The YellowstoneTrail was the secondtrans-continental highway in Americaand the first to go throughthe northerntier of states. lt went througheighteen counties in Wisconsin.In this areathe roadwould eventually become known as Highway18 andstill laterbecome designated as Highway10. Why the YellowstoneTrail? The route was selectedbecause it went throughthe Yellowstone NationalPark. Establishedby Congressand signedinto law by PresidentUlysses S. Grant on March1, 1872,Yellowstone was our country'sfirst nationalpark. lt encompassedparts of ,ldaho and .

b- ',,,"'.i'-'- Bythe 191G, Waupacamotorists were readyto developa sectionof the YellowstoneTrail. of the WaupacaHistorical Society. -Photocourtesy ln 1912a groupof businessmengathered in lspwich, to exploreways to improve the economicstatus of the communitiesin the area.They hit uponthe ideaof combiningthe public's growinginterest in the YellowstoneNational Park and its growinglove affair with automobilesby creatinga trail that wouldaid travelers in reachingthe parkand bring tourists into townsalong the way. Fromthis meetlngemerged the YellowstoneTrail Association. Their ideawas to combinenumerous county roads into one long highwaythat would span the United Statesfrom Plymouth Rock, Massachusettsto PugetSound, Washington. The trail would follow closelyalong the established railroads- not only in considerationof farmersalong the way but to increasethe chancesfor help shouldthe drive/s carbreak down. lts advantagewould be that travelerswould not needto carryextra fuel, water or food as there were towns and villagesthat were seldommore than 25 milesapart and duringthe summervacationing season the weatherwould be coolerfor travelersthan the existing LincolnHighway. TheAssociation did not buildor improvethe roads- theircontribution was in advertisingand promotion.Realizing the economicadvantages progressive businessmen strove fiercely to convincethe Associationto routethe trail throughtheir county. Citiesalong the route were requiredto contribute S25.00to the Associationtowards its advertisingefforts, put the road in good travelingcondition and arrangethe appropriatesignage half-way between it and the city/villageto either side. With no highwaynumbering system, the Associationchose to havethe trail markedwith metalsigns bearing a yellowcircle and blackarrow pointing the directionto be takenby the motorist. Betweenthe signsthe tails cameto be additionallymarked with hoodoos- yellowbands painted on telephonepoles, rocks, trees,fence posts, etc. Citiesthat did not continueto contributeto the Associationand seekways to helpdraw people through their communitieswere removed and the trail re-routed. In mid-Mayof 1915one of the travelingrepresentatives for the YellowstoneTrail Association cameto Waupacato secureinterest from advocatesof goodroads in Wisconsin.The route to the West coast had been completedand the Associationplanned to proceedfrom Minneapolisthrough Marshfield,Stevens Point, Amherst, Waupaca, Weyauwega, Fremont, Oshkosh, and Milwaukeethen downto .The first TrailDay, when everyone along the routewas asked to work to improvethe roads,was set for June7 anda relayplanned for June15. ErleWhipple of Waupacawas chosen to serve asthe countyrepresentative, or "TrailBoss", and as such attended the May25 meetingat Marshfield. The economicvalue to communitiesalong the route was well recogni2edand at the meetingGrand Rapids,Wausau and Shawanoattempted to havethe route changedto their regionsarguing that the roadsfrom StevensPoint through Weyauwega had been shunnedby driversfor sometime as being someof the worseroads in centralWisconsin. Somefinancial help could be expectedfrom the stateand there werehopes for future aidfrom the federalgovernment in improrringthe roads.Waupaca's E.E. Browne served in Congressfrom 1913 to 1931 and was very consciousof the need for good roadsfor both citiesand rural areas. As a Representativein WisconsinBrowne was chairman of the highwaycommittee for sixyears and drafted the first goodroads law for Wisconsin.He also drew up a resolutionamending the StateConstitution to allowstate aid to ruraldistricts for buildingand maintainingroads. Later,in hisfirst term in Congresg Brownebecame a memberof the newlyorganized highway committee. Wisconsin had one of the first StateAid Lawfor Highwaysand it servedas the prototypefor the federalcommittee's draft of the first lawto providefederal aid for highways. ln the meantimeeach community formed its own localassociation. In Waupacathere was a membershipfee of one dollar to belongto the association.lt was hopedthat in time Waupaca, Weyauwegaand Fremontwould join to createa county associationto better coordinatework on WaupacaCounty's section of the YellowstoneTrail and bring large numbersof touristsinto the communities. The YellowstoneTrail appears to haveentered Waupaca from the west pastChady's Corners (StateHighway 54 andCounty Highway QQ) to HillcrestStreet (known at that time as NorthFulton) and then mergedinto GraniteStreet. (Some believe that shortlyafter the initialroute was established it was divertedfrom GraniteStreet to West FultonStreet.) lt turned onto Main and proceededto Badger whereit turned south and mergedinto SchoolStreet until turningsouth onto ChurchillStreet. From Churchillthe Trail followedAppletree Lane through the originalBarnes Apple Orchard and past the BunkerHill School which was located on the southside of what is now Highway10. A trail day wasset up in Waupacafor Friday,July 16 but it was postponedto allowa surveyof the road between Waupacaand Weyauwegaand formalizeplans. The WaupacaCounty Road Committeemeeting was attended by P. H. Petersonand Sam Erickson of Farmington,John Huffcut, Ed. Redmanand Fred Gabrielson of Waupacatown, Dr. E. H. Jones and H. J. Becker of Weyauwegaand D. C. Haywardof Royalton,County Highway Commissioner J. C. Knudson,J. F. Jardine,Erle Whipple, C. W. Nelson,and D. F. Burnhamof the city of Waupacaand L. H. Harrington,who was very active in contactingthe farmersbetween Waupaca and Weyauwega to arrangeteams for the portionof the road that somefelt neededthe mostattention. Farmington residents along the "lrail" hadalready done a lot of gradingunder the directionof its town board. Theattendees of the meetingdecided to maketheir own inspectionof the route selectedbut the Farmingtondelegates chose to not go with the groupas they felt they had enoughwork to be done alongthe six milesthrough their town without being concernedwith how other areasof the "trail" were proceeding.As it was,it took four automobilesto conveythe committeemenwho took part in the tour. Concernsfrom the inspectionarose whether to route the trail between Waupacaand Weyauwegaalong the "southroad" throughLind Township or the "north road" throughRoyalton Township.The south road was shorter while the northroad had a railroadcrossing to contendwith but hada betterexisting road. LeroyHarrington argued the residentsalong-the south road would bringthe road up to par oncethe harvestswere over and a surveyof the road'completedbut at the Waupaca Townshipboard meetingaround the middleof JulyWhipple suggested the route be changedto go straighteast of the Royaltonroad to "Morey'sCorners" and then turn southonto the Royaltonroad. ChairmanBecker agreed with Whippleand the decisionwas made to movethe routeto the north road. Withindays Whipple was putting up signsalong the northroad. Meanwhilework on gradingand layinggravel on the YellowstoneTrail in FarmingtonTownship wasmoving smoothly although they madeit knownthat helpfrom the menof the city of Waupacawas expectedif the city businessmenexpected help with their roadsfrom the farmers. Plansfor just such cooperativeefforts were quickly laid out. Most merchantsplanned to closetheir storesin orderto work on the roads rather than enlist a substituteto take their place. L.H.Peterson .nA Sam Erickson contactedfarmers to arange teamsof wagonsto haul the gravel,autos were arrangedto take the businessmento the work site,Whipple said he wouldfurnish coffee and Petersonand Ericksonoffered to furnishmilk and cream for the men'spicnic dinners. Unfortunately the weatherdid not cooperateas by September20th scheduled trail dayshad gotten rainedout three timesand now it wastime for the farmersto take careof threshingfilling their silosfor the winter anddigging potatoes for market. But the townshipwas determined to get to work on improvingthe roadsonce these necessary chores were completed. Weyauwegaalso was noted for their hard work on the roads under their domain. In the October7 newspaperarticle about the lastroad work they did for that yearit wasnoted "last Friday morningarmed with shovels,picks, hoes, rakes and everyconceivable road makingtool, all the able bodiedmen of the villageset out to buildthe longestpiece of roadthat hasbeen built this seasonby the localroad builders. When night came a full halfmile of clayedand graveled road showed for theirday's labor. Someof the menworked in the claypit, somein the gravelpit andothers did the levelingon the roadwhere the materialwas dumped, while farmers from the surroundingcountryside furnished teams and drivers. Some350 loadsof clay and gravel lwere] hauled..Shovelers in lthel gravelpit [had somelwagonsloaded in a halfminute." Beforeroad work beganin 1916 a meetingwas calledwherein Whipple brought up other concernsin makingthe areamore conducive to encouragingtourists to wantto comethrough Waupaca County,e. g., it was his suggestionthat signsbe flaced to welcomepeople as they enteredWaupaca andencouraging them to returnas they left. Thevarious advertising efforts were successful for whenthe WisconsinGood Roads Association releasedtheir new road mapsthey containeda red line designatingthe YellowstoneTrail. While prevlousrytne Maolsonro LaLrosseroao nao tne onryreo ilne or approvalrne Yeilow$onel rail, onry the secondroute to be endorsed,was the first touringroute to get officiallyred linedby the Wisconsin GoodRoads Association. As part of the promotionalcampaign, in May the Associationissued a challengeto the Lincoln HighwayAssociation, the only other trans-continentalroad systemat that time, to see which could delivera letterfrom the eastcoast to the westcoast in the leastamount of time. Whileit wasyounger thanthe LincolnHighway Association, the YellowstoneTrail Association believed it wasbetter organized andwould thus do betterin the race.But win or losethe racewould generate publicity highlighting the Trail'sadvantages of coolerweather and more scenic panoramas (it passednot onlythrough parts of the YellowstoneNational Park but alsothrough parts of Glacierand Mt..,Rainier)to summertravelers. Certainlyits roadswest of Chicagowere in bettercondition that the Linc6lnHighway's roads. In the end of Juneroad construction began in earnest,sometimes two andthree daysa week. Onthe firstWednesday "trail day" thirty men headed out to FarmingtonTownship with their lunch pails and shovelsto the gravelpit where they were joined by twenty-twoteams with driversfrom the countryside."As the carloadsof men from the city passedthe wagonsen-route to the gravelpit a numberof the farmerssmiled thinking of the fun they would havewith thesesoft-handed city slickers andtheir shovels. But the smiteJdidnot lastlong after the workbegan as wagons were reportedly filled at a rate of a loada minuteand farmers needed to get their teamsout of the pit beforehis wagon was buriedin the gravel."On Thursday there were sixty city men and twenty-three wagons working on the road. Accordingto the newspapers,in these"two days322 loads of gravelwere-plac{d on oneof the sandiestroads in the vicinity." On Friday"the third crewof Waupacabusiness men workedon the Sheridanroad, finishing up the work done there before,"making it one of the best roads"in that township. At some point the YellowstoneTrail was returnedto the originalroute as the newspapers reportedthat duringthe summerof 1915Waupaca people had aided the farmersin that section"in surfacingthat portionof the roadbetween the Goldsmithfarm andthe Pirkbridge east of the old brick schoolhouse. With the Sheridanroad completed, work againturned to the Lindsection. Halfthe shovelersworked in the gravelpit and half workedat a claybank, alternating the loadsof materialto surfacethe road. Despitethe 92 degreeheat wagons were quickly loaded - the recordbeing thirty-five seconds- andin two daysabout 580 loads of materialhad been laid on top of the sandyroad. When the LincolnHighway Association declined to race againstthe YellowstoneTrail, the Associationmade arrangementswith the U.5. War Departmentto carry an official messagefrom PlymouthRock, Massachusetts to Seattle,Washington from whence it would be deliveredto the commandingofficer at FortLawton. The relay was set up to garnerpublicity of the goodroads provided on the YellowstoneTrail and to proveto the War Departmentthat in caseof an emergencythe trail was a viableoption in gettingmessages, supplies or troopsto the WestCoast. Theroute was divided into fourteenrelay sections and the 3,489.5miles were anticipated to be traversedin 120 hours. Theseventh section, from Milwaukeeto ,was under the direction of Waupaca'sErle Whipple. To assistin this hugdendeavor he set up managersin eightsub-relay sections,Waupaca's being Walter Nelson. Depending on the distance,each sub-relay section's car had to travelthirty to seventyminutes. lt wasalso his responsibility to provideexperienced drivers with high poweredcars that couldaverage thirty milesan hour and then arrangewith policedepartments to permitthese cars to travelthrough their areaswithout drivers getting arrested for exceedingthe speed timits- To furtheraid the drivers,Whipple wrote: "l am planningto be in Milwaukeeto receivethe messageand accompanyit acrosseach relay. lf there are any impassablepieces of road in your immediatevicinity, you cangreatly assist the YellowstoneTrail Association by havinga little work done at suchplaces. Sometimes the fillingup of a badhole in the road,or a littlework at the approachof a bridgewill avoidthe stoppingor at leastthe slowingdown of the car,all of whichtends to increasethe time consumed.lf there are any placeswhere it is necessaryto make a detour, full information regardingthe samewill begreatly appreciated by me." Whipple'sover-all responsibility would end about 5:40 when the_eighth driver would pass the letteron in Minneapolis.Getting everyone along the entireYellowstonb Trail ready took longerthan anticipatedand the relaywas postponed from September4th to September11th. Hisfirst driver was to pickup the messagein Milwaukeeat 4:30a.m. Wednesday morning, on the 13th.At FremontDr. P.J.Christofferson (in his90 h.p.Cadillac 8) wasto receivethe letter at 8:15, travelthrough Waupaca around 8:45 and precedeto StevensPoint where at 9:45 it was passedon to ArthurClements (in a 55 h.p. Buick). BesidesWhipple, Christofferson was accompanied by Stevens Point'ssub-relay manager, J.L. SeEger. He actually passed through Waupaca almost two hoursahead of timeand despite rain affecting road conditions was only behind the originalschedule by a smallamount andthat wasdue to a freighttrain holdingthe car up at a railroadoossing. Along the routethere were upsand downs in attainingthe proposedtime betweencommunities but at the endof the Wisconsin portionthe relaywas one hour and eighteen minutes ahead of the proposedschedule. When the final dispatchwas receivedfrom Seattle,the trans-continentaltrip hadtaken 121 hours,just one hour and twelveminutes behind the anticipatedtime andthe trip wasconsidered a rousingsuccess. Not wantingto losethe advantagesof beingpart of the YellowstoneTrail, in 1917Whipple organizeda fundingdrive that Mayto continueto meettheir obligationsto aid in the financingof the Association'spromotional activities, something that wouldcontinue over the years.(ln 1918Wisconsin begangiving highways numericaldesignations and the YellowstoneTrailthrough this region was named Highway18 with specialmarkers placed along the routeto tell travelersit waspart of the Yellowstone Trail. The practiceof numberinghighways would not becomemore standardthroughout the nation until 1926when Congresspassed its FederalHighway Act.) By the time the state meetingof the YellowstoneTrail Association met in 1921Whipple's efforts were evident. Communities along the Trail were eachallowed a delegateand eachdelegate was allowedone vote for every$10 paidinto the Association.At thismeeting Waupaca was allowed 22 votes. It wasn'tuntil 1922that the YellowstoneTrail was officially opened, particularly between the Twin Citiesand Chicago.To publicizethis fact officialsin a "YellowstoneTrail ca/' traveledfrom their headquartersto the EastCoast bearing letters from the Governorsof Wisconsin,Minnesota, North Dakotaand Montana.lt stoppedin Waupacain Maywhere the mayorarranged for the representatives to speakof future plansfor the Trail to the crowdsgathered around the bandstand. Encouraged representativesfrom Waupaca,Weyauwega and Fremontwent to Madisonto pushfor Highway18 to be pavedin concrete.Fremont to Zittauand Weyf,uwega to Waupacahad already been done and good roadsboosters wanted the rest of Waupacacounty's Yellowstone Trail concreted as they were often consideredsome of the worse roads in the state due to strugglesto keep the graveledroads maintained.The men wereassured that Highway18 would be one of the first projectsto be pavedin 1923. ln fact,in 1923this sectionwas the onlyroad in centralWisconsin to get Federaland State aid for roadwork. ln L924the newspapersreminded its readers:'The Yellowstone Trail Association isthe nameof anagency through which the citizensalong a lineacross the nationpledge their faith with eachother, to work in commoncause for their commonwelfare. To take it for grantedis fatalto it. To expectit to go on foreverwithout positive action on the partof a largenumber of peopleis folly. 'Thecitizens of the communitiesserved by the YellowstoneTrail must realize that all of thisdid not just happen;that in order to reachthis prominentplace it hastaken consistenteffort year after year;it hastaken constructive plans carried out andput into effectso that theywere useful; it hastaken moneyand sacrifice;and it has takensystematic organization. These things had to be done,not on paperalone, not on the spurof the moment,not for a weekor a month,rbutfor yearafter year." And Waupacaremained active in seekingtourists through its associationwith the Yellowstone Trail. lt did not want the trail routedaway from it and its stores. In 1924the Associationhad changed the route,cutting off the sectionthat ran throughNeenah and Menasha,to a more directroute from Fremontto Oshkosh.Among some of the thingsdone to encouragetravelers was the placementin L924of a largemap on the northwestcorner of the courthousesquare that gavetravelers information regardingroad conditions, construction areas, detours, etc. Themap was up-dated every Saturday. Waupacaalso established a free campgroundadjoining South Park. A fencewas built between the parkand campsitethat was eventuallyreplaced with a hedgeto mitigatedamage to the park. lt receivedhigh praise by the field representativesof the YTAwho wrote "the campwas in keepingof the Waupacaslogan, Waupaca's Worth While, and felt by addinga bit to it eachy".iit couldsoon become the biggestcivic asset Waupaca has." But two yearslater the citywas looking at the possibilityof closing the TouristFree Camp despite its beingadvertised for hundredsof miles. A localbusinessman noted that while on vacationin South Dakotaanother traveler who saw the name Waupacaon his car approachedhim saying"l want to meetyou becauseyou're from that town in Wisconsinwhere they havethat wonderfulcamp site." The camp broughta lot of businessinto Waupacaand many businessmenpushed to insteadcharge a 50 centfee per car. The moneycould pay for improvements and makethe campself-supporting. This faction apparently won out as in 1926the park'sfountain benchesand electric light poles had been repainted, a four-rangecovered kitchen and picnic tables were added,police protection provided, with campershaving access to the kitchen,clean toilet facilitiesand telephoneservice. That year's season saw the campfilled "nearly every night, many driving 25 to 50 milesextra in order to makeWaupaca for the night." lt is unclearat this time just when the campgroundwas closed. QuarterlyMembership Meeting Offers Rich Information about the "HutchinsonHouse Museum: What's it to ya?"

Fourth,WHS Members who did cometo the HollyCenter, on June7, ZOL2,were rewarded by hearingMuseum Curator Barbara Fay Wiese present a stimulatingreview of the Hutchinson HouseMuseum and the Hutchinsonfamily. The following are excerpts from hermessage:

Backin the 1850sthe Waupacasettlers knew that asa resultof theirwork - separately andtogether - Waupaca,Wisconsin would become a well-established,beautifully situated community. HutchinsonHouse Museum embodies that spiritof workingtogether, supporting each other,and contributing to the community.You've perhaps heard that the Waupaca HistoricalSociety purchased the housein 1956for 51.00.That purchase followed a traditionthat hadstarted in 1911and progressed through 1955. For Each of sixsubsequent timesthe salewas for onedollar. Betweenall those real estate exchanges, many people lived in the house- asowners, caretakers-of-relatives,boarders, or renters.Finally, in 1955,the DXSunray Oil Company wasprepared to demolishthe home,which was one of the firstclapboard homes built in Waupaca.This is when the WaupacaHistorical Society rallied the community.Recognizing the valuethis home could provide as a linkbetween Waupaca's earliest days and its forwardmarching present, caring citizens contributed 55,000 to enablethe Historical Societyto movethe housefrom its FultonStreet address to its currentsite at SouthPark. Butit wasjust a shell,with nofurnishings to indicateits earliest days. Once again, the communityrallied, and in the processcreated a museumthat tellsthe storyof notiust the Hutchinsonfamily, but the Murnbrues,the Parishes,the Browns,and many other early Waupacafamilies as well, through their furniture, photographs, clothing and household belongings. Thissturdy house holds furnishings that traveled up to GillsLanding by bargeand across the stateon wagons;memorabilia gathered by Waupacacitizens who traveled the world, participatedin the Alaskangold rush, and attended World Fairs; memories of warsand weddings,births, deaths, and everything between. What'sit to ya? Today,it contributesto the educationof our childrenwith toursfor fourthgraders every year.
