1.0 Introduction

UCML has been instructed by Blackburn Council to provide a desktop utility study to identify the outline constraints derived from the statutory utility infrastructure on a proposed residential development of up to 350 no. dwellings. The site is located off Ellison Fold Way, and this study includes the land within the red line boundary.

UCML has been commissioned to provide a desktop utility study defining potential cost and timescale risks that could impact on the overall delivery of the project. The principal aim of this utility study is to identify the key constraints derived from statutory utility infrastructure on the proposed development.

This desktop study has been produced using the statutory records received from each relevant body. UCML is not responsible for the accuracy or quality of this information and has attempted to use reasonable skill and care in investigating the existing site services.

Unless stated otherwise, UCML has not made any provision for private networks, unrecorded networks, Liquid Petroleum Gas (LPG) networks, street lighting, CCTV, traffic signals / illuminated signage, data centre networks or drainage/sewerage networks.

2.0 Scope and Objectives

Utilities Connections Management Limited (UCML) is an independent Utility Consultancy providing services relating to the provision of utility connections to all developments.

This desktop utility study aims to provide a ‘snapshot’ in time of the current network and recommend budget estimate costs that may be attributed to the connection, diversion, and disconnection of the above described infrastructure. This is based on the information currently available to UCML.

The scope of works undertaken by UCML may be summarised as follows;

 Review the existing utility distribution networks within the local area of the site

 Obtain the Distribution Network Operators infrastructure records, and consider the impact these may have on the proposed development (refer to appendices)

 Review the impact that proposed construction and ground works may have on the existing utility infrastructure

The objectives of the commission are to provide a level of information relating to budgetary costs and risks, without incurring costs relating to distribution network studies.

3.0 Assumptions

In view of the limitations of the available information, the following assumptions have been made in order to produce this utility study;

 All loads have been based on information provided in the Network Operators Distribution Code and other documented standards.

 In the timescales and budget costs quoted, no allowances have been made in respect to; o Wayleaves or access rights o Easements o Reinforcement charges o Land transfers for substation requirements if applicable o Lease arrangements for substation buildings if applicable o Abnormal off-site civils o Specialist traffic management (non-standard) o On-site civils and builders work

 It should be noted that the budgetary figures quoted are exclusive of any Value Added Tax (VAT) that may be applicable unless stated otherwise.

4.0 Terms and Definitions

ADMD After Diversity Maximum Demand. The development demand taking into account diversity of usage.

CSEP Controlled System Exit Point. Gas mains connection point.

DNO Distribution Network Operator. This is the licensed electricity distributor for the geographic region.

EV Electric Vehicle. Charging points for electric vehicles can significantly increase electricity demand of a development.

GT Gas Transporter. The GT is the licensed gas network operator for a specific geographical area.

ICP Independent Connection Providers. Undertake new electrical connections, however they do take ownership of the asset.

IDNO Independent Distribution Network Operator. Network owners and operators that are not constrained to a geographic area.

IGT Independent Gas Transporter. A GT that is not governed by its geographic location.

POC Point of Connection. This is a formal document submitted by the DNO identifying the location for a new electrical connection.

5.0 Electricity

5.1 Existing Electricity Network The electricity distribution network in the vicinity of the development site is under the ownership of Electricity North West and is operated within the terms of its Electricity Distribution License issued by Ofgem. The local electricity distribution network in the immediate vicinity of the site comprises of underground cables and associated substations operating at Extra High Voltage (EHV), High Voltage (HV) and Low Voltage (LV).

The diagram below illustrates the location of existing Electricity North West infrastructure which has been extracted from its network records. The cables shown in green are operated at 33,000 Volts (EHV), blue operate at up to 6.6 kV (HV), and those shown in orange operate at 415 Volts (LV). Please refer to Appendix 1 for further detail.

5.2 Non-Contestable Works (400 kVA) UCML has estimated the electrical load requirement for the proposed residential development (based on gas fuelled heating) to be 400 kVA. UCML advises this load is used as a guide only for the production of this study, and it is recommended that a Mechanical and Electrical Consultant is employed to calculate the actual load required based on the final layout design.

Please note, the residential loads used are based on standard DNO/IDNO ADMD, and these ADMD figures do not currently allow for the potential future increase in demand associated with Electric Vehicle Charging (EV). UCML has been advised by Blackburn with Darwen Council that no allowance for EV charging is currently required for this scheme.

Electricity North West has indicated a Point of Connection for a load of up to 400 kVA confirming that the development can be connected to the High Voltage 6.6 kV distribution network. The Point of Connection will be located from the 6.6 kV HV cable routed within the footpath of both Anyon Street and Invinson Road. ENWL has confirmed that the Point of Connection can be taken at any point along the existing cable. Figure 5.2 overleaf is POC connection plan from ENWL and Figure 5.3 is an aerial image for clarity confirming where the POC is in relation to the site.

Electricity North West has advised, based on the current network availability, that reinforcement works are not currently required to accommodate the estimated load for the development. However, no capacity can be reserved until payment is made for a valid non-contestable POC offer issued by Electricity North West.

As part of the non-contestable works Electricity North West will undertake ICP design approval and inspections. Cable jointing works for the Point of Connection will typically be undertaken by a Electricity North West Engineer. On-site excavation, reinstatement and civil works will typically be provided by the developer. Laying of all cables and off-site excavation and reinstatement is to be

completed by either an appointed Independent Connection Provider or the Distribution Network Operator. Please refer to Section 12 for further information relating to the route of new mains from the POC to the development site boundary.

Electricity North West has also included the non-contestable elements of the 6.6 kV diversion required to accommodate the proposed site entrance off Marsh House Lane and the relocation of the Low Voltage overhead cable which is supplying the existing properties, numbers 1 and 3 Ellison Fold Lane within the site boundary that will be remaining in situ. Please see Section 5.4 for further information regarding the contestable diversionary costs.

Currently there is sufficient electric capacity available within the existing electricity infrastructure to serve the proposed development based on the POC information provided by Electricity North West. However, no capacity can be reserved until payment is made for the Electricity North West non- contestable POC.

5.3 Contestable Works (400 kVA) Based on the confirmed POC information provided by Electricity North West, the appointed Independent Connection Provider (ICP), Independent Distribution Network Operator (IDNO) or Distribution Network Operator (DNO) will be required to undertake the following works;

 Excavate, backfill and permanently reinstate public highway/footpath to Local Authority standards.  Lay HV cabling from Point of Connection to proposed substation position.  Supply, install and commission the following within the substation; o High Voltage Ring Main Units o 1 no. 500kVA 11kV/433v distribution transformer o Low Voltage distribution board  Lay Low Voltage (LV) mains infrastructure on-site to serve all proposed development.  Connect customer Low Voltage (LV) installation to statutory utility infrastructure.

It should be noted that the works listed above are classed as contestable connection works, and can therefore be undertaken by a suitably accredited Independent Connection Provider (ICP). This enables the works to be opened to competitive tender which may provide cost savings in comparison with the DNO undertaking the works. It should also be noted that elements of the constructed network can potentially be adopted by a licensed Independent Distribution Network Operator (IDNO).

Since the introduction of competition in electricity connections, Independent Connection Providers (ICPs) and licensed IDNOs can compete with DNOs to complete some connection activities. Unlike the distribution license of DNOs, the license of IDNOs allows for an asset value to be offered to an appointed ICP for the adoption of the constructed network extension. Such a difference between the license conditions of DNOs and IDNOs was introduced by Ofgem to encourage the development of competition throughout the market, in an effort to reduce connection costs.

The sum offered by the IDNO reflects their anticipated value in adopting the newly constructed network, based on the expected revenue that may be generated from the acquisition of new

customers. The cost incurred by the ICP in constructing the network may then be offset by any asset value offered by the IDNO to determine the required contribution for the works by the Developer.

Allow a budget cost of £412,000.00 for the contestable works. This is based on the confirmed Point of Connection being located within approximately 85 metres from the development site boundary. The above costs are based on the assumption that the required Secondary Substation will be located along the existing link road, Ellison Fold Way, at the closest appropriate location to the site boundary to reduce the extent of on-site HV mains lay.

The actual location of the secondary substation will be determined following review of the detailed final layout design for the development site, which will enable a more detailed review of cable lengths and associated volt drop to be undertaken. Cost provided is also based on the developer undertaking all on-site excavation, reinstatement and civils works; including the construction of the substation concrete plinth and housing to the Electricity North West or IDNO standard.

5.4 Diversions & Disconnections The following diagram is an extract from Electricity North West’s statutory records and details the currently indicated position of existing infrastructure, however it may be prudent to undertake a below ground survey to ensure there are no unknown services which are not recorded.

Electricity North West (ENWL) infrastructure record indicates overhead 33 kV Extra High Voltage (EHV) apparatus routed within the immediate vicinity of the development, and this apparatus is indicated as crossing the development site as indicated in Figure 5.5 below. Diversion of this apparatus will be required to accommodate the development proposals.

An indicative budget diversion estimate has been provided by ENWL for these works. The budget cost provided is £257,522.67. The budget cost provided for the diversion is based on the assumption that the diverted apparatus can be routed along Roman Road and along Marsh House Lane as indicated in Figure 5.6 below. The cost provided is a budget estimate only, and in order to provide a detailed firm estimate of works Electricity North West will require the payment of £15,000.00 to undertake the required detailed design works.

It is assumed that the 33 kV EHV overhead lines are subject to a contractual wayleave which enables the apparatus to be routed across third party land and access to the apparatus for maintenance works. A wayleave for apparatus of this type will typically contain a right for the landowner to terminate the agreement and the apparatus removed, subject to an agreed period of notice.

The termination of electricity wayleaves, also referred to as a ‘notice to quit’, is regulated by the Electricity Act 1989. Should a developer wish to proceed with ’notice to quit’ and terminate the wayleave agreement for the removal of the apparatus, statutory notice to remove the line is required. The DNO, in this case Electricity North West, will have a period of up to 3 months to respond to the notice, and should they deem it necessary they can apply to the Secretary of State to be granted a necessary wayleave to retain the apparatus in its current position. If the DNO agrees to the termination of the wayleave, the timescales for removal of apparatus will be subject to the notice period specified in the agreement. Timescales for the removal of apparatus can be upwards of 12 months from termination of the wayleave agreement.

It is recommended that the developer review the land title and any active wayleave agreements with a suitably qualified and experienced legal representative to determine if the option of terminating the wayleave is possible. Following which it is recommended that further review of the proposed development programme is undertaken to establish the impact of the wayleave termination will place on the project timescales.

Electricity North West infrastructure record indicates a 6.6kV routed within the site side footpath of Marsh House Lane. It is assumed that this apparatus may be affected by the construction of a site entrance off Marsh House Lane. It is recommended that trial hole excavations are undertaken to determine the exact depth and location of the HV asset. Should it be determined that this cable is at a depth of 750mm (HV) or more from the proposed ground cover level, the associated diversionary works may be negated dependent upon confirmation from Electricity North West. Please ensure that HSG 47 is complied with and safe digging techniques are utilised when excavating within the immediate vicinity of the aforementioned cable. See Figure 5.7 overleaf for further detail.

If the apparatus is proved shallow and diversionary works are required, allow a budget cost of £23,000.00 for the works. This is in addition to the non-contestable cost provided by ENWL for this diversion as discussed within Section 5.2. This cost is based on lowering the apparatus across the proposed site entrance. Review of the final proposed site layout plan and site entrance detail will be required to determine the extent of diversionary or further below ground investigation works required to accommodate the development.

Electricity North West infrastructure records indicates a Low Voltage (LV) overhead line routed northwards across the green space from Lisbon Drive to provide supply to numbers 1 and 3 Ellison Fold Lane. Based on review of the site parcel plan, this apparatus will be affected by the development proposals. As mentioned within Section 5.2, ENWL has advised that this apparatus will need to be undergrounded and the cost of removing the stays, poles and conductor for the overhead apparatus has been included within the POC cost. Allow an additional budget cost of £16,000.00 for the contestable element of the diversionary works. This cost is based on undergrounding the LV cable through the footpath to the west of the existing properties. Further consultation with ENWL is recommended at the earliest opportunity to confirm an acceptable route for the required LV main to resupply these dwellings.

Electricity North West infrastructure records indicate 2 no. HV mains and 2 no. LV cables and associated street furniture routed within the south western site side footpath of Marsh House Lane. The aforementioned apparatus is assumed to be affected by the development proposals and the construction of a link road to connect Marsh House Lane to Invinson Road. Google Maps images show that this link road, named Ellison Fold Way has already been constructed. Therefore, diversion of this apparatus is assumed to have already been undertaken. See Figures 5.9 and 5.10 below for further detail.

Also indicated on Electricity North West infrastructure records is Low Voltage cables within the footpaths Hawthorn Avenue and Invinson Road. As the apparatus is indicated as terminating outside of the development site boundary, it is assumed to be unaffected by the proposals.

Electricity North West do not typically indicate the presence of individual service connections however, their presence should be anticipated until proven otherwise. As the rest of the development site appears to be Greenfield, it has been assumed that no electricity disconnections are currently anticipated.

The main risks associated with the procurement of proposals and the required works are as follows;  Some figures have been applied based on previous projects of similar size and UCML’s experience, others have been provided for budgetary purposes by Electricity North West.

 The Point of Connection is valid for only 6 months from submission. The network capacity can only be reserved upon submission of signed acceptance and a suitable design from either an Independent Connection Provider or Independent Distribution Network Operator.

 Legal agreements corresponding with the proposed substation installation may cause time delays. In order to mitigate any potential negative impact on the project programme, it may be prudent to ensure solicitors representing all relevant parties start communication at the earliest opportunity.

 Diversionary works where required are not regulated by Ofgem, it is therefore advised that a work commencement date is identified as early as possible as this may have a significant impact on any construction programme.

 In regards to the works required to the Extra High Voltage (EHV) and High Voltage (HV) network, there may be outage restrictions applicable (typically during November to February) that will need to be accommodated within the project programme.

6.0 Gas

6.1 Existing Gas Network The local Gas Distribution Network in the vicinity of the development site is owned and operated by Cadent Gas under its Gas Transportation License issued by Ofgem. The gas network in the immediate vicinity of the site comprises of gas mains and apparatus operating at Medium Pressure and Low Pressure.

The following diagram is an extract from Cadent Gas statutory records and details the currently indicated position of existing infrastructure, however it may be prudent to undertake a below ground survey to ensure there are no services present which are not recorded on statutory records. Please refer to Appendix 2 for further detail.

6.2 Proposed Gas Service UCML has estimated the annual gas load requirements for the proposed residential development (based on gas fuelled heating) to be 4,025 kWh hourly and 4,410,925 kWh annually. UCML advises this load is to be used as a guide only for the production of this study, and it is recommended that a Mechanical and Electrical Consultant is employed to calculate the actual load required based on the final layout design.

Cadent Gas has undertaken a capacity check on behalf of UCML to confirm that there is sufficient capacity within the existing Medium Pressure network to provide supply to the proposed residential development. Cadent Gas has indicated that the nearest main with sufficient capacity is a 250mm Medium Pressure Polyethylene main, located approximately 145 metres from the development boundary within the adjacent side footpath of Roman Road to the east of the development site.

Cadent Gas has also confirmed that associated off-site reinforcement works will not be required to utilise the MP connection. However, use of the MP connection point will trigger the requirement for the installation of a Pressure Reduction System (PRS) to supply the required on-site Low Pressure (LP) mains network and individual LP service connections to each dwelling/unit. UCML would advise that the timescales for the installation of an on-site PRS will be subject to the availability of a suitably sized unit at the time of an order being placed. UCML has previously experienced lead in times of 12 – 18 months form the order of a PRS unit to delivery on-site for installation.

It should be noted that the off-site mains laying works, PRS installation, and on-site network installation can be undertaken by an independent Utility Infrastructure Provider (UIP), which allows the works to be opened to a competitive tender that could provide significant costs savings in comparison to the network operator undertaking the works.

Typically, the UIP appointed to undertake the connection works will be required to undertake all excavation, backfill, and permanent reinstatement from the connection point (CSEP) to the development site boundary. The UIP will also be responsible for the supply and installation of the on- site PRS unit, the installation of associated MP and LP mains both on and off-site, and the installation of LP services required on-site. The developer will typically be responsible for all excavation on-site to the point of supply, which will be classed as the meter position for each dwelling/unit unless otherwise requested.

Based on the above noted assumptions, allow a budget cost of £162,000.00 for connections. This budget cost is also based on the assumption that the on-site PRS unit will be constructed at a suitable location as close to the connection point as possible to reduce the extent of on-site MP mains laying works required.

Following construction of the network to supply the proposed development, an asset value subsidy will likely be available from an Independent Gas Transporter (IGT) for the adoption of the installed gas network. For a development of this size, the asset value subsidy will further reduce the costs of installation. The budget cost for connections for the development provided above excludes an allowance for an asset value subsidy and is based on the anticipated construction cost of the

installation of the proposed gas network. The value of the subsidy can be established following the formal application for a gas network design and costs from a UIP, where an IGT can be approached to provide an asset value figure based on the final confirmed gas network design.

Cadent Gas (CG) infrastructure records indicate a 4” Cast Iron Low Pressure (LP) main routed within the site side footpath of Marsh House Lane which is assumed to be affected by the construction of the proposed site entrance off Marsh House Lane. It is recommended that trial hole excavations are undertaken to determine the exact depth and location of the LP asset. Should it be determined that this main is at a depth of 750mm or more from the proposed ground cover level, the associated diversionary works may be negated dependent upon confirmation from Cadent Gas. Please ensure that HSG 47 is complied with and safe digging techniques are utilised when excavating within the immediate vicinity of the aforementioned main. If the apparatus is proved shallow and diversionary works required, allow a budget cost of £29,000.00 for the works. See Figure 6.4 below for further detail.

Cadent Gas infrastructure records indicate a Low Pressure Polyethylene main (slip lined in Cast Iron) of varying diameters routed within Ellison Fold Lane which is within the site boundary. This apparatus appears to be providing supply to the 2 no. existing properties numbers 1 and 3 Ellison Fold Lane within the boundary. Following review of the site parcel plan, the existing dwellings appear to be remaining in situ. However, highway alteration works will be required to Ellison Fold Lane to accommodate a new link road which is to be constructed as part of the development proposals. The new link road will collect Invinson Road to Marsh House Lane. Google Maps images show that this link road, named Ellison Fold Way has already been constructed. Therefore, diversion of this apparatus is assumed to have already been undertaken and the supply to numbers 1 and 3 Ellison Fold Lane have been maintained. Further diversionary works may be required once the road network is established on-site. See Figure 6.5 below for further detail.

Cadent Gas infrastructure records indicate a section of 180mm Polyethylene Low Pressure main routed within the south western site side footpath of Marsh House Lane. As mentioned previously, from review of a Google Maps image this link road, Ellison Fold Way appears to have already been constructed. It is therefore assumed that diversion of this apparatus has already been undertaken. See Figure 6.7 below for further detail.

Also indicated on Cadent Gas infrastructure records is 1 no. 3” Cast Iron Low Pressure main and one 4” Cast Iron Low Pressure main within the footpaths Hawthorn Avenue and 2 no. 55mm Polyethylene Low Pressure mains routed within the footpaths of Invinson Road. As the apparatus is indicated as terminating outside of the development site boundary, it is assumed to be unaffected by the proposals.

Cadent Gas infrastructure records indicate a 250mm Polyethylene Medium Pressure main routed within the adjacent side footpath of Roman Road to the east of the development site. As this main is located outside of the development site boundary and is not impacted on by any of the proposed site entrances, it is assumed to be unaffected by the development proposals.

Cadent Gas do not typically indicate the presence of individual service pipes however, their presence should be anticipated until proven otherwise. As the rest of the development site appears to be Greenfield, it has been assumed that no gas disconnections are currently anticipated.

6.4 Conclusion – Cost & Risk Analysis Costs relating to the reconfiguration of the existing Cadent Gas distribution network are identified in the following table;

The main risks associated with the procurement of proposals and the required works are as follows;  Cadent Gas may provide a revised CSEP position due to changes in capacity on the existing network.

 Formal offers are yet to be received, therefore there is a possibility that costs may fluctuate substantially due to material costs, contractor rates, asset value etc. It is anticipated that significant savings may be made through competitive tender. Extent to be confirmed by Cadent Gas when connections application submitted by UIP.

 The gas connection costs provided are based on anticipated construction costs. The actual cost of connections may be significantly reduced through an asset value subsidy which would be available from an Independent Gas Transporter for the adoption of the proposed new gas network.

 The utility contractor is required to include for all off-site excavation, backfill and permanent reinstatement within the tender documentation.

 Diversionary works are not regulated by Ofgem and it is therefore advisable to programme the works at the earliest opportunity.

 Excavation within the immediate vicinity of Medium Pressure gas mains should not be undertaken prior to consultation with the gas transporter.

7.0 Water

7.1 Existing Water Network The local clean water distribution network in the vicinity of the development site is owned and operated by United Utilities within the terms of its statutory license issued by Ofwat. The clean water network in the immediate vicinity of the site comprises of distribution and trunk water mains and associated apparatus. Please refer to Appendix 3 for further detail.

The following diagram is an extract from United Utilities statutory records and details the current indicated position of existing infrastructure, however it may be prudent to undertake a below ground survey to ensure there are no unknown services which are not recorded.

Please note on rare occasions ‘out of area’ water supply authorities have water mains crossing other water supply authority areas. This is typically trunk or raw water mains transporting water extracted from reservoirs or water courses between areas. Unless stated otherwise, UCML’s utility study covers the statutory water network operator for this region as identified within section 4.0.

7.2 Proposed Water Service UCML has sourced a pre-development response from United Utilities confirming that the current network in the immediate vicinity of the site does not have sufficient capacity to supply the proposed residential development. United Utilities has indicated that the connection point for the development will be taken from the nearest main which is a 12” Asbestos Cement trunk main, routed within the adjacent side footpath of Marsh House Lane. United Utilities has also confirmed that this main does not have sufficient capacity to supply the development without the requirement for associated off-site reinforcement works.

From April 2018, the methodology for developer services charges has changed, and the changes are applicable to all water companies who are based wholly or mainly in . The changes made are based on four guidance principles developed by Ofwat. These are that developer services charges must be fair and affordable, promote environmental protection, be stable and predictable and be both transparent and customer focused. Each water company based wholly or mainly in England must develop a connections charging framework which follows these principles. The main change is

to the way off-site reinforcement costs are funded. From April 1st 2018, the majority of the costs for off-site reinforcement works will no longer be funded through the mains requisition process. Instead, reinforcement works to provide capacity for development works will be funded through infrastructure charges. However, dependent on the extent of reinforcement works required, a developer may need to provide further contribution to the costs. Any additional contribution required will be advised by United Utilities following formal application for a mains requisition offer and the completion of any required network modelling works.

United Utilities has advised that, based on the information currently available, it is likely that the developer will need to make a contribution to the cost of network reinforcement works in addition to the funding provided from the collection of infrastructure charges. The reinforcement works required to provide the required increased capacity for the development will be subject to the completion of extensive network modelling works. These network modelling works will determine the most cost-effective solution to provide a clean water supply to the development that complies with United Utilities standards of service.

It is recommended that United Utilities are contacted at the earliest opportunity to produce a formal mains connection quotation to confirm the extent of reinforcement works required, and confirm the extend of additional funding required from the developer. In order for United Utilities to effectively plan the reinforcement works, they will be required a detailed build schedule.

The cost of infrastructure charges are calculated on the estimated costs of all off-site reinforcement works required to facilitate connections to new developments within United Utilities supply area over a rolling 5 year period, based on the total anticipated number of new connections within that supply area. Please note, the infrastructure charge costs can vary year on year and therefore long term developments may be affected by the variance in infrastructure charges. Each water company has a differing infrastructure charge based on their individual network and anticipated levels of reinforcement works, and the cost of the infrastructure charges for clean and waste water are likely to differ.

The infrastructure charges applicable to developments within United Utilities region are £350.00 per plot for clean water and £415.00 per plot for sewerage. Based on these infrastructure charges, allow a budget cost of £540,000.00 for mains and connections.

A Phase 2 ground investigation and risk assessment will be required to precisely identify contaminated and uncontaminated ground within the site. The level of contamination on-site will determine the material used for the water mains and service pipes on-site. If the level of contamination is low, standard polyethylene pipe could be used. However, if the level of contamination on-site is determined to be high, the site will require the use of barrier pipe laid in a sterile trench. Should the use of barrier pipe be required, this will increase the cost of connections significantly. As this is generally a Greenfield site, it has been anticipated that the levels of contamination may be low and so standard polyethylene pipe could be used.

United Utilities has an Infrastructure Charges Discount Scheme intended to incentivise sustainable development within their region and encourage Developers to construct properties which promote the efficient use of water. In compliance with Part G of the Building Regulations 2010, all new homes built in the UK must be built to a rating of 125 litres of water usage per person, per day (PPPD). United Utilities has introduced a reduced infrastructure charge of £36.00 per property for clean water where it can be demonstrated that properties have been built to a usage rating of 110 litres of water PPPD or less.

In order to qualify for the reduced charge, a completed ‘Water Efficiency Calculator’ form must be submitted with an application for connections, with one completed calculation required for each property type on a development. This is to demonstrate the fixtures and fittings planned to be installed comply with the water usage criteria (please see http://sites.wrcplc.co.uk/partgcalculator/ for further information). Along with the efficiency calculator results, United Utilities will require a signed disclaimer notice from the Developer. This disclaimer notice is for Developers to agree to United Utilities conducting an audit of built properties to confirm they comply with the requirements of the discount scheme and regulations, and confirms the Developer accepts liability for the full infrastructure charge if the information provided is found to be inaccurate following an audit.

For sewerage, a reduced infrastructure charge of £42.00 per property will be payable for all properties built with no surface water connection to the public sewer. To qualify for the reduced charge for sewerage, a drainage layout plan that confirms the drainage connectivity of the proposed properties must be submitted with an application for water services.

United Utilities infrastructure records also indicate a section of 4” Cast Iron distribution main and 12” Cast Iron distribution main routed within the south western carriageway of Marsh House Lane. As mentioned previously, from review of a Google Maps image this link road, Ellison Fold Way appears to have already been constructed. It is therefore assumed that if diversion of this apparatus was required, it has already been undertaken. See Figure 7.5 below for further detail.

The main risks associated with the procurement of proposals and the required works are as follows;  Some figures have been applied based on previous projects of similar size and UCML’s experience, others have been provided for budgetary purposes by United Utilities.

 The pre-development response is valid for only 3 months from submission. The available network capacity can vary continually, due to proposed developments taking capacity from the water distribution network within the vicinity of this specific scheme.

 The developer cannot reserve any water capacity and pressure until a formal order has been placed with the relevant water Network Operator.

 Please be aware that the position of any required fire hydrants will be determined and implemented upon the advice and requirements of the Local Fire Authority.

8.0 Communications

8.1 Openreach Openreach own and operate telecommunications apparatus in the vicinity of the development site within the terms of its statutory license issued by Ofcom. The Openreach network in the immediate vicinity of the site comprises of underground and overhead cables/lines and associated apparatus. Please refer to Appendix 4 for further detail.

Openreach has provided a response to a Land Enquiry undertaken by UCML, and their response confirms that the development can receive a Fibre To The Premises (FTTP) connection design. As the development consists of over 30 no. residential dwellings, Openreach will provide FTTP connections free of charge FTTP connections will provide ultrafast broadband speeds to each dwelling and deliver a level of future proofing for broadband as the demand for speed increases.

Typically, the work undertaken by the developer as part of an Openreach FTTP network installation will consist of laying on-site duct and tubing, building all joint boxes, and providing a cable from a designated joint box to each dwelling (with cappings and covers over external entry points). Openreach will carry out all excess construction works outside of the site boundary and in the public highway. Openreach will provide an allowance of up to £3,400.00 per plot to undertake all off-site works required, however any costs incurred above this allowance will be chargeable to the developer.

For a FTTP installation, the developer will need to sign a contract and Wayleave agreement with Openreach. This is a legal requirement for Openreach to install and access its infrastructure. However if you are considering the installation of an independent fibre network for the development site, they may require exclusivity and therefore the Openreach wayleave should not be signed until it is confirmed an independent third party fibre provider will not be used.

As part of the contract for the installation of Openreach connections, the developer may receive a rebate of up to £140.00 per house and £50 per flat for carrying out on-site works as detailed within the contract provided with their connection proposal. The rebate is in line with the Home Builders Federation (HBF) rates and are payable by BT Plc through its Openreach division. If the developer chooses to self-install the internal FTTP apparatus through Developer Self Install (DSI), an additional rebate payment of £20 per house or apartment will be available.

For the installation of FTTP within an individual dwelling, an Optical Network Termination (ONT) will be installed. The ONT is the Openreach demarcation point and replaces the traditional copper master socket. The Openreach ONT will sit in a wall mounted enclosure along with a Battery Backup Unit (BBU) and the associated wiring. The ONT will include an optical port which connects to the external Customer Splice Point (CSP), an Ethernet port which connects to the communications provider’s router, and a telephony port to connect to the voice call network.

Should the developer choose for Openreach to install the FTTP equipment, the ONT will be installed at the position of the incoming fibre cable, however, as previously discussed, the developer can choose to self-install the internal FTTP equipment at their preferred internal location within the dwelling. Where a developer opts to undertake the self-install of the internal equipment, Openreach will supply the ONT, BBU, and the required connectorised fibre cable.

Figure 8.3 below illustrates the simplest installation for the FTTP equipment in a domestic dwelling, where the ONT and associated equipment is located adjacent to the outside wall where the incoming fibre cable is located.

Figure 8.4 below illustrates a typical example of a developer self-install for the internal equipment, where they have chosen to locate the ONT further inside the dwelling. Further examples of the options for the internal installation are provided within the Openreach Developer Guide for building a fibre network.

8.2 Diversions & Disconnections Openreach infrastructure records indicates a distribution pole and associated overhead line routed northwards across the green space from Lisbon Drive to provide supply to numbers 1 and 3 Ellison Fold Lane. Based on review of the site parcel plan, this apparatus will be affected by the development proposals. It is assumed that this apparatus will need to be undergrounded to maintain supply to the existing properties which are to be retained. It is recommended Openreach is formally contacted to determine the full extent of works involved, for which they will need to undertake a site survey to produce a detailed estimate of works. Budget for a minimum of £1,200 exc. VAT to enable Openreach to undertake the required full site survey and produce a formal offer for the works. Allow a budget cost of £21,000.00 for the diversionary works, in addition to the survey fee. This cost is based on undergrounding the duct through the footpath to the west of the existing properties. Further consultation with Openreach is recommended at the earliest opportunity to confirm an acceptable route for the required duct to resupply these dwellings. See Figure 8.5 overleaf for further detail.

Also indicated on Openreach infrastructure records is a section of underground duct routed within the adjacent side footpath of Marsh House Lane. Provided no alterations will be made to the line and level of the adjacent side footpath during constriction works and following completion of the development proposals, this apparatus is assumed to be unaffected.

Openreach infrastructure records do not typically indicate individual service connections however, their presence should be anticipated until proven otherwise. As the rest of the development site appears to be Greenfield, it is assumed that no disconnections are currently anticipated.

The aforementioned diversionary costs are based on the underground infrastructure being copper, as opposed to fibre optic cables. UCML recommend that Openreach is formally contacted in the early stages of the scheme in order for Openreach to provide a survey to determine the extent of any potential diversionary works and the associated costs. Openreach infrastructure records currently do not differentiate between copper and fibre optic cables, and as such the type of infrastructure within the ground cannot be determined by reviewing their statutory infrastructure records. Please note, the presence of fibre optic cables could multiply anticipated diversion costs significantly.

8.3 Virgin Media - Connections Virgin Media has confirmed that they own and operate telecommunications apparatus in the vicinity of the development site. The Virgin Media network in the immediate vicinity of the site comprises of underground cables and associated apparatus.

Should the developer require Virgin Media connections, we anticipate that the new development can be connected to the existing network within the vicinity of the development site. As part of the provision of new connections to the development, Virgin Media will undertake all off-site works to enable the required connections, however it will be the responsibility of the main contractor to undertake all on-site works as detailed by Virgin Media to their specification.

Typically, the work undertaken by the developer will consist of laying all on-site duct (roped) and the installation of all on-site chambers as per the agreed layout provided by Virgin Media. The contractor will also be required to install 1 no. Omni box at the cable exit point (external), install 1 no. external ground level termination box, install a minimum of 2 no. internal sockets at agreed locations and install Virgin Media faceplates over the connection points within each dwelling. If the specified works are completed by the contractor within agreed timescales and to the required standard, Virgin Media may provide a rebate payment of up to £125.00 plus VAT per plot. The actual rebate payment will be agreed by the appointed New Build Officer on issue of the proposal.

8.4 Virgin Media - Diversions & Disconnections Virgin Media infrastructure records indicate underground duct routed within both of the footpaths of Invison Road and Hawthorn Avenue to the north of the development site. Both sections of main are providing supply to the neighbouring properties within both cul-de-sacs. As this apparatus is routed outside of the site boundary, it is assumed to be unaffected by the development proposals.

9.1 Mast Data

Mast Data infrastructure records indicate a telephone mast routed to the east of the development site. As this apparatus is located outside the boundary of the site, it is assumed to be unaffected by the development proposals.

9.2 ES Pipelines (ESP)

ESP are an Independent Gas Transporter (IGT) who own and operate inset gas networks nationally. ESP has confirmed that they have apparatus within the vicinity of the development site. The apparatus is routed within Beaumont Way which supplies a residential development located on the adjacent side of Marsh House Lane to the development site. Due to the location of the apparatus, it

should not be affected by the development proposals.

10.0 Conclusion

Based on the information currently available for review, the existing utility infrastructure within the vicinity of the development site appears to be capable of supporting the additional demand required to provide connections for the proposed development of 350 no. residential dwellings. As discussed within the study, UCML has undertaken capacity checks with the relevant statutory network operators who have provided confirmation that the existing electricity, gas and telecoms services immediately adjoining the development site currently have sufficient capacity to serve the development. However, the existing water utility infrastructure within the vicinity of the development site does not appear to be able to support the additional demand required to provide connections for the proposed development of 350 no. of residential dwellings. There are existing water services immediately adjoining the development site however, based on information provided by United Utilities, the existing network does not have sufficient capacity to serve the development. As discussed within the body of the study, it is anticipated that network reinforcement works may be required.

Figure 11.1 overleaf indicates the locations of the points of connection provided by the statutory utility operators in relation to this development.

The above figure includes indicative routes from the points of connection to the development site, which have been included for information and guidance only and are subject to change. The final routes of utility apparatus to the development site will be provided by the relevant appointed utility provider and are subject to design approval from the adopting network owner, highway authority or landowner and the completion of relevant legal searches.

Based on the information provided by the Electricity North West and United Utilities, no abnormal legal requirements are currently anticipated to utilise the proposed electricity and water connection points as it is located within publicly adopted land. Figures 10.2 and 10.3 below and overleaf are an extract from the One Network mapping service confirming the above.

Based on the information provided by Cadent Gas in regards to the location of the proposed gas point of connection, UCML anticipate that legal agreements such as wayleaves or easements may be required with third party landowners. The point of connection on the network is located off Roman Road which is adopted and therefore, no abnormal requirements are anticipated for utilising the POC. However, the route from the point of connection to the development site will cross third party land.

UCML has undertaken a Land Registry Search to confirm the above. The map search enquiry confirms that the route from the point of connection for the gas will cross third party land, and therefore legal agreements will be required to utilise the connection point. Figure 10.4 below is an extract from the online land registry map search which shows the assumed route for the gas main to site will cross land title number LA871569.

It may be possible that an alternative route from the point of connection is available within publicly adoptable land, however this may be located a further distance from the development site which may increase off-site mains laying costs. In order to utilise the provided point of connection and the assumed route, it is recommended that following acceptance of a connection proposal, negotiations with all parties’ solicitors are commenced at the earliest opportunity to mitigate any potential delays.

The connection costs provided in the main body of the report are based on individual utility connection proposals being accepted. It may be possible to undertake the connections works as part of a multi utility offering which can combine the installation of electricity, gas, water and telecoms under a single works contract. For some sites, the appointment of a multi utility provider may be more cost effective option for the connections.

11.0 Programme

Based upon the anticipated utility works required for this development as discussed within this study, UCML has drawn up an indicative programme for the utility works anticipated for this development, identifying the anticipated timescales from proposal request to works commencing on-site. A copy of the programme has been appended to this study for information.

Please note, lead in timescales are not provided for Openreach and Virgin Media connections as the submission of connection proposals are based on the start on site date, and the subsequent installations are based on the proposed first occupancy date.

12.0 Future Proofing

Existing and new utilities are assumed to be located in accordance with the National Joint Utilities Group (NJUG) guidelines however, in reality, existing utilities are often not laid as per these guidelines. Where new road entrances are being formed it is recommended that trial hole investigations are carried out to verify the precise position and depth of infrastructure. In some cases, if the utility infrastructures are sufficiently deep, this may enable the extent and cost of diversions to be reduced.

The position and depths of underground and overhead apparatus as indicated within the utility study are approximate and may deviate from the marked route. The plan information shown is given without warranty and is derived from statutory network information provided by others. The accuracy thereof must not be relied upon in the event of any development or works without further below ground investigations taking place.

When on-site, the contractor must use safe digging practices, in accordance with HSG 47, to verify and establish the actual position of mains, pipes, services, and any other apparatus on-site before any mechanical plant is used. The responsibility for locating the apparatus precisely before commencing any works rests entirely upon the person undertaking or directly responsible for those works. The Contractor is to refer to GS6 Avoidance of Danger from Overhead Electric Lines and HSG 47 Avoiding Dangers from Underground Service.

This desktop utility study covers statutory infrastructures surrounding the site. All information has been taken from the records of the statutory authorities and although this information is the most accurate available it may be prudent to undertake trial excavations in strategic locations to definitively determine the depth and location of infrastructure. Utility Providers Networks are constantly under review and subject to applications from other parties and the capacities and loads currently available may be subject to change.

The costs provided are advised as a predicted worst case scenario of the foreseeable works. However, as these are only budget figures the actual costs entailed will not be determined until detailed proposals are received from the owners of the infrastructure.
