To facilitate operations and site management associated with the Gorgon Gas Development, Chevron Australia Pty Ltd has requested the use of an additional 32 hectare of uncleared land on Barrow Island. The additional area is located directly south of the Gorgon Development Gas Treatment Plant. Astron Environmental Services was commissioned by Chevron Australia Pty Ltd to undertake a vegetation and flora survey of the 36 hectare study area, within which the proposed 32 hectare site will be identified for use by Chevron.

Survey of the area was undertaken between 14 and 16 October 2013 using methods consistent with relevant Environmental Protection Authority guidance for terrestrial vegetation and flora surveys.

Vegetation in the study area is primarily characterised by Melaleuca cardiophylla over Triodia wiseana and Triodia angusta hummock grassland. Where Melaleuca cardiophylla is not dominant, it is replaced with Acacia bivenosa. This vegetation is considered typical of vegetation on comparable landforms across Barrow Island, and has been previously recorded outside of the study area (Astron 2008a; 2008b; 2008c; 2008d; 2009; 2010a; 2010b; 2001a; 2011b). Vegetation was in ‘excellent‘ (Trudgen 1988) condition with no visible signs of disturbance recorded.

A total of 37 vascular flora species representing 30 genera and 22 families were recorded from the study area. The families most represented in the survey area were (legumes), Malvaceae (mallows), Asteraceae (daisies), Poaceae (grasses) and Solanaceae (potato family).

One priority flora species, Corchorus congener (Priority 3), was recorded within the study area. While the recorded occurrence of Corchorus congener within the survey area was low, this species is relatively abundant and widespread across Barrow Island (Astron 2011c). Two significant flora species were also recorded within the study area; Melaleuca cardiophylla and Hakea lorea subsp. lorea. These species are not protected by legislation however are considered ‘significant’ on Barrow Island as they are considered to have low regenerative capacity when subject to disturbance (Astron 2011c). Melaleuca cardiophylla was one of the dominant flora species recorded within the study area and it is widely known from flats and limestone habitats across Barrow Island (Astron 2008c; 2010a; 2011a). Three individuals of Hakea lorea subsp. lorea were recorded within the study area. This species is not abundant on Barrow Island but appears to be more widespread than originally recorded in the Mattiske (1993) survey, being found in a number of habitats (Astron 2009b; 2011c).

No introduced flora was identified within the study area.

1 Introduction

1.1 Project Background

Barrow Island is located approximately 55 kilometres (km) off the coastline of . The island is approximately 25 km in length and 10 km wide, covering an area of 23,567 hectares (ha). Barrow Island was declared a Class A Nature Reserve in 1910, reflecting its high conservation values (Chevron Australia Pty Ltd (Chevron) 2005).

For more than 40 years, Barrow Island has supported a production oil field. Chevron is currently expanding its island operations with construction of the Gorgon Gas Development. This project involves the development of gas reserves within the Greater Gorgon Area, incorporating the Gorgon and Jansz/Lo gas fields, located approximately 75 km to the north of Barrow Island (Chevron 2011).

The initial approved Gorgon Gas Development is documented in the Environmental Impact Statement (EIS)/Environmental Review and Management Program (ERMP) (Chevron 2005), and the subsequent Public Environmental Review (Chevron 2008), which was approved by the Western Australian Minister for Environment in August 2009. These documents describe the vegetation and flora recorded on the approved gas treatment plant site (GTPS) and two proposed feed gas pipeline routes (the approved feed gas pipeline route and an alternative route) as surveyed by RPS Bowman Bishaw Gorham (RPS BBG) and Mattiske Consulting Pty Ltd (Mattiske) (RPS et al. 2005).

In order to facilitate operations and site management associated with the Gorgon Gas Development, Chevron has requested the use of an additional 32 ha of uncleared land on Barrow Island, within a 36 ha ‘development envelope’ located directly south of the GTPS. Although this area was previously surveyed for vegetation and flora, and mapped during the original ERMP, Chevron seeks to ensure a contemporary assessment of the current vegetation and flora values within this area.

1.2 Scope and Objectives

Astron Environmental Services (Astron) was commissioned by Chevron to undertake a vegetation and flora survey of a 36 ha study area on Barrow Island, located immediately south of the GTPS (Figure 1).

The objectives of the survey were to:

 Describe the observed vegetation and flora within the study area.  Identify the presence of any Threatened (also referred to as declared rare flora (DRF)) or priority (P) flora, threatened ecological communities (TEC) or priority ecological communities (PEC) and flora which are not protected by legislation but considered ’significant’ on Barrow Island because of restricted distribution and/or vulnerability to disturbance.  Assess the type, abundance and location of weeds (environmental weeds and declared pests).

2.1 Desktop Assessment

Database searches were conducted to identify listed conservation significant ecological communities and listed flora species within, or in close proximity to, the study area. Search details are summarised in Table 1.

The vegetation mapping for the area, based on the associations defined by RPSet al. (2005) was reviewed to assist in identifying locations for field quadrats and relevés, and to identify the relative extent of each mapped vegetation type in the study area.

2.2 Field Survey

The vegetation and flora field survey was conducted between 14 and 16 October 2013. The team consisted of Natalie Cadd (Senior Environmental Scientist) and Jesse Kalic (Botanist).

The methodology adopted for the survey was consistent with the Environmental Protection Authority (EPA) Position Statement 3: Terrestrial Biological Surveys as an Element of Biodiversity Protection (2002) and Guidance Statement 51: Terrestrial Flora and Vegetation Surveys for Environmental Impact Assessment in Western Australia (2004).

Prior to the field survey, the boundary of the study area was transferred onto A3 colour aerial photography. This information was also uploaded onto an ArcPad geographical information system to assist in the field.

The study area was traversed on foot.

Sampling of the study area was conducted using quadrats and detailed relevés (unmarked and unbounded sample areas). A total of 15 quadrats and three relevés were surveyed within the study area. The following information was collected at each:

 Location – coordinates measured using a handheld GPS (MGA50, GDA94). One set of coordinates taken for each corner of each quadrat, and a central coordinate for each relevé.  Recorder and date –personnel involved in sampling that location and the survey date.  Species – all species present within each quadrat and relevé.  Introduced Flora (weeds) – the coordinates and density of any introduced flora.  Vegetation description – vegetation was described according to the Aplin (1979) modification of the vegetation classification system of Specht (1970) (Appendix B).  Vegetation condition – assessed according to the Vegetation Condition Scale (Trudgen 1988) (Appendix B).  Habitat – a broad description of the surrounding landscape based on landform, topography and soil.  Disturbances – records of any obvious disturbances such as fire, tracks or grazing.  Photographs – a photograph was taken of each quadrat and relevé. This information, along with a map indicating quadrat and relevé locations, is presented in Appendix C.

2.2.2 Taxonomy and Nomenclature

All flora species detected during the vegetation and flora survey were well known to the field personnel and were therefore able to be positively identified at the time of survey. As such, it was not necessary for any flora specimens to be collected for identification confirmation purposes.

Nomenclature is consistent with the current listing of scientific names recognised by the Western Australian Herbarium. Data from each quadrat and relevé were entered into a customised Access database.

3 Limitations

No limitations were encountered while conducting the vegetation and flora survey. The Island flora is reasonably well documented. Regional documents and previously conducted biological surveys providing contextual information. There were no access limitations and the survey was conducted following above average annual rainfall. In comparison to other seasons and years, a high proportion of were flowering or fruiting which allowed for accurate field specimen identification. Both botanists who completed the work are familiar with the flora of the Pilbara region and in particular, with Barrow Island.

4.1 Desktop Study

4.1.1 Database Search Results

No Commonwealth or State TECs have been recorded within a 10 km radius of the study area (DoE 2013, DPaW 2013d).

Two terrestrial PECs are listed for Barrow Island (DPaW 2013e):

 Triodia angusta dominated creekline vegetation (Barrow Island) (P1).  Coastal dune native tussock grassland dominated by Whiteochloa airoides (P3). No terrestrial flora species listed as threatened have been recorded within 10 km of the study area (DPaW 2013a; 2013b; 2013c).

Two priority flora species, Cucumis sp. Barrow Island (P2) and Corchorus congener (P3) have been previously recorded with 10 km of the study area (DPaW 2013a; 2013b; 2013c; 2013d). Based on habitat preferences and previously recorded proximity to the study area, both of these listed priority flora species were considered to have the potential to occur within the study area (DPaW 2013a; 2013b; 2013c; 2013d).

Database search results are presented in Appendix A.

4.1.2 Seasonal Conditions

The survey was conducted between 14 and 16 October 2013. In the 12 months preceding the field survey, 352.6 millimeters (mm) of rainfall was received at Barrow Island Airport weather station (Figure 2) (Bureau of Meteorology (BoM) 2013). This was 43.9 mm more than the long-term mean annual rainfall of 308.7 mm. Four months prior to the field survey, a rain bearing depression bought 214.6 mm of rain to Barrow Island Airport (Figure 2) (BoM 2013).

4.2 Vegetation and Flora Field Assessment

No TECs or PECs were recorded within the study area; no vegetation analogous to known TEC/PECs were recorded.

The study area was primarily located on low limestone outcropping habitats, with dominant vegetation consisting of Melaleuca cardiophylla shrublands over Triodia wiseana and T. angusta hummock grasslands. A small portion of the study area (1.04 ha) was located on loamy flats, where the M. cardiophylla shrublands were replaced by Acacia bivenosa shrublands. Vegetation was considered to be in excellent (Trudgen 1988) condition, with no visible signs of disturbance recorded.

Under the vegetation classifications developed by RPS et al. (2005), five vegetation associations occur over the study area. The respective extent of each mapped vegetation association within the 36 ha study area is presented in Table 2.

Thirty-seven vascular flora species representing 30 genera and 22 families were recorded from the study area. The Fabaceae family had the most species represented (7 taxa), and Acacia and Solanum were the most species-rich genera with 3 species represented each (Table 3). A complete species list is provided in Appendix D.

No threatened (DRF) flora species was recorded in the study area. One priority flora species, Corchorus congener (P3), was recorded within the study area (Plate 1). This species was recorded in association with limestone habitats from four quadrats/relevés. At each recorded location, cover of this species was less than one per cent. Location details of this species are presented in Table 4.

The majority of the study area extends over low outcropping limestone rises which are dominated by shrub steppe of Melaleuca cardiophylla over Triodia wiseana and T. angusta hummock grasslands. A small area of loamy flats is also present, where the dominant shrub species changes to Acacia bivenosa. This vegetation is considered typical of vegetation on comparable landforms across Barrow Island, and has been previously recorded during numerous surveys conducted on the Island (Astron 2008a; 2008b; 2008c; 2008d; 2009a; 2010a; 2010b; 2011a; 2011b). Mapping of vegetation to association level (RPS et al. 2005) indicates that the vegetation types in the area extend across adjacent areas, with none restricted to the development envelope. Despite the study area being bordered by areas of high traffic and activity, vegetation was in ‘excellent’ (Trudgen 1988) condition with no visible signs of disturbance recorded.

No TECs or PECs were recorded within the study area.

No flora listed as threatened under the Environment Protection and Biodiversity Conservation Act 1999 and no threatened (DRF) flora pursuant to the Wildlife Conservation Act 1950 has been recorded for Barrow Island, or the study area. Three priority listed species are known to occur on Barrow Island, one of which was recorded within the study area: Corchorus congener P3. While the occurrence of C. congener within the study area was low, this priority 3 species is relatively abundant and widespread across the Island (Astron 2011c) and has been widely recorded during previous surveys and on rehabilitation sites (Astron 2011a; 2012; 2013a; 2013b, Outback Ecology 2006). Cucumis sp. Barrow Island (P2) was not recorded in the study area.

Two locally ‘significant’ flora species were identified within the study area; Melaleuca cardiophylla and Hakea lorea subsp. lorea. These species are not especially protected by legislation, however are considered ‘significant’ on Barrow Island as they are considered to have low regenerative capacity when subject to disturbance (Astron 2011c). No introduced flora was identified within the study area. Due to comprehensive weed hygiene and weed management programs undertaken on Barrow Island by Chevron, it is not anticipated that vegetation clearing would introduce weed species into the study area or surrounding vegetation.

Caveat The information presented in this report has been provided by a range of data sources as acknowledged at the end of the report. This report is designed to assist in identifying the locations of places which may be relevant in determining obligations under the Environment Protection and Biodiversity Conservation Act 1999. It holds mapped locations of World Heritage and Register of National Estate properties, Wetlands of International Importance, Commonwealth and State/Territory reserves, listed threatened, migratory and marine species and listed threatened ecological communities. Mapping of Commonwealth land is not complete at this stage. Maps have been collated from a range of sources at various resolutions.

Not all species listed under the EPBC Act have been mapped (see below) and therefore a report is a general guide only. Where available data supports mapping, the type of presence that can be determined from the data is indicated in general terms. People using this information in making a referral may need to consider the qualifications below and may need to seek and consider other information sources.

For threatened ecological communities where the distribution is well known, maps are derived from recovery plans, State vegetation maps, remote sensing imagery and other sources. Where threatened ecological community distributions are less well known, existing vegetation maps and point location data are used to produce indicative distribution maps.

For species where the distributions are well known, maps are digitised from sources such as recovery plans and detailed habitat studies. Where appropriate, core breeding, foraging and roosting areas are indicated under 'type of presence'. For species whose distributions are less well known, point locations are collated from government wildlife authorities, museums, and non-government organisations; bioclimatic distribution models are generated and these validated by experts. In some cases, the distribution maps are based solely on expert knowledge.

I refer to your request of 22 October 2013 for Threatened (Declared Rare) and Priority Flora information in the Barrow Island area. The search was conducted within 20k radial area of the central coordinates.

A search was undertaken for this area of (1) the Department's Threatened (Declared Rare) and Priority Flora database (for results, if any, see “TPFL” – coordinates are GDA94), (2) the Western Australian Herbarium Specimen database for priority species opportunistically collected in the area of interest (for results, if any, see “WAHERB”- coordinates are GDA94 – see condition number 9 in the attached ‘Conditions in Respect of Supply’ and (3), the Department’s Threatened and Priority Flora List [this list is searched using ‘place names’. This list, which may also be used as a species target list, contains species that are declared rare (Conservation Code R or X for those presumed to be extinct), poorly known (Conservation Codes 1, 2 or 3), or require monitoring (Conservation Code 4) – for results, if any, see “TP List”]. The results are attached electronically to this email.

Attached also are the conditions under which this information has been supplied. Your attention is specifically drawn to the seventh point, which refers to the requirement to undertake field investigations for the accurate determination of Threatened and Priority flora occurrence at a site. The information supplied should be regarded as an indication only of the Threatened and Priority flora that may be present and may be used as a target list in any surveys undertaken.

The information provided does not preclude you from obtaining and complying with, where necessary, land clearing approvals from other agencies.

7. It should be noted that the supplied data do not necessarily represent a comprehensive listing of the Threatened and Priority Flora of the area in question. Its comprehensiveness is dependant on the amount of survey carried out within the specified area. The receiving organisation should employ a botanist, if required, to undertake a survey of the area under consideration.

8. Acknowledgment of the Department of Parks and Wildlife as source of the data is to be made in any published material. The unique reference number that is given upon the request for information should be quoted when referencing the data. Copies of all such publications are to be forwarded to the Department of Parks and Wildlife, Attention: The Manager, Species and Communities Branch.

9. The development of the PERTH Herbarium database was not originally intended for electronic mapping (eg. GIS ArcView). The latitude and longitude coordinates for each entry are not verified prior to being databased. It is only in recent times that collections have been submitted with GPS coordinates. Therefore, be aware when using this data in ArcView that some records may not plot to the locality description given with each collection.

These three categories are ranked in order of priority for survey and evaluation of conservation status so that consideration can be given to their declaration as threatened flora. Species that are adequately known, are rare but not threatened, or meet criteria for Near Threatened, or that have been recently removed from the threatened list for other than taxonomic reasons, are placed in Priority 4. These species require regular monitoring. Conservation Dependent species are placed in Priority 5.

1: Priority One: Poorly-known species

Species that are known from one or a few collections or sight records (generally less than five), all on lands not managed for conservation, e.g. agricultural or pastoral lands, urban areas, Shire, Westrail and Main Roads WA road, gravel and soil reserves, and active mineral leases and under threat of habitat destruction or degradation. Species may be included if they are comparatively well known from one or more localities but do not meet adequacy of survey requirements and appear to be under immediate threat from known threatening processes.

2: Priority Two: Poorly-known species

Species that are known from one or a few collections or sight records, some of which are on lands not under imminent threat of habitat destruction or degradation, e.g. national parks, conservation parks, nature reserves, State forest, vacant Crown land, water reserves, etc. Species may be included if they are comparatively well known from one or more localities but do not meet adequacy of survey requirements and appear to be under threat from known threatening processes.

3: Priority Three: Poorly-known species

Species that are known from collections or sight records from several localities not under imminent threat, or from few but widespread localities with either large population size or significant remaining areas of apparently suitable habitat, much of it not under imminent threat. Species may be included if they are comparatively well known from several localities but do not meet adequacy of survey requirements and known threatening processes exist that could affect them.

4: Priority Four: Rare, Near Threatened and other species in need of monitoring

(a) Rare. Species that are considered to have been adequately surveyed, or for which sufficient knowledge is available, and that are considered not currently threatened or in need of special protection, but could be if present circumstances change. These species are usually represented on conservation lands. (b) Near Threatened. Species that are considered to have been adequately surveyed and that do not qualify for Conservation Dependent, but that are close to qualifying for Vulnerable. (c) Species that have been removed from the list of threatened species during the past five years for reasons other than taxonomy.

5: Priority Five: Conservation Dependent species

Species that are not threatened but are subject to a specific conservation program, the cessation of which would result in the species becoming threatened within five years.

Recommendations for additions, deletions or changes to the Declared Rare and Priority Flora List should be forwarded to the Flora Administration Officer or Senior Botanist Species and Communities Branch, DEC.
