Dr. Lee Bee Wah Mr Liang Eng Hwa Mr Ronnie Tay, CEO, National Environment Agency, Mr Edward D’Silva, Chairman, Public Hygiene Council, North West CDC Green Standing Committee Co-Chairpersons, Mr Allen Ang Mr Dennis Chee North West CDC District Councillors, Grassroots Leaders, Ladies and Gentlemen, Boys and Girls, A very Good Morning to All of You Introduction Thank you for joining me today to play a part in making our environment a cleaner and greener home for everyone. 2 At the launch of Clean and Green Singapore (CGS) earlier this morning, Prime Minister Mr Lee Hsien Loong shared that it would take the collective effort from everyone in the community to make the vision of a sustainable city a reality. To reflect this focus, the theme for this year’s CGS is “Caring for Our Environment Together”. Key Initiatives in the North West District 3 Since the launch of Green Living @ North West in 2009, we have rolled out more than 80 sustainable programmes to reach out to more than 750,000 residents. The North West Community Page 1 of 6 Development Council (CDC) hopes to build a green culture in the community by encouraging residents, partners and schools to come on board our green programmes. Our Green Living @ North West programme reaches out to all ages - pre-schooler, students, working adults and families. 4 Our 600 dedicated volunteers for the Recycle @ North West community recycling initiative have helped to collect and prepare a total of 108,000kg of recyclables since 2012. The initiative has been driving active recycling among residents, and creating bonding through a common platform at the 19 recycling points. 5 School partners have also been actively reaching out to families through Reduce @ North West, an initiative which empowers students to spread energy conservation tips to residents. Through the effort of 15,000 students, 9,200 households have pledged to reduce their energy consumption, resulting in 212,200 kWh energy saved since 2011, enough to power up 718 units of 3-room flats for a month. 6 Besides these flagship programmes, the North West CDC has also launched the Mozzie Watch Keeper @ North West initiative in May this year to rally the community, especially the students to learn, prevent, spot and report cases of potential Aedes mosquito breeding grounds swiftly through a mobile app. Bright Spots @ North West, another initiative launched in September this year, aims to inculcate anti-littering values among students and in addressing the gap in ownership of cleanliness in private spaces versus shared public spaces. The initiative extends schools’ litter picking activities into public areas by adopting nearby precincts. 7 In our continual effort to promote Green Living, North West CDC has launched the ECO CC @ North West last Monday to support community centres and clubs (CCs) in promoting a culture of green living. CCs are important touch points in the community, and play a pivotal role in supporting environmental sustainability. Page 2 of 6 8 North West CDC will link the CCs in the North West District by connecting them with agencies and partners in the adoption of green practices and in achieving BCA Green Mark Gold certification using two approaches, “hardware” and “software”. 9 All these initiatives highlight a collective effort in caring for the environment, and we hope to encourage even more partners and residents to come forward to join us in building a clean and green North West District together. CGS Best Community Achievement Award 10 On this note, I am pleased to share that the North West District has been awarded the Best Community Achievement Award under the Clean & Green Singapore Award this year. This is a national award given to the district that displays the strongest community efforts, commitment and ownership for the environment and this is the third time we have won this award. 11 I would like to take this opportunity to extend our deepest appreciation and gratitude to our grassroots leaders, schools, student volunteers, corporate partners, Town Councils, NEA and other public agencies for their dedicated efforts towards championing green living in the community. Let us give ourselves a round of applause for the good work done. Announcement: Inaugural North West Sustainability Report 12 In support of this vision as well as the launch of the Sustainable Singapore Movement and Sustainable Singapore Blueprint brand in July this year, I am pleased to announce that the North West CDC will publish the North West Sustainability Report every year, starting from 2017. The report will outline the progress of key outreach initiatives undertaken by North West CDC since the inception of its 10-year Eco Plan in 2009, and pave the way for more 3P collaborations. Page 3 of 6 13 With this Sustainability Report, North West CDC hopes to monitor and measure the impact of our green initiatives undertaken by North West CDC on the environment and community; and rally 3P sectors to address pressing local and global challenges. Conclusion 14 With this in mind, I would like to end off with a quote from PM, “Let’s all work together over the next 50 years to build a clean, green and sustainable Singapore for the future generations.   • Bukit Timah Nature Reserve Reopens!
    Bukit Timah Nature Reserve Reopens! On 22 October 2016, the National Parks Board (NParks) reopened Bukit Timah Nature Reserve following the completion of two years of restoration works and sensitive enhancements to the site. The Reserve was closed from September 2014 to October 2016 to allow NParks to repair and enhance the slopes and trails for public safety, upgrade the Visitor Centre, restore the forest habitat, and conduct a two-year biodiversity survey for the area. Minister for National Development and Second Minister for Finance Mr Lawrence Wong, together with the Advisers of Holland-Bukit Timah GRC, planted two Endocomia canarioides trees at the site to mark the reopening of the Reserve. (Photo credit: NParks) Restoration Works for the Reserve Prior to its closure, Bukit Timah Nature Reserve received more than 400,000 visitors each year. Over the years, heavy usage of the Reserve resulted in soil compaction, erosion, and gully formation, causing poor forest regeneration and an unpleasant hiking experience for visitors. Sections of three slopes along the Main Road trail, which had weakened in recent years, were repaired to ensure slope stability and public safety.

    Speech by Deputy Prime Minister, Teo Chee Hean, at Commitee of Supply Debate, 2 March 2017 A Well-Coordinated, Technology-Enabled, and Future-Ready Public Service Thank you Madam Chairperson. First, let me thank Members for their views and their strong support for the work of our public officers. Over the past week, Members debated how to position Singapore for the future, and move ahead as one people. As challenges become more cross-cutting, the Government needs to be even more closely coordinated in policy formulation and policy execution, and to harness and manage our national resources more effectively. This will help ensure that the Public Sector is ready to help implement the recommendations of the Committee on the Future Economy and take Singapore forward. I want to assure Members that our public officers do work tirelessly to serve Singapore and Singaporeans. There are many examples of exemplary public officers who go the extra mile to help those with particular needs or are in distress. From HDB, LTA, WSG, the SSOs – the whole group that Mr Seah referred to. Indeed, we recognise such officers each year to encourage everyone in the Public Service to follow their example. However, no system is perfect and we are constantly striving to do better. Each one of us who serve the public – public officers, Members of this House, and members of the public too – have a role to play. Each year, we also recognise members of the public who have contributed to making our public services more responsive and empathetic. Madam Chairperson, while our public officers at all levels work quietly and tirelessly and do not seek praise, a little encouragement does help.

    19 September 2019 JOINT MEDIA RELEASE Rewind, Refresh, Regain – Launch of the WeCare Arts Exhibition 2019 and Renewed Partnership with $1 Million Injection for the WeCare Arts Fund ~About 12,000 beneficiaries benefitted from the Fund~ Ms Grace Fu, Minister for Culture, Community and Youth, was the Guest of Honour at the launch of the WeCare Arts Exhibition on 19 September 2019 at Wisma Geylang Serai Event Space. The exhibition showcases the diversity of the WeCare Arts Fund projects, a scheme by the National Arts Council (NAC) and Community Development Councils (CDCs) in Singapore that supports collaborations between artists and Social Service Agencies (SSAs). Through the Fund, artists and SSAs organise arts-based projects to engage beneficiaries within the social service sector, while promoting lifelong learning and a more inclusive environment for underserved communities. 2 Since 2014, the WeCare Arts Fund has benefitted over 12,000 beneficiaries and continues to provide them with opportunities to make friends and enhance their sense of wellness. Building on the successful partnership between NAC and the five CDCs, the WeCare Arts Fund has been given a new injection of $1 million over the next two years. 3 “As an inclusive society, I want to see the arts being enjoyed by all segments of the society. And many artists and arts practitioners are keen to work with social service agencies to bring opportunities for art-making to persons with special needs. Indeed, the arts have the power to bring people of diverse backgrounds together.     Excerpt of Speech by Deputy Prime Minister, Teo Chee Hean, at Committee of Supply 2018 Strengthening our Institutions and Helping Our People Succeed The PMO-Strategy Group is working closely with our agencies and other central agencies such as the Ministry of Finance and the Public Service Division to adopt a systems approach to planning and coordination. This includes areas such as scenario planning, budget, manpower, population, land, security, climate change and new opportunities in the Digital and Future Economy. We have formed the Smart Nation and Digital Government Group last May to accelerate our Smart Nation efforts. Dr Fatimah Lateef and Mr Lee Yi Shyan cited demographic challenges, which stem from our low total fertility rate. Agencies have worked together to strengthen our support for marriage and parenthood in the key areas of housing, pre-school, and support in the workplace and the community. Minister Josephine Teo will give an update of our population priorities and strategies to ensure that we are well-prepared for the future later on during this Committee of Supply for PMO. Climate change is also a whole-of-nation issue where all countries need to take action now to safeguard our collective future. Together with other countries, Singapore will do our part to reduce our emissions. To do so in a cost-effective manner, the carbon tax is a decisive move. Its merits were discussed extensively during the Budget debate. The transition period and support will also help our companies and consumers make the adjustments. Minister Masagos Zulkifli will provide more details in his speech on our implementation plans in the Committee of Supply for the Ministry of the Environment and Water Resources.
