19 Confirmation of Minutes – April 25, 2000

Harry Vander Kooij, seconded by Mark Brown, moved that the minutes of April 25, 2000, as presented, be confirmed and adopted, which was carried.

20 Update on York's Dual Track Approach Waste Disposal Strategy

Erin Mahoney, Earth Tech (Canada) Inc., with the use of overheads, provided an update regarding York's dual track approach waste disposal strategy. The following topics were covered in the presentation:

· Status of York Tonnage Only Process consisting of the Stage 1 - Request for Initial Proposals (February 10, 2000) York Council approved top qualified responses; Stage 2 - Due Diligence Reviews (March - May, 2000) including the purpose, findings and key recommendations; and Stage 3 - Request for Final Price Proposals (RFFPP) providing timelines for July, August and early September, 2000.

· Status of /GTA Shared Solution Process including the Toronto Council decision of June 9, 2000 regarding the TIRM (City of Toronto Integrated Solid Waste Resource Management Process) Waste Diversion RFP; March 1, 2000 Toronto Council approved top qualified responses for the Waste Disposal RFP; June 19, 2000 Toronto Staff Report recommendation with respect to the extension of the to December 31, 2006; the decision of the June 22/23, 2000 Toronto Works & Policy & Finance Committee Meeting; and the TIRM disposal process next steps.

· Staff Report to the Works Committee dated June 19, 2000 from Barry H Gutteridge, Commissioner, Works and Emergency Services entitled "Toronto Integrated Solid Waste Resource Management ("TIRM") Process, Category 2, Proven Disposal Capacity, Residual Solid Waste Disposal Capacity Options".

21 Request for Proposals (RFP) Solid Waste Processing and Transfer Facility Project

Bob Lippett, Gartner Lee Limited, made a presentation providing an update regarding the Request for Proposals (RFP) for the Solid Waste Processing and Transfer Facility Project and presented a document entitled "RFP / Systems Evaluation Decision Schedule" which outlined scheduled dates for this project from the June 12, 2000 RFP issue date to April, 2001, the projected date for the RFP/system evaluation report to Regional Council.

22 Financial Modelling and Analysis of Responses to the RFP For the Solid Waste Processing and Transfer Facility Project

Andrew Keir, Principal, Environmental Strategies Limited made a presentation with respect to the financial modelling and analysis of the responses to the Region’s proposal call for the Solid Waste Processing and Transfer Facility project. The presentation outlined the following topics:

· Goals and Objectives; · Waste Flows; · Cash Flows; Solid Waste Management Public Liaison Committee Minutes - June 27, 2000 Page 5

· The Task at Hand; and · Potential lines of enquiry.

23 Next Meeting

The next meeting of the Public Liaison Committee will be held on Tuesday, August 22, 2000 at 7:30 p.m.
