Professor (Dr.) Surabhi Banerjee (Calcutta University, Leeds) bears many mantles of a reputed builder of State and Central Universities, a successful education administrator, an excellent teacher, an eminent writer and a literary critic. Formerly Pro-Vice chancellor of the oldest university of India, the University of Calcutta and Vice Chancellor of Netaji Subhas (W Bengal), and First Vice Chancellor of State (W Bengal), currently she is the Founding & First Vice Chancellor of the Central University of Orissa in Koraput. Professor Banerjee is one of the few Indian women academicians who have taken a string of top-level assignments in higher education. She is also lauded as the harbinger of many academic innovative initiatives and reforms in the oldest University in India. She has spent 36 years in academics out of which 12 years have gone into building universities.

Prior to these assignments, she was a Senior Professor in West Bengal Higher Education Service and Professor and Head of the Department of English, University of Calcutta. She was also the Founder Director of the Centre for Creative Writing and Translation Studies at the University of Calcutta. A scholar of English Literature, Professor Banerjee penned a popular literary Column The Weekly Word in for nearly three years (2001-04). She has been allotted a spacious entry as a reputed writer of books on literary criticism in Who‟s Who in Indian Writing published by the Sahitya Akademi. Till date Professor Banerjee has authored 22 books in English as well as in Bengali on various aspects of English, European and including books on EM Forster, Walter Pater, Gustave Flaubert, Charles Baudelaire and on Research Methodology.

Besides her achievements in the field of Literature, she has been the recipient of innumerable prestigious awards which includes Indira Gandhi Priyadarshini Award 2007 for her significant contribution to higher , and Gyaneswari Award 2008 for her contributions by Yashwant Rao Chauhan University, Nashik, among others. She was also conferred the prestigious Bharatiya Shiksha Ratan Award 2008 by The Economic for Health and Educational Growth, Delhi. The University of Calcutta conferred upon her the prestigious Leela Purashkar for her contribution as the Best Woman Literary Critic for the Year 2005.

As one of the seniormost Vice Chancellors in India, Professor Banerjee has served as a member of several eight (8) Search Committees for the appointment of Vice Chancellors of several Indian Universities in Maharashtra, Madhya Pradesh, Kerala, Karnataka, West Bengal and Andhra Pradesh. Professor Banerjee is the Member, Convener and Chairperson of many academic as well as literary committees and Higher Education policy making apex bodies all over India and overseas including important committees in MHRD, NAAC, UGC, NKC, Sahitya Akademi, Foundation India (SAF), MSSRF (MS Swaminathan Research Foundation), AIU (Association of Indian Universities), and IGNOU (Indira Gandhi National Open University)/DEC (Distance Education Council).

Taking over the challenging task of building a Central University in one of most backward tribal regions of India Professor Banerjee has set out an ambitious plan with a pan-Indian and global perspective for creating a world-class institution while also ensuring that local tribal communities are empowered and integrated into the mainstream in the process.

She has travelled extensively on invitation for conference and other academic assignments in the UK, US, Europe, Germany, France, Italy, Rome, Egypt, Thailand, Malaysia, Canada, New Zealand, Holland, Rome, South Korea, Singapore, Hong Kong, West Indies, China, Australia, Israel, South Asia and the Middle East.

Currently Professor Banerjee is one of the very few Senior Vice Chancellors in India with nearly 12 years of experience at the University of Calcutta as Pro-Vice Chancellor and as the second Vice Chancellor of Netaji Subhas State (Open) University, Kolkata and the First Founder Vice Chancellor of the University of Gour Banga, West Bengal and presently the Founding / First Vice Chancellor, Central University of Orissa, Koraput.

AWARDS RECEIVED: Professor Surabhi Banerjee is the recipient of: The prestigious Indira Gandhi Priyadarshini Award 2007, New Delhi on 19 November 2007 for her significant contribution to higher education in India. The prestigious “The Achiever the Kesri Woman Award” by the Punjab Kesri News Paper on the International Women‟s Day, New Delhi on 8th March 2011. 20th Business School Affaire & Dewang Mehta Business School Awards on 24th November, 2012 for her outstanding contribution to Education. Gyaneswari Award, 2008 for significant contribution to Higher Education by Yashwant Rao Chauhan University, Nashik. Lifetime Achievement Award 2007 (Vidya Varidhi) from Lions Club of Calcutta Megacity (Lions Clubs International District 322B20. Professor Surabhi Banerjee was selected by the US Embassy for the prestigious International Visitors‟ Leadership Programme (IVLP). The programme was sponsored by the US Department of State. ADMINISTRATIVE LEADERSHIP :

Central University of Orissa, Located in Koraput.

The Central University of Orissa has been established by the Parliament under the Central Universities Act, 2009 . The Central University of Orissa, Koraput was formally inaugurated on 29th August, 2009, by Shri Kapil Sibal, Hon‟ble Union Minister of Human Resource Development in the august presence of Shri Naveen Pattnaik, Hon‟ble Chief Minister of Orissa. Koraput district of Odisha comes within the KBK region ( Koraput, Bolangir and Kalahandi) which is still considered as under-developed area in Odisha. These three districts of the State are known for tribal culture because majority of the people belong to ST &SC categories. Considering the demand for wider access to higher education, the Govt. of India decided to establish the University in Koraput region to widen the access to high quality and advance education in the country. As the first and Founding Vice-Chancellor of Central University of Orissa, Prof. (Dr.) Surabhi Banerjee has developed the Central University of Orissa at Koraput, located in the southern part of Odisha which is one of the most backward regions in the country, dominantly inhabited by tribal communities. The Central University of Orissa embarked on the voyage of higher education at a time when this region was facing insurmountable multiple complex challenges. Insurgency activities, stark economic backwardness, wide chasm of social disparities and darkness of illiteracy, lack of connectivity with the rest of the State and lack of infrastructural resources were myriad impediments to her endeavours to develop the University. Being a lady she started her journey at Koraput having so many difficulties on her way to develop this University in a hostile and somewhat uncertain and violent condition encircling the region. Notwithstanding appropriate support from the State Govt., she has confronted many hurdles single-handedly starting from accommodation to acute dearth of infrastructural facilities. She has developed this University only by virtue of her strong and wide administrative experiences and high-spirited quality of leadership. Braving all hurdles and dearth of infrastructural strength, the University has made considerable progress in terms of building of the requisite infrastructure and also in terms of commendable academic foundation. Needless to say, her strong dedication, devotion and motivation carried her through this daunting mission. Within a short span of time, the University has achieved extraordinary results under her administrative leadership including the creation of physical and social infrastructure, initiation of various academic activities, strengthening the student support system, forging institutional academic linkages with other reputed organizations and institutions and introduction of new Centres and Schools. Central University of Orissa is the only University among the 12 new Universities set up by the Act of Parliament, 2009, to observe its historic the First Convocation in July, 2011. The Second Convocation was held in July, 2012. The First Convocation Address was delivered by Shri , the Hon‟ble Finance Minister of India. The Second Convocation Address was delivered by Justice Smt. Ruma Pal, Hon‟ble Former Judge, Supreme Court of India. The Third Convocation Address is going to be delivered by Dr. M. M. Pallm Raju, Hon‟ble Union Minister of HRD in June, 2013. Being an immensely experienced builder of universities, Prof. Banerjee has carved a vision document of this University in accordance with the needs of the region. Tribal Empowerment/Indigenous Studies and Health Care related Skill-development programmes have been identified as priority thrust areas in the trajectory of its development.

Centre for Tribal Empowerment & Community Development: As a social responsibility/ initiative, the Central University of Orissa established a Centre for Tribal Welfare and Community Development which was inaugurated on the 5th June 2010. The aims & objectives of the Centre are to facilitate articulation of interests and exchange programmes and creating linkages for the unemployed youth with the developing world by conducting and facilitating various skill development programmes and to facilitate research & documentation and preservation of tribal culture and to facilitate research for policy level changes with regard to tribal and community development in a wider context through linkages with different agencies and fellowship programmes. Meanwhile the Central University of Orissa has been selected for the Erasmus Mundus Project under European Universities which is a Europe Union (EU) Student Exchange Programme established in 1987. Erasmus Mundus is a cooperation and mobility programme in the field of higher education that aims to enhance the quality of European higher education and to promote dialogue and understanding between people and cultures through cooperation with Third-Countries. The University has already signed several MoUs for Collaborative Programmes: MoU with British Council of India was signed for Communication Skill Development Programme in English Language and to improve communication skills of the students. The training programmes are conducted every year from 2010 which was extremely beneficial to the students of the University. During the last three years, 225 students have already passed out successfully.

MoU with Public Health Foundation of India was signed for collaborative teaching and research programmes for the School of Health Sciences. Prof. (Dr.) Srinath Reddy, Chairman, PHFI signed the MoU.

MoU with Narayana Hrudayalaya, Bangalore was signed (Dr. Devi Prasad Shetty, Chairman) on the 29th October 2010 for Collaborative Courses sand Vocational Development Programmes in medical-industry specific areas under the School of Health Sciences. MoU with Jamia Hamdard, New Delhi was signed for collaborative programmes in Nursing and Community Health under the School of Health Sciences.

In order to fortify the academic foundation and ensure the academic exposure to scholars across the world, Prof. Banerjee has initiated several Memorial / Endowment Lectures: i) Adam Smith Memorial Lecture in Economics ii) Kuntala Kumari Sabat Memorial Lecture in Literature. iii) Utkalamani Memorial Lecture in Social Sciences. iv) Utkal Gaurav Memorial Lecture in Social Sciences. v) The Foundation Day Lecture of the University.

The First Adam Smith Memorial Lecture in Economics was delivered by Prof. (Dr.) Kaushik Basu, Chief Economic Advisor to the Ministry of Finance, Govt of India on “Challenges of Indian Economy” on the 4th December, 2010.

The First Utkalamani Gopabandhu Dash Memorial Lecture in Social Sciences was delivered by Prof. Sekhar Bandyopadhyay, Professor of Asian History, Victoria University of Wellington, New Zealand on “Dalits in the Long History of Partition in Eastern India” at Koraput on the 21st January 2013.

The First Kuntala Kumari Sabat Memorial Lecture in Literature is going to be delivered by Dr. Shashi Tharoor, Hon‟ble Minister of State for HRD, Govt. of India

The First Utakal Gaurav Madhusudan Das Memorial Lecture in Social Sciences is going to be delivered by Mr. Jawhar Sircar, CEO, Prasar Bharati

The First Foundation Day Lecture was delivered by Smt. Pratibha Devisingh Patil, Hon‟ble through video-conferencing mode The Second Foundation Day Lecture was delivered by Dr. Devi Prasad Shetty, Chairman, Narayan Hrudayalaya, Bangalore through video-conferencing mode. The Third Foundation Day Lecture is going to be delivered by Shri Pranab Mukherjee, Hon‟ble President of India on 30th August, 2013 through video- conferencing mode. Reforms and Innovatives initiated by Prof. Banerjee ICT Facilities & Applications: The Central University of Orissa has been ICT driven since its inception. The framework was crafted with utmost care taking into consideration of the strategic plan of the University as well as the recent development in the education sector. A special LAN with thin Client Server and nodes has been set up in the Library for the e-Book Section and for accessing Net -Based Knowledge sites. 2 Mbps lease connectivity for Koraput and Bhubaneswar Campuses has been provided by BSNL. Video-Conferencing Studio:

A state-of-the-art Video-Conferencing Studio has been set up through National Informatics Centre at the University Campus in Koraput for the students to reap the benefits of advanced telecommunication technology.

Choice-Based Credit System

From the beginning we are following Choice-Based Credit System in our evaluation system inviting eminent subject experts throughout the country to finalize the curriculum programmes of the University. Central Universities Common Entrance Test ( CUCET)

From the Academic Session 2013-2014, the University is going to conduct Common Entrance Test, CUCET-2013 in collaboration with Central University of Rajasthan in different centres across India. Student Support Enhancement Initiatives taken by the Vice-Chancellor MoU with British Council of India has been signed for the programme on Communication Skill Development Programme in English Language in order to improve communication skills of the students. The training programmes are being conducted every year from 2010 which has proved to be extremely beneficial to the students of the University. During the last three years, 225 students have already passed out successfully.

Moreover, various interactive meeting on counseling / training has been organized by the University for preparing students for various competitive examinations including the coveted civil services examinations, UGC-NET examinations, etc. The Vice –Chancellor has organized two Round Table Seminars, inviting senior bureaucrats/ IAS officers both at the national level and state level who have given their valuable inputs.

The 1st Round Table was held on the 24th April and 26th April, 2010, attended by senior IAS Officers of Odisha. The Second Round-Table was held on the 20th April, 2011, enriched by Shri Sunil Kumar, IAS, Additional Secretary, Ministry of HRD, Govt. of India and other senior IAS Officers of the State. The Third Round Table is going to held shortly.

During the first three /four years of her tenure, the Vice-Chancellor has organized 18 (Eighteen) academic symposia and colloquia at the University.

Infrastructural Progress at the Permanent Campus: In spite of various hurdles and insurgency problems, we are going to shift to our Main Campus at Sunabeda by the end of July, 2013. The University has taken possession of 430.37 acres land allotted by the State Government at Sunabeda in a sprawling area in a hilly terrain. The Boundary Wall of 9.3 km on the Permanent Site spreading over 430.37 acres of land has been completed by CPWD. The construction of the Guest House at the Main Campus has been completed. The core construction of Boys‟ Hostel and Girls‟ Hostel with capacity of 238 each at the Main Campus is over. To cater to the needs of the classrooms and to carry out the administrative and academic activities, the construction of pre-fabricated structure for Academic Block, Administrative Block and Library Wing at the Main Campus have been completed and inaugurated on the 21st January 2013.For providing beverage facility, construction of a Canteen at the Main Campus is in progress which would be functional within a month or two. The Master Plan and Building Design are in the process. The selection of Architectural Firm is in process. Short-listing of Architectural Firms is over.

Central Library of the University: The Central Library of the University has been fully automated its housekeeping operations and some of the user services are being provided online. The Library of the University is gradually trying its best to fulfill its desired objectives of providing certain value added services to both its teaching and student communities. Besides a plenty of text books in its collection, the Library is subscribing 46 numbers of print Journals and 5088 numbers of e-journals through UGC-Infonet Digital Library Consortium Programme which is being provided by INFLIBNET Centre. The Library is successfully providing access to online e-resources like JSTOR, Taylor & Francis, Springer Link, Oxford University Press and Wiley-Blackwell scholarly journals. The Library is also subscribing 17 Newspapers and 26 Magazines.

Enrolment of Teaching and Non-teaching staff:

The University has made provision for additional manpower (both teaching and non- teaching) in the 12th Five Year Plan Budget Proposal which has already been submitted to the University Grants Commission. The 5th phase of the recruitment for the non- teaching posts and the 3rd phase recruitment of teaching positions are over. Besides, we have a number of Guest Lecturers in each of the subjects. The University has also created a pool of Eminent Visiting Faculty for providing additional exposure to its students.

Other Support Services & Initiatives taken by Vice-Chancellor Community Radio Station: The University has submitted a detailed proposal before the Ministry of Information & Broadcasting, Govt of India for setting up of a Community Radio Station at the Main Campus of the University at Koraput. The Ministry in the meanwhile has given its consent to sanction the Radio Station.

Central School: A proposal was developed for establishing a Central School in the University Campus to cater to the needs of the children of teaching and non-teaching employees of the University.

Proposal for a Medical College & Hospital: Formal initiatives were taken by Central University of Orissa at the appropriate level for establishing a low-cost hospital as a part of the University infrastructure. Considering the very strong and long standing demand for a Medical College in KBK region, a Detailed Project Report (DPR) with budget estimate for establishment of a Medical College and Hospital in Koraput has been submitted by the University in response to the letter of UGC, D.O. No. F.24-11/2008(CU) of 13th January, 2010.

Academic Pursuits: The First Academic Programmes of the University started in the month of September, 2009 with five Masters Degree Programmes in the two different schools. These programmes were: (i) M.A. in English and M.A. in Odia under the School of Languages

(ii) M.A. in Sociology, M.A. in Journalism & Mass Communication and M.A./M.Sc. in Anthropology under the School of Social Sciences.

From the Academic Year 2011-12, the University launched the following programmes under three new Schools: School of Development Studies for M.A. in Economics

School of Biodiversity & Conservation of Natural Resources for M.Sc. in Biodiversity & Conservation of Natural Resources

School of Basic Sciences & Information Sciences for Five Year Integrated Programme in Mathematics . From the current Academic Year 2013-14 the University is going to start the following new Programmes:

School of Education & Education Technology : (i) Centre for Education Technology for M.Ed. Programme; and (ii) Centre for Teachers Education for B.Ed. Programme.

School of Law for (i) Legal Studies, (Intellectual Property Rights and (iii) Human Rights

As the First / Founding Vice –Chancellor of State University of Gour Banga, Malda, West Bengal, within a brief span, Prof. Banerjee already prepared the Vision Statement started five new subjects offered special programme and for the Minorities Communities & Backward Land initiated the construction work of the Main Campus, Malda.

Administrative Leadership at Netaji Subhas State Open University and University of Calcutta, Kolkata – West Bengal. The First tenure of Professor Banerjee as Vice Chancellor of Netaji Subhas State Open University ended in end November 2005. On the basis of her excellent performance in developing and building the University & taking it to great heights, she was reappointed by the Governor Shri Gopalkrishna Gandhi, State of West Bengal ( Chancellor, NSOU) for the second tenure of another four years from end November, 2005. Professor Banerjee As the Vice Chancellor of Netaji Subhas State University, Kolkata received the International Award titled “The Commonwealth of Learning (COL) Excellence in Distance Education Award (EDEA) (2006) for Institutional Achievement” from the Commonwealth of learning, Vancouver, Canada. During her tenure as Vice Chancellor, she has transformed the cartographical lines of Open and Distance education in the State as NSOU witnessed phenomenal growth in the number of students from 3422 to 200,000 ( May,2008) within a space of six years during her tenure. The State University has done exceptionally well under her leadership as she has introduced the concept of a fully Wired – e-Campus, e-Governance at 161 new study Centers spread across the State; She has also created the resource pools of the most talented academics in India and has made arrangements to provide First-rate facilities to the learners at NSOU. Under her dynamic leadership Netaji Subhas Open University has now emerged as a leader in distance education not only in eastern India but also in the entire country. The University has recorded a phenomenal growth both in terms of enrolment – which is a very impressive nearly 200% per year – and also in the prodigious variety of innovative and pioneering courses and programmes. Currently over 200,000 students are enrolled at 161 Study Centers of the University all over the State (May, 2008). The University‟s formal collaborative MoU with CMI, , adds to the long list of Collaborations at the National level with organizations like NASSCOM in the field of IT, the M S Swaminathan Research Foundation, Chennai the field of biodiversity initiatives. The University has been successfully running an Online Bangla Course from March, 2004 called ONLINE BANGLA in Collaboration with CIIL (Central Institute of Indian Languages), Mysore. The state-of – the – art audio recording and transmission studio from where NSOU is running in partnership with Indira Gandhi National Open University, a 16-hour educational FM channel at 105.4 Megahertz called Gyanvani FM which attracts hundreds of callers‟ every day. Development of the Green Campus (on 15 acres of Land) and Bio-Village in Kalyani mainly for Biodiversity initiatives and Vocational Deveplopment Programmes is yet another achievement of hers. Dr. Banerjee also instituted a highly sophisticated and e-enabled Evaluation and Admission System and set up a state-of-the art Computer laboratory. Professor Banerjee has instituted during her tenure several Memorial and Endowment Lectures, such as Srinivasa Ramanujan Memorial lecture, Acharya Memorial Lecture, Endowment Lecture on Open and Distance Learning, Foundation Day Lecture. Bhaumik, eminent laser Scientist and President, Cosmogenics, Los Angeles, California, USA. The First Foundation Day lecture was delivered by Dr. A.P Mitra FRS, the eminent scientist and Bhatnagar Fellow and the second was delivered by Dr. G. Madhavan nair, Chairman, Indian Space Research Organization, the third was delivered by Sri Bikash Ranjan Bhattacharyya, Mayor Kolkata, Corporation on “Kolkata- Yesterday, Today & Tomorrow”. The fourth was delivered by Vice-Chancellor, Indira Gandhi National Open University and Chairman, Distance Education Council and the fifth by Sir John Daniel, President and CEO, COL, Vancouver, Canada.
