Cllr Alan Revell (Chairman) welcomed members of the public and representatives and formally opened the meeting. Public Forum 1. To receive Apologies for Absence. Apologies were accepted from – Cllr Burslem (away), Cllr Martin Lumb, Jenni Aird, Auriol and Michael Marson 2. Approval of the draft minutes of the Annual Parish Meeting held on 18th April 2018. The Chairman made a note that last year’s minutes had been available recently on the website and village noticeboards to read before approval. The minutes were taken as read and proposed by Cllr Galloway for approval by seconded by Cllr Buttle. A vote was taken where they were agreed, and they were duly signed by the Chairman as a true record of the meeting. 3. Matters Arising from the Annual Parish Meeting held on 18th April 2018. There were none. The Chairman thanked Cllr Roberts for organising tonight’s presentation. Cllr Roberts announced that a film called Town Settlement would be shown. Cllr Roberts who had source the film gave a brief introduction and explanation of the film before it was shown. Cllr Roberts also announced that there is a competition – if anyone can recognise 10 things in the film to let them know after the meeting. INTERVAL (15 Minutes) – Very enjoyable light refreshments were served – thank you to all those who assisted in organising these.

Wards Affected: All Cabinet Member: Councillor David Ritchie Cabinet Member for Planning and Coastal Management Supporting Officer: Desi Reed Planning Policy and Delivery Manager 01502 523055 [email protected] 1 INTRODUCTION 1.1 This report provides an update on Local Plan coverage for the District and progress on Neighbourhood Plans and key elements of the forward work programme. 2 LOCAL PLAN PROGRESS 2.1 Local Plans provide part of the statutory land use planning framework for the District against which planning decisions are made. They are prepared in accordance with the National Planning Policy Framework and associated guidance. Local Plan for the former Waveney area 2.2 The Local Plan for the former Waveney area was prepared over the period 2016 – 2019 and included three rounds of consultation. It was submitted for Examination, to the secretary of State, in June 2018. The Inspector’s Report was received in February 2019. The Inspector found the Plan sound, subject to a number of modifications and the Plan was subsequently adopted on 20 March 2019. 2.3 This Plan superseded the Core Strategy 2009, the Development Management Policies 2011, the Site Allocations 2011 and the Lake Lothing and Outer Harbour Area Action Plan 2012. 2.4 The Local Plan for the former Waveney area plans for the period 2014 to 2036.

This would be tolerable if the Sizewell C project was for the “greater good” but we have concluded that it is not necessary to meet the UK’s commitment to net zero, and would be a slow, risky and expensive waste of taxpayers’ money that removes opportunities to make use of alternative, green, deliverable and cost-effective energy solutions.

I am pleased to tell you that the Better Broadband for Suffolk program has Sreached a new milestone, 93% of homes and businesses across Suffolk can now upgrade to a Superfast Broadband service. This is fantastic news and means an overwhelming majority of residents, businesses and organisations can now enjoy the benefits of faster and more reliable internet speeds. But as a resident and a councillor of a rural ward where some premises still do not enjoy these benefits, I know we have further to go. We already have a contract in place for Openreach to extend fibre broadband coverage to 98% of all Suffolk premises by 2020. But even beyond this, we are committed to reaching 100% Superfast Broadband coverage in Suffolk as quickly as possible. So, if you haven’t already done so, check if Superfast Broadband is available where you live by following the simple steps below, but don’t forget, even if broadband is available, you will need to upgrade your connection to enjoy the benefits of the higher speeds.     The Mattin Family of Campsea Ashe Research by Sheila Holmes July 2014 © Sheila Holmes Mattin Family The Mattin families lived in Campsea Ashe from at least 1803 until the early part of the 20th century. Thomas Mattin and his wife Elizabeth nee Curtis, lived in the neighbouring village of Hacheston. Their son Thomas, married a girl from Campsea Ashe, where they settled for the rest of their married lives. They brought up their children and some of whom continued to live in the village. The Mattin family, were connected to several other Campsea Ashe families through marriage, such as the Youngmans , Mays, Lings, Curtis’s, Townrows and Knights. It is possible that one branch of the family lived in Little Glemham but so far no definite connection has been found, In 1881, there were there were 6 Mattin families living in the village at same time. Connection with the Youngman family. John Youngman, born 15th December 1791 and died on 15th March 1874, Campsea Ashe, married Elizabeth Ling on 25th May 1813. Their daughter, Charlotte, born 1817, married Charles Mattin,. Charles and Charlotte had a son, Charles, born 1839. Young Charles Mattin lived with his grand parents, John and Elizabeth Youngman from the age of 2 in Campsea Ashe. Charged with Actual Bodily Harm. An entry in the records of the Quarter Sessions at Ipswich on 1st July 1870 states, Charles Mattin and James Mattin, the younger, were charged with causing actual bodily harm, were sentenced to 12 calendar months imprisonment with hard labour. It is not known who these two men were or indeed whether they were members of our Mattin family.
