Visit of Delegations/Dignitaries to UPSC: - i) A three member delegation led by Hon’ble Chairman of Civil Service Council of Mangolia (CSCM) visited UPSC on July 3, 2019. A MOU was also signed during this visit. ii) A three member delegation ledy by Dr. Vera Jerabkova, Director, Diplomatic Academy and training Department, Ministry of Foreign Affairs of the Czech Republic visited the Commission on 2.8.2019. iii) A delegation ley by Dr. Aly Shameem, Hon’ble Chairman, Civil Service Commission, Maldives visited the Commission on 27.9.2019. iv) A two days workshop on Interview Techniques for Hon’ble Chairmen and Hon’ble Members of State PSCs conducted by Administrative Staff College of India (ASCI) was held at UPSC on 28th & 29th November, 2019. v) An eleven Members Gambian delegation headed by Mrs. Awa jow Auber, Vice Chair, Gambian Public Service Commission visited UPSC on 3.12.2019 for a study visit. 11. General Branch i) Renovation of Ad-hoc Board Room in Ayog Sachivalaya Building: The Commission, in addition to the regular PT Boards also conducted Ad-hoc P.T. Boards from time to time. The Ad-hoc board rooms where these are held required holistic renovation. The renovations of Ad-hoc Boards have been done as contemporary functional rooms with aesthetic touch. 12. Hindi Branch i) During the period, two meetings of the Official Language Implementation Committee were held on 20.09.2019 and 04.12.2019 under the Chairmanship of the Secretary, in which progressive use of Hindi in the Commission was reviewed. ii) ‘Hindi Fortnight/ Hindi Divas’ was celebrated in the Commission’s office from 01-15 September, 2019. Various competitions were held during this period. On the occasion of ‘Hindi Divas’ on 17th September, 2019, the main function was organized in a magnificent manner under the Chairmanship of Hon’ble Chairman Shri Arvind Saxena.     Distinguished Alumni Shri Arvind Saxena studied Civil Engineering at the Delhi College of Engineering between 1971 and 1976 and did his M.Tech. in Systems & Management from the Indian Institute of Technology, New Delhi in 1978. During the B.Sc. Civil Engineering program, he worked with two major civil engineering companies in New Delhi and during the M.Tech. program he worked with Hindustan Photo Films in Ootacamund, Tamil Nadu, Operations Research Group, a Sarabhai Group company in Baroda, Gujarat and, Engineering Projects (India) Ltd. in New Delhi, gaining Arvind Saxena experience in management and control of large and complex projects. Selected for the Civil Services, he joined the Indian Postal Service in 1978, where he worked as Divisional Head of Postal Services at Bharatpur and Kota, covering the districts of Bharatpur, Dhoulpur, Kota, Jhalawar, and Baran, in Rajasthan. He was brought to Delhi in 1982 to take over as Officer on Special Duty, in-charge of arrangements for postal services for the IX Asian Games and the 7th Non-Aligned Summit Meet. After handling these assignments, he took over as Philately Officer at the Postal Directorate in New Delhi and subsequently as OSD for modernisation of the Stamps and Seals Factory in Aligarh. He was posted as Director, Mail Planning Operations at Bombay, looking after mail arrangements in the states of Maharashtra, Gujarat and Madhya Pradesh before being selected as Principal of the prestigious P&T Training Centre at Saharanpur, U.P. During this assignment he worked with the Committee of Experts for Excellence in Postal Services. He drafted papers for this Committee, which included reports on the largest ever consumer and employee survey for the postal services and inputs from experts on induction of technology and modern management practices in postal operations in India.

    EVENING NEWS DIGEST: 12 JUNE 2018 ARVIND SAXENA APPOINTED ACTING UPSC CHIEF Union Public Service Commission member Arvind Saxena has been appointed as the acting chairman of the commission from 20 June. Saxena, a 1978-batch Indian Postal Service officer, will take over the charge from incumbent Vinay Mittal who completes his term at the Union Public Service Commission (UPSC) on 19 June. A latest government order said Saxena will "perform the duties of the post of chairman, UPSC" with effect from 20 June till further orders or till completion of his tenure on 7 August, 2020. Saxena joined the UPSC in May, 2015 after he completed his stint in the Aviation Research Centre (ARC). The officer has also worked in the Research and Analysis Wing (RAW) after he joined it in 1988 and "specialised in the study of strategic developments in neighbouring countries".
