Bolling | Senior Fellow in Residence for Public Service | James Madison University | Harrisonburg, Virginia Bill Bolling currently serves as a Senior Fellow in Residence for Public Services at James Madison University (JMU). In this position Mr. Bolling has both administrative and faculty responsibilities. On the administrative side, Bolling is responsible for assisting the University in critical areas such as government relations, economic development and university advancement. On the faculty side, Mr. Bolling does guest lecturing in government, political science, business and leadership; and he is working to help expand the mission of JMU’s Center for Civic Engagement. Prior to joining JMU Bolling had a distinguished record of public service in Virginia at the state and local level. He served as a member and chairman of the Hanover County Board of Supervisors from 1992–1995. Bolling was then elected to the Senate of Virginia, where he served from 1996-2005. In 2005 Bolling was elected Lieutenant Governor of Virginia, serving under Gov. Tim Kaine. In 2009, he was re- elected to a second four-year term as lieutenant governor, serving under Gov. Bob McDonnell. During the McDonnell administration he also served as Virginia’s Chief Jobs Creation Officer. Born and raised in the coalfields, Bolling was the first person in his family to receive a college education. He graduated with a bachelor of arts degree in political science from the University of Charleston in 1979. Mr. Bolling spent his entire professional career in the insurance industry, most recently serving as Senior Vice President and Managing Director of RCM&D, one of the nation’s largest privately held insurance brokerage and risk control consulting firms. Marvin Brown, MS | Director, LTSS Provider Relations Anthem, Inc. | Richmond, Virginia Marvin Brown serves as the Director of LTSS Provider Relations with Anthem, Inc. and has been overseeing CCC Plus since April 2017. Prior to this role, he was in the healthcare sector for over eight years, operating both on the insurer and provider side of the business. Brown had previous LTSS experience when he was responsible for auditing and compliance of the state contract in 2012. A former college football player, he received his undergraduate and graduate degrees from James Madison University in Harrisonburg, Virginia. The Honorable Daniel Carey, MD | Secretary of Health and Human Resources Commonwealth of Virginia | Richmond, Virginia Dan Carey, MD, was appointed Secretary of Health and Human Resources in January 2018 by Gov. Ralph Northam. Prior to his appointment, Carey was Senior Vice President and Chief Medical Officer at Centra. He has held numerous leadership positions since joining Cardiology Associates of Central Virginia in 1997, which Centra later acquired in 2006. Within a year, he became Medical Director of the Acute Myocardial Infarction program and went on to serve as Director of the Cardiac Cath Lab and Medical Director of Stroobants Heart Center. In 2013, Carey became the President/Chief Physician Executive of Centra Medical Group. In this capacity, he directed the acquisition of multiple physician practices, growing the medical group from 200 to over 300 providers. He also championed a new compensation model that integrated productivity, quality, service and group culture across specialties. In 2014, Carey was selected to become Senior Vice President and Chief Medical Officer at Centra. His responsibilities included information technology services, patient quality and safety efforts, performance improvement initiatives, and functions of the medical staff at Centra’s three acute care facilities. Carey was the system lead for Centra’s implementation of its new electronic health record. In addition to his roles at Centra, he has also served as President of the Lynchburg Academy of Medicine, the Medical Society of Virginia, and the Medical Society of Virginia Foundation. Carey, a long-term resident of Virginia, graduated from the University of Virginia and attended Harvard Medical School. Steve Ford | Senior Vice President for Policy and Reimbursement VHCA-VCAL | Richmond, Virginia Steve Ford has an extensive background in Medicaid policy and regulation, strong research and analytical skills, as well as significant relationships with policy makers and other health care organizations. In his current role, he leads VHCA-VCAL’s initiatives related to Medicare/Medicaid payment issues and the transition to managed care. Prior to joining VHCA-VCAL staff, Ford served in a variety of capacities at the Virginia Department of Medical Assistance Services (DMAS). From 2003 through 2014, his roles at DMAS included Deputy Director for Administration, Director of the Policy and Research Division, and Healthcare Reimbursement Manager. From 2000 to 2003 he served as the Director of Financial Policy for the Virginia Hospital and Healthcare Association (VHHA). From 1994 to 2000 he served as Principal Legislative Analyst for the Joint Legislative Audit and Review Commission (JLARC). Mr. Ford received his bachelor of arts in government and masters in public policy from the College of William and Mary. Keith Hare | President and CEO VHCA-VCAL | Richmond, Virginia Keith Hare is the President and CEO of the Virginia Health Care Association-Virginia Center for Assisted Living. He was the former Deputy Secretary of Health and Human Resources for Gov. Bob McDonnell. Prior to serving in the administration, Mr. Hare was Director of Government Affairs for the Medical Society of Virginia from 2005 to 2010 and Director of Public Affairs for the Virginia Hospital and Healthcare Association from 2000 to 2005. Mr. Hare also served on the staff of former Congressman Bob Clement from Tennessee and as a political consultant. Mr. Hare holds a bachelor of arts in communications from the University of Tennessee and a masters public administration from Virginia Tech. Robert Holsworth, PhD | Managing Principal DecideSmart | Richmond, Virginia Dr. Bob Holsworth is one of the leading political analysts in Virginia. His comments on Virginia and national politics have appeared in the Wall Street Journal, The New York Times, The Washington Post and in newspapers throughout the nation. He has appeared on almost all the major American television networks and was recently named one of the 100 Influentials in Virginia Politics by Campaigns and Elections magazine. The author of five books and numerous articles on public policy and American politics, Holsworth was the Founding Director of both the Center for Public Policy and the Wilder School of Government and Public Affairs at Virginia Commonwealth University (VCU). Holsworth is currently a Managing Principal in DecideSmart, a firm that provides analysis and planning assistance to agencies, local governments, non-profits and private sector companies with governmental interests. He has also served on several boards and commissions. Holsworth chaired Gov. Bob McDonnell’s Independent, Bipartisan Advisory Commission on Redistricting, and served as Executive Director of Gov. Mark Warner’s Commission on Efficiency and Effectiveness in Virginia State Government. He currently serves on the Board of Visitors of VCU and is Chair of the Board of the Great Aspirations Scholarship Program. Holsworth received his doctor of philosophy from the University of North Carolina at Chapel Hill. Ryan Johnson | Long Term Care Services & Support Operations Director Humana | Richmond, Virginia Ryan Johnson is currently Humana’s Long Term Care Services and Support (LTSS) Operations Director for the Virginia market. Prior to joining Humana, he was with Genworth Financial where he was the Director of Provider Management, Quality Assurance and Practices for their Long Term Care Insurance division. Johnson also spent 14 years with Coventry Health Care as Director of Provider Operations overseeing the implementation, support, and analysis of provider networks for Coventry’s 18 health plans including Medicare and Medicaid products. Johnson holds his Master of Health Administration degree from The Pennsylvania State University and his bachelor’s degree in finance from Northern Michigan University. W. Scott Johnson, JD | Director Hancock Daniel & Johnson, P.C. | Richmond, Virginia Scott Johnson is a Director at Hancock Daniel and holds the highest attorney rating, (AV) by Martindale-Hubbell. His emphasis is governmental affairs at the Virginia General Assembly together with representation of health care providers before the Virginia Regulatory Boards. Johnson serves as general counsel to the Medical Society of Virginia, the Virginia Dental Association, and the Medical Society of Northern Virginia. He is admitted to practice law in the United States District Courts for Virginia and the United States Court of Appeals, Fourth Circuit. Mr. Johnson has repeatedly been selected by his peers as a Legal Elite in the area of governmental affairs by Virginia Business magazine. He has also been recognized by “The Best Lawyers in America” in the specialty area of government relations. Plunkitt1 3.1 Parties on the Ground If one accepts this more di↵use definition of political parties, we should forgive an initial sense of pessimism or despondency toward our ability to study their behavior in a systematic fashion. The diversity of potential actors – from party organizations, to activist networks; from interest groups, to old-fashioned machines – multiplies both the potential environments and potential resources available for electoral intervention. And worse yet, the actions of these extended party networks are often purposefully kept from the public eye. Many groups have focused on resisting the federal programs being gouged out of existence. Because all of our Virginia House of Delegate seats, as well as the Governor and other executive branch positions are up for election this November, we have pivoted our efforts to make a difference in our own state. With commitment, community and strategy we have the best opportunity in our lives to #FlipVirginiaBlue. Despite our recent trend toward conservatism in state legislative offices, Virginia has a deep history in leading the nation toward progressive reform. Of course we are the home of George Washington, Thomas Jefferson and James Madison. More recently, in Doug Wilder, we elected the nation’s first African American Governor. Our current governor, Terry McAuliffe, is one of the most progressive in the nation. Our Senators, Tim Kaine and Mark Warner, represent a Virginia open to new ideas and inclusive politics.

Introduction Of all the American states, Virginia can lay claim to the most thorough control by an oligarchy. Political power has been closely held by a small group of leaders who, themselves and their predecessors, have subverted democratic institutions and deprived most Virginians of a voice in their government. The Commonwealth possesses the characteristics more akin to those of England at about the time of the Reform Bill of 1832 than to those of any other state of the present-day South. It is a political museum piece.
