A guide to the Government for BIA members Correct as of 26 June 2020 This is a briefing for BIA members on the Government led by Boris Johnson and key ministerial appointments for our sector after the December 2019 General Election and February 2020 Cabinet reshuffle. Following the Conservative Party’s compelling victory, the Government now holds a majority of 80 seats in the House of Commons. The life sciences sector is high on the Government’s agenda and Boris Johnson has pledged to make the UK “the leading global hub for life sciences after Brexit”. With its strong majority, the Government has the power to enact the policies supportive of the sector in the Conservatives 2019 Manifesto. All in all, this indicates a positive outlook for life sciences during this Government’s tenure. Page | 1 Summary and recommendations Aspects of the social security system undermine the UK Government’s Domestic Abuse Bill. Economic abuse is included in a statutory definition of abuse in the draft Domestic Abuse Bill; but the Bill’s potential is undermined by aspects of the benefits system that give additional scope for abusers to misuse benefits (e.g. the Universal Credit single payment) and by failing to meet survivors’ needs. Social security systems across the UK fail survivors of violence and abuse when they need help most. -

Welfare Reform (Further Provision) (Scotland) Act 2012 Annual Report – 2016 June 2016 Welfare Reform (Further Provision) (Scotland) Act 2012 Annual Report – 2016 Laid before the Scottish Parliament by the Scottish Ministers under section 4(2) of the Welfare Reform (Further Provision) (Scotland) Act 2012 30 June 2016 SG/2016/99 Executive Summary The Welfare Reform (Further Provision) (Scotland) Act 2012 tasks the Scottish Government with producing an Annual Report on the impacts of the UK Welfare Reform Act 2012 (the Act) on the people of Scotland. Changes in UK welfare policy since the Act was passed have been detailed in previous annual reports. This is the third annual report (an initial report was also published in 2013), and the first to be published since the passing of the Scotland Act 2016, which will devolve a range of disability benefits, carer benefits and components of the Regulated Social Fund to Scotland, as well as powers to create new devolved benefits and top-up existing reserved benefits. Impacts of the Welfare Reform Act In June 2016, Universal Credit (UC) was available in all jobcentres in Scotland for single jobseekers without children. The most recent data for May 2016 show that there are around 28,100 households in Scotland claiming UC. Measures announced in the Summer Budget 2015 have reduced the relative generosity of UC for in-work claimants by reducing the Work Allowances. Once fully rolled out, UC is expected to have mixed financial impacts, with „winners‟ and „losers‟ in terms of benefit entitlement. The Scottish Government will have the power to make certain administrative changes to UC. -

bs_bs_banner LEGISLATION Universal Credit, ‘Positive Citizenship’, and the Working Poor: Squaring the Eternal Circle? Philip M. Larkin∗ This article examines the potential effects of the Welfare Reform Act 2012 on the United Kingdom social security system, and on claimants. This legislation illustrates new modes of thought and ideology underlying the British welfare state. The introduction of the ‘Universal Credit’ has the potential to solve the ‘poverty trap’, where claimants are better off in receipt of welfare benefits rather than engaging with employment, and may assist low-paid individuals into ‘positive’ citizenship. However, the practicalities of implementing Universal Credit might undermine legislators’ ambitions. It may be that the Act attempts too much reform to the social security system, trying to impose legislative uniformity on a highly complex set of socio-economic circumstances which may be impervious to such rationalisation. This could result in the scheme requiring further reform, or even abolition. The ideological and historical underpinnings of Universal Credit are also examined to understand more clearly its nature and structure. INTRODUCTION The Welfare Reform Act (WRA) 2012 aims to effect significant changes to the social security system in the United Kingdom, building upon existing welfare reform programmes. Specifically, the introduction of the much vaunted (and somewhat misleadingly-titled) ‘Universal Credit’ (UC), with which this article is largely concerned,1 will reduce the number of benefits in the welfare system, ostensibly simplifying some of its more complicated aspects. Due to the highly technical nature of Universal Credit administration, it has been piloted in a number of regions around the UK, with the original aim of having the scheme fully operational by the end of 2017.2 However, the emerging ∗Lecturer, Brunel Law School London. -

Cabinet committees are groups of ministers that can “take collective decisions that are binding across government”.[1] They are partly designed to reduce the burden on the full cabinet by allowing smaller groups of ministers to take decisions on specific policy areas. These committees have been around in some form since the early 20th century. The government can also create other types of ministerial committees. In June 2015, David Cameron introduced implementation taskforces, designed “to monitor and drive delivery of the government’s most important cross-cutting priorities”[2], although these were discontinued when Boris Johnson became prime minister in July 2019. In March 2020, Boris Johnson announced the creation of four new ‘implementation committees’[3] in response to the coronavirus (Covid-19) pandemic. These four committees focused on healthcare, the general public sector, economic and business, and international response. The four committees were chaired by Health Secretary Matt Hancock, Chancellor of the Duchy of Lancaster Michael Gove, Chancellor of the Exchequer Rishi Sunak and Foreign Secretary Dominic Raab respectively. Each committee chair fed into a daily ‘C-19 meeting’ of the prime minister, key ministers and senior officials, to discuss Covid-19. These ‘implementation committees’ were replaced by two new Covid-19 related cabinet committees in June 2020 – ‘COVID-19 Strategy’ and ‘COVID-19 Operations’. On 13 May 2020, the Cabinet Office also announced the creation of five new ‘roadmap taskforces’[4] – committees intended to help guide certain sectors of the UK economy out of the Covid-19 induced lockdown. -

With 311 MPs, the Conservative Government does not have a parliamentary majority and the new Prime Minister may also have to contend with a number of his own backbenchers who are openly opposed to his premiership and approach to Brexit. It is currently being assumed that he is continuing the confidence and supply deal with the Northern Irish Democratic Unionist Party (DUP). If the DUP will support the Government in key votes, such as on his Brexit deal (if one emerges), the Queen's Speech and Budgets, Boris Johnson will a working majority of 1. However, this may be diminished by Conservative rebels and possible defections.
