Nez Perce-Clearwater National Forests rd 903 3 Street Kamiah, Idaho 83536 Web: www.fs.usda.gov/nezperceclearwater Media Contact: (208) 451-4956 [email protected] Closures and Restrictions Update September 3, 2015 Afternoon Update Nez Perce-Clearwater National Forests Summary of Fire Restrictions and Closures General Forest – (208) 935-2513 Stage I Fire Restrictions remain in effect for the majority of Nez Perce-Clearwater National Forest lands within Idaho, Nez Perce and Clearwater Counties. These provisions limit campfires or stoves to designated recreation sites, limit smoking to enclosed vehicles, and require spark arrestors on internal or external combustion engines used on national forest system lands. Additional restrictions pertain to the Selway-Bitterroot, Frank Church-River of No Return and Gospel-Hump Wilderness areas, Palouse Ranger District and non-forest system lands west of the Forest boundary. Contact your local Forest Service office for specific information. The Forest anticipates the localized closures to continue to change. Please contact us or visit our website for additional information. HUNTERS: The closures remaining in place will affect portions of hunting units 10, 10A, 12, 14, 15, 16, 16A, 17, and 20. Please contact the Idaho Fish and Game website ( http://fishandgame.idaho.gov ), local Ranger District Office or the Nez Perce – Clearwater Forests Supervisor’s Office for additional information. Road #221 is paved to Boulder Creek (milepost 36.6), about 4 miles south of Rocky Bluff Campground. You continue along this route to milepost 40.4 and then turn left on Forest Road #394 which intersects with For- est Road #643. After traveling 1.4 miles from this intersection, you will reach the primitive road that services the Florence cemetery. Access from the south leaves US Highway 95 near the south city limits of Riggins. The route crosses the Little Salmon River and follows the Salmon River Road #1614 for 9.7 miles. At milepost 9.7 you will turn north and travel on the Gran- geville-Salmon Road #221. Established and Proposed Research Natural Areas in the Clearwater and Nez Perce National Forests An FOC preliminary report April 2012 Fred W. Rabe Research Natural Areas in the Clearwater and Nez Perce Lochsa RNA, located on two sides of the Lochsa River, is 1281 acres in size. 4 ENVIRONMENTAL CONSEQUENCES 4.3 AIR QUALITY 4.3 A IR Q UALITY 4.3.1 Effects Analysis Indicators and Methodology of Analysis The indicators for the air quality resource reflect four components of air quality impact: magnitude or intensity, duration, geographic extent, and context. The issue and indicators analyzed for air quality are as follows: Issue: The Stibnite Gold Project (SGP) may affect air quality characteristics and resources that are affected by air pollutants. Indicators: • Geographical extent of pollutant concentrations and deposition. • Type and volume of air pollutants emitted, including haze precursors, airborne dust, and hazardous air pollutants (HAP). • Criteria air pollutant ambient air concentrations outside the Operations Area Boundary anywhere the public is allowed unrestricted access. • Comparison of predicted ambient concentrations to Class I and Class II increments and Significant Impact Levels. • HAPs (including mercury [Hg]) emissions and Hg deposition. • Deposition of nitrogen and sulfur compounds in Class I and specified Class II areas. • Near-field plume blight and far-field regional haze in protected areas. Environmental consequences related to air quality are evaluated by comparing to objective, usually numerical, standards. In this case, the assessment of potential air quality impacts relies on a quantification of the emissions from the construction and operations phase of the action alternatives. It is typical practice for analysis of air quality effects to evaluate the period during which emissions are predicted to be highest. If the resulting indicators for that period are below the appropriate standards, then impacts for other periods can be reasonably concluded to be of lower magnitude and extent. -

I will argue that lawmakers rely on these intraparty organizations to resolve several serious collective action and coordination problems that otherwise make it difficult for rank-and-file party members to successfully challenge their congressional leaders for control of policy outcomes. In the empirical chapters of this dissertation, I will show that intraparty organizations empower dissident lawmakers to resolve their collective action and coordination challenges by providing selective incentives to cooperative members, transforming public good policies into excludable accomplishments, and instituting rules and procedures to promote group decision-making. -

A lawmaking body with two houses is called a bicameral legislature. The two houses that make up the U.S. Congress are the House of Representatives and the Senate. Congress is the primary lawmaking body in the U.S. government. To solve problems, Members of Congress introduce legislative proposals called bills or resolutions. After considering these proposals, Members vote to adopt or to reject them. Members of Congress also review the work of executive agencies to determine if they are following government policy, and may introduce new legislation based on what they discover. Bills accepted by both houses of Congress and by the President become law. When the President vetoes a bill and returns it to Congress, Congress reviews the reasons for the rejection but may still act to pass the bill. The U.S. Constitution allows Congress to override the President’s veto with a two-thirds majority vote of both the House and the Senate. -
