    Luigi Pepe Volta, the Istituto Nazionale and Scientific Communication in Early Nineteenth-Century Italy* In a famous paper published in Isis in 1969, Maurice Crosland posed the question as to which was the first international scientific congress. Historians of science commonly established it as the Karlsruhe Congress of 1860 whose subject was chemical notation and atomic weights. Crosland suggested that the first international scientific congress could be considered the meeting convened in Paris on January 20, 1798 for the definition of the metric system.1 In September 1798 there arrived in Paris Bugge from Denmark, van Swinden and Aeneae from Germany, Trallès from Switzerland, Ciscar and Pedrayes from Spain, Balbo, Mascheroni, Multedo, Franchini and Fabbroni from Italy. These scientists joined the several scientists already living in Paris and engaged in the definition of the metric system: Coulomb, Mechain, Delambre, Laplace, Legendre, Lagrange, etc. English and American scientists, however, did not take part in the meeting. The same question could be asked regarding the first national congress in England, in Germany, in Switzerland, in Italy, etc. As far as Italy is concerned, many historians of science would date the first meeting of Italian scientists (Prima Riunione degli Scienziati Italiani) as the one held in Pisa in 1839. This meeting was organised by Carlo Luciano Bonaparte, Napoleon’s nephew, with the co-operation of the mathematician Gaetano Giorgini under the sanction of the Grand Duke of Tuscany Leopold II (Leopold was a member of the Royal Society).2 Participation in the meetings of the Italian scientists, held annually from 1839 for nine years, was high: * This research was made possible by support from C.N.R.

    150 éve adták át a Szuezi-csatornát Dr. Nagy László BME 2019. november 17-én 150 éves a Szuezi-csatorna. Csaknem négyezer év jelenti a Földközi- és Vörös-tenger összekapcsolásának a történelmét. A csatorna terve már az ókorban foglalkoztatta az uralkodókat. Az ókor tudós mérnökei azonban nem egy észak–déli csatorna tervét készítették el, hanem egy nyugat–keleti irányban húzódó csatornáét, amely a Nílus egy új mellékága lett a delta keleti részén, a Vádi Tumiláton keresztül. Bár jó néhány kísérlet történt a helyreállítására, az ókori csatorna azonban többször eliszaposodott, tönkrement. A források szerint i.e. 767-ig többé-kevésbé használatban volt. Az 1840-es években egy észak-déli csatorna megépítésével javasolták a víziút kialakítását. A technikai fejlődés, a politikai lehetőség és nem kis részben a személyes kapcsolatok jelentették ennek a műszaki „csodának“ a megvalósíthatóságát. Talán kevés olyan műszaki létesítmény van, amelyik ilyen nagy hatással lett volna a Földi viszonyokra, és ilyen sok „törődést” igényelt volna. Fitzgerald 1876-ban megjelent könyvében azt írta, hogy a Szuezi nagy csatorna politikai, mérnöki és pénzügyi történet. Ez a megállapítás több, mint száz évvel később is igaz, ennek a hármas tagozódásnak a kialakulását szeretném bemutatni jelen tanulmányban. A szuezi földszoroson át a Földközi-tengert a Vörös-tengerrel összekötő csatorna gondolata már az ókorban felmerült. A Szuezi-csatorna1 a Sínai-félsziget nyugati részén2 épült tengeri csatorna. Hossza 193,3 km, a legkeskenyebb részén 300 m széles. Ez a mesterséges vízi út Egyiptomban a Földközi-tengeri Port Said és a Vörös-tengeri Szuez városokat köti össze. A csatorna észak-déli irányú vízi szállítást tesz lehetővé Európa és Ázsia között Afrika megkerülése nélkül.

From the Suez Canal to a Synchrotron in the Middle East Barbara Curli University of Turin In November 1855 the International Commission for the piercing of the isthmus of Suez docked in Alexandria. It was constituted by the major experts in naval and civil engineering and large-scale public works of France, the UK, Prussia, the Habsburg Empire, the Netherlands, Spain and the kingdom of Piedmont - the latter represented by the minister of Public Works of the Cavour Government, Pietro Paleocapa, one the most famous hydraulic engineers of the time, who had supervised the drainage and reclamation of the Venice lagoon and the Danube Delta and, as minister, had just initiated the construction of the Moncenisio tunnel through the Alps. When they landed in Alexandria, the "eminent scientists" - as the chronicles of the time report - who had to express "the scientific decision of Europe" were certainly aware of the importance and complexity of their task - that is, to assess the technical feasibility of the Canal, its possible course and the actual modalities of construction. But probably they didn't know they were about to carry out what could be seen as the first modern experiment in multilateral techno-scientific diplomacy: a Pan-European project in the Ottoman Middle East, or rather in an Egypt whose Khedive was pursuing political autonomy from the Sublime Porte (and the Canal was functional to this objective); while in Europe - where the echoes of the revolution of 1848 were still resounding - the big Peace Congress of Paris was opening, with the aim to redefine both the European order and the "Eastern Question" after the Crimean war.

  • J Eijking Experts Without Communities
    Experts without communities Internationality, impartiality, and the Suez Canal Abstract How and why has expertise become such a central component of modern global governance? Neither of two dominant IR takes on the topic—functionalist approaches to epistemic communities, and poststructuralist perspectives on governmentality—have offered satisfactory answers to this arguably urgent question. This is because, respectively, epistemic communities emphasise cohesion at the expense of disunity prior to formation; and because governmentality primarily applies to neoliberal polities. Neither travels well in time. To overcome these limitations and constructively bridge the two approaches, this paper suggests a conceptual rethinking based on a surprisingly neglected but pivotal case: the 1855 International Commission on the Isthmus of Suez. Based on original archival research, the paper showcases how modern expert-based global governance emerged in practice. It argues that expert-based global governance should be understood as a practice that constructs “internationality” as a categorical claim to impartiality. What made modern global governance possible was a notion of the international as a depoliticised category. This authorised experts as central agents of international order. Consequently, expert authority is not epistemic by default: the 1855 case shows that political favour can endow experts with authority, a nexus which internationality is then able to mask as impartiality. The nineteenth-century rise of the middle class, scientific internationalism, and informal empire made such masking more desirable than the open admission of political aims. The article thus offers a corrective to existing accounts and a new avenue toward historicising a central practice of modern global governance.     5 Chapter 2 Irrigation and Land Drainage in the Venetian Republic during the Sixteenth and Eighteenth Centuries Agricultural Development of the Venetian Terra Firma during the Sixteenth Century: The Lombard Provinces Various recent studies have cast new light on that process of ‘re- feudalisation’ which occurred during the sixteenth and seventeenth century in Italy and elsewhere when, faced with sluggish trade and manufacturing sectors that were losing in profitability, urban capital ‘fell back’ upon investment in agriculture. Though an undoubted reality, this phenomenon is not to be seen in purely negative terms, especially when one looks at the general picture of the European – and, particularly, the Venetian – economy around the middle of the sixteenth century. In fact, this re-direction of urban capital was due less to a slackening-off in Venetian trade than to the steady upward trend in cereal and agricultural prices that had begun around 1520 in concomitance with the undoubted demographic growth of the second and third quarter of the century.1 As Braudel comments ‘it was the increase in prices and agricultural profits that drove Venetian capital onto the mainland’; though he also underlines that ‘land ownership was not a step towards social elevation; it was only a question of investments and revenues’.2 The same general point is made with regard to sixteenth- and seventeenth-century Milan by De Maddelena, when he rejects ‘the widespread accusations that the countryside of the region had a ‘narcotic’ effect upon enterprise and capital, drawing them away from profitable investment within the city and thus initiating the socio-economic decline of the Milanese 62 Venetian Land Drainage and Irrigation 63 state’.

    1 Travel, modernity and rural landscapes in nineteenth century Liguria Pietro Piana1, Charles Watkins2, Ross Balzaretti3 1 School of Geography, University of Nottingham, [email protected] 2 School of Geography, University of Nottingham, [email protected] 3 Department of History, University of Nottingham, [email protected] Abstract New roads and later railways were essential for the modernisation and rapid economic development of North-western Italy in the early nineteenth century. The new routes also encouraged an increasing number of foreign travellers to visit the region. They opened up fresh tracts of countryside and provided novel viewpoints and points of interest; many travellers took the opportunity to record these views with topographical drawings and watercolours. In this paper we make use of some of these views to examine how the modernized transport routes released new places to be celebrated by tourists and became themselves features and objects of especial interest and comment. We examine the works of three artists, one English and two Italian, who depicted landscapes of contrasting rural Ligurian landscapes. Their drawings and prints are contextualised and interpreted with maps, field data, archival documents and contemporary descriptions of roads and railways by travellers and in guidebooks. 2 I Arching around the Mediterranean, in the North-western corner of Italy, Liguria had been historically an important route for travellers going south. In the eighteenth century, Genoa was one of the principal destinations of the Grand Tour and in the nineteenth century, after the end of the Napoleonic wars, the number of visitors increased dramatically.1 Travellers were encouraged by new roads and railways which opened up additional landscapes with novel vantage points.
