These additional data have brought important changes in our understanding that in a number of instances require alteration in time-honored arrangements in classification, as well as the inclusion of some additional families. A fevi^ of these were covered in an edition issued in mimeographed form on November 20, 1948. The present revision includes this material and much in addition, based on the au- thor's review of the work of others and on his own continuing studies in this field. His consideration necessarily has included fossil as well as living birds, since only through an understanding of what is known of extinct forms can we arrive at a logical grouping of the species that naturalists have seen in the living state. The changes from the author's earlier arrangement are discussed in the following paragraphs. Addition of a separate family, Archaeornithidae, for the fossil Archaeornis sieniensi, reflects the evident fact that our two most ancient fossil birds, Archaeopteryx and Archaeornis, are not so closely related as their earlier union in one family proposed.

Three main phases in the evolution of this avifauna are discerned, namely the Paleocene­Eocene, Oligo­Miocene, and Pliocene­ Recent ones. These phases coincide with major changes in climate evolution. A key event was the “ Messinian Crisis” in the late Miocene, which none of the local seabirds survived. The modern marine avifauna of the Mediterranean Sea is of post­Miocene origin. Our current studies lead us to identify two groups substantially equivalent to those proposed originally by Simpson though abandoned later by himself after examining fossil New Zealand penguins: Palaeospheniscinae and Paraptenodytinae, and a third group belonging to a new subfamily Madrynornithinae. However, we have reevaluated both subfamilies, and when necessary we have amended the respective diagnoses. Only nine of the 35 previously named species are recognized, therefore the diversity would not have been so high as it was supposed. Herein we propose the following systematic arrangement: (1) PALAEOSPHENISCINAE Simpson, 1946 (Early Miocene of Argentina and Middle Miocene- Pliocene of Chile and Peru), characterized by humerus with a bipartite fossa tricipitalis, a high crus dorsale fossae, a laterocraneal fossa over the tuberculum ventrale and a sulcus ligamentaris transversus divided in two parts; tarsometatarsus with elongation index higher than two, a flattened metatarsal II, and a foramen vasculare proximale medialis only open in cranial side, including Eretiscus tonni (Simpson, 1981), Palaeospheniscus bergi Moreno and Mercerat, 1891, P.

The new species differs from the only known species of this genus P. camperi (Gray, 1831) from the Eocene of Great Britain and Belgium in its longer mandibular symphysis which closely approaches the fora- men dentofaciale majus, in the retention of the costoperipheral fontanelles in adults, and in the normal pholi- dosis of the posterior part of the carapace. Morphological studies have emphasized characters of use in palae- ontological contexts. Molecular studies, following disillusionment with the pioneering, but non-cladistic, work of Sibley and Ahlquist, have differed markedly from each other and from morphological works in both methods and find- ings. Consequently, at the turn of the millennium, points of robust agreement among schools concerning higher-order neornithine phylogeny have been limited to the two basalmost and several mid-level, primary groups. This paper describes a phylogenetic (cladistic) analysis of 150 taxa of Neornithes, including exemplars from all non-passeriform families, and subordinal representatives of Passeriformes.
