Cantilevers: one foundation required Portals: two foundations required 12 Electrification - Bridge Modifications Location: Lititz Pike, Lancaster, PA 13 Electrification - Pedestrian Bridges Reinforce or Replace Wallace Ave. Drury Lane PAPE Mooregate Ave / Tara Ave 14 Barrie Corridor - Electrification Facilities • Approximately 96 km of electrified corridor • One Hydro One Tap location o Allandale Tap • One Traction Power Substation o Allandale TPS • 25kV feeder route • One Switching Station o Newmarket SWS • Two Paralleling Stations o Maple PS o Gilford PS 15 Electrification - Visual/Aesthetics 16 Electrification - Tree/Vegetation Removals Vegetation/Tree Removal may be required to : • Minimize the risk of tree limbs falling on the track or overhead wires. • Secure the safety of maintenance workers when working in an electrified environment. • Maintain the safety of our customers and neighbours. 17 Noise Assessment – Approach • When building new infrastructure, Metrolinx models noise • Noise modeling compares current noise levels to 2025 service levels • Sensitive receptors are identified such as residences, hospitals, daycares etc. • When noise is expected to increase >5dB at sensitive receptors, then mitigation is considered • Mitigation could include noise walls, berms, rail dampeners etc. 18 Barrie Corridor Expansion - TPAP Study Area Study Area: Mile 3.00 Lansdowne Avenue (City of Toronto) to Mile 63.00 Allandale Waterfront GO Station (City of Barrie) 19 GO Barrie Service Plan Downsview Park Downsview Park Caledonia Caledonia 180 daily trips* *Service Planning and Phasing is still not complete 20 Barrie Corridor - TPAP Components • Provision of a second track between Lansdowne Avenue in the City of Toronto (Mile 3.00) to Allandale Waterfront GO Station in the City of Barrie (Mile 63.00); • Upgrades at existing GO Stations along the corridor to accommodate additional tracks: Rutherford, Maple, King City, Aurora, Newmarket, East Gwillimbury, Bradford, Barrie South, Allandale Waterfront; • Upgrades to existing structures within the Corridor (e.g. culverts, bridges); and, • A new train Layover Facility within the Town of Bradford West Gwillimbury for overnight storage of trains. 21 Barrie Corridor - Bridges and Structures Bathurst Street Overpass, Town of Aurora, West View (Mile 26.50) Yonge Street Bridge, North of Industrial Parkway South, Town of Aurora, North View (Mile 28.50) Holland River Bridge, North of Timothy Street, Town of Newmarket, North View (Mile 33.70) 22 Barrie Corridor Expansion - Phasing Phase One of the Project includes the corridor infrastructure components to support the service expansion as part of the Metrolinx Regional Express Rail (RER) program over the next 10 years, which includes: • Detailed design and construction of a second track from Toronto to Aurora GO Station (Mile 29.90); • Detailed design and construction of station improvements at Rutherford, Maple, King City, and Aurora GO Stations; and, • Detailed design and construction of a new layover facility within the Town of Bradford West Gwillimbury. 23 Barrie TPAP – What we have done so far • First series of Public Meeting #1: November 2015 and July 2016 • Online Consultation: November 6 to December 8, 2015 • Completed preliminary design for track and station upgrades • Environmental studies are underway • Engaged with key stakeholders (formal Technical Advisory Committees) • Identified property requirements • Reviewed feedback received 24 Barrie TPAP – What we did with your feedback All feedback received is documented as part of the final Environmental Project Report. Here is what we are doing to address your feedback : • Noise and Vibration Concerns – completing a noise and vibration analysis to determine where noise and vibration mitigation is needed. • Additional Studies – natural, social and cultural environment being assessed to determine where mitigation measures are needed. • Station Mobility – we are ensuring that all GO stations are fully accessible including pedestrian and cycling connectivity. • New Stations – being added along the Corridor including development of parking strategies for new and existing GO Stations. 25 Barrie Corridor Expansion - Impacts • Property – Metrolinx is in conversation with property owners that are impacted by the Corridor Expansion footprint o Metrolinx is working to minimize this impact as much as possible during detailed design. • Construction – work will be staged over several years. DRAFT PLAN OF SUBDIVISION FINAL • MARCH 2019 EXECUTIVE SUMMARY Ballymore Building (Barrie) Corp. retained The Municipal Infrastructure Group (TMIG) to prepare this traffic impact study in support of the proposed Draft Plan of Subdivision residential development located on a 26.4 Hectare parcel of land in the south half of Lot 16, Concession 11 within what is known as Phase 1 and Phase 3 lands of the Hewitt’s Secondary Plan in the City of Barrie. This report determines the Ballymore-related site traffic and the subsequent traffic-related impacts on the adjacent road network during the weekday AM and PM peak hours. The proposed subdivision is situated adjacent to the north side of Lockhart Road, abutting the east side of the CN Rail line (east of Yonge Street). Ballymore’s lands are bisected by a large Natural Heritage System (NHS), effectively splitting the development into two distinct parcels consisting of a total of 469 residential units. The northerly portion (in Hewitt’s Phase 1) of the Ballymore subdivision proposes 87 street-related freehold townhouses, while the southerly portion (in Hewitt’s Phase 3) proposes a mix of townhouses and apartments totalling approximately 382 units.

    Bolton Residential Expansion Study (BRES) and Successful Integration of Transit-Oriented Development (TOD) May 24, 2016 The purpose of this memorandum is to review the professional literature pertaining to the potential develop- ment of a Transit-Oriented Development (TOD) in the Bolton Residential Expansion Study area, in response to the Region of Peel’s recent release of the Discussion Paper. The Discussion Paper includes the establishment of evaluation themes and criteria, which are based on provincial and regional polices, stakeholder and public comments. It should be noted that while the Discussion Paper and the Region’s development of criteria does not specifi- cally advocate for TOD, it is the intent of this memorandum to illustrate that TOD-centric planning will not only adequately address such criteria, but will also complement and enhance the Region’s planning principles, key points and/or themes found in stakeholder and public comments. In the following are research findings related to TOD generally, and specifically, theMetrolinx Mobility Hub Guidelines For The Greater Toronto and Hamilton Area (September 2011) objectives. Additionally, following a review and assessment of the “Response to Comments Submitted on the Bolton Residential Expansion Study ROPA” submission prepared by SGL Planning & Design Inc. (March 15, 2016), this memorandum evaluates some of the key arguments and assumptions made in this submission relative to the TOD research findings. Planning for Transit-Oriented Developments TOD policy and programs can result in catalytic development that creates walkable, livable neighborhoods around transit providing economic, livability and equitable benefits. The body of research on TODs in the United States has shown that TODs are more likely to succeed when project planning takes place in conjunction with transit system expansion.

Recommendations 1. Council endorse for inclusion in the Regional Official Plan update, the boundary delineations, minimum density targets and preliminary policy directions for the 72 major transit station areas identified in this report. 2. The Province be requested to approve alternative density targets for two Provincially required major transit station areas: Highway 407 Subway Station and King City GO Station. 3. Regional staff delineate boundaries and set density targets for the future MTSA stations along Jane Street in Vaughan and report back to Council for endorsement. 4. The Regional Clerk forward this report and attachments to the Ministry of Municipal Affairs and Housing and local municipalities. 2. Summary This report proposes boundary delineations, minimum density targets and preliminary policy directions for Major Transit Station Areas (MTSAs) in the Regional Official Plan update being undertaken through the Municipal Comprehensive Review.
