is contained in the National Planning Policy Framework (NPPF) 2019. This promotes development in locations that are accessible by means other than the private car.

Chapter 9 of the NPPF is titled “Promoting sustainable transport” in which the principles of sustainable transport in relation to development are promoted. It states in paragraph 102 that:

Transport issues should be considered from the earliest stages of plan-making and development proposals, so that: a) the potential impacts of development on transport networks can be addressed; b) opportunities from existing or proposed transport infrastructure, and changing transport technology and usage, are realised – for example in relation to the scale, location or density of development that can be accommodated; c) opportunities to promote walking, cycling and public transport use are identified and pursued; d) the environmental impacts of traffic and transport infrastructure can be identified, assessed and taken into account – including appropriate opportunities for avoiding and mitigating any adverse effects, and for net environmental gains; and e) patterns of movement, streets, parking and other transport considerations are integral to the design of schemes, and contribute to making high quality places.

It also states in paragraph 103:

The planning system should actively manage patterns of growth in support of these objectives. Significant development should be focused on locations which are or can be made sustainable, through limiting the need to travel and offering a genuine choice of transport modes. This can help to reduce congestion and emissions, and improve air quality and public health. However, opportunities to maximise sustainable transport solutions will vary between urban and rural areas, and this should be taken into account in both plan-making and decision-making.

Furthermore, Paragraph 108 and 109 states:

In assessing sites that may be allocated for development in plans, or specific applications for development, it should be ensured that:

a) appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location; b) safe and suitable access to the site can be achieved for all users; and c) any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.

109. Development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe.

Finally, paragraph 38 of the NPPF details the new approach to planning:

Local planning authorities should approach decisions on proposed development in a positive and creative way. They should use the full range of planning tools available, including brownfield registers and permission in principle, and work proactively with applicants to secure developments that will improve the economic, social and environmental conditions of the area. Decision-makers at every level should seek to approve applications for sustainable development where possible.

Cornwall Council Policy LTP3 Connecting Cornwall: 2030

Connecting Cornwall: 2030 is the Local Transport Plan for Cornwall. Connecting Cornwall is the key strategic policy tool through which exercises its responsibilities for planning, management and development of transport in Cornwall, for the movement of both people and goods: “Policy 29: We will seek to improve access to jobs, healthcare, education and services by promoting efficient and affordable transport solutions or innovative alternatives”.

The LTP3 also states that “We will ensure that accessibility considerations are taken into account when carrying out our responsibilities for planning, delivering and managing the local public transport, highways, cycle and footway networks. Accessibility considerations will be integrated into out wider transport strategies, policies and programmes.”

Cornwall Local Plan Policy 27: Transport and accessibility

All developments should:

Provide safe and suitable access to the site for all people and not cause a significantly adverse impact on the local or strategic road network that cannot be managed or mitigated.

For major developments to ensure a resilient and reliable transport system for people, goods and services, development proposals should:

Be consistent with and contribute to the delivery of Connecting Cornwall 2030, Cornwall’s Local Transport Plan or any subsequent LTPs; and

Locate development and /or incorporate a mix of uses so that the need to travel will be minimised and the use of sustainable transport modes can be maximised by prioritising safe access by walking, cycling and public transport to minimise car travel; and

Locate larger developments which attract a proportionally larger number of people in the city and main towns or locations which are highly accessible by public transport. Any proposals which do not accord with this will require significant justification and provide clear transport benefits; and

Be designed to provide convenient accessible and appropriate cycle and pedestrian routes, public transport and road routes within and in the immediate vicinity of the development.

Cremation Act, 1902

The key legislation in determining an acceptable site for a crematorium is the 1902 Cremation Act, which states that, “No crematorium shall be constructed nearer to any dwelling-house than two hundred yards, except with the consent, in writing of the owner, lessee and occupier of such house, nor within fifty yards of any public highway, nor in the consecrated part of the burial ground of any burial authority.”

The Siting and Planning of Crematoria LG1/232/36, Department of the Environment

In addition the Department of the Environment (DoE) guidelines ‘The Siting and Planning of Crematoria advises:  Sufficient land is required to provide an appropriate setting for the crematorium, adequate internal access roads, car-parking space and space for the disposal of ashes. Care is needed in the selection of a suitable site…a piece of ground with natural undulations and good views are ideal, but this must go along with easy access by public transport and private car. A small garden closely adjoining the building should form a pleasantly treated part of the grounds.

 It is important that the flow of traffic and visitors within the grounds should be smooth and uninterrupted. Visits should be made to selected crematoria which have been in operation for a few years to see how their plans have worked out in practice.  Entrances and exits require careful planning; they should be from or to local distributor roads and appropriate sight lines should be provided.  The Highway Authority, as well as the Planning Authority, should be consulted. It helps the circulation of traffic to have a separate entrance and exit. If the entrance and exit routes share the same roadway this should be about 5m wide.  The gateway at the entrance to the site should be set back enough to allow a full turn-in from the road for any vehicle before passing through the gates. A pedestrian gateway should be provided adjoining the vehicular gateway, as many visitors to the crematorium grounds and remembrance chapel may come at a time when the main building is closed.  The size of the car park is to some extent governed by the capacity of the chapel; space for at least one car should be provided for every two places in the chapel. The layout of spaces in the car park should allow cars to arrive, park and depart without noisy manoeuvring.

Proposed Development

Access and Layout

The proposal is for a Crematorium for up to a maximum of 120 mourners and Memorial Gardens at Poundstock, Bude served from a new access onto the C029.

The proposed access arrangements and public transport infrastructure are demonstrated below:

The new access will be a constructed of a consolidated material in accordance with Cornwall Council construction specification and will be 6m wide with appropriate junction radii to enable 2 vehicles to pass. It is also proposed to provide “Keep Clear” road markings along the C029 adjacent to the new access to prevent motorists from blocking the highway and maintain free flowing traffic.

The new access will be to a maximum gradient of 1 in 14 with a drainage system across the junction mouth to ensure surface water does not drain into the highway.

Visibility splays will be provided with emerging visibility to the right of 160m and emerging visibility to the left of 82m from a point 2.4m back from the edge of the carriageway. The Highway Officer requested in

their pre-app advice that visibility splays were provided based on the actual speed of traffic, and these splays will significantly exceed the requirements set out in DMRB guidance.

To encourage the use of public transport when visiting the site, and following discussions with the Highway Officer, it is proposed to provide 2 bus stops with bus stop road markings and 2 shelters with Real Time Passenger Information (RTPI).

The bus stops will be connected to the crematorium by a new 2m wide footway constructed to Cornwall Council specification. Tactile paving will be implemented at crossing points to aid the visually impaired.

The proposed site layout is shown below:

The crematorium will operate funeral services generally with the first at 09:30 and the last at 16:30. The site itself will be open 365 days a year to allow people to visit the memorial gardens.

There would likely be around 4 funeral services a day with gaps between services to prevent mourners at different services from arriving and departing at the same time.

As with any crematorium, there is the option to hold the funeral service off-site at a separate location (such as a church) and to only hold the actual cremation at the premises (this is referred to as a committal). Committals generally are unwitnessed by family or if they are, they are with a very small number of attendees.

It is expected that approximately 5 staff will be on the proposed site at any one time. The staff will have their own allocated parking.

There will be a main ceremony visitor car park for 70 vehicles and memorial garden and overflow ceremony car park for 20 vehicles. The Department of the Environment (DoE) guidelines "The Siting and Planning of Crematoria" advises that:

"The size of the car park is to some extent governed by the capacity of the chapel; space for at least one car should be provided for every two places in the chapel. The layout of spaces in the car park should allow cars to arrive, park and depart without noisy manoeuvring."

The proposed level of parking therefore exceeds this guidance based on the maximum possible attendance. Traffic Generation

In order to understand the potential level of traffic on the local highway network that the proposed development could generate the number of trips need to be identified. This section provides information relating to the likely vehicular trip generation of the crematorium and its distribution.

Trip generation is normally calculated by either using the industry standard TRICs database which contains a number of surveys of similar developments, or by using a first principles approach, which attempts to understand the characteristics of a given development proposal. In this instance, crematorium facilities are not within the surveys available in TRICs, and therefore a first principles approach has to be used.

There are four types of trips that occur at a site such as that proposed.

 Employment journeys;  Attendees at services; and  People visiting memorial gardens.

These will be discussed in turn within this section.

Employment

It is forecast that a maximum of 5 full time staff are employed at the crematorium on a permanent basis.

On an average weekday, the earliest start time will be approximately 08:30hrs and latest finish time will be 17:00hrs. Staff will be encouraged to travel sustainably to work, however for the purposes of this assessment it is assumed that all will drive (which assumes a “worst case” scenario), at peak times on the Highway Network (08:00 - 09:00hrs and 17:00 - 18:00hrs).

The proposal could therefore generate 5 trips on the AM and PM highway network peak hours from staff travelling to and from employment.

Services

The applicants consist of a local family run firm of funeral directors and landowners. They have advised that the average sized funeral service will have 50 people in attendance which will generate between 15 – 25 cars and therefore 30 – 50 trips.

There are likely to be around 4 funeral services per day. Assuming a maximum of 4 funeral services and the average attendance this could generate between 60 - 100 2-way vehicular trips per day. There can of course be larger attendances at a funeral service but this is considered more the exception than the norm. It is more likely that there will be a higher frequency of smaller attendances.

The earliest start time for a funeral service would be 09:30hrs and the latest start time would be 16:30hrs. The cremation lasts 30 minutes and then there is minimum gap of a further 30 minutes until the next funeral service. This prevents mourners arriving for and departing from different services at the same time.

Although funeral services can take place at the start and end of the day as advised, the majority are requested between 10:30hrs and 14:00hrs. With regards to weekends, whist it is possible to have a funeral service, this is a very rare event.

The proposal could therefore generate on average between 15 – 25 trips in the AM and PM highway network peak hours from funeral services

Memorial Gardens

The other function of the site is for people to visit the memorial gardens and contemplate. The number of visitors will fluctuate daily on an ad-hoc basis and therefore it is difficult to quantify. It is likely that most people will visit at the weekends; however, some will visit during the week days – perhaps on special anniversaries.

It is unlikely to lead to a large number of people visiting the site at any one time, and it is considered robust to suggest 2 trips in the AM and PM highway network peak hours.

Highway Impact

The impact on the highway network peak hours will be in association with staff and funeral services at the start and end of the working day, which as demonstrated, on average will total between 20 – 30 vehicle trips and the occasional visitor to the memorial gardens.

In terms of total traffic movements per day, it has been demonstrated that the proposal could generate 214 trips per day, which would if added to the average traffic flows for week day traffic (1400 trips), is still significantly less than the traffic flows experienced on a Sunday shown in the traffic survey (1800 trips).

It should also be noted that vehicle trips associated with funeral services are going to take place whether this application is successful or not, therefore on the wider highway network the associated trips are already taking place, utilising the A39 but travelling much further distances.

This traffic generation for the proposal demonstrates that the number of additional trips generated is not significant and can comfortably be accommodated on the surrounding highway network and will have no discernible impact on the local highway network or the free flow of traffic.

Traffic Distribution

A crematorium does not have a regular pattern of traffic distribution, as a funeral service constitutes an event, and therefore people can travel from very different places for each event, even their destinations after the event may be different than the origin.

Distributing trips is therefore quite challenging. It is reasonable and likely that nearly all the generated traffic will utilise the A39. It is also considered reasonable and robust considering the site location in relation to large conurbations that 50% of traffic will utilise the A39 north of the site and 50% will utilise the A39 south of the site.

As previously advised in this report the A39/C029 has excellent emerging visibility and an existing right turn junction which can safely accommodate the associated traffic.

Conclusions

This Transport Statement has assessed the traffic impacts from the proposed crematorium and memorial gardens at Poundstock, Bude.

This Transport Statement has been produced and includes information requested and agreed with the Highway Authority.

The crematorium would be served from a new access onto the C029 which forms a priority junction with the A39 a relatively short distance to the east.

The new access is suitably wide for 2 vehicles to pass and has visibility splays which are in excess of the requirements set out the Design Manual for Roads and Bridges (DMRB) for the speed of traffic.

The A39/C029 has excellent emerging visibility and an existing right turn facility which is safe and suitable to accommodate the additional traffic from the proposal.

To encourage alternative modes of travel, additional public transport infrastructure is proposed along the C029 with safe pedestrian connections into the site.

This report demonstrates that the likely increase in traffic from the proposal is not significant and can comfortably be accommodated on the local highway network. Due to the nature of the business, there would very little impact from the proposal on the highway network peak hours.

The location of the proposed crematorium will result in people travelling less distance to attend funeral services, which in turn will reduce the carbon dioxide going into the atmosphere which accords with the intentions of the climate emergency announced by Cornwall Council.

Appropriate levels of parking are proposed for the site which exceed the relevant guidance and there is sufficient turning areas to ensure that all vehicles can enter and exit the site in a forward gear.

It has been identified and demonstrated that there are no existing highway safety issues on the highway network in the vicinity of the proposed access along the C029 or at the A39/C029 junction.

Therefore, it is concluded that this development is appropriate and acceptable in traffic and transport terms and is compliant with both Local and National Policy.

Based on the above, it is considered that the proposed development is acceptable and that safe and suitable access has been demonstrated and that the proposal would not have an unacceptable impact on highway safety.
