    www.swaniti.in Cancer Control According to WHO, every year 1 million Indians are diagnosed with cancer. Currently the doctor –patient ratio for cancer treatment is at 1:2000. The Health Ministry aims to take it to 1:1000 by 2021. 27 Regional Cancer Centres (RCCs) providing comprehensive cancer care services had been set up under the National Cancer Control Programme (List of RCCs attached in the Annexure). However, with the goal mentioned above there is an urgent need to further increase the number of Cancer Centres in India. The 12th Plan has identified the need to strengthen tertiary care under National Program for Prevention and Control of Cancer, Diabetes, CVD and Stroke. Ministry of Health and Family Welfare will implement the scheme. Under the scheme, 20 State Cancer Institutes (SCI) in 20 States and 50 Tertiary Cancer Care Centres across the country will be established. The broad aim is to provide universal access for comprehensive cancer care. Framework for Implementation The Scheme will provide assistance to existing medical colleges and institutions. Autonomous institutions under Central or State Government will be eligible. NGOs with experience and expertise in tertiary care for cancer are also eligible. State/ UT Governments would recommend the proposals which are fulfilling the eligibility criteria, along with furnishing the commitment to provide State share of funds. The Institution will submit the proposal through State Governments including action plan for procurement of equipment, instruments related to cancer treatment and research. Proposal would be appraised by the Ministry of Health and Family Welfare. A tripartite Memorandum of Understanding (MOU) will be signed by the Institution, the State Government and Central Government before release of financial assistance.

This may include: a) Purchase of equipment related to cancer treatment and research b) Construction for housing the equipment or expanding the cancer wards 2) A part of the grant, not exceeding 30% of the total grant may be used if required, for construction of building to house the radio- therapy equipments and patient care units.

    INDIA Overview: National Cancer Control Programme Cancer has become one of the ten leading causes of death in India. At present there are 2.5 million cancer cases and nearly 0.8 million new cases occurring every year and 0.4 million deaths occurring every year. Data from National Cancer Registry Programme indicate that the leading sites of cancer are oral cavity, lungs, oesophagus and stomach amongst men and cervix, breast and oral cavity amongst women. Tobacco is the most important identified cause of cancer and is responsible for about 40 to 50% of cancers in men and about 20% of cancers in women. India has the added burden of tobacco chewing which is more prevalent than smoking in many areas. India is one of the few developing countries that have a National Cancer Control Programme. It was launched in 1976 with the objectives of primary prevention of cancers, early detection and prompt treatment. The ministry of health decided to revise the programme because the activities were more focused on district plans rather on an overall national effort and the results were not what were expected. The difficulty was that the patients were coming in advanced stages and treatment was not uniformly available. In view of the magnitude of the problem and the requirement to bridge the geographical gaps in the availability of cancer treatment facilities in the country; the programme was revised in December 2004. The problems encountered in the planning process included inconsistent and inadequate involvement of stakeholders, slow and long process of approval of plan. The current programme has 5 schemes: 1.

It was established by the Women’s India Association (WIA) Cancer Relief Fund of Madras as a voluntary, charitable Institution, registered under the Societies Act of 1860. The Cancer Institute was made the Regional Cancer Centre by the Govt. of India, in 1975 on the basis of the recommendation of the WAHI Committee (Cancer Assessment Committee of the Government of India, 1972). It was the first comprehensive cancer centre to be made the Regional Cancer Centre by the Government of India and is now the only comprehensive cancer centre in the state of Tamil Nadu. The patients coming to the institute are drawn from all over India, particularly the southern states comprising of Tamil Nadu, Andhra Pradesh, Karnataka, Kerala, and Pondicherry and from the north-eastern states.
