This application addresses the character of the land, the proposed stormwater discharge and the relevant provisions of the Land and Water Regional Plan. The report also includes an assessment of the effects on the environment as required by the Fourth Schedule to the Resource Management Act 1991. 1.1 Summary of Applicant and Proposal Details Applicant / Owner: Hilton Haulage Limited Partnership Site Address: 330, 340 & 344 Port Hills Road, Hillsborough Legal Description / Certificate of Title: Lot 2 DP 414928 - CT 456413 Lot 3 DP 414928 - CT 456414 Lot 3 DP 322311 - CT 90847 Lot 2 DP 81322 - CB47A/1091 Gross Site Area: 4.6376ha Specific Site Provisions: Coastal Confined Aquifer System (Planning Map B-C13) District Plan Zoning: Industrial General (Planning Map 47 – Stage 2) Regional Consents Required: CON061 – Discharge of Stormwater into Surface Water Construction Phase CON499 – Application for Resource Consent Earthworks Dewatering Application for Discharge & Earthworks Consent – 330-340 Port Hills Road Hilton Haulage Limited Partnership February 2017 Page 1 2.0 Site and Surrounds 2.1 The Application Site The application site is legally described as Lots 2 & 3 DP 414928, Lot 3 DP 322311 and Lot 2 DP 81322. It has a total area of 4.6376ha and is held in Certificates of Title 456413, 456414, 90847 and CB47A/1091. Copies of the Certificates of Title are attached as Appendix 1 to this application. The application site is located in Christchurch’s south-eastern industrial area. The property has direct vehicle access via Port Hills Road, as well as a secondary access via Desi Place to the east. The site is shown in Figure 1 below. Figure 1: Application site The applications site is zoned Industrial General under the Christchurch Replacement District Plan. This zone provides for: Application for Discharge & Earthworks Consent – 330-340 Port Hills Road Hilton Haulage Limited Partnership February 2017 Page 2 “…industrial and other compatible activities that can operate in close proximity to more sensitive zones due to the nature and limited effects of activities including noise, odour, and traffic, providing a buffer between residential areas and the Industrial Heavy Zone.” The application site comprises a number of large established warehouses, currently used for bulk storage, currently owned and operated by the transport and logistics company, Hilton Haulage, the applicant. The majority of the site is indicated to be underlain by alluvial sand and silt overbank deposits (grey river alluvium, comprising gravel, sand and silt, in active floodplains (Yaldhurst Member of the Springston Formation). A small strip of land at the Port Hills Road end of the site is detailed to be underlain by valley fill
