Eric Holcomb announced Tuesday that the state will invest an additional $1 billion in its transportation and technological infrastructure over the next six years, including $190 million to improve U.S. highways 20, 30 and 31 in northern Indiana. The money is coming from a one-time deal with the Indiana Toll Road operator, who has agreed to pay $1 billion in exchange for permission from the Indiana Finance Authority to hike tolls by 35 percent next month on commercial trucks and other heavy vehicles. The Republican chief executive said the toll increase, set for IFA approval Sept. 20, mostly will affect semi-trailer operators traveling the state-owned, but privately operated, tollway that runs for 156 miles between Illinois and Ohio across Indiana's northern border. He said tolls for passenger cars will not change under the plan. "The majority of the traffic is from out-of-state," Holcomb said. "We're capturing other people's money." The governor declined to specify how much the Indiana Toll Road Concession Co. stands to make as a result of the toll hike during the 63 years remaining on its 75-year lease of the tollway that often lost money when it was under state control. Typically, Toll Road rate changes are limited to annual inflation-level adjustments. Holcomb explained that the Toll Road operator last year approached the state seeking a significant hike on all vehicles.

In the agreement, the ITR, a 157-mile east-west toll road that directly connects the Chicago Skyway to the Ohio Turnpike was leased to the concessionaire for a period of 75 years. Project Description In 2006, Macquarie subsidiary and Ferrovial affiliate Cintra Infraestructuras (an international toll road operator) paid $3.8 billion to the State of Indiana for the right to operate the road for 75 years. The winning bid brought in twice the value that state-paid consultants had calculated for the lease, state records show. Lower-than-anticipated use of the road resulted in insufficient toll revenue to service the company’s debt. Even though earnings increased yearly from 2008 to 2013, they were lower than projected, forcing the company to devote an ever-greater share of operating income to debt service. The significant increase in debt, largely due to the financial structuring used, caused bankruptcy for the private consortium. The original financing package was structured as a nine-year, interest-only bullet loan hedged with a 20-year accreting interest rate swap whose rates were preset at 3 percent to 11.3 percent by 2023.

    Q: Why am I being charged this fee? A: This $.03 surcharge reflects the cost of participation in electronic tolling within the group of E-ZPass states. Because the majority of Indiana Toll Road’s customers use I-PASS transponders rather than an Indiana’s iZoom transponder, the Illinois Tollway bears the responsibility for customer service costs - $25 transponder, customer service calls, account maintenance, etc. During the summer of 2009 the Illinois Tollway began billing Indiana Toll Road Concession Company to recoup those customer service costs and now ITR has opted to pass those costs of doing business directly to I-PASS customers using the Indiana Toll Road and the Chicago Skyway. Q: The Indiana Toll Road/Skyway signage says the Illinois Tollway is charging this additional fee. A: That is incorrect. The Illinois Tollway has no ability to charge tolls or fees on any roadway system other than the Illinois Tollway. The private company that operates the Indiana Toll Road and the Chicago Skyway, has made the business decision to pass these operational costs on to I-PASS users. Q: Will the fee be deducted from my I-PASS account? A: I-PASS customers will be charged an additional 3 cents per toll on Indiana Toll Road roadways beginning January 1, 2010. Q: I only use the ITR, Can I avoid the fee by getting an i-Zoom? A: i-Zoom customers will not pay the surcharge. Any applicable i-Zoom account fees will apply.
