1.0 INTRODUCTION

The village of Passage West is located approximately 10km south east of . The village is located on the west bank of the to the west of .

Cork County Council proposes to install a series of floating pontoons around that will increase accessibility to the harbour. The proposed pontoon at Passage West will be available for use by all harbour users (including ferry operators).

2.0 GENERAL DESCRIPTION OF THE PROJECT

It is proposed to install floating pontoons at Steam Packet Quay, Marmullane, Passage West, Co. Cork. The development will create safer berthing facilities in the area and will form part of a series of strategically located pontoons within Cork Harbour. The pontoon will also be used by harbour ferry services.

The development will consist of the installation of floating pontoons, mooring piles, access gangway, lighting, safety equipment, disabled access hoist and associated infrastructure.

2.1 Pontoon & Gangway The floating infrastructure will consist of two floating pontoon units. The first pontoon (the landing pontoon) will be located at the end of the access gangway. This will be 10m in length and 5m wide. The second pontoon (the berthing pontoon) will be positioned perpendicular to the landing pontoon. This will be 25m in length and 5m wide. Both the landing pontoon and berthing pontoon will be used for berthing. The two pontoon units may comprise of separate small units depending on the pontoon manufacturer.

The pontoons will be constructed of galvanised steel with a concrete deck (or similar). The pontoons will have a freeboard of 750mm. They will be fitted with rubber fendering around its extremity and will have an anti-slip surface coating to ensure a safe environment for its users.

The pontoon will be anchored by a system of tubular steel piles. These piles will be approximately 500mm in diameter and painted black with an epoxy coating. The piles will be capped with conical pile caps (white). The pontoon design and specifications have been prepared in accordance with BS 6349 “British Standard Code of Practice for Maritime Structures”.

The pontoon will be equipped with safety handrails. A life buoy, fire extinguisher and first aid kit will be provided on the pontoon. Mooring points / bollards will be fitted to the pontoon for berthing vessels. Lighting bollards and navigation lights will also be provided. Water or power supply will not be provided to the pontoon.

Access to the pontoon will be via a 20m long aluminium gangway (or similar) which will connect to Steam Packet Quay. A reinforced concrete ramp will be provided to access the gangway. The gangway and ramp will be positioned on the existing concrete plinth (see Figure 1). The existing dilapidated steel steps will be removed to facilitate the gangway. The handrail will be removed locally. New handrails and an access gate will be positioned at the end of the gangway, as described in the enclosed drawings.

A disability access hoist will be fitted to the pontoon to provide full disability access to pontoon. Images of a typical disability access hoist are shown in Appendix A.

2.2 Storm Water Drainage Storm water will be generated on the new pontoon deck. Storm water will drain off the pontoon deck to the sea.

2.3 Planning A Part 8 planning application has been lodged with .

2.4 Dredging The development will not require any dredging. The pontoons will be located in deep water.

4.0 ENVIRONMENTAL ISSUES

Appendix C presents an Appropriate Assessment Screening for the proposed development. It is concluded that an Appropriate Assessment is not required.

It is not anticipated that the proposed development will create any significant environmental impacts on the marine or terrestrial environment.

Dredging will not be carried out at this site. The pontoon will be restrained in position using tubular steel piles.

The proposed works will not have any impact on water quality. The appointed Contractor will ensure minimum disturbance to the sea bed during construction. Refuelling will not take place at the site.

There will not be an impact on air quality as a result of the development. A minimal volume of dust will be generated when dismantling a section of the existing handrail on the quay and fixing the gangway connection baseplate to the pier.

The development will not have any impact on habitats or species in the area. The pontoon has a minimal footprint on the sea bed and will not result in any disturbance to habitats and species.

The installation of the pontoon will not have any impact on the existing hydrodynamic regime in the area. The pontoon will be a floating structure, which will allow the unhindered movement of tidal water and marine sediments under and around the structure.

All construction works in the marina environment will be carried out in accordance with CIRIA’s “Coastal & Marina Environmental Site Guide” (Report No. C584).
