MINUTES OF THE CHESHAM AND CHILTERN VILLAGES LOCAL AREA FORUM HELD ON TUESDAY 19 JUNE 2018, IN VILLAGE HALL, CHARTRIDGE LANE, HP5 2TW, COMMENCING AT 7.06 PM AND CONCLUDING AT 8.43 PM.

1 APOLOGIES FOR ABSENCE / CHANGES IN MEMBERSHIP

The Chairman welcomed attendees to the meeting and invited members and officers to introduce themselves.

It was noted that Ms Z Dixon, Lead Officer, would be leaving the Council and that Ms C Login, Head of Customer Service would be continuing as the new Lead Officer.

2 DECLARATIONS OF INTEREST

Mr C Brown declared that he was a member of the Commons Preservation Society.

There were no further declarations of interest.

3 MINUTES

The Chairman reviewed the actions of the previous meeting:  The issue involving top soil on Horseblock Lane had been resolved.  The defects in Flaunden Bottom, Ashots Lane and Dells Lane had been addressed.  Mr C Marshall, Local Area Technician (LAT), had inspected Mount Nugent and works had begun.  Mr P Hodson, Area Manager, had circulated the details on the Virtual Forum and agreed to circulate the details of the next forum which would take place on 29 March 2018.

 The action for Ms C Colsell, had been completed.

 Mr Hodson confirmed that he had circulated the details for the Citizens’ Advice Bureau phone repair charter project. Ms C Gardner informed Members that Chiltern District Council would be investigating the introduction of this project in their Local Authority.

RESOLVED The minutes of the meeting held on 14 March 2018 were agreed as an accurate record.

6 THAMES VALLEY POLICE UPDATE

PC G McVeigh, presented a report to update LAF members on behalf of Thames Valley Police.

The following points were raised during discussion and in answer to Members questions:  It was noted that domestic violence and violence against a person was high and it would be a priority to reduce this.  The reduction in burglaries was a result of the incarceration of two individuals who were repeat offenders.

Automatic Number Plate Recognition (AMPR) cameras were being utilised to monitor cross boarder movements. These cameras were installed in officers cars so can monitor criminals who would abscond from the County where they had committed crimes in an attempt to avoid the police. Having the cameras in cars increased the effectiveness of this tool.

Members discussed the Community and Police Forum, the purpose of which was to identify from residents what the key concerns were in the area in order to establish priorities. The Forum would focus on what communities can do themselves before they involve the police. Priorities identified were:  Drug dealing and drug use  Burglary prevention  Speeding

The next meeting would take place in August/ September.

The Chairman thanked PC McVeigh for the update and thanked officers and PCSO’s for their hard work.

7 TRANSPORT FOR BUCKINGHAMSHIRE UPDATE

Ms R Taylor, Customer and Compliance Officer, provided an update on behalf of Transport for Buckinghamshire.

The following points were noted during discussion and in answer to members questions:  In addition to the usual funding, the Council had received money from the Department for Transport to carry out plane and patch works. This money had been awarded to the area teams rather than the Capital Team. Work would be focussed on areas with known issues. So far work had been completed on the bell mouth entrance of Leather Lane. Works would start on Swan Lane in during the week commencing 6 August 2018. This would run from The Swan pub to St Leonards And would take an estimated two days. Chalk Lane works would be completed at the same time.  Using intelligence gathered from LAT’s, TfB would continue to find new locations until the funding had run out. This project would run until August 2019.  Grass cutting was running two and a half weeks behind schedule for rural and urban cuts. Mr C Brown thanked the team for their time and efforts in the Autumn.  The Chairman highlighted that Chesham in Bloom would take place in July.  It was confirmed that the gullies would be cleared as part of the Chesham project. Residents had been notified of this through letter drops, signage and social media. In Road, residents had refused to move their cars.  There had been a good response in Waterside. This project would continue until September. Work on Hardings Hill would be commencing during the week commencing 25 June 201. While work would not be extended outside of Chesham, should the project be successful, a bid would be made for more funding to carry out works elsewhere.  Drainage work had been completed on the Vale in readiness for the carriage resurfacing in July.  Improvements had been made to Fullers Hill including three new chambers to catch water and a storm drain to prevent detritus.  Noxious weed spraying started during the week commencing 11 June 2018. 26 sites had been identified in Chiltern and South Bucks.  The Lee Parish Council had submitted requests for the gullies to be cleared in areas including Chesham Lane, Swan Bottom cross roads and Red Lion Hill but this work had not yet been carried out. Ms Taylor confirmed that she would investigate this matter with the Capital Drainage Team and keep Mr C Sully informed.

 An in depth discussion took place regarding the vehicle movements which would increase as a result of HS2. Mr Little informed the forum members that he had met with the HS2 Engagement and there was no traffic plan. The Chairman agreed that he and Mr Hodson would investigate further.  Members discussed in detail the possible options to deter heavy goods vehicles from using the smaller roads. It was agreed that this subject would be discussed at the next

meeting to enable officers to obtain further details and provide members with an informed response.

 Road markings would be reinstated once the markings were 75% worn. This work would be completed by the local authority responsible for the particular area of road. This was due to the budgetary restrictions involved with the painting and maintenance of the lines.  The forum members were informed about a member of the public who was marking up potholes around the country (including Buckinghamshire). As these were not TfB markings, some of the pothholes marked may not actually meet intervention levels and therefore may not be repaired.  The Capital Maintenance Team were in the process of finding a solution to the issues reported with the centre joins in the area.  A TfB stakeholder conference would take place at the Aylesbury Vale District Council offices on 4 July 2018 at 8.30am.  The Chairman thanked officers for their report.

9 PREVENTION MATTERS

Ms N Judson, Community Links Officer, gave a verbal update on prevention matters.

The following points were noted during discussion and in answer to Member’s questions:  Pond Park Street Association was launched on 29 November 2017.  31 Members to date have signed up to the scheme which looks to connect neighbours giving them an opportunity to start a conversation, signpost to community groups via the toolkit (directory of services) and keep people safe and well through various workshops that will raise awareness of topical issues such as Scams as delivered by Trading Standards.  The Belmont Club (Pond Park ) have a new committee and are looking for ways to open up the venue up to a wider range of groups. Street Associations scheme are just one known body investigating hosting a coffee morning giving opportunities to bring neighbours together.

 The new Chiltern District Councillor, Mr N Southworth had been building links with the Pond Park Street Association scheme and encouraging residents to get involved.  9 referrals into Prevention matters via the Street Association scheme have been made since the launch in November 2017.  The number of assessments had tripled since the launch. The Chairman emphasised the importance of communities joining together to keep each other safe and being aware of those who might be vulnerable to report issues before they reach crisis point. An in depth discussion took place regarding isolation and loneliness among residents.

The following points were noted during discussion and in answer to Members questions:  No money had been allocated at the meeting in March 2018.  Communities, Health and Wellbeing had been allocated £5k and each parish would receive £750 to spend.  A mentoring service would be run in partnership with Restore Hope. This service had been established with help from Children’s Social Care.  Mr Sully requested an update from Mr Hodson on the outdoor play equipment. Mr Hodson agreed to investigate this matter further and will have a proposal for the LAF to agree.  Mr Hodson was waiting for further information on road markings on Oxford Street.  Chiltern Voice community radio station had FM status and was based at Whitehill. The station would be active from 18:00 – 00:00. Link below for information: http://www.chilternvoice.fm/ The deadline for transport schemes was the end of August.

ACTION: Mr Hodson would investigate to find an update for the road markings and play equipment.

13 CHILTERN DISTRICT VIRTUAL COMMUNITY FORUM

Mr Hodson and the Chairman informed members that residents would need to log in and sign up then they could tune in to find out more about priorities in the community.

If they missed the Live Forum, the comments would be available to view retrospectively.

14 BROADBAND IN BUCKINGHAMSHIRE

Further to a discussion at the meeting held on 14 March 2018, Members received an update on broadband in Buckinghamshire.

A Buckinghamshire County Council project, Connected Counties, would run until 2019 and residents would be able to enter their postcode to find out whether their area had been included in the scheme.

While commercially information could not be shared, Mr Hodson informed members that Contract 2 would cover some of the Lee and Contract 3 would cover more areas. Mr Hodson would know more following his meeting with officers.

The cabinet at the top of Red Lion Hill was due to be covered but there has been little progress on this. It was noted that the Parish Councils would want an update for their residents.

6. The following communique has been received from Chiltern District Council’s Planning Policy team.

‘To assist the development of the emerging Joint Local Plan for Chiltern and South Bucks the councils are carrying out a ‘Call for Sites’ exercise to identify sites within both districts that may have potential for development over the plan period.

We would therefore invite landowners, agents or potential developers to put forward sites for consideration which might have potential for contributing towards Chiltern and South Bucks’ future needs for housing, specialist housing such as for older people or Gypsies and Travellers, employment uses, town centre uses, community facilities, mixed use developments, sport and recreation, no specific use, or other development uses where there is considered to be a specific or general need or opportunity over the period to 2036.

You do not need to be the landowner but ideally should provide information and the views of the landowner. The Call for Sites will run from 3rd December 2018 to 14 January 2019 and will be used to update the Council’s Housing and Economic Land Availability Assessment, which will be part of the evidence base for the new Local Plan.

Should you wish for us to consider a site within Chiltern and South Bucks, please complete and submit the form (available online at the below link), along with a map clearly identifying the boundary by the 14 January 2019. Sites submitted by the 14 January will be assessed as part of the Local Plan process, any sites after this deadline will be banked for future consideration. If you have previously submitted a site for consideration there is no need to resubmit.

Please note that the submission of a site provides no guarantee that it will be allocated in the new Local Plan, or allocated for the suggested use. Only suitable, available and achievable sites will be taken forward.

7. It should be noted that when the previous exercise was undertaken in 2015 by Chiltern District Council on its own, the Council did not submit any possible locations, almost certainly for the reasons expressed in para 3 of the attached Local Plan Working Party meeting of the 21st September 2015. However the opportunity arises again with the joint Local Plan consultation beginning again and if the Committee believes it is able to suggest sites which may not compromise local Members individually.

Recommendation

The Committee decides if it wishes to submit any collective recommended sites for development as part of the ‘Call for Sites’ consultation.

Bill Richards Town Clerk Local Plan Working Party Meeting – 21st September 2015 Held at Chesham Town Council Offices at 2.00pm

In attendance: Roger Smith (RS) and Tony Molesworth (TM) - The Chesham Society

1. Purpose of Meeting A follow-up from the last meeting to discuss Chesham’s provisional response to the District Council’s revised Local Plan consultation.

2. Notes of Last Meeting The notes of the last meeting held on the 12th August were agreed as a true and correct record, save for the fact that TM had suggested Bovingdon Airfield be a site for significant development and not JM.

3. Update on Local Plan JM advised that, as a District Councillor, she had been privy to a very recent presentation at CDC by a consultant administrating the Buckinghamshire Housing & Economic Development Needs Assessment (HEDNA). It was also noted that the CDC Greenbelt Assessment was to be imminently published. RS and TM advised that they were attending a similar HEDNA presentation on the following Monday. RS noted that no CTC Member had appeared to submit suggestions in respect to ‘Call for Sites’ but NB opined this was reasonable since town council members were inevitably very close to their constituents and therefore difficult for them to propose new building developments in their small wards with anonymity and without repercussions.

It was agreed that it would be appropriate to undertake preparatory work before the official consultation window opened and the following actions agreed:

 RS and TM to feedback by e-mail any pertinent information from the presentation they were attending.  JM to feedback any further updates for CDC in her position as a member of CDC Planning Committee  BR to ascertain consultation timetable from Graham Winwright.  BR to try and get up-to-date growth figures from BCC Planners for district.  RS and TM to progress proposal for a second public meeting in November at Town Hall – possibly focussing on ‘big ideas’ such as the Chesham Society’s design for redevelopment of town centre/Star Yard.  All to consider possible funding streams to commission graphic designer/consultant to produce professional 3–D and/or interactive models of any town centre regeneration plans.

Drainage Strategy The Group welcomed the draft comments devised by the Policy and Projects Officer in respect to the Thames Water Drainage Strategy and it was agreed they be endorsed by this group and referred to the Development Control Committee to form an official Council response. RS suggested that the comments be enhanced to strongly dispute the Strategy’s premise that there would be ‘little change’ in local development. This was agreed.

5. Date of Next Meeting Date to be confirmed following clarification of Local Plan consultation timetable.
