Michael Merlingen/Zenet Mujic The OSCE Mission to Croatia: The View from Zagreb In this essay, we look at the relationship between Croatia and the OSCE Mis- sion to Croatia from the Croatian point of view. The relationship between Zagreb and the Mission can be divided into three periods based on each side’s understanding of the role of the Mission. The first period, from 1996 to the end of 1999, was characterized by a frosty political climate. Although, the change of government in January 2000 abruptly improved this atmosphere, there was no essential convergence as the two sides had a different under- standing of their mutual relationship. The fair weather period did not last very long and relations worsened again. It has only been since the beginning of 2002 that the government and the Mission have been able to bring their expectations about the role of the Mission into line. Thus a new chapter was opened in their relationship. In this article, we will describe these three phases in detail from the Croatian point of view. Moreover, we pose the question whether the Mission should not have conducted more active public relations work to reach out to the population and the political authorities at the national and local level in order to win over their support for its activities as well as whether this would have facilitated the OSCE Mission’s efforts to contribute to the socio-political normalization of Croatia. The Mandate and the Mission’s Performance Record After the armed conflict between Croats and Serbs from 1991 to 1995, the OSCE sent a fact-finding mission to the country in October 1995.

    PROSTORNI PLAN UREĐENJA OPĆINE GVOZD 3. PLAN PROSTORNOG UREĐENJA 3. PLAN PROSTORNOG UREĐENJA 3.1. PRIKAZ PROSTORNOG RAZVOJA NA PODRUČJU OPĆINE GVOZD U ODNOSU NA PROSTORNU I GOSPODARSKU STRUKTURU ŽUPANIJE Mogućnosti prostornog razvoja područja Općine Gvozd su ograničene s obzirom na brežuljkasti i pretežito šumoviti teren, rubni položaj u Sisačko - moslavačkoj županiji, te negativan demografski trend stanovništva. Prednost rubnog položaja Općine Gvozd je neposredna blizina susjednih županija (Zagrebačka, Karlovačka županija) te gravitacijski utjecaj ne samo Siska nego i Zagreba i Karlovca. Prijeratno razdoblje razvoja gospodarstva u općini Gvozd karakterizirao je status “nedovoljno razvijenog područja”. Tijekom domovinskog rata, ovo je područje raseljeno i devastirano, te je nakon oslobođenja započela gospodarska obnova, koja se odvijala u vrlo nepovoljnim uvjetima uz niz ograničavajućih čimbenika kao što su: nedostatak financijskih sredstava za saniranje direktnih i indirektnih ratnih šteta, rastući deficit tekućeg računa, visoka nezaposlenost, veliki udjel države u bruto državnom proračunu, vrlo niska razina štednje, nerazvijenosti financijskog tržišta, osobito teški problemi visoke nelikvidnosti uz nedostatak stranog kapitala i dr. U gospodarskoj strukturi Općine Gvozd prije rata najviše udjela je imala poljoprivreda (uglavnom individualna proizvodnja), zatim industrija, trgovina, te ostale djelatnosti. Nepovoljno stanje u agrokompleksu uvjetovano je padom proizvodnje, nemogućnošću investicijskih ulaganja, stanjem u seoskim domaćinstvima koja su prisiljena na puko preživljavanje. Područje općine Gvozd karakteriziraju poljoprivredne površine u privatnom vlasništvu. Ratarska proizvodnja je slaba i uglavnom zadovoljava potrebe samih proizvođača. Stočarska proizvodnja pokazuje pozitivna kretanja, te postoje realne osnove s obzirom na relativno velike površine pašnjaka. Usljed ratnih razaranja i «prisilnog mirovanja» u investicijskom i proizvodnom smislu došlo je do osipanja gospodarskog potencijala Općine Gvozd.
