LOS ANGELES COMMUNITY COLLEGE DISTRICT CLASS SPECIFICATION PERSONNEL COMMISSION CLASS CODE - 1128 FUNCTIONAL BUSINESS ANALYST (ACCOUNTING) DEFINITION Identifies, defines, analyzes, and resolves complex transactional and business process issues requiring accounting system development and modification; performs complex functional configuration, testing, and maintenance tasks; and serves as a resource to accounting and business office staffs by providing technical assistance, training, and coaching on the use of PeopleSoft, SAP, and legacy DEC accounting systems. TYPICAL DUTIES Independently audits transactional data, accounting system functionalities, and inter-system integration to ensure effective operational outcomes, identify opportunities for improving business processes, and to insure compliance with all applicable laws, regulations, and policies of the District, including GAAP. Consults with functional unit process owners and users to identify and define operational needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access. Analyzes the feasibility of and develops requirements/specifications for new systems and enhancements to existing systems in areas such as general accounting, accounts receivable/payable, specially funded, student accounts, enterprise accounting and ensures that the system design fits the needs of the users. Performs functional configuration tasks using tools in PeopleSoft and SAP to develop prototype solutions for business requirements and to implement fixes, changes, and enhancements not requiring programming. Documents business processes and system changes; develops and distributes communications to colleges, students, and other stake holders regarding policy, process, and procedural changes. Acts as a liaison between process owners and IT systems and programming staff engaged in analyzing, designing, coding, implementing, maintaining, and modifying technology components of accounting information technology systems and applications. Performs complex unit and integration testing for system projects from development to production; troubleshoots configuration and master data problems after release strategy changes and/or upgrades; recommends and/or makes changes in configurations to resolve errors. Recruits, trains, and guides user-testers from various business areas to complete quality testing of new features and changes to existing accounting system modules. Provides technical assistance in training, mentoring, and coaching professional and technical staff on matters related to usage of PeopleSoft, SAP, and legacy DEC systems functionality. Maintains effective and cooperative working relationships with process owners, functional and technical team members, and users. Performs related duties as assigned. FUNCTIONAL BUSINESS ANALYST (ACCOUNTING) 8/9/16 DISTINGUISHING CHARACTERISTICS A Functional Business Analyst (Accounting) independently and through user consultation identifies and defines transactional, business process, and accounting system issues; analyzes and translates departmental requirements into deployable functionality within PeopleSoft, SAP, and legacy DEC accounting systems; performs complex functional configuration, testing, and maintenance tasks; and serves as a technical resource to accounting and business office staff at both the District Office and colleges. The performance of technical programming duties is not part of this position. An Assistant Functional Business Analyst (Accounting) applies a basic knowledge of PeopleSoft, SAP, and legacy DEC accounting systems functionality and applications when participating in the analysis and translation of departmental processes and user needs into deployed functionality in accounting system modules. Assignments are selected to enhance the employee’s skills and professional development in the preparation for promotion to higher-level analyst positions. An Accountant, following established rules and procedures, performs professional accounting duties such as establishing and maintaining accounting records, preparing and reviewing trial balances, preparing statements and reports, making adjusting entries, and overseeing the clerical accounting functions that include the classification and distribution of income and expenditures for subsequent posting to ledgers. Incumbents in the course of their work are responsible for identifying and reporting accounting process and system issues and contribute to the analysis and testing of system modifications and improvements under the guidance of a functional business systems analyst. An SAP Functional Business Analyst (Finance) analyzes and defines complex SAP Financial, SAP Material Management, SAP Planning Budget and Formulation, and project systems functions, business processes, and user needs and performs complex functional configuration, testing, and maintenance tasks for the District’s SAP financial/material management and project systems modules according to operational needs. Incumbents in this classification use SAP functional and applications knowledge to analyze and translate departmental requirements into deployed functionality in the District’s SAP Financial, SAP Material Management, SAP Planning Budget and Formulation, and project systems. The performance of technical programming duties is not part of this position. SUPERVISION General supervision is received from an accounting supervisor or manager. Functional supervision may be exercised over lower-level accounting staff both at the colleges and central accounting department. CLASS QUALIFICATIONS Knowledge of: Theories, principles, practices, and procedures of accounting with emphasis on systems design and analysis Characteristics and capabilities of state-of-the art technology in accounting and financial management information processing Principles and elements of PeopleSoft, SAP, and legacy DEC accounting system modules Fundamentals of systems analysis, functional configuration, and testing Principles and practices of accounting reporting Principles of report, screen, and form design Principles of work simplification and modification Principles and methods of system developing operational process specifications and documentation Industry and professional standards for key business enterprise systems, procedures, and methods pertinent to accounting FUNCTIONAL BUSINESS ANALYST (ACCOUNTING) 8/9/16 Knowledge of: (Cont.) Federal, State, and local laws, ordinances, codes, and regulations related to accounting and financial systems and reporting of the District, including GAAP Principles of organization and management Principles of training Ability to: Analyze complex operational problems related to accounting systems and develop appropriate solutions Analyze and develop improvements to existing manual and computerized business and operational procedures involving accounting management Document operational and technical processes, functions, and procedures involving PeopleSoft, SAP, and legacy DEC accounting modules Perform complex functional configuration, modification, and testing tasks involving PeopleSoft and SAP accounting systems modules Express complex concepts clearly and concisely both orally and in writing Write clear and comprehensive reports, documentation, instructions, and training materials Train others in specialized accounting processes and the use of related technology systems Interpret and apply applicable rules, laws, and procedures to accounting and financial management operations Work effectively and independently on assigned projects Plan and execute work to meet critical schedules and deadlines Work effectively and cooperatively with administrators, functional and technical team members, and users Provide technical assistance to users ENTRANCE QUALIFICATIONS Education and Experience: A bachelor’s degree from a recognized college or university, preferably with a major in accounting, finance, business administration, public administration, computer information systems, management information systems, or a related field AND Two years of recent full-time paid professional-level experience in an accounting position which included responsibility for business process development and the functional configuration, modification, or maintenance of accounting technology systems/modules such as PeopleSoft and SAP. Special: A valid Class "C" California driver's license may be required for some positions. Travel to locations throughout the District may be required for some positions.
