Aldeby Parish Council Minutes of the Aldeby Parish Council Meeting held remotely via Zoom at 7.30pm on Wednesday 3 June 2020. Present: Cllr Tim Wright, (Chairman), Cllr Karen Kennedy Hill, Cllr Linda Masters, Cllr Margaret Stone (NCC), Cllr James Knight (South Norfolk) and Mr Graham Kerridge (Clerk). 2 Members of the public were present. 1. Apologies. Nil. 2. Declarations: Cllr Masters declared an interest in Item 10: Parish Lands as a neighbour of Old School Playing Field. 3. Minutes of the Meeting held on Wednesday 5 February 2020 were considered a true record of the meeting and were signed by the Chairman. Minutes of the Meeting held on Wednesday 5 March 2020 were considered a true record of the meeting and were signed by the Chairman. The Record of Decisions taken during the Covid 19 lockdown in April and May 2020 were considered a true record and signed by the Chairman. Matters arising: The Clerk informed Councillors that he was still awaiting a response from British Heart Foundation regarding the purchase of a defibrillator. Item 5, 5th February 2020. 4. Standing Orders: The Clerk presented Councillors with a set of revised Standing Orders for Parish Councils, compiled by the National Association of Local Councils, with specific revisions allowing the use of remote meetings during the Covid-19 crisis. After a brief discussion, these were approved unanimously and adopted. 5. Audit: a) The Clerk circulated copies of the internal audit. This was approved unanimously. b) The Clerk circulated copies of the Annual Governance Statement. This was agreed and approved unanimously and signed by the Chairman. c) The Clerk circulated copies of the Accounting Statement. This was agreed and approved unanimously and signed by the Chairman. 6. Finance: The Clerk presented Councillors with the current financial statement. The following payments were submitted and approved: HMRC payment £140.00 G Kerridge, Clerk May salary £196.80 Belmont & Lowe Solicitors, legal advice £300.00 The Clerk also reported that a grant of £500 from Virgin Money towards playing fields equipment had been received. 7. Planning: Councillors considered Planning Application 2020/0887 - Notification for Prior Approval for a proposed change of use and associated building works of an agricultural building to a dwelling house at Land to Rear Of 1-6 Beccles Road, Aldeby. Cllr Knight gave some background to the term of prior notification, in that the principle of development has already been established. The Clerk read out the Council’s submission from the earlier application in May 2017. There was considerable discussion about the principle concerns of drainage and access to Beccles Road. It was agreed to submit objections on the grounds of drainage and highways. Action: Clerk to submit objections. Councillor Stone left the meeting at 8.40pm. 8. Adjournment: Cllr Knight reported that South Norfolk Council had been operating under Emergency Powers for the last couple of months. The Council would move back into full operation on 15 June and hold an emergency budget to deal with the extra costs during the crisis in council tax, recycling and housing, and the drop in income from leisure, parking, and planning. Finances would be sustainable this year but would require a hard look at in 2021. Resources had been focussed on the humanitarian effort, maintaining food and waste collections. There will be changes to roads and footpaths to maintain social distancing and help to the hospitality industry and all businesses. South Norfolk and Broadland staff had been working from home during the crisis and this had helped to develop new ways of working. Cllr Knight left the meeting at 8.45pm. 9. Covid-19: The Clerk confirmed that recent advice from NALC was for playing fields to remain closed for a further period. There was a discussion around the Beccles led Fresh Food Initiative. It was agreed that it would be better if the Council directly supported any parishioners in need. Clerk to make further enquiries. Action: Clerk to contact Beccles Town Council. 10. Parish Lands: The Clerk reported that he had emailed David Ogilvie Engineering over the damage on the memorial lectern. The Clerk also asked if Councillors were aware of any rough sleepers in the parish, in preparation for the forthcoming survey. It was pointed out that there was a mole problem in Common Road Playing Field. Mr Tansley agreed to contact the mole catcher and invoice the Council. This was agreed. The new gate in Common Road Field was still awaiting repair. It was also noted that the main gate required repainting. Three replacement apple trees were required in Common Road Field and one in Old School Field. A report was received by Councillors of a building erected without planning permission in Grays Road. The Clerk was asked to contact Broads Authority Planning Dept and Burgh St Peter Parish Council. There was also a report of water flowing onto Common Road from Mill Road, Action: Clerk to contact Clinks Care Farm for the playing field work and to contact Highways and Planning for the other matters. 11. Highways: Cllr Kennedy Hill reported that the ditches along Church Road had been cleared. 12. Fireworks: There was much discussion over the possibility of holding a fireworks event in November this year. It was agreed that this should be deferred to the July meeting. 13. Correspondence: Nil. 14. Any Other Business: Cllr Kennedy Hill asked if there had been progress regarding the tree trimming at Waveney Cottages. The Clerk was waiting to hear from Doeke at Clinks Care Farm. Action: Clerk to contact Clinks Care Farm. Cllr Masters asked if we could contact Norfolk County Council for reassurance that there would be no extension beyond July 2021 for the landfill site, as previous extensions have been applied for close to, or past expiry dates. Action: Clerk to contact NCC. The Clerk was asked if he could clarify the situation regarding two apparent road closures affecting St Mary’s Road. Action: Clerk to contact Highways. There was a general discussion over the viability of a village celebration at the end of lockdown. It was agreed to discuss this in July’s meeting. There being no further business to discuss, the Chairman closed the meeting at 9.45pm.
