In general, Egyptian Arabic terms are presented in the way they are pronounced. In order to present the Standard Arabic and Egyptian Arabic terms, I have adopted a simplified version of the transliteration system employed by Hans Wehr, one that indicates the Arabic ‘ayn (‘) and hamza (’) but omits other diacritical marks as well as the extension of the vowels. 2 In this way I hope to make the thesis more easily accessible to readers who are not familiar with Arabic. An exception has been made for the titles of books, newspapers, films, and magazines that were written in Arabic. In order to enable the interested reader to retrieve these titles, I decided to follow the transliteration system employed by as well (ظ and ,ط ,ض ,ص ) Hans Wehr but instead of presenting the emphatic letters .by using diacritical marks, I use capital letters, as shown below ح as Finally, I should mention that conventional English spelling is used for most personal, place and proper names as well as frequently translated Arabic words such as Koran and sheikh.     Human Rights Watch Submission to the Committee on the Elimination of Discrimination against Women Review of the Arab Republic of Egypt’s periodic report for the 79th Pre-Session October 2020 We write in advance of the 79th pre-session of the Committee on the Elimination of Discrimination against Women and its review of the Arab Republic of Egypt’s compliance with the Convention on the Elimination of All Forms of Discrimination against Women. 1. Violence Against Women and Girls (Arts. 1, 2, 3, and 12) Women and girls face violence at extremely high rates in public and private spaces. Though Egyptian authorities have introduced a few legal reforms to combat sexual and gender-based violence, including by increasing penalties for the practice of female genital mutilation (FGM) and introducing amendments to protect the identities of survivors, serious gaps remain and further legal and other reforms are needed. In March, during its third Universal Periodic Review at the UN Human Rights Council, Egypt rejected recommendations by several states to end arrests and discrimination based on sexual orientation and gender identity. Egypt responded that it “does not recognize the terms mentioned in this recommendation.”1 Female Genital Mutilation Female genital mutilation (FGM) remains routinely practiced in Egypt despite the fact that it was criminalized in 2008 and more stringent penalties for its practice were approved by parliament in 2016.2 The 2016 penal code amendments stipulate prison terms of five to seven years for those who carry out FGM, and up to 15 years if the case results in permanent disability or death.
