1. The , Bermuda and the for UNESCO purposes are included as territories of the United Kingdom. When the UK ratified, the Cayman Islands and Bermuda agreed to their inclusion. The British Virgin Islands is in the process of ratification, therefore, for the UNESCO total these three are not included, but each has a NOC, so they are included in the NOC totals. 2. Puerto Rico and the US Virgin Islands are territories of the USA and were included when the USA ratified in August 2008. For UNESCO purposes they fall within the USA and are counted as 1 of the 193 UNESCO Member States. For the NOC totals, as each has a NOC, they are counted separately. 3. Aruba and Netherlands Antilles are Associate Members of UNESCO and therefore are not counted as part of the 193 UNESCO Member States. 1. UNESCO includes Hong Kong and Chinese Taipei as part of “One China”. Each has a NOC, so they are counted within the NOC total but not the UNESCO totals above. On 9 October 2006, Hong Kong has had the Convention extended to them by China and included as a Special Administrative region. 2. Singapore became the 193rd Member State of UNESCO on 8 October 2007. 3. Palestine (UNESCO observer status) is not a Member State of UNESCO, but has a NOC; therefore it is counted within the NOC total but not in the UNESCO totals above. An amendment to the Convention could enable non-member States to ratify.

1. Montenegro became a Member State of UNESCO on 1 March 2007. Prior to July 2007 they were counted within the NOC of Serbia and Montenegro of 203 (NOC total Pre July 2007). As of July 2007 Montenegro was recognised with a separate NOC, and this resulted in an increase in NOCs from 203 to 205 (Tuvalu was the other newly recognised NOC). 2. Liechtenstein is not a Member State of UNESCO, but has a NOC; therefore it is counted within the NOC total but not in the UNESCO totals above. An amendment to the Convention could enable non-member States to ratify.
