INTRODUCTION The South Indian Bank Limited (www.southindianbank.com) is one of the leading scheduled commercial banks having more than 640 branches and 3 extension counters spread across 25 States / Union Territories in India. The Head (Registered) Office of the Bank is situated at Thrissur, Kerala State. There are Sixteen Regional Offices (ROs), geographically spread across the country, coming under the administrative control of the Head Office. SIB offers various customer services such as Anywhere-Any Time Banking supported with online ATM's, Internet Banking, International ATM-Cum-Debit Cards, Mobile Banking, on line payment, on line trading etc. The Bank has already adopted significant technological advancements and using them to leverage business operations such as NDS-PDO, RTGS, NEFT, Domestic ATM sharing, SWIFT, Treasury, Forex, etc. The Bank has well established security system to provide a safe and secure banking environment to all the customers. Scope of work The vendor will supply, install, and configure and maintain CCTV equipments viz. Cameras, DVR & Monitor etc. at designated locations and set up Central Monitoring station at Data Center building Kakkanad, Kerala. However, the Bank will place order for CCTV equipments as per Bank’s requirement/plan. The project plans to cover all the branches and ATMs in phased manner. In the initial phase the installation of standalone DVR with the Cameras at branches and ATMs will be implemented. In second phase the installation of CMS will be carried out for the selected locations and in the final phase all the locations will be added to the CMS. (However, CMS will be implemented only after the company gives the Proof of concept by physical demonstration at selected sites for 10-12 weeks. The vendors will have to demonstrate the CMS capabilities and give out all the requirements of Hardware as well as the Software at the time of presentation along with the cost factor. The following factors are to be born in mind while working on CMS: 1. Only 30 kbps bandwidth is available for transmitting the data from branches/ATMs to central monitoring station. 2. Snap shots from only two cameras per branch i.e. One in the ATM and another in the branch hall (IR dome),on event basis will have to be made available at CMS with no storage facility initially (but may be required at later stage). 3. The branch camera to be so adjusted that it sends snap shot only after 2000 hrs. 4. The information such as branch name, Phone number, Police station and its number should appear with snap shot. 5. System should be upgradable to send data stream once the bandwidth is increased or connected via internet. 6. The technical support and manpower (minimum electronic diploma holder) will be provided by the company implementing the CMS solution and shall be responsible for 2 meeting the objective of CMS i.e remote monitoring, informing the branches on need basis regarding events after carrying out analysis and providing MIS. The branches will be provided with eight channels DVR whereas Offsite ATMs will be provided with four channels DVR. The DVRs will be kept inside the cover fitted to wall with internal screws at place from where it is not visible. The block diagram of each branch with camera locations will be submitted to the branch and only after approval the installation will be carried out. Existing CCTV and DVR will be shifted to Rural area branches designated by bank. The vendors allotted work in Kerala (including Coimbatore) will have to remove the earlier installed CCTV equipment from the other parts of the country and install the same in the designated branches in kerala. The vendor must undertake to provide Post Warranty Maintenance Support for offered CCTV equipments and arrange for spare parts for a minimum period of 4 years after expiry of warranty period. The vendor shall provide service/support Acceptance Testing Process (ATP) for installed CCTV equipments to confirm their quality/features as specified in the order released by the Bank. Technical Requirement The Bank is in requirement of following CCTV equipments at Branch /ATM locations to meet its project requirement. Detailed technical specifications have been provided in Annexure I. Camera DVR Monitor Wiring DVR Cover Vendor is requested to submit all the relevant Technical documentation along with the Response. Tender will be opened on the same day for technical evaluation. Short listed vendors will be called for Commercial negotiation subsequently. (Date/Time/Place) . The South Indian Bank Ltd., Department of Information and Communication Technology SIB Building, Rajagiri Valley P.O, Infopark Road, Kakkanad 3 Ernakulam KERALA – 682 039 Payment Terms No advance payment will be given along with the purchase order. 100% payment on supply, installation and commissioning of the CCTV systems in accordance with the specified order adhering to all specifications/features and conditions stipulated and upon satisfactory acceptance by the bank. Training/ Documentation Required A detailed technical and operational training (professional Certification Level) including theory and practical shall be given free of cost to the officers in each branch after installation of CCTV. Vendor has to provide all the required documentation (hard copies & soft copies) related to the CCTV to each branch. Documentation should include User Manuals, System management manuals, technical manual, training manuals etc. Vendor Responsibility • SIB wants to implement the solution as early as possible and a clearly drafted project plan in terms of calendar days to specify the deliverables schedules, customizations plans, implementation process, test plans, training schedules, post implementation schedules, etc should be provided by the vendor. Vendors shall strictly comply with the key dates and time stipulated in this document. • Live demonstration of the actual equipment to be installed and working of CMS will be given at Data Center Building Kakkanad. • If Vendor is aware of or believes that the devices/hardware/software either provided by them or by a third party contains error, it is the responsibility of the Vendor to notify SIB about such error and ensure that the corrective action is taken. • Solution provided is futuristic enough and be able to accommodate future scalability and requirements with ease. • Vendor should compulsorily respond to any clarification (technical, functional, commercial) letter sent by the bank. • Vendor should provide the list of banks/financial institutions/corporate in India to which they have installed the proposed product/solutions should also be mentioned herewith. • Vendor will ensure availability of spare parts for the supplied CCTV equipments for a minimum period of six years from the time of their acceptance. Thereafter, vendor will give at least twelve months notice prior to discontinuation of support services, so that the Bank may order its requirements of the spares, if desired. If any of the peripherals, components are not available or difficult to procure or the procurement is likely to be delayed for replacement, the replacement must be carried out with peripheral/component of equivalent capacity or higher capacity at no additional charges to the Bank. However, lower capacity of such replacement shall be permitted by the Bank on case-to-case basis subject to practical limitations of CCTV equipments for which such replacement is required. 4 • If, during the warranty period as well as AMC period, any equipment fails to function properly four or more times during a quarter due to any reason except force majeure event, the vendor shall arrange replacement of the same by new equipment of same or higher configuration, at no cost to the Bank. Warranty/ Support 1. The vendor must specify warranty period for the CCTV equipments and all the related components from the date of fully implemented/acceptance by the Bank. 2. The vendor must ensure that the support for the CCTV equipments and all the related components proposed will be available at least for six years from the date of implementation. 3. Vendor has to offer the bank support for the CCTV equipments and all the related components by Annual Maintenance Contract (AMC) after the expiry of the warranty period. The scope, deliverables, time schedules and the support provided during the AMC period have to be specified clearly. 4. Under warranty and AMC every faulty items should be replaced equivalent or higher model within Next Business Day. Commercials 1. The price quoted for the CCTV equipments and all the related components by the vendor must be with specified warranty period. 2. The prices should be exclusive of all local/central taxes, octroi and entry taxes. The price should be inclusive of other charges, as applicable, like excise, custom duties, packing/ forwarding/ freight/ transit insurance, etc., A clear price break-up should be indicated for all the components supplied/installed.
