NDCC Sitrep No 3 on the Effects of TS Ondoy As of 26 Sept 2009 NCR ••• A total of 33 barangays have been flooded in Manila City (1), Marikina City (2), Malabon City (6), Muntinlupa City (2), Quezon City (5), Makati City (1), Pasay City (1), Pasig City (5), Valenzuela City (1) and San Juan City (9) with flood water ranging from 2 ft. to waist-deep are not passable to light vehicles. Road clearing, search and rescue and evacuation operations are on-going ••• Thirty Seven (37) road sections in Metro Manila are not passable to light vehicles due to flooding Region IV-B ••• Trips from Romblon Port to Sibuyan Island, Romblon Province were cancelled ••• OCD IV-B is closely monitoring the status of roll-on-roll out operations Region V • A landslide occurred in Brgy. Bongalon, Sangay, Camarines Sur on or about 5:00 PM, September 24, 2009 due to heavy rains. No damages and casualties reported • Power interruption has been experienced in some parts of Labo, Camarines Norte due to fallen tree. Power restoration is being done by Camarines Norte Electric Cooperative (CANORECO) D. Strandees in Regions IV-A and V ••• As of todate, a total of 1,806 passengers, 120 trucks, 27 small cars, 2 passenger buses, 15 vessels, and 6 motor bancas were stranded in the Ports of Batangas, Calapan, Puerto Real, Tamban, Virac, Tabaco, and Pasacao ••• PCG Unit Commanders in various ports are closely monitoring and providing assistance to ensure security and safety of strandees III. ACTIONS TAKEN NATIONAL Actions • The Secretary of National Defense and Chairman, NDCC in a Press Briefing this afternoon, declared a State of National Calamity in the following areas in view of the extensive effects of Tropical Storm “Ondoy”: - The whole of National Capital Region (NCR) - Region I: Mt. Province, Ifugao and Ilocos Sur - Region II: Isabela, Quirino and Nueva Vizcaya - Region III: Aurora, Nueva Ecija, Zambales, Pampanga, Bulacan, Tarlac and Bataan - Region IV-A: Mindoro (Occidental and Oriental) and Marinduque - Region V: Catanduanes, Camarines Norte and Camarines Sur • NDCC Advisory was disseminated to regions concerned through SMS and facsimile for further dissemination to their respective local disaster coordinating councils from the provincial down to the municipal levels 2 • NDCC-OPCEN has been continuously coordinating with AFP Command Center and emergency responders of respective areas for the conduct of immediate search and rescue operations in various flooded/critical areas in Metro Manila: Manila City, Marikina City, Malabon City, Muntinlupa City, Quezon City, Makati City, Pasay City, Pasig City, Valenzuela City and San Juan City; Central Luzon (Bulacan); and Region IV-A (Rizal Province particularly San Mateo, Cainta, Tanay, Angono, Taytay, Baras, Montalban and Antipolo City) • Requested Olongapo Rescue and SBMA Emergency Responders to assist AFP in the conduct of search and rescue operations in Metro Manila Summary of Assets Deployed Assets deployed to the flooded areas in Metro Manila by AFPDRTF (HSC, SEG and MP, GHQ, PN, PMC, PAF, 525Ebde, PA and NCRRCDG); PNP; PCG; VCRC, 5IDRC, ICMOTF, 75 th CG- NCRC; AFPRESCOM; PMC (Details on Tab A) NCR MMDA and NCRCOM emergency responders, Civil Defense Action Group, ARESCOM DOH Activated all DOH CHD’s operations center 24 hours/7days with continuous coordination with theLGUs concerned and prepositioned drugs and medicines in all areas affected REGIONAL Actions • OCD Regional Centers concerned have been continuously disseminating weather advisories/bulletins to the Local Disaster Coordinating Councils and monitoring of possible effects in their respective areas of responsibilities NCR • OCD-NCR alerted QCDOPs to monitor areas likely to be affected by the spilling of La Mesa Dam and coordinated with NCRCOM and CDAG for immediate deployment to Brgy. Bagong Silangan and Brgy. Fairview and Sitio Ruby East Fairview and the collapsed building in 18th Avenue Region I • RDCC OPCEn has been activated since yesterday with the Naval Force Northern Luzon (NFNL) and PNP Officers and other RDCC members rendering duty at OpCen • DSWD RI instructed the SWAD teams to coordinate with PDCCs to monitor situation in respective areas of responsibilities Region III • PDCC Bulacan is continuously monitoring the situation and population affected in 25 barangays of Marilao, Meycuayan, San Miguel and Bocaue with flood waters ranging from 1 ½ ft to waste deep ft 3 Region IV-A • The Philippine Coast Guard and Philippine Ports Authority in Batangas have suspended the inter-island travel. Vessel of 1,000 gross tonnage (GT) and below are not allowed to venture into the sea • All local DCCs of CALABARZON are placed on alert status • Quick Alert Response Teams of DPWH, Southern Luzon Command (SOLCOM), DOH, DSWD, PCG and PNP are on alert status ready for deployment as the need arises • BFP-IV-A and AFP Units operating in Rizal Province have been ordered to proceed to the affected areas in the province • Lucena CDCC, Chairman and City Mayor Ramon Talaga, Jr. called an emergency meeting to check the preparedness level of the city and visited as well the flood-prone areas in the city • Batangas CDCC called an emergency meeting to alert all its service committees Region IV-B • PDCC Oriental Mindoro dispatched its Provincial Disaster Response to monitor the situation particularly the water courses affected by the monsoon rains. Meanwhile, the city’s urbanization catapulted to 84.5% by 2013 from just below 4% in 1946. Under the regional development plan of the Aquino Administration designating Region IV-A, Cavite, Laguna, Batangas, Rizal, and Quezon (CALABARZON) as the industrial hub of the country, and driven by the increased access with the construction of the expressway in the 1980s, Santa Rosa City’s manufacturing industry rose from 746 in 1980 to 5,201 in 2013, a near 700% increase. Today, Santa Rosa City is at the heart of BANTAYAN, ET AL.: MAPPING THE ECO-SOCIAL UNITAS 326 the urbanization and industrialization, topping Metro Manila’s economic growth. The highest population density is concentrated at the shore areas of Laguna Lake, the largest freshwater lake in the Philippines.     MEDIA RELEASE Maynilad replaces Navotas Fish Port Complex pipes Maynilad Water Services, Inc. (Maynilad) is spending more than P37 million to replace almost 6 kilometers of pipes in the Navotas Fish Port Complex (NFPC), one of the largest fish ports and fish market complexes in Asia. The investment is expected to increase water availability for the NFPC from only 4 to 5 hours daily to 24 hours a day once it is completed by the first quarter of 2015. The project is also set to improve water pressure in the complex from 5 pounds per square inch (psi) to 30 psi. It takes about 7 psi for water to reach the second floor of a building. Water services for more than 200 households along Lapu-lapu Avenue and R10 in Navotas City are also set to benefit from the project. “It is important to have adequate water in the NFPC especially because it provides a food staple to major markets in Metro Manila,” said Maynilad President and CEO Ricky P. Vargas. To lessen inconvenience for motorists, Maynilad is closely coordinating with the Department of Public Works and Highways (DPWH), the Metropolitan Manila Development Authority (MMDA), and the local government of Navotas for the traffic management schemes. All worksites will be fully enclosed by board-up barricades, with appropriate lighting and traffic/warning signs, to help ensure public safety. Maynilad is an agent and contractor of the Metropolitan Waterworks and Sewerage System (MWSS) for the West Zone of the Greater Manila Area, which is composed of the cities of Manila (certain areas), Quezon City (certain areas), Makati (certain areas), Caloocan, Pasay, Parañaque, Las Piñas, Muntinlupa, Valenzuela, Navotas and Malabon—all in Metro Manila; the cities of Cavite, Bacoor and Imus, and the towns of Kawit, Noveleta and Rosario—all in Cavite Province.
