Engineering and Permitting Th e design, plans, specifi cations, cost estimating, engineering, permitting and construction oversight for the dredging project were performed by Anchor QEA of Columbia with local on-site supervision by Walter Dinicola, P.E. Th e project showcased the successful coupling of three distinct operations, dredging, mechanical dewatering and staging/load- ing, representing that all three can be per- formed simultaneously and effi ciently as an alternative to conventional practices when an immediate basin is unavailable.
