A modern tramline feature, likely to be associated with the construction of the play area, extended across the whole of Pit 1. The study forms part of a suite of research which seeks to establish the objectively assessed needs for housing, employment, retail and other main town centre uses up to the year 2035. The Requirements of the National Planning Policy Framework The National Planning Policy Framework (the NPPF, or the Framework) emphasises the primacy of the development plan as the statutory starting point for decision-making and it sets an overall objective of contributing to the achievement of sustainable development. The NPPF must be taken into account in the preparation of local plans and as a material consideration in planning decisions. So far as the vitality of town centres is concerned, Paragraph 23 of the NPPF states that planning policies should promote competitive town centre environments and that, in drawing up local plans, local planning authorities should, amongst other things: . -
