Copying without fee is permitted provided credit to the source is given Photo by Casey Gibson/Printed by DocuMart 2 Important Rule Changes for 2013 1E1(c) A new rule allowing riders to finish a limited series in the same category if they have mandatory upgrade points. 1E2: Road upgrade procedures changed so that the voluntary upgrade points no longer need be acquired in a 12 month period. 1E6: Category 5 established for men in cyclo-cross and upgrade system changed to resemble the road more. There will be voluntary upgrades and mandatory upgrades based on points. Cat 5 to cat 4 upgrade by experience only. 1F3(c): Registered clubs may have commercial advertising. This eliminates the old concept of active or sponsored clubs. 1F4(b): Riders may belong to one registered club per discipline. 1H4(c): Riders may now enter single-day time trial events in their proper category or a higher category at their discretion. 1H4(i): Electronic signatures on entry forms and waivers are acceptable if and only if USA Cycling’s online registration system was used. 1H7(a): Presenting a hard copy license at registration is not necessary if the rider’s status can be documented electronically. This is to encourage use and allowed use of the USA Cycling membership app for smart phones. 1H10: The requirements for prize breakdowns have been deleted. It is now up to the race directors to decide how to best distribute the prize list at their events. 1I5: All riders 14 and under are now required to ride massed-start legal bicycles in all disciplines (no aero equipment). 1N13: “other intoxicants” added to alcohol as something not to be consumed by people in positions of 3 responsibility at bike races. Acknowledges some recent legal changes in Colorado and Washington. 103: Clarifies procedures for results protests and timing. 2B13: Adopts UCI rule specifying that electronic readout devices cannot be visible during a track race. 2E1: Distinguishes between a miss and out and an elimination race. 2H2(d): Clarifies what happens when the lead rider passes the pacer during a Keirin. 2I2: Specifies the total distance, including warm up laps, for flying start time trials on the track 2L3(d): Adopts new UCI rule for what constitutes a legal exchange in team sprint. 2M7: Summary of how stoppages and restarts are handled in points races. 2N10: Summary of how stoppages and restarts are handled in Madisons. 2O3: Clarification of International Omnium procedures. 3E6(c): Modifies rules regarding passing in a time trial to match international rules. 3H: Stage race rules now in road chapter instead of separate. 3H3(a): Clarifies prologue time trial rules for stage races 5D4: Adds rules for Multi-Stage Races. 5D9: Adds rules for cross country eliminator 5E4: Adds rules for enduro 6E4: Specifies that riders must wear team clothing on national championship podiums. 6G6: Establishes rules for mixing of categories in team time trials 6G9: Establishes rule that collegiate categories can be mixed with other categories at the discretion of USA Cycling and the conference director 6H4 – 6H7: Modifies points system for collegiate conference racing 4 6J2 – 6J3: Establishes rules for varsity recruiting and how transfers are handled. 7C1: Changes podium rule such that UCI classes have a three-person podium. Non-UCI classes still have a five-person podium. 7D9: Establishes team pursuit for 15-16 year old juniors. 7I1(b): Clarification of eligibility requirements for collegiate riders on various academic calendars 7I2(d): Specifies that unused host team start spots at collegiate championships are first returned to the host conference 7I6: Clarifies the scoring of collegiate BMX championships. 7I7: Adds an individual time trial to collegiate road championships that does not count toward team or individual omnium 7I8(b): Lengthens collegiate women’s team pursuit to 4km 7I9: Adds a team relay to collegiate MTB championships 5 Table of Contents Contents 1.
