Planning for a Secure City Undergirding the perceptible dimensions of a liveable city—a bustling economy, dazzling skyline, state-of-the-art public infrastructure and amenities—is its ability to provide its inhabitants and visitors alike the confidence that their personal STUDIES URBAN SYSTEMS safety is ensured and safeguarded. Yet, at times, balancing security and urban design needs presents unique, though not insurmountable, challenges. This Urban Systems Study charts the critical role that security planning and urban design have together played in Singapore’s transformation from being the crime-ridden city that it was some 50 years ago to one of the safest places in the world today. It discusses the country’s use of innovative ideas and technology, its pragmatic approach to security enforcement and urban planning, and its willingness to challenge traditional Planning for A Secure City norms of security provision where necessary. The 2016 Public Safety Summit: Building Capacity and Legitimacy The 2016 Public Safety Summit: Building Capacity and Legitimacy Today’s public safety leaders often feel squeezed in a vise. On one side pressure is ramping up to respond to ever- more-complex crime and public safety threats such as natural disasters, violent extremism, and cybercrime. On the other side are pressing demands for citizen engagement, stakeholder collaboration, and community outreach. Policing leaders can feel torn: Should they focus on fighting crime efficiently? Or should they focus on growing public trust? Forward-thinking public safety leaders realize that to build legitimacy the answer is “yes” – to improving both crime prevention and public trust. Yet to accomplish both objectives, public safety leaders need to pursue innovations that increase organizational capacity. In a world of limited resources, finding the right mix of innovations will require grappling with tough questions. To help public safety leaders move forward on this challenge, Leadership for a Networked World and the Technology and Entrepreneurship Center at Harvard, in collaboration with Accenture, convened senior-most leaders for The 2016 Public Safety Summit: Building Capacity and Legitimacy. Held at Harvard University in Cambridge, Massachusetts, from April 29 – May 1, 2016, the Summit provided an unparalleled opportunity to learn from and work with policing and public safety peers, Harvard faculty and researchers, and select industry experts. Introduction - Pearls in Policing Inspired by the international Bilderberg concept, since 2007 Pearls in Policing has brought an international group of top law enforcement executives together to discuss the key strategic issues facing their profession, in an environment that is conducive to focussing on the future (Pearls in Policing, 2012). The debate and insights that emerge from Pearls in Policing both inform and are informed by the work of an action learning group, which is one of five components of the Pearls in Policing model: Journal of Futures Studies, June 2014, 18(4): 93-106 Journal of Futures Studies 1. In 2013 the conference was held in Amsterdam, where the 7th IALG presented their research findings which built on the research of previous IALG’s; in 2011 the chosen theme was Charting the Course of Change, which examined how social media, new technology and the formation of strategic alliances influence change in policing; in 2012 the chosen theme was Policing for a Safer World, which examined professionalism, collective approaches to cybercrime, and achieving a discipline of learning across organisations. -

POLICE NEWS RELEASE _________________________________________________________________ ANNUAL CRIME BRIEF 2020 Singapore Remains One of the Safest Cities in the World Overall Crime Rate increased due to rise in scam cases Singapore remains one of the safest cities in the world. Singapore was ranked first in the Gallup’s 2020 Global Law and Order report for the seventh consecutive year, with 97% of residents reporting that they felt safe walking home alone in their neighbourhood at night, as compared to an average of 69% worldwide.1 The World Justice Project’s Rule of Law Index 2020 also ranked Singapore first for order and security.2 2. In 2020, the total number of reported crimes increased by 6.5% to 37,409 cases, from 35,115 cases in 2019. The Overall Crime Rate also increased, with 658 cases per 100,000 population in 2020, compared to 616 cases per 100,000 population in 2019.3 3. The increase in the number of reported crimes was due to a rise in scam cases. In particular, online scams saw a significant increase as Singaporeans carried out more online transactions due to the COVID-19 situation. 4 Please see Annex A for the statistics on the top ten scam types. 4. If scam cases were excluded, the total number of reported crimes in 2020 would have decreased by 15.3% to 21,653 from 25,570 in 2019. Decrease in physical crimes and more crime-free days 5. There was a decrease in physical crimes in 2020. 201 days were free from three confrontational crimes, namely snatch theft, robbery and housebreaking, an increase of 23 days compared to 178 days in 2019. -

This report updates OLR Report 2011-R-0194. Hartford: 406 CONNECTICUT MUNICIPAL POLICE Bridgeport: 381 DEPARTMENTS Waterbury: 276 Connecticut has 92 municipal police departments. As of Stamford: 273 October 2016, they employed a total of 6,628 police officers. Nineteen departments employ 100 or more police Greenwich: 181 officers, and fifty-three employ 50 or fewer officers, Norwalk: 178 including 14 that employ fewer than 20. In the past year, we have seen our programmes reach out to 9,900 children in Singapore and about 3,200 children through direct funding of programmes in the region through a committed group of VWO partners who run the programmes. Other overseas programmes supported by MILK in previous years continued to benefit more than 18,000 people. Over the 6 years since MILK was incorporated, our work has evolved to ensure that we remain relevant and responsive to the needs in our community. This year, our MILK Education Fund, which includes both scholarships as well as bursaries, saw a rise in the number of beneficiaries. Over the last 3 years, we have continued to respond to the needs presented to us as well as assessing the many educational schemes available for tertiary education to ensure that duplication is minimal. In the hope that our MILK Scholarships will serve as an inspirational tool for future cohorts of low income students, we have further extended our financial assistance to include siblings of children with special needs. -

Although we answer each question individually, the questions seem (rightly) focused on two concerns: (1) how will our monitoring team engage with N-CAP, other stakeholders, andthe Newark community to be certain that residents understand the Consent Decree, the role of the Monitor, and have an effective voice in reshaping the Newark Police Department?; and (2) how will our monitoring team ensure that the reforms embodied in the Consent Decree outlive the Decree and the Monitor and firmly take root within the Police Department? The answer to the second is largely, if not wholly, dependent on the first. Newark is faced with a historic opportunity- to create a police department that prizes transparency, accountability, and engagement with the community, not just for five years, but forever. -

The faculty and staff of UW-Platteville have been supportive the whole way, and special thanks goes to Dr. Susan Hilal for the guidance, and especially encouragement, that was crucial in seeing this through. iii Abstract Purpose The purpose of this study is to explore the use of privatized entities within the law enforcement sector, primarily focusing on the United States, but with a cursory look at similar practices worldwide. The study examines particular obstacles such as constitutional issues, costs, recruitment deficits, and training/standards necessary for implementation, and how those are overcome in its implementation. This study also looks at various privatization models within comparable institutions to see what could work in law enforcement and identify best practices from other sectors, like the military, that have used private entities to deliver some of its law enforcement services. Methods Information for this study came from a review of secondary sources. These sources were from accredited journals, textbooks, agency websites, and government reports. The significant components of the private and government law enforcement partnerships that are identified through this research were compared to determine if similarities exist among the successful (and unsuccessful) attempts.
