The exhibition showcases the diversity of the WeCare Arts Fund projects, a scheme by the National Arts Council (NAC) and Community Development Councils (CDCs) in Singapore that supports collaborations between artists and Social Service Agencies (SSAs). Through the Fund, artists and SSAs organise arts-based projects to engage beneficiaries within the social service sector, while promoting lifelong learning and a more inclusive environment for underserved communities. 2 Since 2014, the WeCare Arts Fund has benefitted over 12,000 beneficiaries and continues to provide them with opportunities to make friends and enhance their sense of wellness. Building on the successful partnership between NAC and the five CDCs, the WeCare Arts Fund has been given a new injection of $1 million over the next two years. 3 “As an inclusive society, I want to see the arts being enjoyed by all segments of the society.     Excerpt of Speech by Deputy Prime Minister, Teo Chee Hean, at Committee of Supply 2018 Strengthening our Institutions and Helping Our People Succeed The PMO-Strategy Group is working closely with our agencies and other central agencies such as the Ministry of Finance and the Public Service Division to adopt a systems approach to planning and coordination. This includes areas such as scenario planning, budget, manpower, population, land, security, climate change and new opportunities in the Digital and Future Economy. We have formed the Smart Nation and Digital Government Group last May to accelerate our Smart Nation efforts. Dr Fatimah Lateef and Mr Lee Yi Shyan cited demographic challenges, which stem from our low total fertility rate. Agencies have worked together to strengthen our support for marriage and parenthood in the key areas of housing, pre-school, and support in the workplace and the community. Minister Josephine Teo will give an update of our population priorities and strategies to ensure that we are well-prepared for the future later on during this Committee of Supply for PMO. Climate change is also a whole-of-nation issue where all countries need to take action now to safeguard our collective future. Together with other countries, Singapore will do our part to reduce our emissions. To do so in a cost-effective manner, the carbon tax is a decisive move. Its merits were discussed extensively during the Budget debate. The transition period and support will also help our companies and consumers make the adjustments. Minister Masagos Zulkifli will provide more details in his speech on our implementation plans in the Committee of Supply for the Ministry of the Environment and Water Resources.

I am very happy that our Five Community Development Councils, or CDCs in short, and People’s Association are partnering The Law Society, the volunteer lawyers and law students to raise the awareness of law and provide pro-bono legal services for our residents. 1 Please check against delivery. Very often, law can be daunting for us, especially faced with legal jargon, long contractual agreements and fine print which are not easy to understand. Our legal community is making efforts to simplify legal writing. At the same time, it is important that the community do our part to continue to bring law closer to the ground, raise the understanding of legal issues, and simplify it for the man in the street. This year’s Law Awareness Week @CDC has two key objectives. 4. First, knowing our legal rights and responsibilities. Law Awareness is more than community education. It is about empowering residents to recognise that they have legal rights and responsibilities, and knowing how and where to find information on legal issues.

The recognition of Honorary Fellowship is awarded by the Society to prominent members of the construction industry who have distinguished themselves as industry leaders in Project Management. This is only the 7th time the Society has presented this award in our 24 SPM Honorary Fellowship conferred to Dr Teo Ho Pin Thomson East Coast Line T307 years. (Marine Parade) – Page 4 Dr Teo has had a long and illustrious experience in the Building industry. He was awarded the Tan Lark Sye scholarship in 1982 to pursue the Bachelor of Science (Building) from the National University of Singapore, after which he received the university's Overseas Graduate Scholarship to pursue his Master of Science in Project Management, and PhD in Building at Heriot Watt University (UK). In 1991, Dr Teo was seconded to be the Chief Executive Officer of Jurong Town Council where he was responsible for the management of over 40,000 units of public housing flats. He was Chairman of the MCST Committee Strata Title 533 from 1994 to 1996, and President of the Singapore Design for Safety (DfS) – Page 8 Institute of Building from 1996 to 2002. In 1997, Dr Teo was elected as Member of Parliament for Sembawang GRC and subsequently chaired various Government Parliamentary Committees for National Development, Environment and Water Resources, Home Affairs, Law and Foreign Affairs.
